The purpose of this letter is to publicly share the data that has been held with the anticipation of joint sampling with the Los Angeles County Department of Public Health (LADPH) in accordance with the memoranda A from Leighton Consulting to the LADPH dated November 17, 2017 (Appendix A.) Initially, LACDPH had wanted to do joint sampling with the District on November 21, 2017. On November 21, 2017, LACDPH chose not to participate in this initial sampling following LACDPH’s protocol because of LACDPH’s reluctance to enter into a Memo of Understanding (MOU) between the District and LACDPH. The sampling was delayed at the LACDPH’s request to December 18, 2017, to allow LACDPH additional time to finalize a MOU. On December 15, 2017, LACDPH was still reluctant to enter into the MOU. Consequently, the District recognizing the importance of a second sampling set, chose to move ahead with the sampling on December 18, 2017. Initially, Executive Environmental (EE) recommended holding the results until joint sampling could be completed on a subsequent sampling date of April 2, 2018. LACDPH was again reluctant to enter into a MOU on March 30, 2018 resulting in canceling of the April 2, 2018 sampling as recommended by EE. At the time, EE felt that a third sampling set would provide no new information, and would reaffirm the data already collected. On December 18, 2017, EE collected a variety of samples: 24-hour air samples collected from 12 AM December 18, 2017, to 12 AM December 19, 2017 for Hexavalent Chromium and Title 22 metals excluding silver and mercury; and wipe samples for Hexavalent Chromium and Title 22 metals excluding silver and mercury. Title 22 Metals (excluding silver and mercury) air samples were analyzed by SGS Galson Laboratories in Syracuse New York.

Wipe samples for both Title 22 Metals (excluding silver and mercury) and Hexavalent Chromium were submitted for analysis to EMSL Analytical in Cinnaminson, New Jersey. Although EMSL had confirmed that they could do the analysis, upon receipt they returned them indicating that the method request for hexavalent chromium was archaic and outdated. Following receipt of the return of the wipe samples, Title 22 Metal wipe samples were submitted to AETL. By the time the Hexavalent Chromium wipe samples were received, they could not be analyzed because the hold time had expired.

Sample results with respective chain of custodies (COC) are in Appendix B. Executive Environmental (EE) used the Los Angeles County Department of Public Health (LACDPH) “Technical Memorandum - Field Sampling Protocol for the Collection of Dust and Air Samples from Schools Located in the City of Paramount, California” dated November 17, 2017, as prepared for them by Leighton Consulting, Inc. All samples were analyzed in accordance with methods outlined in the aforementioned protocols. Dust samples were not collected because LACDPH was to collect the samples during the joint sampling with EE observing. Since LACDPH chose not to participate in the sampling, there was insufficient time to obtain the media and equipment to collect the samples. Sample results indicate the following: Hexavalent Chromium Air samples indicate that the levels ranged from less than the Limit

of Detection (ug/M3]) to 0.000720 ug/M3. These findings are not significantly different from the results found earlier in August 2017 using a different method.

Air samples tested for various Title 22 Metals were well below all California Division of Occupational Safety and Health (DOSH -- better known as Cal/OSHA) regulated levels. In addition, all levels were well below the American Conference of Governmental Industrial Hygienist Threshold Limit Value (TLV). Furthermore, all levels were also below the non-regulatory California Office of Environmental Health Hazard Assessment (OEHHA) Levels. Moreover, the vast majority of results were below the limit of detection for the specific metal analyzed and the analytical method used.

Dust wipe samples tested for various Title 22 Metals were well below the Total Threshold Limit Concentration (TTLC), the Soluble Threshold Limit Concentration (STLC), and the Toxicity Characteristic Leaching Procedure (TCLP). Moreover, the vast majority of results were below the limit of detection for the specific metal analyzed and the analytical method used.

All data collected to date, indicate that the children, faculty, staff and site visitors are not at an elevated exposure for the tested targets while inside the classrooms. EE will continue to hold off on a final report until the LACDPH releases their report for the residential samples collected in June of 2017. Although not necessary, the current results should be evaluated in terms of the criteria established by and published in the LACDPH residential report. Based on the sampling results to date, the classroom air sampling by EE, the results from the Village Skate Park dust samples, and the results of Village Skate Park soil sampling, there is no immediate need to collect wipe samples or bulk samples because the sampling results to date do not support that there is an accumulation of settled hexavalent chromium-containing dust. This lack of need is further supported by the standard operating procedures used by the District:

The District currently uses vacuums that are equipped with High Efficiency Particulate Air (HEPA) filters as compared with residential units that typically do not contain HEPA filters;

The District’s on-going routine maintenance of the Heating, Ventilation and Air Conditioning (HVAC) System, as compared to the infrequent maintenance of residential HVAC Systems commonly seen or the absence of residential HVAC Systems,

The District’s current filters that are used are a MERVB 10, as compared with the typical school use of a MERV 8, as compared to residential units which typically use MERV 4.

The District is not only doing all that they can to prevent a potential exposure to students, faculty and staff but have gone above and beyond with their maintenance of the HVAC System, deployment of HEPA equipped vacuums, increase in the filters’ MERV rating from an 8 to 10, and proactively collecting air samples in the representative rooms.

RECOMMENDATIONS

18-07-A. Prepare a final report for distribution once the LACDPH finalizes and publishes their report for the Residential Study completed in 2017.

1. In this final report, the District should re-evaluate the District data in terms of the criteria presented in the Residential Study Report when it is published.

18-07-B. No further sampling is recommended at this time.

1. The District should consider resampling if there are new emitters or new exposure criteria at the Federal, State, or Local Levels.

2. If additional sampling is considered, it should be done on a regular school day in which the students are present during the academic term. Sampling should not be done on the weekend or holidays that are not representative of a typical school day.

and Air Samples from Schools Located in the City of Paramount, California INTRODUCTION Leighton Consulting, Inc. (Leighton Consulting) is pleased to present this technical memorandum documenting the protocols for the collection of dust/surface particulate (referred to as “dust” throughout this memorandum) and air samples from schools located within the Paramount Unified School District (the District) in the City of Paramount, California. A Job Hazard Analysis (JHA) which discusses the potential hazards and safety protocols is included as an attachment. Leighton Consulting will collect samples at schools selected by the Los Angeles County Department of Public Health (Public Health). Schools that will be tested include Abraham Lincoln Elementary School located at 15324 California Avenue and Wesley Gaines Elementary School located at 7340 Jackson Street. The District will be informed that they should maintain their normal building configuration and that the air handling systems should be operational and programmed to replicate a typical school day with full occupancy. The District will also be informed that the classrooms should be representative of a typical cleaning schedule but that deep cleaning or any other special holiday break cleaning should not be conducted prior to sampling. The samples will include indoor surface dust collected on wipes, indoor bulk dust collected with a vacuum, and indoor and outdoor ambient air. The samples will be collected for the analysis of Title 22 metals and hexavalent chromium (CrVI).

FIELD SAMPLING PROTOCOL

The order of sample collection will be as follows: 1) surface wipe samples, 2) bulk dust sample, and 3) outdoor and indoor air samples. The air samples will be collected for a period of 24 hours from 12 am to 12 am on November 21 to mirror the sampling period collected by South Coast Air Quality Management District as part of their on-going ambient air testing program within the City of Paramount. The bulk dust sampling will not be conducted while the air samples are being collected. The sampling locations will include two classrooms and one outdoor location from each school. The sample locations will be selected based on the orientation of the campus and the proximity to facility sources. Surface Wipe Sampling Three surface wipe sample locations will be selected from the interior of two classrooms from each school. One wipe will be collected from each location for the analysis of Title 22 metals and another adjacent or nearby wipe for the analysis of CrVI. The sampling locations will consist of randomly selected surfaces in each classroom. Potential sampling locations may include hard flooring, counter tops and/or window sills. Preference for sampling locations are west facing (from the prevailing wind direction), dusty areas (i.e. windowsill) where there could be infiltration from the outside. Only smooth, impervious surfaces, such as glass, enameled or laminated surfaces, coated surfaces, and vinyl or ceramic floors will be sampled using wipe and contact sampling protocols. Wipe sampling protocols are not applicable for surfaces with porous or non-impervious media (e.g., concrete, wood, asphalt, plasterboard). The wipes will consist of laboratory supplied pre-moistened sterile gauze pads stored in glass jars. Wipe samples will be collected over a 100 cm2 surface area using the wipes and disposable 100 cm2 templates. Duplicate samples and field blanks will be collected at a rate of 10 percent of the total number of samples collected for each analytical method. One trip blank will be submitted per each day of sampling for each analytical method. The steps to collect the samples include the following: 1. Wear a pair of clean disposable nitrile gloves.

2. Place the disposable 100 cm2 template over the surface area to be sampled, and secure the outside edges with blue painter’s-type masking tape.

3. Remove the laboratory prepared wipe from its container and fold into fourths.

4. Wipe the horizontal surface area with firm pressure. Use an overlapping “S” wiping pattern to cover the entire surface area with five (5) back and forth strokes.

5. Fold the wipe to exposed a fresh gauze surface and wipe the same area using five (5) top to bottom “S” strokes.

6. Fold the wipe once more to reveal an unexposed gauze surface, and wipe the surface a third time as described in Item 4.

7. After sampling, fold the wipe such that the used portions of the gauze are not exposed and place the wipe sample in a clean laboratory supplied sample jar. The CrVI wipe will be placed in an amber jar or covered with aluminum foil to prevent exposure to sunlight. Seal securely. Label the sample container clearly.

8. A new, disposable template should be used for each sample location.

9. Replace the gloves for each sample location. Used gloves should be disposed of in a durable, sealable bag, such as a ZipLock bag.

Bulk Dust Sampling A composite bulk dust sample will be collected from two classrooms in each school using a Pullman Hold model 45-D HEPA vacuum sampler specified to capture 99.97% of all particles 0.3 µm and larger. The composite sample will be collected by vacuuming the floor surface throughout the classroom. In addition, other observed dusty areas in the classroom may be vacuumed including storage closets, window sills, desks, tables, book shelves, etc. The dust will be collected into DUSTREAM collectors fitted with a 40 micron nylon mesh filter. A minimum of six 1-gram DUSTSTREAM samples will be collected from each room, provided that the dust material present is sufficient. The procedure for collecting samples in the DUSTREAM collectors is as follow: 1. Wearing a pair of clean disposable nitrile gloves, insert the nylon filter into the DUSTREAM™ collector and attach the collector to the vacuum cleaner tube. 2. If the collector does not fit the vacuum cleaner tube, attach the adaptor piece to the collector. Use the size of the adaptor which fits your vacuum cleaner, it can be turned around.

3. Turn on the vacuum cleaner and vacuum the desired area. 4. Perform a minimum of two orthogonal passes of the surface and vacuum until there is no visible dust or particulate matter. 5. Remove the nylon filter containing the dust sample and place it in a small Ziploc bag or envelope. It can be sealed with parafilm for transportation. Place a clean nylon filter inside for repeat sampling. Multiple nylon filters will be composited for a representative dust sample. 6. Replace with a clean Dustream collector to start a new area. Additional dust may be collected in a vacuum bag to ensure that a suitable quantity is collected if considered necessary. The rubber plastic hosing and vacuum head will be replaced between each sample area. Air Sampling An indoor air sample will be collected from two classrooms at each school. One outdoor air sample will be collected from each school. Indoor air samples will be collected from one central location within the classroom, a minimum of 5 feet from a wall and within the breathing zone at an approximate height of 3 to 6 feet above the floor surface. Outdoor air samples will be collected from rooftop locations and the filters will be placed at an approximate height of 3 to 6 feet above the roof surface. The samples will be collected with an SKC Leland Legacy pump for a period of 24 hours. Title 22 metals will be collected on a laboratory-supplied 37-mm polyvinyl chloride (PVC) pre-weighed filter loaded in an SKC styrene cartridge, and the pump will be calibrated to a rate of 10 Liters per minute (L/min). CrVI will be collected on a laboratory-supplied 37-mm sodium bicarbonate treated cellulose filter loaded in an SKC styrene cartridge and the pump will be calibrated to a rate of 10 L/min. The sodium bicarbonate treated cellulose filters will be kept frozen after preparation and will be kept chilled to a temperature of approximately 4 degrees Celsius during transport. The pumps and filters will be placed a minimum of three feet apart. Duplicate samples and field blanks will be collected at a rate of 10 percent of the total number of samples collected for each analytical method. One trip blank will be submitted per each day of sampling for each analytical method. The steps to collect the samples include the following:

1. Fully charge each pump the night before sampling.

2. Calibrate each pump with using a representative in-line sampler to the appropriate

volume per minute. Set the pump on a stable flat surface and plug into an electrical outlet. In the event of a power failure, the pump battery will provide backup power supply. Program the pump to collect a sample for a period of 24-hours.

3. Wearing a pair of clean disposable nitrile gloves, remove the protective caps from the inlet and outlet of the cartridge.

4. Connect the cartridge to the pump via flexible tubing. The side of the cartridge

marked “outlet” should be connected to the tubing and the side marked “inlet” should be facing outward. A tripod may be used to place the cartridge at an appropriate height.

5. Record the start time and flow rate.

6. After a period of 24 hours, turn off the pump and record the end time and flow rate

and calculate an average flow rate.

7. Wearing a pair of clean disposable nitrile gloves, remove the cartridge from the pump and replace the protective caps over the inlet and outlet of the cartridge. Label the cartridge with the sample ID and place the cartridge in a clean glass jar or protective bag, such as a ziplock.

8. The CrVI samples collected on the cellulose filters will be placed on blue ice and

chilled to a temperature of approximately 4 degrees Celsius during transport to the laboratory.

LABORATORY ANALYSIS The wipe samples will be submitted to Eurofins Calscience in Garden Grove, California, for analysis of Title 22 Metals (with the exception of mercury) by Environmental Protection Agency (EPA) Method 6010B and for CrVI by EPA Method 7199. The bulk dust samples will be submitted to Eurofins Calscience in Garden Grove, California. Prior to analysis, the vacuum bags will be cut open to allow the dust to air-dry for a minimum of 24-hours. The laboratory will manually remove pet and human

hair and large particles and the samples will be sieved to fine (<125 µm) and coarse (125 µm) size fractions using a sieved shaker and stainless steel sieves. The masses of the fine and coarse dust fractions will be weighed and reported. The samples will be sent to SGS Galson Laboratories in Syracuse, New York, and the fine dust size fraction will be analyzed for Title 22 metals (with exception of mercury, silver, and vanadium) by modified SW846 3050B/6010C/OSHA 125G ICP and hexavalent chromium by in-house method IC-SOP-15; IC/UV. A minimum of 2 grams is required for the analyses, in the event that the fine fraction does not total 2 grams, the lab will be instructed to combine the fine and course fractions for analysis. The air samples collected for Title 22 metals analysis (with the exception of mercury and silver) will be submitted to SGS Galson Laboratories in Syracuse, New York, for analysis by NIOSH 0500/7300. The air samples collected for CrVI analysis will be submitted American Environmental Testing Laboratory located in Burbank, California, for analysis by CARB 039. Sample information will be recorded on a chain-of-custody and submitted to each laboratory along with the corresponding samples. Each of the samples will be analyzed within the method hold time. The analytical laboratories will be instructed to note analytes that are detected below the reporting limit but above the method detection limit (i.e. a J-Flag reported quantity). The laboratories will analyze quality control samples to measure accuracy precision, including method blanks, laboratory control samples, and matrix spike and matrix spike duplicates. The laboratory analytical reports will be provided within approximately ten business days following receipt of the samples by the laboratory.

INTRODUCTION

This Job Hazard Analysis (JHA) identifies the steps involved in performing a specific job, the existing or potential safety and health hazards associated with each step, and the recommended action(s)/procedure(s) that will eliminate or reduce these hazards and the risk of a workplace injury or illness. This JHA has been prepared for the sampling activities that will be conducted at schools located in the City of Paramount, California. The following hazards were considered in the completion of this JHA:

Impact with a falling object.

Penetration of sharp objects.

Caught in or between a stationary/moving object (including traffic).

Falls from an elevated work platform, ladders or stairs.

Excessive lifting, twisting, pushing, pulling, reaching, or bending.

Exposure to vibrating power tools, excessive noise, cold or heat, or harmful levels of gases, vapors, liquids, fumes, or dusts.

Repetitive motion.

Electrical hazards.

Water (potential for drowning or fungal infections caused by wetness).

Animal hazards.

The site safety officer (SSO) will hold a site specific health and safety meeting prior to start of work. All Leighton Consulting personnel and its subcontractors who will work at the Site will read and agree to follow this JHA before performing any fieldwork. This will be documented by having all field personnel sign the Plan Acceptance Form in the front of the JHA.

SCOPE OF SERVICES

School Sampling Activities

The interior and exterior grounds of select schools located the Paramount Unified School District in the City of Paramount will be accessed in order to collect an indoor vacuum dust sample, indoor wipe samples from flat surfaces, and indoor and outdoor air samples utilizing a pump connected to a filter. The samples will be analyzed for Title 22 Metals and hexavalent chromium. The scope of services is further described in the field procedures document.

JOB HAZARD ANALYSIS

The primary hazards associated with sampling activities inside of residences include:

1. Potential accidents from traffic while in route to the schools.

2. Potential falls when accessing sampling areas, such as via stairways or ladders.

3. Potential cuts, bruises and abrasions from sampling equipment and/or on-site conditions.

4. Electrical accidents when plugging in electrical equipment.

5. Potential stress or strains from lifting, twisting, pushing, pulling, reaching, or bending during use of the HEPA exhaust vacuum sampler.

JOB HAZARD CONTROL Observation of surroundings is of utmost importance in preventing falls, accidents associated with equipment/onsite conditions, and traffic accidents. If roof access is via fixed vertical ladders, they will be inspected for integrity. Equipment will be inspected for electrical integrity and those with faulty wiring or other potential issues will be replaced immediately. Compliance with OSHA and EPA safety regulations will be followed.
