The HIF is a globally-recognised programme leading on the development and testing of innovation in the humanitarian system. Established in 2011, it was the first of its kind: an independent, grant-making programme open to the entire humanitarian community. It now leads the way in funding, supporting, and managing innovation at every stage of the process.

The HIF’s portfolio of funded projects has informed a more detailed understanding of what successful innovation looks like, and what it can achieve for the humanitarian community. This work is leading the global conversation on innovation in humanitarian response.

The R2HC programme aims to improve health outcomes for people affected by humanitarian crises by strengthening the evidence base for public health interventions.This globally recognised research programme focuses on maximising the potential for public health research to bring about positive change in humanitarian response and helps inform decision making in humanitarian response.

Since it was established in 2013, it has funded more than 50 research studies across a range of public health fields, bringing together researchers and humanitarian practitioners to undertake vital research.

OPERATIONAL CONTEXTElrha is a charity and wholly owned subsidiary of Save the Children UK. It is accountable to its Board of Trustees and is able to benefit from core services provided by Save the Children UK (“SCUK”). Over the next year, Elrha is planning to separate its financial and HR systems, including payroll, from those it shares with SCUK.

JOB PURPOSE The Finance Manager role is key to Elrha’s ongoing success, by underpinning Elrha’s programmes and activities with robust financial management. The role is varied, touching on all aspects of Elrha’s management, and acts as a key contact for a range of stakeholders, both internal and external.

The Finance Manager will oversee Elrha’s financial processes, working closely with Save the Children’s finance team to ensure the smooth flow of transactions, as Elrha moves towards separating away its systems. They will maintain Elrha’s financial reporting, ensuring that key stakeholders receive timely and reliable information on which to base decisions. They will lead the Finance and Grants unit to ensure the finance and legal risks of Elrha’s portfolio of projects are well managed. They will be the focus for financial donor reporting, ensuring this is accurately and punctually delivered

KEY ACCOUNTABILITIES STRATEGIC FINANCIAL OVERISGHT AND MANAGEMENT

Provide financial management information for both internal and external stakeholders, including the Elrha Board, SCUK Steering Committee and donors.

Lead on the financial aspects of new fundraising opportunitiesFINANCIAL PROCESSES AND SYSTEMS

Develop and maintain the financial controls of Elrha, ensuring donor compliance and best practice.

Drive the development and implementation of financial and accounting policies and processes for Elrha.

Work with SCUK Finance team to ensure the operation of an effective control and operating framework.

Oversee Elrha’s transactional processes, including accounts payable and receivable, payroll, staff expenses, credit cards, bank account management, etc.

Maintain data integrity of financial and award management systems. Oversee the development and compliance of all sub-granting processes within Elrha.

Lead systems development for internal financial and award management packages. Lead on the procurement and roll-out of a new financial package

MANAGEMENT OF SUB-GRANTING MECHANISMS Ensure the Mandatory Operating Procedures for our grantee programme are robust

and fit for purpose. Provide financial analysis of budgets for potential sub-grantees Provide financial

review and risk assessment of financial reports submitted by sub- grantees during the life of subgrantee projects

Oversee due diligence and contracting processes, and complete financial aspects of due diligence for new contracts.

Undertake monitoring and audit visits to projects within our portfolio, particularly those identified as a risk either in terms of delivery/project management and financial management.

FINANCIAL OVERSIGHT AND REPORTING Provide consistent, robust and expert financial advice to Directors, Senior

Management, colleagues and Board. Retain oversight of Elrha budgets, cashflow, risk profile and financing. Develop financial reporting to meet business needs as and when required. Prepare monthly BVA reports and meet with budget holders to provide forecasting

and appropriate analysis Prepare annual budget for Elrha Prepare financial reports for donors in line with contractual obligations, liaising with

SCUK as required. Lead on organising Elrha’s annual statutory audit, and any project audits of Elrha or

its sub-grantees requested by donorsMANAGEMENT

Directly line manage the Finance and Grants Unit within Elrha (min of three staff). Maintain a strong relationship with Elrha Donors and Service providers, especially

SCUK. Member of Elrha Senior Management Team. Managing the financial capacity building of Elrha.

OTHER RESPONSIBILITIES Adhere to Elrha’s code of conduct and other policies Report any safeguarding concerns or other potential incidents immediately

Please note: There will occasionally be some UK travel involved in this role, mainly between our London and Cardiff offices. International travel may be required in specific circumstances.

PERSON SPECIFICATION

ESSENTIAL Qualified Accountant (ACCA, ACA, CIMA, CIPFA) A mix of experience in both financial and management accounting at a senior level. Monitoring financial processes and controls required for working within a complex

organisation. Excellent communication skills with the ability to present to a broad range of people

internally and externally including non-financial specialists. Extensive experience of staff management Excellent analytical and interpretive ability. Strong and proven problem solving skills. Excellent working knowledge of accounting systems Excellent working knowledge of the Microsoft Office package, specifically Excel.

DESIRABLE Exposure to managing complex stakeholder relationships. Experience within an environment of shifting priorities and evolving job responsibilities. Awareness of legal and tax issues relating to charities. Experience of monitoring financial strategy. Grant management: experience and knowledge of institutional and non-institutional

donors. Experience of managing restricted expenditure and reporting to institutional donors. Experience in the preparation, monitoring and reporting of budgets and financial

management information with multiple and complex funding arrangements. Experience of negotiating with internal and external stakeholders Experience of project management
