ERS Key Achievements : 2100 beneficiary households (BHHs) have been

registered and verified by IOM teams in district Shikarpur under the newly launched shelter programme. The registered BHHs have started site preparation and are working on their plinth.

109 FPs representing 2,523 BHHs have received the first tranche payment while 15 Focal Points (FPs) representing 325 BHHs have received the 2nd tranche payment, bringing the total disbursement of payments to PKR 23 million.

182 community training sessions outlining Disaster Risk Reduction (DRR) construction techniques have been conducted. 3,467 programme beneficiaries and 1,295 community members (including 1,256 females) have attended these trainings.

For South Sindh, 22,711 shelters funded by DFID, OFDA, OSDI and MJSF in districts Badin, Mirpur Khas, Tharparkar, Umerkot, Tando Allah Yar and Tando Muhammad Khan, have been completed and occupied; whilst 189 BHHs are working on the completion of the roofs.

To date a total of PKR 680 million has been disbursed to 1,037 community FPs representing 22,900 households. 997 FPs have also received the service fee for successful disbursement of funds to programme beneficiaries.

11,662 community training sessions outlining Disaster Risk Reduction (DRR) construction techniques were conducted and concluded, with 211,249 programme beneficiaries and 62,609 community members (including 80,844 females) attending the trainings.

550 shelters funded by the government of Finland have started in Badin as an additional component to cover un‐met recovery needs highlighted by local partners; all beneficiary households have completed site preparation and are working on their plinths; 298 BHHs amongst them have progressed to the wall level.

Addressing acute shortage of water for domestic use in severely affected flood areas and as a complimentary shelter activity, 17 hand pumps have so far been installed in district Mirpur Khas whilst work is in progress at 13 sites.

Shelter Cluster Activities The Shelter Cluster continues to monitor activities implemented in areas affected by the 2012 and 2011 floods in Sindh, Punjab and Balochistan. Monitoring of the situation in Balochistan following the earthquakes in September continues, and the Shelter Cluster remains available to provide technical and coordination support

in the event of future shelter related programme implementation. The Shelter Cluster’s Strategic Advisory Group conducted technical review of the 58 proposals received and selected 6 for further consideration by the Emergency Relief Fund (ERF). Four proposals have been endorsed for funding by ERF, while 2 remain under review. Additionally the Shelter Cluster is contributing to the Humanitarian Needs Overview (HNO) and strategic planning process that will replace the Consolidated Appeal Process in 2014. National and provincial cluster representatives will participate in an inter-cluster strategic workshop hosted by OCHA on 7th November for joint analysis and identification of priorities.

IOM Pakistan participated in the annual conferences organized by the Global Shelter and Global Camp Coordination and Camp Management Clusters (CCCM) in Geneva during October and November to share experiences from the field and contribute to discussions on the way forward for the clusters in 2014.

The Shelter Cluster is organizing a shelter research study to analyze the technical, economic, environmental and social benefits and disadvantages of shelter recovery project designs, with the objective of producing a best practice guide for building designs in flood-prone regions of Southern Pakistan. A group of research consultants will travel to Pakistan in November to conduct field visits of shelters built between 2010 and 2012 in Sindh, and for consultations with implementing organizations and beneficiaries.

CCCM Capacity Building efforts are ongoing, with upcoming trainings scheduled in Punjab and KP through the end of 2013. Rescue and Safety Officers of the Punjab Emergency Service/Rescue 1122 will be trained in Lahore from 27-29 November. In December, a refresher course will be held for all KP/FATA-based CCCM trainers who previously participated in a Training of Trainers (ToT) on CCCM.

This will be followed by CCCM workshops for District Disaster Management Officers (DDMOs) and Deputy Commissioners (DCs) from all districts of KP, in close partnership with PDMA KP.

Migration Health Services

IOM clinics in Islamabad, Lahore, Karachi, Mirpur and Quetta provided health assessment services to 4176 prospective migrants and refugees during October 2013, of these a large number of the clients were screened in Islamabad. Majority of the health assessments were for UKTB (2123) followed by Australian Health Assessments (1636) and Canadian Health Assessments (957). Screening of migrants for communicable diseases continues; out of approximately 47000 people screened, 2 cases of tuberculosis were tested positive. Migration Management

IOM’s support to the Government of Pakistan in implementing the EU Readmission Agreement (EURA) continues including engagement with the Readmission Cell at the Ministry of Interior. Orientation workshops for local civil society organizations on the Readmission Agreement and reintegration assistance are ongoing with a workshop held on 8th October in Islamabad. The orientations are part of IOM’s efforts focused on increasing awareness of civil society organizations regarding the readmission agreement and enhancing capacity to develop reintegration initiatives for returnees under EURA.

Planning for the 4th National Coordination Committee (NCCR) meeting is underway where key government stakeholders will review progress on the Readmission

Process and deliberate on measures to improve implementation of the Readmission Agreement.

As part of its collaboration with Center of International Peace and Stability (CIPS) of the National University of Sciences and Technology (NUST), IOM was invited to give a presentation on combating human trafficking in peace keeping operations to 18 Military Observers and Staff Officers earmarked for peace keeping operations in Africa; the presentation formed part of a pre-deployment training for the officials.

Resettlement Movements

Resettlement movements are ongoing with 258 cases processed during October 2013. The highest caseload was for Australia (120) followed by (100) for Canada. Assistance for family tracing and unification also continued with 7 cases provided support. Furthermore 329 Assisted Voluntary Return (AVR) and 30 Assisted Voluntary Returns and Repatriation (AVRR) cases were facilitated during October 2013.
