REPORTS TO:

Park Operations and Maintenance Program Leader

JOB PURPOSE

To provide leadership, operational direction and expertise for the maintenance of green assets including parks, cemeteries,

landscape, streetscape and mown assets utilising both contract and day labour resources.

EXTENT OF AUTHORITY

Council delegates to the Coordinator standing authority to exercise power, discretion and judgement to authorise the purchase

of goods and services on behalf of Council in accordance with the relevant Authorisation of Expenditure in Council’s Delegation

of Authority register.

Operating under limited direction from the Parks Operation Program Leader, this position works closely with a variety of clients

including management, Councillors, developers, community groups, government bodies, statutory authorities and customers.

STRATEGIC LEADERSHIP & SUPERVISION Actively contribute as a member of the Parks Branch Management Team, raising issues and recommending solutions. Develop, evaluate and monitor operational, park and cemetery hard asset and landscape maintenance service delivery programs, to ensure efficient application of resources; Provide leadership to direct reports and subordinate staff, including mentoring, professional development and performance management. Network effectively with internal and external stakeholders, including state and local authorities, to maintain best practice outcomes in a parks environment. Maintain up-to-date knowledge of relevant legislation, policies and procedures as they relate to the functions of the team. Contribute your ideas and energy to support the development of the Branch Management Team.

Your performance against these responsibilities will be assessed by obtaining feedback from staff on their level of job satisfaction, and from the Branch Management Team on your level of active participation.

FINANCIAL MANAGEMENT & CONTRACTS ADMINISTRATION

Contribute to financial management, cost control and regular budget review for Park Maintenance Team budget;

Cost estimate and materials procurement for projects identified and undertaken within budget limits;

Lead the optimisation of contract management practises that align with organisational and legislative expectations and facilitate

delivery of value for money outcomes.

Prepare and administer contractual documentation as required for the provision of services within the delegation of the role.

Your performance against these responsibilities will be assessed by obtaining feedback from stakeholders, the level of application of contemporary work practices in contract and maintenance program management, and by assessing your level of proactive contribution to contract management practice improvement & refinment.

TECHNICAL EXPERTISE Analyse current business practises to ensure best practise and value for money outcomes are consistently achieved Provide overall technical direction and coordination of all programmed maintenance activities in the team Exercise initiative and use a variety of resources to develop, implement & maintain best practise service delivery outcomes. These include:

Use of in-house and contractor resources;

Applying a detailed knowledge of modern and contemporary processes and practices for maintenance and operational activities;

Procurement strategies;

Systems to effectively manage resources on site such as machinery, and personnel. Provide direction to ensure alignment with governance frameworks such as, but not limited to, local laws, policy and legislation. Provide advice to, and engage with elected members (Councillors) on park related matters, policy, local laws and any other issues as required.

Your performance against these responsibilities will be assessed by obtaining feedback from stakeholders on the standard of your communication, professionalism, timeliness, as well as on the level of accurate expertise provided

CUSTOMER SERVICE

Lead and support the team in delivering effective and efficient customer focused service to internal and external clients.

Provision of high level customer service within allocated bounds of responsibility, legal and policy parameters including but not

limited to:

Problem solving and technical advice; including customer dispute resolution, mediation, negotiation and resolution of escalated

service requests.

Performance Criteria

Your performance against these responsibilities will be assessed by obtaining feedback from customers, particularly in cases where matters are escalated to you for resolution, as well as feedback from stakeholders on technical advice provided.

GENERAL

The Council Leadership and Performance Capability Framework is used for managing and supporting performance and

development.

The appointed officer may have to undertake any other duties that are reasonably within scope of their skills, competence and

training.

KNOWLEDGE, SKILLS AND QUALIFICATIONS Well-developed knowledge and extensive practical experience in delivering value for money, operational services within a politically sensitive environment. Although tertiary qualifications (degree or higher) in a relevant field would be advantageous, extensive demonstrable experience in delivering the aforesaid services are essential. Demonstrated high level communication (verbal and written) and interpersonal skills including the ability to:

Negotiate, advocate, engage and present information clearly;

Remain impartial and communicate with influence on sensitive/complex matters at an individual, team and management level; and

Deliver effective, concise, integrated and credible options to people management issues.

SUCCESS PROFILE

To succeed in this role you need to have experience in:

Strategic Leadership & Supervision – leading and managing an effective mutlidisciplinary team; supervising staff including recruitment, induction, training and performance management; managing business operations to deliver quality customer service in accordance with legislative and corporate requirements; and continuous improvement of business systems to achieve Program goals.

Financial Management & Contracts Administration – Demonstrated application of contemporary work practices, in contract and maintenance program management; Technical Expertise - Demonstrated capacity to provide specialist expertise, advice and offer solutions in a pragmatic customer service focused operation. Demonstrated ability to provide overall technical direction and coordination, in alignment with budgetary parameters and expectations, across all programmed maintenance activities. Customer Service – High level ability to establish and foster good relationships with colleagues, clients, team members and elected members to facilitate successful business outcomes; engaging, advocating and negotiating with members of the public, internal and external stakeholders; delivering excellent customer service to individuals and businesses; building and maintaining collaborative partnerships with internal and external stakeholders; and ensuring ethical and professional representation of Council at development and construction sites.

REQUIREMENTS Possession of a current "C" class driver's licence. Possession of a current 30215 General Safety Induction (Construction Industry) ticket. The position may be required to be rostered for after-hours on-call duties. To be employed in this position applicants must undergo an employment-related background check/s and be assessed as suitable to be able to ethically perform the inherent requirements of this position.

This position description was reviewed in August 2019 and may be reviewed again as Council’s organisation is developed or

re-structured. Any future re-organisation of duties as a result of such changes will be discussed with the incumbent officer.
