• DHI engaged by KLH & DANIDA

• Study Objectives:

– Review and provide quality assurance of available data and previous assessments for Jakarta Bay

– Undertake a Rapid Environmental Assessment (REA), based on available data from previous studies and international experience

– Develop Criteria for detailed EIA of Reclamation works and Coastal Development in Jakarta Bay, based on international best practice

• Study Deliverables:

– Data Report (compilation and assessment of validity of available data/studies)

– REA Report

– Proposed Criteria for detailed EIA of future reclamation works and coastal development in Jakarta Bay

• Preliminary observations:

– The design is suitable from a hydraulic / navigation perspective

– Optimisation of the channel is required to ensure flushing is

maintained.

Tg. Priok Port

Page 18: Jakarta Bay Seminar Nov 2010_v2003

• Preliminary observations/issues:

– The design is suitable from a hydraulic / navigation

perspective.

– Optimisation of the channel is required to ensure flushing is

maintained.

– Construction impacts should be controlled through

Environmental Monitoring and Management Programme.

– Issues to be investigated:

• Release of contaminated sediments.

• Sedimentation affecting existing wharves and jetties

• Preliminary observations/issues:

– Desalination plant in centre which was constructed after the

Regional AMDAL was carried out. Impacts will need to be

assessed in detail.

– Proposed water features may need optimisation.

– Channel width optimisation to ensure

• Flood mitigation

• Maintain water quality in the channels.

– (detailed information on water level impacts in the channel is

not available in the Regional AMDAL).

– Land use planning/ buffer zones need to be considered with

respect to location near the Tg. Priok Port.

• Preliminary observations/issues:– Zoning concern with respect to residential and commercial

developments adjacent to industrial land uses (adequate buffer zone

needs to be taken into account, based on risk and emissions

assessment.

– Thermal efficiency in the existing powerplant area needs to be

assessed in detail (only one of the Power plants was assessed in

Regional Amdal).

• DHI’s preliminary conclusions:– Zoning concern with respect to residential and commercial

developments adjacent to industrial land uses (adequate buffer zone

needs to be taken into account, based on risk and emissions

assessment.

– Thermal efficiency in the existing powerplant area needs to be

assessed in detail (only one of the Power plants was assessed in

Regional Amdal).

– Avoid infrastructure corridors where possible.

• Preliminary observations/ issues:– Channel widths – distance from shore needs to be optimised with

respect to flooding, water quality issues and impacts on aquaculture

and mangrove (inconsistent results on water level predictions in

AMDAL)

West Zone

– Potential for extending

mangrove area at

Muara Angke, potential

benefits on water

quality.

Page 28: Jakarta Bay Seminar Nov 2010_v2003

• Preliminary observations (cont’d):– New shoreline alignment protrudes from remaining areas - needs to

be reconsidered.

Page 29: Jakarta Bay Seminar Nov 2010_v2003

• Zoning Regulations (PerpresNo.54/2008)– Does not differentiate between

residential, industrial and commercial

– Zoning plan with separation of activities is required (buffer zones)

• Borrow sites need to be addressed

• Dredging impacts:– Sediment plume impacts

– Release of contaminated sediments

• Environmental management should be in line with international best practice for dredging and reclamation
