WORKING TOGETHER TO BUILD A STRONGER INDUSTRY
Political Action One of OCAPA’s most important functions is to provide industry representation within governmental agencies and the legislature.
Regulatory changes that impact gravel mining, land use, and state agency coordination are top concerns. Ongoing activities include efforts to limit special interest group appeals, encourage the courts and local jurisdictions to deal with factually supported information, and assist agencies in obtaining adequate funding to complete reviews of existing land use plans.
OCAPA’s President lobbies for the interests of the Association during legislative session. Many individuals from our member companies also work closely with senators and representatives on transportation and land use legislation.
The OCAPA PAC accepts donations from members and nonmembers. Oregon’s political candidates are interviewed each election cycle and the PAC committee determines OCAPA’s support for those most business friendly.
Legislative The Legislative Committee is OCAPA’s first line of defense against anti-industry policy decisions, and it is OCAPA’s main think-tank when formulating new legislation. When OCAPA decides to propose legislation for government’s consideration, it is drafted first by this group, and then goes to the Board for approval. This thoughtful and thorough effort then moves the proposed legislation on to the appropriate state legislators for feedback. Legislation that OCAPA brings to the Capitol frequently turns into law.
AdvocacyTo help your business prosper, OCAPA represents members’ concerns at the legislature. Your desire to do business free of undue regulatory and tax burdens drives our efforts.
NetworkingDuring the year, we provide opportunities to share news, information, concerns, and solutions specific to your day to day business. By participating in Association activites, you will interact with key decision-makers from aggregate, mining, and ready mix companies across the state.
PromotionHundreds of architects, engineers, and contractors attend our regional seminars, learning about the latest advances in concrete products, applications, and best practices. We bring product experts from across the country to our state to work with job specifiers and concrete installers in your area.

EnvironmentNatural resource extraction requires diligent commitment to regulatory compliance and reclamation. We identify and address issues that impact the aggregate industry.
Building lifecycle costs, energy performance, and the need for resiliency are driving increased demand for concrete structures; thanks in part to initiatives like Net Zero, Green buildings & code changes.
Industry RecognitionThe Excellence in Concrete (EIC) Awards for Oregon and Southwest Washington are presented each April by OCAPA and the American Concrete Institute’s local chapter. These prestigious awards honor the most outstanding concrete projects in over 15 categories built within the previous two years.
Educational WorkshopsRecent advances in concrete materials and construction technology has revolutionized the field of civil engineering construction. Textbooks are often unable to keep pace with these developments. OCAPA understands the need to educate and update workers’ skills so they are familiar with the prevailing practices.
As an OCAPA member, you will be the first to know about these sessions and be eligible to receive any discounts available to our members for attendance.
TechnologyWe stay on top of industry trends, changing technologies, and ODOT material requirements for regulatory compliance. The Technology Committee includes many experts in a variety of disciplines. Access their free concrete Tech Data Articles at: ocapa.net/technical-resources.

Workshops & Industry Promotion
Our HistoryThe Oregon Concrete & Aggregate Producers Association was formed in June of 1967. The organization was originally created to discuss technical issues relating to the use of concrete. However, as state government regulation of the industry grew in importance, the focus began to shift to legislative issues.
In the years since, OCAPA’s active involvement in the legislative process has led it to become one of Oregon’s most creditable and respected associations.
The OCAPA Political Action Commitee (PAC) began in 1989, and continues to encourage and offer financial support to industry friendly candidates.
The Concrete Promotion Committee was formed in 1994, and over the years has made steady progress in encouraging the use of concrete in many areas of the state and particularly in the use of concrete driveways, roads, and streets.
We are fortunate in the concrete industry to work with an outstanding product that has served mankind for ages, and yet is advancing rapidly.
OCAPA believes in the benefits of promotion groups working together, and facilitates and coordinates with partner associations at every level.
We will continue in our efforts to ensure access to the natural resources our society relies on to build safe and longlasting communities and infrastructure. Please join us ....as we build strong.
