Job Title: Survey Team Leader

Division/Programme Geoscience, Energy and Maritime (GEM) Division, Disaster and Community Resilience Programme (DCRP)

Job Purpose: The Survey Team Leader will lead a team to update the Pacific Risk Information System (PacRIS) using a combination of in situ and remote sensing assessments. The Survey Team Leader will liaise directly with national counterparts to organise field assessments in each of the participating countries and provide onsite training on data collection methodology as needed.

Organizational Context

The Geoscience, Energy and Maritime (GEM) Division of SPC has three work programme areas: Oceans and Maritime, Energy and Georesources, and Disaster and Community Resilience. GEM services to SPC’s members include assessments of the potential of ocean and onshore mineral resources, maritime boundary data collection, coastal protection and management, geo-hazard assessment, and strategic and technical advice and assistance in the areas of water and sanitation, disaster management and building community and environmental resilience. This includes adaptation action to climate change, and mapping and surveying (including GIS and remote sensing). The Pacific Community (SPC) is a regional intergovernmental organisation whose membership includes 22 Pacific Island Countries and Territories along with Australia, New Zealand, France, and the United States of America. SPC is the Pacific Island region’s principal technical and scientific organisation. It delivers technical, scientific, research, policy and training support to Pacific Island countries and territories in fisheries, agriculture, forestry, water and sanitation, geoscience, transport, energy, disaster risk management, public health, statistics, education, human rights, gender, youth and culture. Key Result Areas (KRAs):

The position of Survey Team Leader encompasses the following major functions or Key Result Areas:

Provide overall lead of risk related data collection survey in 14 Pacific Island Countries under PCRAFI.

Technical assistance and advocacy for risk related data.

Data processing and analysis.

Training and capacity building, including skill transfer, survey and data management.

Reporting.

The Survey Team Leader will to promote the professionalisation of emergency and disaster risk management through critical training needs analysis and the development of accredited training programs to increase the capacity of countries to prepare for and respond to emergencies and disasters. The performance requirements of the Key Result Areas are broadly described below:

KRA 1:

Overall lead of risk related data collection survey in 14 Pacific Island Countries under PCRAFI

Responsibility for the design of field data collection, including approach, methodology.

Responsibility for the selection and procurement of most appropriate survey equipment to carry out PCRAFI related data collection.

SPC and member countries have survey equipment that enable efficient risk related data collection in line with PCRAFI survey objectives.

PCRAFI survey teams work efficiently and meet work plan deadlines.

Responsible for all logistics related to PCRAFI fieldwork.

Supporting regional and national consultation processes where required to assist with priority sites for PCRAFI activities and for specific project requirements.

Establish PCRAFI data collection guideline.

Responsibility for the day to day management and coordination of survey team (5-15 people) composed of staff from SPC and member countries during field work.

Clearly communicate fieldwork objectives and the required team member skill sets.

Ensure PCRAFI standard for data collection is met and high quality data is collected.

Report on data collection survey.

Monitor field data collection progress and ensure potential challenges are dealt with adequately in agreement with PM.

Support Post disaster effort and lead SPC post disaster survey when required.

PCRAFI survey team members are well informed of their role and daily tasks.

PCRAFI survey is well planned and supported by sound logistics.

Survey reports produced on time.

PCRAFI Survey guideline is established.

Member countries provide staff with relevant skillsets to integrate PCRAFI survey team.

Survey output is well communicated / presented to member countries and PCRAFI team.

Good quality data is collected and coverage is completed in line with project work plan, and in line with the objectives of the survey.

Potential challenges and emerging risk is adequately communicated to project manager and solutions are provided in a timely fashion.

Progress Report is provided on time and in accordance with PM requirements.

Post disaster survey data is relevant and integrated into PDNA.

Standardised post disaster survey guideline.

Equipment down-time is minimised and surveys are completed according to schedule and within guidelines.

OHS is always a priority.

KRA 2: Technical assistance and advocacy for risk related data

The establishment and maintenance of a PCRAFI field surveyor network including relevant regional partners.

Identify potential challenges related to risk related data collection and survey, and advice on solution(s).

Provide expert technical advice to countries and Partners on risk data collection, analysis and management.

Effective communications networks are established and maintained with relevant stakeholders in allocated Pacific Island Countries.

PCRAFI primary countries are able to carry out risk related survey with minimum oversight.

SPC survey capability is strengthened.

Lessons learned and capability are shared throughout the Pacific region.

Provide guidance to countries and partners on post disaster survey objectives.

Promote field survey best practices.

Promote country-to-country experience sharing and learning in relation to risk data collection, analysis and archiving.

Ensure risk related data is well valued through effective communication.

Promote PACRIS database to member country.

Provide expert advice into risk related data standardisation.

Supporting harmonisation of field data collection survey across GEM and SPC.

GEM’s survey capability is strengthened and harmonized.

Support PCRAFI in-country consultation and the design of in-country work plan.

Member countries understand the benefit of to invest in risk data collection and management.

Increased sharing of risk data throughout the region.

KRA 3: Data processing and analysis

Responsible for the quality assessment and control of field survey data.

Coordinate the update of the PacRIS regional database.

Test and support innovative application of remote sensing technic to derive risk information (asset and impact data).

Support the development of risk assessment case study.

Provide technical support during post disaster survey

Quality assurance and quality control procedures implemented.

Innovative solution for the gathering of risk related data is tested.

Technical support is provided into the development of risk assessment case study.

National PCRAFI Project activities developed and negotiated through the facilitation of multi-stakeholder consultative forums.

Post disaster data is analysed and fed into PDNA.

GIS&RS advice and support provided.

Protocols developed to integrate field data, image data, vector data, and attribute data to create, update, and maintain GIS databases.

Risk information and underlying data updated and integrated into PacRIS.

PacRIS maintained and improved to facilitate offline and online access including the integration of external GIS sources.

GIS typology and metadata maintained.

Risk maps and other knowledge products developed to assist DRM policy development and planning.

KRA 4: Training and capacity building, including skill transfer, survey and data management

Design and lead training on risk related survey in collaboration with PCRAFI capacity building officer.

Delivery of training on the application and maintenance of PacRIS including the gathering, storage, manipulation, and transfer of data and information.

Training and supporting materials developed.

Ensure effective coordination and monitoring of capacity building training at a regional, national and local level.

Support risk assessment training.

Liaise with external stakeholders such as the NDMO and key national technical agencies on immediate training needs related to PCRAFI survey, PacRIS and other geospatial tools

Training needs is identified and tailored for each country.

Strengthened countries ability to undertake risk related survey following regional standard.

Strengthen countries ability to update PacRIS.

Survey team members are upskilled and regard their time undertaking survey as a positive experience.

PCRAFI training and workshops run smoothly and participant’s feedback is positive.

KRA 5: Reporting

Reporting to PM Manager is accurate and timely

Reports are in accordance with PCRAFI reporting requirements and DCRP results reporting

Reports and correspondence to PCRAFI partner organisations and countries despatched in a timely and accurate manner.

The PCRAFI survey team leader liaises regularly with the PCRAFI PM and PCRAFI key technical staff in terms of ensuring alignment with the project delivery and work plan.

PCRAFI Team Leader is expected to liaise with the DR Team Leader for overall DRR objectives and regional vision related to risk data collection, management and sharing.

Regular meeting with PCRAFI non-key expert to coordinate and plan activities and provide technical guidance.

Interaction as requested with the wider GEM division to support strengthening and harmonizing survey technics, data management, GIS/RS analysis.

Level of Delegation:

- Operational budget: 16,500 USD (14,800 EUR) per year until June 2021

- is responsible for handling cash and acquitting cash advances during fieldwork surveys

A Degree Qualification (and/or equivalent work experience) in Disaster Risk Management, GIS/RS other relevant subjects.

At least 10 years of demonstrated experience in GIS/RS, disaster risk management related work.

Strong technical skills in risk related data (asset, hazard and impact) collection survey and location.

Strong experience in undertaking field survey in remote.

Experience in data management system.

Experience in leading survey teams.

Experience in delivering capacity building workshops and hands on training.

Multiple qualifications encompassing a variety of DRM, Risk Information and climate resilience disciplines;

Understanding and familiarity disaster response and recovery coordination in the region.

Ability to effectively communicate DRM issues with a diverse range of technical and non-technical audiences.

Experience with previous PCRAFI phase.

Experience in undertaking fieldwork across the region.

Experience in post disaster survey;

Sound Knowledge of PCRAFI; its successes, challenges and objectives.
