Ever since Honourable Supreme Court’s land mark judgement dated 17.12.1982 in UOI vs D S Nakra, in the hide and seek game with UOI for 100% parity between present & past Civil Pensioners ‘Bharat Pensioners Samaj’ had this time secured Penalty Corner but the babus in DOP&PW foiled the final hit. Why only DOP&PW, our own people must share the blame ! The war veterans whom we had been supporting for years in their struggle for one rank one pension were the first to oppose ‘Bharat Pensioners Samaj’ demand for 100% parity/one rank one pension for civil pensioners, through electronic media as well as through representations (backed by their serving HODs) to GOI, pleading that they only are entitled to this benefit and not the Civil pensioners. The final blow was delivered in the 7th meeting of feasibility committee on 17.10.2016 when, as mentioned in Para 4 of the official minutes issued vide OM No.38/37/2016-P&PW(A) GOI, Ministry of Personnel PG and Pensions, DOP&PW dated 31-10-2016, JCM (staff side) agreed with govt’s alternative proposal. Option 1 for revision of pension denied

The struggle continues

OPTION 1 recommended by 7th CPC for the revision of Pension/Family pension of pre 2016, deniedinspite of availability of service records of over 80% of old pensioners.

The alternative given vide OM dated 12.5.2017 though to some extent will benefit a % of oldpensioners, it cannot make up the lifelong loss old pensioners will suffer due to denial of option 1. Eversince Honourable Supreme Court’s land mark judgement dated 17.12.1982 in UOI vs D S Nakra, inthe hide and seek game with UOI for 100% parity between present & past Civil Pensioners ‘BharatPensioners Samaj’ had this time secured Penalty Corner but the babus in DOP&PW foiled the final hit.

Why only DOP&PW, our own people must share the blame ! The war veterans whom we hadbeen supporting for years in their struggle for one rank one pension were the first to oppose ‘BharatPensioners Samaj’ demand for 100% parity/one rank one pension for civil pensioners, through electronicmedia as well as through representations (backed by their serving HODs) to GOI, pleading that theyonly are entitled to this benefit and not the Civil pensioners.

The final blow was delivered in the 7th meeting of feasibility committee on 17.10.2016 when, asmentioned in Para 4 of the official minutes issued vide OM No.38/37/2016-P&PW(A) GOI, Ministry ofPersonnel PG and Pensions, DOP&PW dated 31-10-2016, JCM (staff side) agreed with govt’s alternativeproposal.

FLASH

Ultimately the dream for restoration of full pensionin respect of PSU absorbees who had drawn lump-sum at the time of absorption may come True . It isunderstood that file with favourable remarks hascome back from Finance Ministry Department ofExpenditure and within 10 to 15 days the final ordermay be issued for all PSU absorbees in who's case1/3rd pension has been restored. The restoration offull pension will be w.e.f completion of 15 years fromdate of commutation.

In W.P.(C) 3035/2016 RAM PHAL versusUNION OF INDIA & ORS August 03, 2016 ruledthat a Subedar Major retired from scale Rs. 6500-10500 on July 31, 2002 from CPMF is entitled forPension Rs. 9375 in VI PC, since post of SubedarMajor was put in PB2 Rs. 9300-34800 with GP Rs.4800, as reflected in Section II of Part C of Revisedpay structure for certain posts in Ministries and UTas notified in Gazette of India. Recalling the discussion in the last meetingon 6.10.2016, Additional Secretary (Pension)requested the Staff side of the JCM for theirconsidered views in regard to the alternate methodof fixation of notional pay in each intervening PayCommissions for revision of pension as on1.1.2016, which was suggested by the Committeein that meeting.

4. The Staff side appreciated the concernshown by the Committee for finding a viablesolution to the issue of revision of pension of Pre-2016 pensioners. They agreed that the incrementsmethod recommended by the Pay Commission forfixation of notional pension for revision of pensionof pre-2016 pensioners may result in large scaleanomalies and that the method of notional payfixation in each intervening Pay Commission is amuch more rational and scientific method. The payfixation method would benefit almost all pre-2016pensioners and would ensure smoother and fasterrevision of pension. In fact, JCM (Staff side) had,itself, suggested the pay fixation method for revisionof pension to the Seventh CPC.

5. JCM (Staff side), however, mentioned thatsince the increment method recommended by theSeventh CPC has been accepted by the Cabinetsubject to its implementation being found feasibleby the Committee, a small number of pensionerswho are likely to get higher benefit by incrementsmethod (mostly retired before 1.1.1996) may feelaggrieved if their pension is not revised by thatmethod. This may lead to litigation.

6. Sh. Tanveer Ahmad, Executive Director,Railway Board mentioned that pensioners whowere promoted just before their retirement wouldbe at a disadvantageous position on implemen-tation of the Increment Method.. Chief Controller,CPAO mentioned that when large scale anomaliesare visualized even before actual implementationof the increment method, it would not be advisableto go ahead with implementation of that method.

7. Staff side suggested that both the optionsi.e. Increments Method as well as Pay FixationMethod may be offered to the pre-2016 pensioners

Sub :-Implementation of Government’sdecision on the recommendations of theSeventh Central Pay Commission –Revision of pension of pre-2016pensioners/family pensioners, etc.

The undersigned is directed to say that the 7thCentral Pay Commission (7th CPC). in its Report,recommended two formulations for revision ofpension of pre-2016 pensioners. A ResolutionNo.38/37/2016-P&PW (A) dated 04.08.2016 wasissued by this Department indicating the decisionstaken by the Government on the variousrecommendations of the 7th CPC on pensionarymatters.

2. Based on the decisions taken by theGovernment on the recommendations of the 7thCPC, orders for revision of pension of pre-2016pensioners/family pensioners in accordance withsecond Formulation were issued vide thisDepartment’s OM No. 38/37/2016-P&PW (A) (ii)dated 04.08.2016. It was provided in this OM. thatthe revised pension/family pension w.e.t. 1.1.2016of pre-2016 pensioners/family pensioners shall bedetermined by multiplying the pension/familypension as had been fixed at the time ofimplementation of the recommendations of the 6thCPC, by 2.57.

3. In accordance with the decision mentionedin this Department’s Resolution No. 38/37/2016-

P&PW (A) dated 04.08.2016 and OM No. 38/37/2016-P&PW(A) (ii) dated 04.08.2016, the feasibilityof the first option recommended by 7th CPC hasbeen examined by a Committee headed bySecretary, Department of Pension Pensioners’Welfare.

4. The aforesaid Committee has submitted itsReport and the recommendations made by theCommittee have been considered by theGovernment. Accordingly, it has been decidedthat the revised pension/family pension w.e.f01.01.2016 in respect of all Central civil pensioners/family pensioners, including CAPF’s, who retired/died prior to 01.01.2016, may be revised bynotionally fixing their pay in the pay matrixrecommended by the 7th CPC in the levelcorresponding to the pay in the pay scale/pay bandand grade pay at which they retired/died. This willbe done by notional pay fixation under eachintervening Pay Commission based on the Formulafor revision of pay. While fixing pay on notionalbasis, the pay fixation formulae approved by theGovernment and other relevant instructions on thesubject in force at the relevant time shall be strictlyfollowed. 50% of the notional pay as on 01.01.2016shall be the revised pension and 30% of thisnotional pay shall be the revised family pensionwet. 1.1.2016 as per the first Permutation. In the

case of family pensioners who were entitled tofamily pension at enhanced rate, the revised familypension shall be 50% of the notional pay as on01.01.2016 and shall be payable till the period upto which family pension at enhanced rate isadmissible as per rules. The amount of revisedpension/family pension so arrived at shall berounded off to next higher rupee.

5. It has also been decided that higher of thetwo Formulations is the pension/family pensionalready revised in accordance with thisDepartment’s OM No. 38/37/2016-P&PW(A) (ii)dated 04.08.2016 or the revised pension/familypension as worked out in accordance with para 4above, shall be granted to pre-2016 central civilpensioners as revised pension/family pensionw.e.f. 01.01.2016. In cases where pension/familypension being paid w.e.f. 1.1.2016 in accordancewith this Department’s OM No. 38/37/2016-P&PW(A) (ii) dated 04.08.2016 happens to be

along with the 2.57 Fitment Method (alreadyimplemented) and they may be asked to chooseone of these options for revision of their pensionw.e.f. 1.1.2016. This may also reduce the chancesof anomalies on account of implementation of theIncrements Method.

more than pension/family pension as worked outin accordance with para 4 above, the pension/family pension already being paid shall be treatedas revised pension/family pension w.e.f. 1.1.2016.

6. Instructions were issued vide thisDepartment’s OM No. 45/86/97-P&PW(A) (iii)dated 10.02.1998 for revision of pension! familypension in respect of Government servants whoretired or died before 01.01.1986, by notionalfixation of their pay in the scale of pay introducedwith effect from 01.01.1986. The notional pay soworked out as on 01.01.1986 was treated asaverage emoluments/last pay for the purpose ofcalculation of notional pension/family pension ason 01.01.1986. The notional pension/familypension so arrived at was further revised with effectfrom 01.01.1996 and was paid in accordance withthe instructions issued for revision of pension/familypension of pre-1996 pensioners/family pensionersin implementation of the recommendations of the5th Central Pay Commission.

7. Accordingly, for the purpose of calculationof notional pay w.e.f. 1.1.2016 of those Governmentservants who retired or died before 01.01.1986,the pay scale and the notional pay as on 1.1.1986,as arrived at in terms of the instructions issuedvide this Department’s OM 45/86/97~P&PW(A)dated 10.02.1998, will be treated as the pay scaleand the pay of the concerned Government servantas on 1.1.1986. in the case of those Governmentservants who retired or died on or after 01.01.1986but before 112016 the actual pay and the pay scalefrom which they retired or died would be taken intoconsideration for the purpose of calculation of thenotional pay as on 1.1.2016 in accordance withpara 4 above.

8. The minimum pension with effect from01.01.2016 will be Rs. 9000/- per month (excludingthe element of additional pension to oldpensioners). The upper ceiling on pension/familypension will be 50% and 30% 16 respectively ofthe highest pay in the Government (The highestpay in the Government is Rs. 250,000 with effectfrom 01.01.2016).

9. The pension/family pension as worked outin accordance with provisions of Para 4 and 5above shall be treated as ‘Basic Pension’ with effectfrom 01.01.2016. The revised pension/family

pension includes dearness relief sanctioned from1.1.2016 and shall qualify for grant of DearnessRelief sanctioned thereafter.

10. The existing instructions regardingregulation of dearness relief to employed/re-employed pensioners/family pensioners, ascontained in Department of Pension & PensionersWelfare OM. No. 45/73/97-P&PW(G) dated02.07.1999, as amended from time to time, shallcontinue to apply.

11. These orders would not be applicable forthe purpose of revision of pension of thosepensioners who were drawing compulsoryretirement pension under Rule 40 of the CCS(Pension) Rules or compassionate allowanceunder Rule 41 of the CCS (Pension) Rules. Thepensioners in these categories would continue tobe entitled to revised pension in accordance withthe instructions contained in this Department’s OM.No. 38/37/2016~P&PW(A)(ii) dated 4.8.2016.

12. The pension of the pensioners who aredrawing monthly pension from the Government onpermanent absorption in public sector undertakings/autonomous bodies will also be revised inaccordance with these orders. However, separateorders will be issued for revision of pension of thosepensioners who had earlier drawn one time lumpsum terminal benefits on absorption in public sectorundertakings, etc. and are drawing one-thirdrestored pension as per the instructions issued bythis Department from time to time.

13. in cases where, on permanent absorptionin public sector undertakings/autonomous bodies,the terms of absorption and/or the rules permitgrant of family pension under the CCS (Pension)Rules, 1972 or the corresponding rules applicableto Railway employees/members of All IndiaServices, the family pension being drawn by familypensioners will be updated in accordance withthese orders.

14. Since the consolidated pension will beinclusive of commuted portion of pension, if any,the commuted portion will be deducted from thesaid amount while making monthly disbursements.

15. The quantum of age-related pension/familypension available to the old pensioners/ familypensioners shall continue to be as follows-

The amount of additional pension will be showndistinctly in the pension payment order. Forexample, in case where a pensioner is more than80 years of age and his/her revised pension isRs.10,000 pm, the pension will be shown as (i)Basic pension = Rs.10,000 and (ii) Additionalpension = Rs.2,000 pm. The pension on his/herattaining the age of 85 years will be shown as(i).Basic Pension = Rs.10,000 and (ii) additionalpension = Rs.3,000 pm. Dearness relief will beadmissible on the additional pension available tothe old pensioners also.

16. A few examples of calculation of pension/family pension in the manner prescribed above aregiven in Annexure-I to this OM.(see p-15)

17. No arrears on account of revision ofPension/Family pension on notional fixation of paywill be admissible for the period prior to 1.1.2016.The arrears on account of revision of pension/familypension in terms of these orders would beadmissible with effect from 01.01.2016. Forcalculation of arrears becoming due on the revisionof pension/ family pension on the basis of this O.M.,the arrears of pension and the revised pension/family pension already paid on revision of pension/family pension in accordance with the instructionscontained in this Department’s OM No. 38/37/2016-P&PW(A) (ii) dated 04.08.2016 shall be adjusted.

18. it shall be the responsibility of the Head ofDepartment and Pay and Accounts Office attachedto that office from which the Government servanthad retired or was working last before his death torevise the pension! family pension of Pre-2016pensioners/family pensioners with effect from01.01.2016 in accordance with these orders andto issue a revised pension payment authority. The

Pension Sanctioning Authority would impress uponthe concerned Head of Office for fixation of pay onnotional basis at the earliest and issue revisedauthority at the earliest. The revised authority willbe issued under the existing PPO number andwould travel to the Pension Disbursing Authoritythrough the same channel through which theoriginal PPO had travelled.

19. These orders shall apply to all pensioners/family pensioners who were drawing pension/family pension before 1.1.2016 under the CentralCivil Services (Pension) Rules, 1972, and thecorresponding rules applicable to Railwaypensioners and pensioners of All India Services,including officers of the Indian Civil Service retiredfrom service on or after 111973. A pensioner/familypensioner who became entitled to pension/familypension with effect from 01.01.2016 consequenton retirement/death of Government servant on31.12.2015, would also be covered by theseorders. Separate orders will be issued by theMinistry of Defence in regard to Armed Forcespensioners/family pensioners.

20 These orders do not apply to retired HighCourt and Supreme Court Judges and otherConstitutional/Statutory Authorities whose pensionetc. is governed by separate rules/orders.

21 These orders issue with the concurrence ofMinistry of Finance (Department of Expenditure)vide their ID. No. 30~1l33(c)/2016-IC dated11.05.2017 and ID. No.30-1133(c)/2016-IC dated12.05.2017.

22. In their application to the persons belongingto the Indian Audit and Accounts Department,these orders issue in consultation with theComptroller and Auditor General of India.

Ministry of Agriculture etc. are requestedto bring the contents of these orders to the noticeof Heads of Department/Controller of Accounts.Pay and Accounts Officers, and Attached andSubordinate Offices under them on top prioritybasis. No. 1-2/2016-IC.—Whereas, vide itsResolution No.1-2/2016-IC notified in the Gazetteof India, dated the 25th July, 2016, the Governmentof India accepted the recommendations of theSeventh Central Pay Commission in respect of thecategories of employees covered in the Terms ofReference contained in its earlier Resolution No.1/1/2013-E.III(A) dated the 28th February, 2014.

And, whereas, the Government has consideredit necessary to make the following changes in therecommendations of the said Seventh Central PayCommission in respect of the said categories ofemployees, namely:—

(1) The Defence Pay Matrix, (except MilitaryNursing Service (MNS)), which has 24 stagesshall be extended to 40 stages similar to theCivil Pay Matrix;

(2) The Index of Rationalisation (IOR) of Level 12Aand 13 of Defence Pay Matrix shall beenhanced from 2.57 to 2.67. The Defence PayMatrix (except MNS) shall, accordingly, berevised;

(3) To rectify the factual errors appearing in Level10B and Level-12 of the pay matrix of MNS andin view of the changes in the IOR in the DefencePay Matrix, the first stage of correspondingLevels of Pay Matrix of MNS shall also change.Accordingly, the Pay Matrix (MNS) shall berevised;

(4) The IOR of Level-13 of Civil Pay Matrix shallalso be enhanced from 2.57 to 2.67.Accordingly, the Civil Pay Matrix as containedin Annexure-1 mentioned in para 6 of theaforesaid Resolution dated the 25th July, 2016shall be revised. The revised Civil Pay Matrixis at Appendix-1;

(5) The provision contained in para 13 of theaforesaid Resolution dated 25th July, 2016shall be revised to the extent that the benefit ofpay protection in the form of personal pay ofofficers posted on deputation under CentralStaffing Scheme, as envisaged therein, shallbe given effect from 1St January, 2016 instead

of 25th July, 2016. Further, this benefit shallalso be extended to officers from Servicesunder Central Staffing Scheme, coming ondeputation to Central Government, on posts notcovered under Central Staffing Scheme.

(ii) The provision contained in Rule 7 of theaforesaid Rules shall be revised to the extent thatthe benefit of pay protection in the form of personalpay of officers posted on deputation under CentralStaffing Scheme, as envisaged therein, shall begiven effect from 1st January, 2016 instead of 25thJuly, 2016. Further, this benefit shall also beextended to officers from Services under CentralStaffing Scheme, coming on deputation to CentralGovernment, on posts not covered under CentralStaffing Scheme.

Let this work be taken up immediately, eitherwith existing staff, or where required by formingspecial cells and by taking staff on contract even,that all pensioners/ family pensioners are paid therevised pensions at the earliest. Inputs may begiven to this Directorate General at monthlyintervals about the progress of this work in thevarious offices.

To facilitate fixation of notional pay, DA(P) will provide copy of PPO/pension papers toconcerned PSA immediately on requisition. AllPSAs will maintain records of processing cases ofretirees year-wise in Proforma 8. DA (P) willmaintain data of proposal received and authorityissued in software as has been done in case of6th CPC revision of PPOs.

4. Since there will be large number of casesfor revision, concerted efforts of all authorities willbe required to accomplish the task. It is requestedto take immediate action for revision of pension/family pension at the earliest.

The Ministries/Departments of the CentralGovernment are aware of the orders issued byDepartment of Pension and Pensioners’ Welfare(DoP&PW) contained in their OM No. 38/37/2016-P&PW(A) dated 12.5.2017 regarding revision ofpension of pre-1.1.2016 retirees.

In terms of para 4 thereof, the revised pension/family pension w.e.f. 1.1.2016 in respect of allCentral civil pensioners/family pensioners,including CAPF’s who retired/died prior to 1.1.2016may be revised by notionally fixing their pay in the

pay matrix recommended by the 7th Central PayCommission in the level corresponding to the payin the pay scale/pay band and grade pay at whichthey retired/died. The said OM further provides thatthis will be done by notional pay fixation under eachintervening Pay Commission based on the formulafor revision of pay. 50% of the notional pay as on1.1.2016 shall be the revised pension and 30% ofthis notional pay shall be the revised family pensionw.e.f. 1.1.2016.

2.The Ministries/Departments are aware thatactual implementation of the aforesaid ordercontained in the OM dated 12.5.2017 of theDepartment of Pension and Pensioners’ Welfareinvolves a procedure for revision of pension of suchpensioners, which covers a number of agencieslike the Heads of Departments/Heads of Offices,under whose administrative control a particularpensioner had worked before retirement/death, theconcerned PAOs, pension accounting organiza-tions like CPAO in case of civil pensioners and

similar pension accounting organizationspertaining to pensioners in Ministries of Railways,Defence and Department of Posts, etc. Therefore,a coordinated action amongst these agencies isrequired to ensure that revision of pension in suchcases is processed expeditiously.

3.Accordingly, while the substantive matterpertaining to revision of pension of pre-1.1.2016Central Government retirees concerns Departmentof Pension and Pensioners’ Welfare as alreadyprovided in their aforesaid OM dated 12.5.2017 andany further substantive order thereon issued bythem, there are certain procedural actions whichneed to be taken by the concerned administrativeagencies in each Ministry/Department as well asthe pension accounting organisations like theCentral Pension Accounting Office under theMinistry of Finance, Department of Expenditure;Controller General of Defence Accounts under theMinistry of Defence and similar pension accountingorganisations under the Ministry of Railways andDepartment of Posts etc so that appropriateimplementation of the orders of Department ofPension and Pensioners’ Welfare as per their OMdated 12.5.2017 is carried out expeditiously.

4.In order, therefore, to put the proceduralissues in this regard in perspective and to providefor coordinated action amongst the concernedagencies, the following procedural points of actionare to be taken by the concerned agencies asbrought out below:

(A) Department of Expenditure, Ministry ofFinance

(i) The fitment tables for fixation of notional paywill be worked out by the Department ofExpenditure and provided to Department ofPension and Pensioners’ Welfare for appropriateguidelines for the purpose of issue of any furthersubstantive order in the matter.

(B) Department of Pension & Pensioners’Welfare

(i) The appropriate guidelines/ instructions forrevision of pension based on fitment tables fornotional pay will be issued for use by the pensionrevising administrative authorities, PAOs andpension accounting organisations in the CentralGovernment.

(c) Pension Accounting Authorities

(i) The Central Pension Accounting Office in

case of civil pensioners and similar pensionaccounting offices in the Ministry of Defence,Ministry of Railways, Department of Posts etc., shallpass on the available and relevant data of livepensioners to the concerned PAOs by 31.05.2017,if such data is already available with them. Thisaction will be completed within two weeks. In caseswhere the data is not available, the same will beobtained by the pension accounting offices fromthe disbursing banks and shall be passed on tothe concerned PAOs. This action will be taken upsimultaneously and completed within four weeks.

(ii) The pension accounting offices, whilepassing on the data to the concerned PAOs, mayalso devise a suitable mechanism for electronicrevision, as far as possible, to enable PAOs toprocess the cases of pension revisionexpeditiously.

(iii) The central pension accounting offices likethe CPAO, at the time of passing on the data tothe concerned PAOs, shall send a few illustrativeexamples on pension revision in such cases to thepension disbursing Banks to enable them toconsider suitable changes in the software, ifnecessary, for the purpose.

(D) Pay & Account Office (PAO)/Head of theDepartment.

(i) The concerned PAOs, on receiving data fromthe pension accounting organizations, shallimmediately, and not later than 3 days from thereceipt of data, pass on the data to the concernedadministration/establishment Branches/Heads ofthe Office (HOO)s under various Heads ofDepartment (HObs) of the Ministries/Departments.The HOOs will also check their records to ascertainthe actual numbers of retirees.

(ii) The concerned administration/establishment branches/Heads of Offices (HOO)under various Heads of Departments (HObs) ofthe Ministries/Departments shall take action torevise the pension in case of retirees who hadworked under their administrative control, basedon the orders issued by the Department of Pensionand Pensioners’ Welfare dated 12.5.2017 and anyfurther order containing the fitment table providingfor notional pay, after due verification of the relevantrecords.

(iii) In cases where records are readily availablewith the HoD/DDO, the action to process revisionof pension shall be initiated forthwith and not later

than 30 days from the date of receipt of the list ofpensioners by the PAOs from the CPAO. In suchcases, revised pension cases will be sent to thePAOs for further necessary action by theconcerned administrative Branches/HOOs, whichnormally process the pension cases in case ofemployees under their administrative domain ontheir retirement/death.

(iv) In cases where records are not readilyavailable, the concerned HOOs/HODs will ensureappropriate action for verification of such casesand ensure expeditious revision of pension as perthe prescribed procedure and passing on the sameto PAOs for further necessary action.

(v) On receipt of revised pension cases fromthe administrative/establishment branches, thePAOs shall take further appropriate actionexpeditiously and pass on the duly verified pensionrevision authorities to the pension accountingoffices like the CPAO, which will in turn take furtheraction to issue necessary instructions/authority tothe disbursing Banks without delay.

(vi) Once the revised pension authority isreceived by the Banks, they will ensure timelypayment of revised pension and arrears, if any, tothe accounts of pensioners.

5. In order to ensure effective monitoring of theprogress of pension revision based on theprocedure outlined above, a monitoringmechanism will also be followed as brought outbelow:

(i) DOP&PW will periodically monitor theMinistry-wise progress of pension revision. For thispurpose, Ministry-wise details would be madeavailable by the respective pension accountingorganisations, viz, CPAO, CGDA, etc, to theDepartment of P&PW.

(ii) The progress of pension revision at theHOD/HOO level will be monitored by the concernedJs(Admn) of the Ministry/Department on a weeklybasis. This will be included as one agenda in theSenior Officers Meetings in each Ministry/Department.

(iii) CPAO and similar pension accountingorganisations shall place online a dashboard ofthe progress of revision of pension cases withPAOs, CCAs, nodal authorities of Ministries/Departments and Department of Pension andPensioners’ Welfare.

(iv) In order to ensure timely action on the partof Chief Controller of Accounts/Controller ofAccounts/PAOs and Pension AccountingOrganisations, a weekly progress meeting shall beheld at the level of Chief Controller of Pension andthis shall be monitored on monthly basis byController General of Accounts, CGDA and similarlevels in the Ministry of Railways, Department ofPosts, etc.

1. Reference is invited to DP&PW OM No.38/37/2016-P&PW(A) dated 12-05-2017 regardingrevision of pension of Pre-2016 retirees under 7thCPC. As per Para 4 of this OM, it has been decidedthat the revised pension/family pension w.e.f.01.01.2016 in respect of all Central Civil Pensioners/Family Pensioners, including CAPF’s who retired/died prior to 01.01.2016, may be revised bynotionally fixing their pay in the pay matrixrecommended by the 7th CPC in the levelcorresponding to the pay in the pay scale/pay bandand grade pay at which they retired/died. This willbe done by notional pay fixation under eachintervening Pay Commission based on the Formulafor revision of pay. While fixing pay on notional basis,the pay fixation formula approved by theGovernment and other relevant instructions on thesubject in force at the relevant time shall be strictlyfollowed. 50% of the notional pay as on 01.01.2016shall be the revised pension and 30% of thisnotional pay shall be the revised family pensionw.e.f. 1.1.2016 as per the first Formulation. In thecase of family pensioners who were entitled to familypension at enhanced rate, the revised family pensionshall be 50% of the notional pay as on 01.01.2016and shall be payable till the period up to which familypension at enhanced rate is admissible as per rules.

2. As per Para 18 of this OM, the PensionSanctioning Authority would impress upon theconcerned Head of Office [HOO) for fixation of payon notional basis and issue revised authority at theearliest. The revised authority will be issued underthe existing PPO number and would travel to thePension Disbursing Authority through the samechannel through which the original PPO hadtravelled.

3. Reference is also invited to Ministry of Finance(Deptt. of Expenditure) OM No.1(13)/EV /2017 dated23-May,2017 mentioning procedural points of actionto be taken by concerned agencies includingPension Accounting Authorities & PAOs.

4. To facilitate early revision of pension andmonitoring timely progress in this regard as requiredby aforesaid OM, course of actions are brought outbelow:

i.) List of all the live cases available in CPAOalong with details of last pay [wherever available]due for pension revision under 7th CPC will beprovided to the Pay and Account 0fficers (PAOsJ intheir logins under CPAO website www.cpao. nic.inby 31st May, 2017 to provide the details toconcerned Head of Offices within 3 days andcoordinate with them for getting the revised pensioncases at the earliest. PAOs/HOOs may also checktheir records to verify actual number ofcases.

ii.) In the meanwhile, since all the servicerecords/details of the pensioners are available withthe respective HOOs from where they retired/died,HOOs are required to check their records and startrevising the pension in terms of Para 4 of the aforementioned OM of the DP&PW forth-with. Pr. CCAs/CCAs /CAs/AGs/Administrators of UTs may monitornumber of such cases received at PAOs and submita report to CPAO by 31st May,2017.

iii.) For the expeditious revisions of these pensioncases, CPAO has developed an e-revision utilitywhich has facility of sending online revisionauthorities from PAOs to CPAO under the digitalsignatures of PAOs. PAOs are required to revisepension cases through e-revision utility. Since underthis utility, revision authorities would be sent underthe digital signatures, pension processing PAOs areurgently required to arrange digital signatures andtheir registration on PFMs, if not done so far. Inunavoidable circumstances to avoid delay, PAOsmay process the pension cases manually as hithertoand send the paper based revision authorities toCPAO in the format given at Annexure.(for annexurevisit our website)

iv.) The list as mentioned at (i) above will alsobe provided under the logins/dashboard of chiefcontroller of accounts and joint secretary (Admn)/Adma in charge of the Ministries/Departments onCPAO website. Joint Secretary (Admn)/Admn incharge may also distribute the list of pension casesto the HOOs falling under their administrative controland monitor the progress of Pension revisions atHOOs level. similarly, Pr.CCAs/CCAs/CAs/AGs/Administrators of UTs may keep a watch on theprogress of the revision of cases received fromHOOs to PAOs.

v.) To facilitate effective monitoring of progress

of revision at each level i.e. CCA/JS(Admn)/PAO,relevant progress reports would be available onCPAO website under logins/dashboards ofrespective authorities. On the basis of these reports,periodical review meetings may be held at theMinistry/Deptt./Organization level.

vi.) In those cases, where 2.57 multiplicationmethod of pension fixation is beneficial underDP&PW OM No.38/37/2016-P&PW (A) (ii) dated 4/08/2016, revised pension authority under 2.57multiplication methods will also require to be issuedby HOOs/PAOs for updation of records at CPAO &Banks as well as for information of pensioners byCPAO. However, HOOs/PAOs while revising thepension may prioritize the cases which are beneficialto the pensioners under pay fixation method. Tocover large number of cases, in less time Pr.CCAs/CCAs/CAs/AGs/Administrators of UTs & JS(Admn)of Ministries/Deptts./Organization may identify thecases where revisions may be effected easilywithout involving multiple steps e.g.revisions ofpension of those pensioners who retired/died duringthe period from 1.1.2006 to 31.12.2015 and whosepension is already fixed under 6th CPC.

vii.) Pr.CCAs/CCAs/CAs/AGs/Administrators ofUTs may nominate a Nodal Person/Key ResourcePerson (KRP) to coordinate with CPAO regardingany issues related with pension revisions and useof e-Revision utility. In case of any difficulty in theuse of e-Revision utility Sh.Davinder Kumar,Technical Director, NIC, CPAO may be contactedon Telephone No.011-26715338 and [email protected]. If required, officials ofMinistries/Departments/PAOs may also visit CPAOon every Wednesday to resolve their issues relatedwith pension revisions.

In view of the above, Pr.CCAs/CCAs/CAs/AGs/Administrators of UTs are requested to follow theabove guidelines and issue necessary instructionsto their PAOs for early revision of Pre-2016 pensioncases under 7th CPC. They are further requestedto Coordinate with their JS(Admn)/Admn in charge/HODs for timely submission of revised pensioncases by the HOOs to PAOs and monitor theprogress in this regard.

The undersigned is directed to refer to thisMinistry's letter No. 16(5)/2008/ D(Pen/Policy)dated 29th September 2009 wherein disabilityelement/ war injury element have been allowed tosuch Armed Forces Personnel who were retainedin service despite disability and retired/ dischargedvoluntary or otherwise in addition to retiring/ servicepension or retiring/ service gratuity, subject tocondition that their disability was accepted asattributable to or aggravated by military service andhad foregone lump sum compensation in lieu ofthat disability.

2. In terms of Para- 3 of the above referredletter the provisions stated above are applicableto the Armed Forces Personnel who were retired/discharged from service on or after 01.01.2006.Armed Force Tribunal

(Principal Branch) New Delhi in CA No. 336 of2011 vide their order dated 07.02.2012 have struckdown Para-3 of this Ministry's above letter.

3. The issue of extension of above benefit tothe Pre-2006 retired/ discharged Armed ForcesPersonnel, who were retained in service despitedisability attributable to or aggravated by militaryservice, was under active consideration ofGovernment. Now, the President is pleased todecide that all Pre- 2006 Armed Forces Personnelwho were retained in service despite disability andretired voluntarily or otherwise will be alloweddisability element/war injury element in addition toretiring/ service pension or retiring/ service gratuity,subject to the condition that their disability wasaccepted as attributable to or aggravated by militaryservice and had foregone lump sum compensationin lieu of that disability. Further, concerned ArmedForces

Guidelines on “Restoration of CommutedPortion of Pension after 15 years of retirement”and “Payment of Addition Quantum of Pension/Family pension to Pensioners /Family Pensionersof 80 years of age and above” has already beenissued vide this office Circular No. 165 dt.22.02.2013 are reiterated as under:

1. Restoration of Commuted Portion of

Pension after 15 years of retirement:-

(i) Where the commutation of pension is/wassimultaneous with the retirement, the commutedportion of pension shall be restored after expiry of15 years with effect from the date of retirement, ifpayment of commuted value of pension is madeduring the first month of retirement leading toappropriate reduction on account of commutationin first pension itself.

(ii) Where commutation of pension is appliedand notified after the date of commencement ofpension and commuted portion leads to a reductionin pension in second or subsequent month, the 15year period for restoration of commuted portionwill be reckoned from the date of payment ofcommuted value i.e. from the date on whichreduction in pension on account of commutationbecome effective.

(iii) Further, where the commuted value is paidin more than one stages, the reduction in amountof pension in such cases shall be made from therespective dates of payment and commuted portionof pension of such

pensioners will also be restored in stages by

same disability which should be assessed at 20%or more on the date of effect of this letter.

4. Implementation of these orders is expectedto be arduous and challenging. Documents likeMedical Board proceedings, retention of thepersonnel in service despite disability, option ofindividual foregoing lump sum

compensation and non-payment of lump sumcompensation would be required in all cases whichmay not be available at the end of Pay AccountingAuthorities/ Record offices and Pensionsanctioning authorities readily. In such cases,pensioners/ family pensioners may be asked toproduce the copies of relevant documents to theExecutive authorities in support of their claims.

5. The claim for grant of disability element/ warinjury element in affected cases will be submittedto the PSA concerned by PCDA(O) Pune/ NPO/AFCAO/ Record office along-with copy of medicalboard/ fresh medical board proceedings showingextent of disability applicable as on date of effectof this letter in respect of Commissioned officers/JCOs/ ORs. 7. The provisions of this letter shall take effectfrom 01.01.2006.

(i) The procedure for payment of additionalquantum of pension/ family pension to oldpensioner/family pensioner has been provided inthis office circulars No.57 dt. 27.9.2008, 68 dt.28.7.2009, 72 dt. 24.9.2009, 75 dt. 25.11.2009, 83dt. 12.10.2011, 397 dt.18.11.2008, 417 dt.02.09.2009, 441 dt. 01.10.2010 and 470dt.27.9.2011.

(ii) In cases where exact date of birth ofpensioner/family pensioner is available in the PPO,the additional quantum of pension/family pensionon attaining the age of 80 years and above, wouldbe payable at the above mentioned rates from thefirst day of the month in which his/her date of birthfalls.

(iii) However, in case the exact date of birth isnot available either in the PPO or in the officerecords, but an indication regarding the age ofpensioner /family pensioner is available, theadditional quantum of pension/family pension shallbe paid from the 1st January of the year followingthe year in which the pensioner / family pensioner

has completed the age of 80 years and above,based on the FPO/Office records. For example ifthe records show that the pensioner/familypensioner has already completed the age of 80years/ 85 years as on 1st January 2008, he/ sheshall be allowed additional quantum of pension/family pension from 1st January 2008. Nocorrigendum PPO is required to be issued in suchcases.

(iv) In case neither the exact date of birth northe age is available either in the PFC or in the officerecords, the PDA will request the pensioner familypensioner to submit four copies of any of thefollowing documents duly attested by a Gazettedofficer/MLA to the PDA.

(a) PAN Card

(b) Matriculation Certificate (containing the information regarding date of birth)

(c) Pass Port

(d) CGHS/ECHS Card

(e) Driving license (if it contains date of birth)

(f) Election ID Card

(g) Aadhaar Number UIDAI

A. If the document submitted by the pensioner/ family pensioner contains the informationregarding exact date of birth, the additionalquantum of pension/ family pension will be payablefrom the lst day of the month in which his/her dateof birth falls. However, in case the exact date ofbirth is not available on the documents submittedby the pensioner / family pensioner but anindication regarding the age of pensioner / familypensioner is available therein, the additionalquantum of pension/family pension shall be paidfrom the lst January of the year following the yearin which the pensioner / family pensioner hascompleted the age of 80 years, 85 years etc. basedon the documents submitted by the pensioner /family pensioner.

B. The FDA will make the additional quantumof pension/family pension, on provisional basis, upto a period of six months from the month in whichthe proof of date of birth/age is submitted by thepensioner/family pensioner. In all such cases, thePDA will immediately send one copy of eachdocuments submitted by the pensioner / family

pensioner to the Service HQrs / RO / HOO in r/ocommissioned officers / PBOR / Defence Civiliansrespectively for verification and submission toconcerned Pension Sanctioning Authorities forformal notification of date of birth/age throughcorrigendum PPO.

C. The PDA Will make payment of additionalquantum of pension/family pension beyond aperiod of six months only on receipt of acorrigendum PPO notifying the date of birth/age ofpensioner / family pensioner.

D. In case, the pensioner / family pensioner isunable to submit any of the documents mentionedin para 2(iv) above, but claims additional pensionbased on some other documentary evidence, suchcases will be submitted by the PDA to theAdministrative Ministry through service HQrs(forCommissioned Officers)/Record Office (for PBOR)/HOO(for Defence Civilians) as the case may be. IfAdministrative Ministry is satisfied about the claimof the pensioner/family pensioner the same Willbe authorized through corrigendum PPO. No.additional pension will be released by the PDA untilthe corrigendum PPO is issued by the PensionSanctioning Authorities.

However, representations/complaints fromvarious agencies are still being received on theboth subjects stating that PDA is not restoringcommuted portion of pension even after completionof 15 years or not making payment of additionalquantum of pension/ family pension to old agedpensioners/family pensioners. Accordingly, thereis a need to develop a mechanism by the PDAs torestore the commuted portion of pensionautomatically after expiry of 15 years of retirement/reduction in pension on account of commutationbecome effective or for payment of additionalpension automatically on attaining the age of 80years or above as mentioned.

It is, therefore, requested that a mechanismmay be established to restore the commutedportion of pension automatically after expiry of 15years of retirement/reduction in pension on accountof commutation become effective and for paymentof additional pension automatically on attaining theage of 80 years or above as mentioned above.

PN1/ 12 dated 02.02.2010 and 18.03.2010 videwhich clarifications have been issued for correctinterpretation of Vth CPC scale of pay and VIthCPC pay band & grade pay in the revised PPOs,particularly in the case of pensioners retired priorto 01.01.1996 from pre-revised IVth CPC pay scaleof Rs. 1400-2300/- and to adhere to the instructionsissued by Department of Pension Pensioners’Welfare (DOP&PW) for revision of pension/familypension of pre-2006 retirees.

Pensioners donate fund for martyrs

In a noble and humane gesture, elder citizens from among the pensioners donated fund formilitary and paramilitary martyrs to Union Minister of State (Independent Charge) for Developmentof North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, AtomicEnergy and Space, Dr Jitendra Singh.

Led by Secretary General of "Bharat Pensioners Samaj", Shri S.C. Maheshwari, the senior,superannuated citizens met Dr Jitendra Singh here yesterday and handed over to him a chequeof the amount collected by them through donations by different pensioners. They said, they werecontributing this amount to the Prime Minister’s Relief Fund for the specific purpose of welfareand care of the families of the martyrs from the military and paramilitary forces, who were sacrificingtheir lives in anti-terrorist operations.

The letter accompanying the cheque stated that “Bharat Pensioners Samaj”, a conglomerateof 725 pensioners associations, reiterates its resolve to stand solidly behind the government andurges that those who insult our men in uniform or hamper the army operations against terrorists,should be dealt with an iron hand.

Appreciating the gesture, Dr Jitendra Singh said, regardless of the amount donated by thesenior citizens, the matter of fact is that the value of the amount is many times more than itappears to be, for the simple reason that it has been collected with a sense of impeccablepatriotism and it has been contributed from the most hard-earned pension drawn by some of oursenior citizens.

Dr Jitendra Singh said, we are proud of the Indian Army which is among the best forces in theworld and we are also eternally indebted to the supreme sacrifices made by our army personnel.The sacrifices of a soldier, he said, cannot be compensated by any amount of money, but yet, agesture like this is only meant to reaffirm our commitment to the motherland and to thosebravehearts who laid down their lives so that we could live.

1. It has been noted with concern whilescrutinizing claims of an Eye Centre that ECHShad been billed more than the hospital rates. Itwas also observed that for ocular investigationsthe hospital was billing ECHS at twice the CGHSrates (stating that the CGHS rates are for one eye).It has been clarified the CGHS rates forOphthalmology investigations are for both eyesunless specified”.

2. As per provisions of MOA and para 4(b)(x)of Gol MOD letter NO.24(8)/03/US(WE)/D(Res)dated 19 Dec 2003, the hospital cannot bill ECHSmore than the hospital rates. It should be ensuredby Regional Centre’s that the rate list of the hospitalis taken whenever MOA is being renewed. Therate list attached with MOA should not have a ratemore than CGHS rate/Hospital rate. wherever thehospital rate is below CGHS rate it should bereflected with an asterisk (*) on the rate list attachedwith MoA.

3. BPA to check the claims of such hospital(including settled claims) which have not beenprocessed correctly and the excess amount paidpost implementation of CGHS 2014 rates if anywould be recoered from the pending claims of thehospitals.

4. The RCs are directed to ensure no additionalcharges/extra charges than CGHS/ECHS oractuals whichever is less to be paid to the hospital.It is also requested RCs to accordingly review thepending claims (i.e not settled claims) of thehospitals not restricted to ophthalmic claims andthose with observations be returned to BPA forcorrect processing.

For revision of pension as per 6th CPCDearness pay was considered as DR i.e to 24%DR as on 1.1.2006, 50% DP was added to bring itto 74% to this 12% element of DR on DP was addedto make it 86% after adding 40% fitment benefit,multiplication factor of 2.26 was arrived at forupdating existing pension of 5th CPC to 6th CPC ason 1.1.2006.

Though because of treating 50% DP as DAno disadvantage occurred to Civil Pensioners otherthan Loco running staff of Railways as DR elementof 12% was accounted for. Unfortunately, Railway’sLoco Running Staff Pensioners retired after1.1.2004 but before 1.1.2006 suffered lifelong lossof 15% in their pension/family pension as elementof running allowance on DP was not considered.In their case the multiplication factor for revision ofPension as per 6th CPC accepted recommen-dations should have been 2.41 instead of 2.26 i.e.2.26 +15% element of running allowance onDearness Pay.

In the light of above explained facts, BharatPensioners Samaj Federation of PensionersAssociations appeal to you to direct concernedauthorities in Railway Board to review and dojustice to Railway’s Loco running staff Pensioners.

Sir, the VII Central Pay Commissionsrecommendations as well as the benefit of revised‘Dearness Relief’ have not been implemented inrespect of Pensioners retired from the CentralGovernment autonomous bodies under variousCentral Ministries of Govt of India undertakings andPublic Sector undertaking who are eligible toreceive Pension under CCS (Pension) Rules fromthe Govt. of India . Kindly order the early revisionof their Pension with Dearness Relief at therevised rates.

3. The VII Central Pay Commission hasrecommended the extension of CGHS benefits toPostal Pensioners as well as the takeover ofremaining Postal Dispensaries. The VII Central PayCommission also recommended the introductionof comprehensive Health Insurance Scheme forthe Central Govt employees and Pensioners.These recommendations remain unimplementedso far. The excessive revision of CGHSsubscriptions also causing hardships to thePensioners . The Hon’ble Minister may kindlyorder the examination of these issues and orderremedial measures at his earliest convenience.

This is our candid appeal to your honorholding such a coveted position in the PMO,to help us fulfilling the genuine need of the aged& retired Railway pensioners and theirdependent family members, specifically thosewho are settled in the  suburban areas likeDelhi NCR & other metropolitan citiesthroughout India. The suburbs of themetropolitan cities are generally located quitefar away from the established Railway HealthInstitutions and it’s a real challenge for any aged pensioner  to visit the Railway Hospital for  getting his/her medical treatment &get diagnostic checkup for their  ailments due toaging  and during  emergency  due to longdistances (25-30 kms each way) , travel  time and the hassles on account of traffic snarls and the meagre support system at their end It is ironical that the retired Railway Boardofficials including  RDSO are being consideredat par with any other retired central govt.employees  and  get full benefit of CGHS andRELHS  schemes for their medical treatment.But this facility is denied to the retiredemployees from Zonal Railways and otherunits of IR. Since the Railway Budget is nowmerged with the country’s General Budget, theRailway Ministry is now like any other ministryof GOI for such off-line activities and therefore,the facilities of health services (CGHS) asapplicable to retired Railway Board officialsand other retired central Govt, employeesmust be made available to the retired Railwayemployees from Zonal Railways and otherunits also and at least to those retiredrailway employees who desire to opt forthe same due to the aforesaid reasons

Railway though a biggest civilian employerand considered an ideal employer of thecountry, is badly failing in this aspect as notproviding the requisite health care facilitiesunder RELHS to the pensioners  akin to otherretired central govt. employees & Ex-servicepersonnel settled in far flung areas as coveredunder CGHS and ECHS respectively who areable to  get easily  the required medicalfacilities through various empaneled privatehospitals/diagnostic centers on CGHS/ECHSscheme located near their homes.  Both theabove health care services are considered farsuperior when compared to Railway healthcare services(RELHS), for the reasons thatRailway hospital are not easily approachabledue to their location being far away from thesuburbs. Apart from this they are already overstressed due to the load of serving employeesof the Railways and PSUs.  The medicalfacilities as needed by the retired railwayemployees are thus not being granted by theRailway administration due to hard attitudetaken by the Medical and Finance department,despite making repeated requests to makeCGHS applicable to the retired pensioners

Though recently Railway Board hasventured to issue instructions under RailwayBoard’s letter No. 2014/H/28/1/Smart Card/Part A dated 14-7-2016 laying down thecashlesstreatment scheme in emergency(CTSE) only in empaneled hospitals by theRailways (and not in all empaneled hospitalsby CGHS) in 4 metropolitan cities (Delhi NCR,Mumbai, Kolkata and Chennai) and that tooon experimental basis for one year, for retiredemployees and their dependent familymembers.  It is, however, submitted that theproposed CTSE in its present form would notserve the intended purpose of providing timelymedical attention in case of emergency dueto stringent procedures laid down. While itshould have been more aged pensionersfriendly and the facilities as tagged with CGHS

scheme, should have been made applicablewith this Smart Card so that the same couldalso be utilized in non-emergent cases to meetwith the medical services in the privatehospitals empaneled on CGHS scheme. ThisRailway’s scheme, though designed to meetthe Emergency sickness for the retiredemployees settled in Delhi NCR & otherMetropolitan cities throughout India, could notbe implemented as yet though one year hasalready passed since its notification but thereis no sign of its implementation on the grounddue too lackadaisical approach & red-tapismof the Railway administration.

Further It will not be out of context tosubmit to your honor that our aforesaid viewshave been validated by the 7th CPC in theirrecommendations as enumerated in para9.5.18(iii). It is thus our humble submission thatas a step forward in this direction, the CGHSscheme should be made applicable to theretired railway employees, which form themajor chunk of the civilian retired employees,and immediately to at least to those who desireto opt for it, by paying the requisite amount ifconsidered necessary, even as already paidby them the one-month salary against RELHSat the time of retirement.

           Sir, we shall be ever grateful for yourbenevolent action should our above grievanceis addressed at your level being a noble causeto uphold the right to live with dignity for theretired Railway employees at the fag end oftheir lives.

After inaugural song, Jtsecy Tapas Kr Mukherjee read names of 39 departedmembers and house paid homage to them by observingone minute silence. Prez welcoming all appealed to youngerretirees to take active part in the activities of the assn toavoid jeopardising of the assn in the years to come. Jt secyBejoy Gopal Sinha read the proceedings of the 21st AGMfollowed by reading of secy's report by Jt secy KamaleshBose. Org secy Mihir Baran Chatterjee presented accountsfor 2016 alongwith BE for 2017. All were passedunanimously. Prez and chief guest felicitated 48octogenarian members each with a shawl, flask, two books,Manpatra and a sweet packet. Chief guest in his addressdrew attention of all to the plight of pensioners and apprisedabout the latest recommendations of 7th CPC. Guest ofhonour sought whole-hearted participation of pensioners inrunning the assn. Meeting ended with a vote of thankspreceded by distribution of sweet packets to all.

Later on 02-04-2017, org secy CGPF DSubba Rao attended the AGM of West Godavari C G P Aat Jangareddygudem accompanied by B Mallesh Goud, MS Appalachary & M Ravindranath. Org secy CGPF washighly critical of option I recommended by 7th CPC not beingaccepted by GOI for revision of pensions of pre-2016 retireeson flimsy grounds. Meeting dated 08-04-2017 of CGPF &WC held at Hyderabad , wkg committee co-opted D SubbaRao as genl secy filling the vacancy caused due to thesudden demise of M Somasekhara Rao.In the general bodymeeting of CGPF held on 22-04-2017 at Secunderabad,attended by over 100 members, house elected office-bearers for 2017-18 comprising : prez-D Prabhakara Rao,genl secy - D Subba Rao, org secy - B Mallesh Goud,treasurer- M S Appalachary alongwith chief advisor andadvisor D S Sastry and S Rama Rao respectively.

NAGPUR (MAH):S E C Rly Penrs' Assn - OnInternational Women's Day, SECRPA organiseddemonstration in front of the office of DRM/S E Rly. Nagpurand lodged protests against the gender discrimination byauthorities in solving problems of family pensioners. Thiswas preceded by a huge rally to the office of DRM coveringa distance of 2KMs. Later a deputation led by vice prez(WZ) - J N Rao alongwith Subramaniam, B K Thakur,Lawrance, Ms Sangeeta Senger and Ms Shainaz presenteda memorandum to the Addl Divl Mgr and discussedproblems of the family pensioners.
