i-Plan Introduction

Welcome to TIES i-Plan! i-Plan will help you efficiently maintain all of your IEP and IIIP paperwork with minimal work and maximum efficiency and organization – all on line!

Use i-Plan to

• Create and print meeting notices.

• Maintain demographic records on students and contact information on their parents, other team members and case managers.

• Prepare evaluation and progress reports.

• Include students’ participation in assessment programs and/or adaptations of these programs.

• Modify a disabled student’s High Standards requirements.

• Track services provided and include information on the provider.

• Maintain the student’s transportation information.

• Access, write and print specific IEP, IIIP and 504 forms.

Assumptions This document assumes that you are familiar with the IEP and IIIP plan procedures of the state of Minnesota. It explains how to use i-Plan to complete your work, but does not tell you what needs to be done and when.

This manual describes and explains i-Plan Version 2. Version 1 had a different look. Otherwise, the main difference is in the method of navigation from one plan to another or one page to another.

We assume that you have security access to i-Plan and are familiar with the Internet. You may or may not use TIES Student Information System (TSIS), but your use of i-Plan will be facilitated if i-Plan can access TSIS Census and Student records.

Security Category There are two types of i-Plan system users. Your category depends on your user status. Most IEP case managers are called “users”; They only have access to the plans they have created or the ones that have been delegated to them. Those system users who are called “managers” are supervisors who have access to any plan created within their district.

TSIS Web Applications – Web Browser Settings In order for all of the TIES web applications to function correctly, it is important that web browsers are configured to check for a newer version of stored pages every time you visit the page. By default, browsers are set to automatically check, so we need to change the settings as follows:

Internet Explorer (Version 5.5 or Higher)

From the Menu:

• Select “Tools”

• Select “Internet Options”

• “General” tab is already selected

• Under “Temporary Internet Files” choose “Settings”

• Select “Every visit to the page”

• Click OK

Netscape (Version 6.2 or Higher)

From the Menu:

• Select “Edit”

• Select “Preferences”

• Select “Advanced” and expand the list

• Choose cache

• Select “Every time”

• Click OK.

i-Plan Screen Use

You may be in the habit of double clicking on navigation or processing buttons. Do not double click when using i-Plan screens. Click on the button once and wait until the requested process is completed.

Part of an i-Plan page is illustrated above. When you click on a button such

as , the status of your request shows in the status indicator bar at the bottom of the window. This indicator bar fills from left to right as the process is completed. When the process is totally complete, the word Done displays to the left on the status line. In the example above, i-Plan is in the process of

saving the page. Done displays in the status line because the previously requested process has been completed.

You will know the page is saved when -

• the button again reads

• the Status Indicator bar is blank; and

• Done again displays to the left.

Plan Categories The Plan information menu (purple background) displays to the left of all plan pages. Click on My Plans to navigate to a listing of your plans. Go back to My Plans when you want to access another plan.

When you first display a page such as Edit Plan, only the major menu categories such as Manage, Evaluate or Plan display in the menu. You can view a sub menu by clicking on a main category. To view a more detailed

listing of the plan management category, for example, click on Manage. The menu will change so that Plan status, Case manager, Student, Team and Plan index display as pages within the Manage category. To navigate to one of those pages, click on it. To display pages for one of the other main categories instead, click on that main category. For example, click on Evaluate to display a list of pages and forms for evaluation.

Button:

Often there are two or more Save plan buttons on a page. Click on any button to save the entire page. While the data is being saved the button label will read Saving plan

rather than Save plan. Be sure to save your plan often to safeguard your work.

Once the page or form has been saved, the page will refresh and the phrase The form has been saved at (date, time) – (operator’s name) will display at the top of the page as in the above example.

Navigating from page to page

Always click on the menu item on the side bar to navigate between plans or from one page or form to another. Do not use the browser “back” arrow (in the command line). Use the navigation links.

Printing Pages and Forms

Before printing reports and forms, you can

use the feature. To add words to your personal dictionary, click on [Edit user dictionary]. To specify how you want certain words handled (capitalization, etc), click on [Spelling options]. To close the form and return to the plan page, click on the (close) button at the far upper right corner of the form (not the plan page), illustrated below.

Before printing a report or form you will have the opportunity to preview it. Click on

the icon to view the form in HTML.

Once the HTML form is printed, close the preview window by clicking on the (close) button at the far upper right corner of the form.

You could also print the pages directly from the screen by selecting the FILE command and then selecting PRINT from the File menu. However, the page will include the i-Plan graphics and navigation and will not look like the actual form.

A new window will open, allowing you to preview the report or form page in a printer-friendly layout.

To print the form, click on the printer icon in the Commands line at the top of the form.

Logging In

For school districts in Minnesota, the Internet address for i-Plan is as follows:

http://d(4-character district number) n03.ties.k12.mn.us/toas/iplan_login.asp.

On the above example screen the district number is 0987. Substitute your own district number.

The i-Plan Log in page shown below will display.

Type your District, User ID and Password. Click once (Do not double-click) on .

Logging Out The Log out command is located to the right of the black bar near the top of the screen. This command will log you out of i-Plan. If you do not want to log out, but intend to switch to a different student’s records instead, click on My Plans

Important: Be sure to use Log out when you want to exit from i-Plan. If you just close the program, you will be denied access.

Example of My plans page once the operator has created plans or they have been assigned to the operator. In this example, the operator is a case manager. Also, no filters have been applied. Therefore, all plans display in

the ‘Plans Delegated to Me’ listing, whether or not they have been specifically assigned to the operator.

Accessing your Plans Your My Plans page is the first page that displays when you log in. Once you have plans assigned to you, this page will resemble the one shown above. All of your draft plans, active plans and the plans delegated to you by other plan managers will be listed. Case managers will see all plans, whether or not they have been specifically assigned to the case manager.

• To include older plans that are no longer active, click on . When

historic plans are displayed, this button

reads . Click on it to view only current plans.

• To view the plan of a student listed on the My plans page, click on the student’s name. To create a new plan for a student not listed, click on . To change your password , scroll down the page and click on the

button.

Filters You may have created many plans or have many plans delegated to you. If that is the case, use the filter fields and button to narrow your selection. For example, you might have IEP, IIIP and 504 plans, but want to display only your IEP plans. Select Annual IEP in

the Plan type list box and click on . Only IEP plans will display. If you don’t use the Filter feature, all plans display. To turn off

the Filter, click on it again with all of the filter fields blank.

Plans will be sorted alphabetically. For example, if Plan manager is your filter, the plan manager’s plans will display sorted alphabetically by student. Once you have used the filter you can click on a heading above the columns to sort the filtered plans. For example, to sort the plans by Student ID, click on the heading Student ID.

Create a New Plan

Select the My Plans page from the menu.

1. Click on .

Search For a Student page. This page displays when you select Create new plan. ‘Adams’

has been entered in the Last Name field. TSIS users may search for any student, whether that student currently has a plan or not.

2. Search for a Student i-Plan displays the pages the order you need to use them. When you select

on the My plans page, the Search for a student page displays. If your district uses TSIS Census, you can use this page to find the student and automatically fill in his or her demographic information. Do the following:

a. Click once on . A list of students will display in the Search Results section of the page.

b. If you know the Last name, First name, Student ID or School, type the information in the Search fields. It is necessary to type only the first three letters of the student’s name. The field is case sensitive, so enter the characters in the same format used to enter them in

TSIS. Again, click once on .

When the search is completed, scroll down to view Search results. Students whose names begin with the character(s) entered in the Search field will be listed. See the following page for example Search Results.

Search results are on the same page as Search for a student. All enrolled students will display, not just those who have plans. Scroll down the page to view Search results. Click once on to navigate to the chosen student’s Student information page.

When you click on the Search page, the Student Information page (illustrated above and on the following page),

displays. Notice the Include student on team check box. To include the student in team meetings, etc., select this check box.

Primary family information from the Student Information page. If all of a primary family’s information could be displayed at once, it would look like this illustration. Scroll down the page to add as many as three additional families. Any or all of the families may be included on the student’s team.

The Family section of the Student Information page is illustrated above. In addition to the Primary Family information, you can enter information for three more families. (Only the Primary Family is illustrated.)

The Student Information page data is extracted from TSIS if your district uses the TSIS Student and Census modules.

Note the Include family on team check box. When this box is checked, the family will be included for all team meetings and notifications. The check box is checked automatically for all families. To exclude a family, de-select the check box by clicking on it.

Example 1: If the student has no plans, the bottom of his or her Student Information screen resembles the

above illustration.

Example 2: Once the student has plans, Active, Draft and Historic plans all display in this area of the page.

This Student’s Plans If you have accessed the Student Information screen by clicking on , information about the student’s current plans displays at the bottom of the page.1.

Scroll to the end of the Family information section to view the student’s plans. If the student has no existing Individualized education plans, that information displays instead of the Student Plans. At this point, Example a has no plans.

To create one, click once on .

1 Note that if you access Student Information by choosing IEP/Manage/Student from the blue menu bar instead of through the “Create a new plan” process, Student Information will display without this listing at the bottom. The listing only displays when you are creating a new plan.

Example 2 shows the plan list of a student who has several plans, one active plan, one draft and several historic. Notice that the

button is missing. If a student already has a draft plan, a new draft plan is not allowed. To create a new draft, first change the status of the old draft to Active or Historic. To change a plan’s status, Click on and choose the draft plan from the list, or contact the district administrator or case manager for access to the draft plan.

4. Create a Plan page

This page will display once you have clicked on the button in the This Student’s Plans area of the Student and Family information Screen.

• Case manager/ID will be prefilled with your own name and ID. You can’t create a plan for someone else and no one can create one for you. To transfer a plan to another case manager, navigate to the Manage Plan Status screen.

• The default Plan type is Annual IEP. To change the plan type, click on the List box and highlight another plan type. The open list box is shown in the inset.

• Fill in the Annual IEP Date. If you do not know the date, you can leave it blank and fill it in later.

• Click once on to actually create the IEP plan draft. The plan is always a draft when first created. While i-Plan is creating the plan, a message screen will display the message Creating a new plan. Please wait.

• When the Save process is completed, the My plans page displays again. On My plans, select the new plan (or any other plan you want to edit) by clicking on the student’s name in the plan listing.

5. Add Forms and Reports or Edit the Created Plan

When your My Plans page displays, the new plan will be included in the list. To view or edit pages related to a listed plan, point to the

student’s name and click on it. Remember to click just once.

An Edit plan page such as the one above will display. Use it to access the various plan pages and forms that are available. Initially, the menu in the purple menu bar shows only major categories, such as Manage or Evaluate. To view specific pages, click on the category. For example, to view such topics as Notice of team meeting, Evaluation report or Progress report, click on Evaluate.

The Plan type, Annual Plan date and Case manager displayed on the top line are extracted from the Create a plan page. The student’s personal information, displayed in the center of the page, is extracted from the Student information pages.

To display the available plan pages and forms, click on a topic in the menu bar.

Edit Plan Options The menu bar on the Edit plan page is found on all pages except My plans. See the descriptions for each of these pages for further details on its use.

My Plans : This option will bring you back to the My plans page where you can choose another plan to view or update.

Manage

• Plan status: Change the plan to an Active or Historic plan; or copy it to a new Draft plan; or delegate access to other case managers. See the Manage plan status page description for more details.

• Case manager: Add or update case manager contact information.

• Student: Student and family information page. Add families. Add the student and/or families to the student’s IEP team. Refresh demographic data.

• Team: The student’s IEP team members and their contact information.

• Plan index For a particular student, view a list of information and completed forms, including the dates last edited. Navigate directly to the appropriate pages.

Evaluate

• Team meeting: Create a notice of a team meeting for the purpose of evaluation.

• Notice of evaluation: Notice of education evaluation/ reevaluation. This is a notice of a professional evaluation of the student’s eligibility for special education.

• Evaluation report I or II: The complete evaluation of the student, including the statement of eligibility and disabilities.

Plan

• Team meeting: Notice of a team meeting regarding the creation of the student’s plan once the evaluation is complete.

• Eligibility criteria: A list of forms that can be accessed and completed to document the student’s eligibility for special education.

• Adaptations: Student’s participation in assessment programs and/or adaptations of those programs.

• Primary standards:

High Standards chart for Primary level.

• Intermediate standards: High Standards chart for Intermediate level.

• Addendum: Pages you may use to add addendums to forms.

• Print other forms: TIES 5-page IEP. Print a TIES 5-page HTML or PDF style IEP form completed with the student’s IEP data to date.

• Private data: Consent to Release Private Data form to be signed by the student’s parents.

• Document Change: Documentation of Significant Change to Plan. Identifies the IEP changed, the changed plan elements and the meeting where changes were specified.

• Behavior Behavior Intervention Plan. Describes how student behaviors will be modified.

• Blank PDF forms: Choose a state recommended form that you may fill out by hand. You will need Acrobat reader to print these forms.

• Meeting Summary Gives reason for meeting, lists attendees and describes outcome.

Manage Plan Plan Status Screen

To access Plan Status, select the plan from the My plans page. Now select the page from the Manage menu category. Select the Plan Status page to change the draft/active/historic status of the plan, to delegate access to additional case managers or to transfer the plan to another case manager.

The Plan type, Annual plan date and Case manager appear across the top of the page. The example plan is an Annual IEP Draft plan. The information in the header originates on the Create a Plan screen.

In the Plan Status area, you will see three buttons. Once your draft plan is ready to implement, you can convert it to an active plan by clicking on the button.

You can also deactivate a draft or active plan and give it an historic status by clicking on . Historic plans cannot be edited.

Active plan updates: Copy an active plan to a draft plan if you are in effect creating a new plan for the student. The objectives and goals of the plan, for example, cannot be changed on an active plan, but you can create a new draft with the changes you want. To copy an active plan, click on .

Some information can be changed on an active plan without creating a new one:

Only one draft plan can exist for a student at a time. If you attempt to copy a draft plan to another draft plan you will receive the error message, Draft plan already exists.

The illustration above is of the middle part of the Plan status page. You may change Plan type or Annual IEP date on a previously created draft plan. If you attempt to change these fields once the status has been changed to Active, however, you will not be allowed to do so.

Delegate an Additional Case Manager You may delegate an additional case manager(s) (or users) who will have:

• Full access rights. Full access will allow the delegated case manager to edit and update the IEP.

• Read only rights. Read only will allow the delegated case manager to refer to the plan, but not edit it.

Highlight the case manager (user) in the Select employee for new access rights list box. The user must be included in the list box. (You cannot type in a name not already included). A case manager is considered a user and is included in the list box when he or she has at least one IEP plan of his/her own.

In the above example, Annette Molina and Nancy Killian are designated as delegates. Their names and ID numbers display. They both have full access, meaning they can change information as well as view it. Only the case manager who created the plan may delegate access. A delegate may not delegate the plan to a third party.

Access also may be revoked. With the user’s name highlighted in the list box, select the Revoke access radio button.

You may transfer the plan to a new case manager. In this case, you are retained as a delegated user of the plan only. Transferring the plan to another case manager cannot be undone unless that case manager transfers it back to you.

When you have made the necessary changes to this page, click once on . To navigate to another page, choose one from the purple menu bar.

Case manager information To access another plan, select it from the My plans page. Now select Case manager from the Manage menu category in the purple menu bar.

Case manager information may be edited on either a draft or an active plan. Scroll down the page to view or edit Alternate contact information.

Contact Information Default You may designate the contact information on this page as a default. It then will be added automatically to all of your plans.

Once you have completed and saved the page, click on Set as default for all new plans. By creating a default you will avoid having to fill out this information again. The information will be automatically filled in for all new plans. i-Plan will overwrite any previous default, but will not change existing plans.

Team Page

Parents (primary head of household of the student’s residence) are automatically included in the IEP team. On the Student Information page, you may edit their information or add parents who are not currently team members. Just select the Include family on team check box. To include the student on his or her own team, select the Include student on team check box, also on the Student information page.

Add team members other than the parents or the student on the Team page, shown above. There are two ways to add a team member.

1. Choose a team member from your personal or district Team Member List. To access the list, click on Open district/personal team list. See the following page for Team Member List instructions.

2. Type the information into a blank set of team member fields on the Team page. To add a team member to your district or personal list at the same time you are adding him or her to the current plan, see Page 31 of this document.

When the Team page has been updated, click

To access the Team Member Lists page, click on Open district/personal team list on the Team page. Team Member List displays the My team member list and District team member list, like the ones illustrated above.

To view possible team members in a particular category, enter the category in the Search field and click on .

To add a team member to your current plan, click on the button to the right of the team member’s name. The current plan information displays at the top of the screen.

Add a District or Personal Team Member To add either a personal or district team member –

1. On the Team page, position the cursor in a blank field and click on Save to district/personal team list.

2. A page called Team Members: Save to District/ Personal Team List like the one above will display.

3. Fill in the requested information that you have available.

4. Save the new team member to either your personal list, (for your use only), or to the district team list (available to all district system users), by selecting the appropriate

radio button. Only managers may add to the District Team List.

5. Click on . The team member will be added to the member list you requested. The Team page for the current plan will display.

6. To add the new team member to your current plan, click on Open district/ personal team list. Your team member lists will display with the new member

Goals and objectives: program and transition

Select the plan from the My plans page. Now select Program goals or Transition goals from the Plan menu category in the purple menu bar.

Program Goals and Transition Goals are used in exactly the same way, so instructions for goals and objectives will be given only once. Check to see that you are using the goal type you intend to use.

There are two ways to add a goal to a student program.

• Write the entire goal and objectives yourself, or choose a goal from the Goal bank.

• Modify Goal bank goals once they are added to your plan.

Create a New Goal A student’s goals are set up like pages in a document with each goal on a separate page. On a new, blank goal page, New goal entry displays to the right of the page title. This message appears when the student has no goals or when you have paged through all of the existing goals and have reached a blank page.

Goal bank Instead of creating a goal statement from “scratch,” you may use a goal from your district’s goal bank or your own. Use it as it exists or assign it to the student and then modify it.

Look at the Goals and Objectives page on the facing page. You will see the four phrases View the goal bank, Save this to the goal bank and (if the student already has at least one goal) Manage goals for this plan and Progress report.

Choose a Banked Goal Click on View the goal bank to display the list of available goals. An example of a Goal bank page is shown above. Language has been entered in the Search field to limit the list to those in the Language category. To view the text of a specific goal, click on its

button. To add the goal to

Save the plan to make sure you have retained the goal(s). Now you can modify the goals copied from the Goal bank for your current plan. Don’t forget to save the revised plan!

Modify or Update a Goal To change the text of a student’s program or transition goal, performance level, or objectives, simply go to the appropriate goal page, key in the changes and re-save the plan.

View a Student’s Program Goals From any Goals and objectives: program page, click on Manage goals for this plan. The option Manage goals for this plan does not display unless the student has a plan with defined goals.

To number goals in a different sequence, enter the changed order in the New order field.

Now click on . When the changes have been made, Page 1 of Goals and objectives will display. In the above example, Goal 2 becomes Goal 3, Goal 3 becomes Goal 2, and Goals 1 and 4 retain their sequence order. Page 61 shows the goals in their new order.

If Manage goals for this plan does not appear on the Goals and Objectives page, no goals currently exist for this plan.

Add a Plan to the goal bank You may have written a goal and objectives that you want to use for other students’ plans in the future. First, make sure the goal is saved to the original student’s plan. Then, on the Goals and objectives screen, click on Save this to the goal bank. A screen like the one illustrated above will display. Complete the Goal bank category and Goal bank title fields. You may use whatever categories and titles you wish, but you will probably want to agree upon a district-wide goal naming system that makes sense to everyone. Once you have saved the goal to the Goal bank, the Goal bank category and Goal bank title you enter here will display in the list on the Goal bank page.

In the text of the goal and objectives, delete any references to the specific plan or student. Use {FNAME} in place of the student’s name. When the banked goal is selected for another student, that student’s first name will be substituted automatically.

When you have finished making generic changes to the goal and objectives, scroll to the bottom of the page, illustrated below. Choose Save to my goal bank or Save to district goal bank. Save to my goal bank makes the goal available for your use only. Save to district goal bank makes it available for use by anyone in the district. Now click

on . The goal has now been added to the Goal bank.

TIES IEP Page by Page Use this screen to print IEP information in the old TIES File Maker format. You will not be able to update the form. Do all of your IEP maintenance on the other pages and forms. Information is extracted from them to complete this form.

Select the plan from the My plans page if you haven’t already accessed it. Now select Print other forms from the Plan menu category in the purple menu bar.

When TIES IEP page by page displays, click once on the page you want to view.

You may choose to display and print the information in an HTML format or the Adobe PDF format.

• The fields on the HTML pages will expand to whatever size is necessary to accommodate the information entered.

This means the information on page one may print on two pages, for example.

• The PDF format will retain all of the page one information on just one page, all of the information on page two on one page, and so forth. If you choose an Adobe PDF page, Adobe Acrobat will open automatically if it isn’t already open.

Content Standard Worksheets (HTML) You can navigate directly to a student’s High standards charts for primary, intermediate, middle school or high school by clicking on one of the choices at the bottom of the screen. To return to Other forms, select it from the purple menu bar.
