a. Enclosures (4) and (5) consis t of congratulary messages received during 1981.

4. Highlights of calendar year 198 1.

a. During t h i s period, VC-6 has continued t o expand the scope of its threa t simulation mission. Through the incorporation of new equipment, the devising of new t a c t i c s , and the improvement of ex i s t ing equipment and proce- dures, a i r and surface un i t s of the Atlantic Fleet have received increasingly r e a l i s t i c th rea t simulations t o incorporate i n t h e i r training.

b. Several new t a c t i c s were developed fo r use with Navy and Marine Corps f igh te r squadrons. The first, which the Pacif ic Missile Test Center thought impossible, was a night MQM-74C ta rge t operation. A l l three targets performed flawlessly and were recovered a f t e r a l l miss i les were expended. The second innovation concerned the simultaneous f l i g h t of two a e r i a l t a rge t s simulating a section of a i r c r a f t . This was t o t a l l y conceived by members of t h i s squadron t o give the f igh te r community a more r e a l i s t i c challenge.

c. New simulations have a l s o been incorporated fo r the surface-to-surface missile threat . A t Guantanamo Bay, Cuba, an MQM-74C ta rge t was flown i n a pop-up maneuver over a QST-35 SEPTAR t o simulate a surface launched missile fo r f i r i n g un i t s of the Atlantic Fleet . This p ro f i l e was deemed very r e a l i s t i c and plans a r e t o repeat such exercises i n the future. A fur ther surface-to-surface scenario is now avai lable i n t he VACAPES area with the suc- cessful launch and f l i g h t of an MQM-74C from the USS RETRIEVER (DR-1) while underway. This was described a s the most r e a l i s t i c th rea t ever seen by a i r - borne un i t s of Fighter Wiw ONE.

d. VC-6 expanded its services during par t ic ipat ion i n UNITAS X X I I , A six- month South American Combined Exercise. This was the first UNITAS exercise t o employ QST-33 SEPTARS fo r surface gunnery with the U.S. Navy and un i t s of 10 South American navies. VC-6 a l s o enjoyed its most successful UNITAS deployment ever i n terms of aerial ta rge t services. The command received praise from the Commander, South Atlantic force and many foreign navies.

e. Cognizant of the ever increasing cos t s of targets, VC-6 has i n i t i a t e d innovative methods for t a rge t conservation. One involved the incorporation of a v e r t i c a l a l t i t u d e jink maneuver vice the standard break turn f o r evading AIM-7 Sparrow Missiles. This maneuver preserves miss i le / target closure enhancing miss i le performance while s ign i f ican t ly Improving ta rge t survival ra tes . Aerial t a rge t s have been h q u e n t l y l o s t due t o parachute entanglement on water impact because the parachute fa i led t o detach. To resolve t h i s problem, VC-6 i n i t i a t e d a deslgn f o r a water act ivated re lease device f o r the parachute. I n i t i a l operational tests on the selected device show it t o be completelv s u c c e s s h l and a marked improvement over current equipment. The squadron a l s o acquired permission t o equip a l l MQM-74C t a rge t s with IFF transponders t o enhance mission accomplishment and target recovery.

f. The past year saw the overhaul completion of our drone recovery vessel , USS RETRIEVER (DR-11, a t Salisbury, Maryland. In s p i t e of a delayed delivery date caused by contractor supply problems and labor s t r l ke s , DR-1 was delivered below projected cos t s primarily through the on-site coordination of VC-6 personnel. This overhaul extended USS RETRIEVER'S operational l i f e f o r t en more years, and the cost has already been recovered through t a rge t s saved which would have otherwise been l o s t .

g. Our par t ic ipat ion i n the annual Hawk M s s i l e Exercise with Marine Corps un i t s of the Atlantic Fleet a t Camp LeJeune, North Carolina, saw the first u t i l i z a t i o n of t o w bodies on the MQM-74C. This provided r e a l i s t i c - th rea t s t o Marine Corps f i r i n g un i t s while allowing f o r maximum drone conser- vation. This year's exercise concluded with a l l missiles f i r ed a s planned.

h. VC-6 led the way with the first introduction and incorporation of the Integrated Target Control System by a mil i tary unit. This system is designed t o provide Improved control and tracking of airborne targets. This command has played a major ro l e i n its design, construction, and integrat ion i n t o fleet exercises. A s the so le mi l i t a ry operator and model manager, we have submitted major changes t o procedures i n the operating publications and in i - t i a t ed requirements fo r check and t e s t procedures fo r t a rge t systems.

1. VC-6's involvement In th rea t s i rwlat ion did not s top within the squadron. We were cal led upon t o provide a standard arm emitter f o r use i n READEX 1-82. This was quickly and professionally accomglished. The emitter was ins ta l led and ready f o r use when the E A R P O O ~ target was changed from the Ex-Bushnell t o the Ex-Uare in Roosevelt Roads, P.R. VC-6 was given 48 hours t o remove the emitter from Ex-Bushnell and I n s t a l l it in Ex-Ware. This task was accomplished and the HARPOONEX went on t o a highly successful conclusion.

j. The expansion of t a rge t services has increased the pride and enthu- siasm of the squadron personnel. Reenlistment f igures remain impressive. On 2 October 1981, VC-6 held a mass reenlistment ceremony f o r twelve squadron members who reenl is ted f o r a t o t a l of 48 years. This is believed t o be the la rges t s ing le reenlistment f o r a shore un i t in the Norfolk area , and is cer- t a in ly the la rges t fo r a squadron of t h i s size.

k. The command acted t o inform the public on the e s sen t i a l services it provides through two major t e lev is ion news features. The first concerned coverage given the USS RETRIEVER (DR-1) by WAR (CH-3) on its return from overhaul. The second was coverage by WVEC (CH-13) news on the opening of the Integrated Target Control System building a t Dam Neck. In addit ion the squadron received recognition on CH-10 a s a s ign i f ican t contributor t o a loca l char i ty gathering Thanksgiving baskets. These events contributed t o the public's knowledge of how t h e i r naval forces t r a i n f o r defense of the country.

1. The squadron completed a very productive command inspection ear ly i n the period i n which VC-6 was found t o be f u l l y e f fec t ive i n the performance of assigned missions and no major discrepancies were noted.

m. VC-6 continued t o lead i n providing th rea t simulation fo r U.S. and foreign un i t s a t home and abroad. Deploying on ships of every s i z e t o the Atlant ic , Caribbean, Mediterranean, and South America, detachments provided professional services i n a broad spectrum of th rea t simulations t o anyone and everyone who would t e s t t h e i r defense capabi l i t i es . A s the Navy's only opera- t i ona l t a rge t squadron, VC-6 is proud of its r o l e of providing "SKEET FOR THE FLEETw.

JUNE OPS SUMMARY

DET ALPHA

During the month o f JUNE, 1981, DET ALPHA launched th ree t a rge t s (MQM-74~) from the DAM NECK lsunch site. Target 022140 as launched 9 JUNE 81, h i t by an AIM-7, and recovered. Target 020882 was launched on the same day, h i t by an AIM-7, and not recovered, ' The remaining t a rge t , 020901, was launched on 18 J U N E 81, No missile was f i r ed , , and t h e t a r g e t was recovered. A l l t o ta led e ighty minutes o f f l i g h t time were logged, and four miss i les expended.

From 3 J ~ Y t o 8 JULY, DETACHHENT BRAVO was opera t ing from t h e USS DETROIT. A t o t a l o f four M Q M - ~ ~ C ' S were Clown during t h i s time frame, a l l f o r t h e USS DETROIT, and a l l were gunnexls. Two f l i g h t s were made on 1 JULY with one being recovered. Target f20845 was l o s t a f t e r a f i f t y minute f l i g h t and f i v e presen- t a t i o n s . Operations on 3 JULY proved t o be similar with t a r g e t 820850 being l o s t .

The remaining por t ion o f t h e month was spent at DAM NECK, where a t o t a l of 4 f l i g h t s were conducted. The first t h r e e o f these f l i g h t were on 15 JULY with t a r g e t s t22167, 20901, and 22168 f o r VF-171. Targets #22168 and 822167 were opera t iona l l o s s e s a f t e r 49 minutes and 1 minute o f f l i g h t r e spec t ive ly , t h e remaining t a r g e t was recovered. A t o t a l o f s ix p resen ta t ions were made with s i x AIM-7 missiles being f i r e d . Target 822123 was flown on 21 JULY fo r VF-101 f o r 24 minutes and was recovered.

DETACHMENT CHARLIE

During t h e month o f JULY, DETACHMENT CHARLIE had var ious operat ions. On 2 JULY, QST-35 #50 was t ransfured t o PAX RIVER, MD. The opera t ions schedule c a l l e d f o r an opera t ion i n GUANTANAMO BAY, CUBA, on 20-24 JULY, bu t was cancel led due t o problems with f i r i n g s h i p s armament. There was a drone recovery opera t ion on 21 JULY. The chute had t o be c u t before t h e he lo could complete t h e reco- very. The 25th of JULY, saw t h e r e t u r n o f t h e USS RETRIEVER t o LITTLE CREEK and, hopeful ly , t h e end o f recovery opera t ions with t h e SEPTARS.

DETACHMENT DELTA

DETACHMENT DELTA has been deployed with UNITAS X X I f o r t h e month o f JULY. They operated on 12 & 13 JULY from t h e USS CAPODANNO. Two MQM-74Cts were launched f o r a t o t a l o f 78 minutes o f f l i g h t t i m e . Target 022040 was launched on 12 JULY and was h i t and k i l l e d by a TERRIER missile from t h e USS DAHLCREN after 26 minutes o f f l i g h t . Target 822141 flew on 13 J U L Y f o r 52 minutes and made 7 p resen ta t ions f o r t h e AVR BRION. No missles were f i r e d , however, due t o a f a i l u r e o f the s h i p ' s weapons system.

DETACHMENT ECHO

AbuUST OPERATIONS SUMMARY

DETACHMENT ALPHA

During the month of August, Detachment Alpha was deployed to Sigonella, Sicily on the USS DETROIT (AOE-4). A total of 12 MQM-74C's were launched in support of US Sixth Fleet. Of these, five were hit and kills and four were recovered successfully. There were three operational losses. Total flight time was 363 minutes.

I DETACHMENT BRAVO

The month fo August was used by Detachment Bravo for training and evaluating the new ITCS configured MQM-74C1s. A total of three flights with these targets were made on the 5th of August for a total of 147 minutes of flight.

DETACHMENT CHARLIE

Detachment Charlie operated on 5 August in support of Detachment Bravo's ITCS operation. A total of 3.5 hours were logged by the det during this operation in the QST-35 Septar. Number 17 boat has been overhauled and transferred to Pax River, Md.

DETACHMENT DELTA

Deployed on UNITAS XXII onboard the USS CAPODANNO (FF 10931, Detachment Delta operated on 27 August in support of the USS CAPODANNO and the Constituicao. A total of three MQM-74Cis were launched one which had to be recovered within minutes of launch. The two which did fly successfully logged a total flight time of 97 minutes. The Constituicao fired 5 Seacat missiles and both ships fired 5" 54's for a total of 24 rounds expended.

'DETACHMENT ECHO

From 13 August to 21 August, Detachment Echo was deployed to Guantanamo Bay, Cuba, for QST-33 operations. Operations were held on 19 August for the USS SPRUANCE (FFG-963) with 1 presentation and no rounds fired, and on 20 August for the USS HART (FF-1093) with 3 presentations and a total of 37 rounds of high explosive shells fired. Total operating time was 6 hours.

DETACHMENT DAM NECK LAUNCH CREW

On 11 August the D/N launch crew launched five drones for VF-31/14/142. Two - were hit and kills, one was Em op loss, and the other two were recovered. The

next day they launched a drone for VF-32/14/142. It was also recovered. A total of 9 Sparrows were expended during this two day period. On the 18th of Aug one drone was launched for VF142/32/31. One Sparrow was expended. From 24-26 August, eight drones were launched. Five were op losses and three were recovered.
