Dear Sgt. Sutton:

. _ . On or about .March 29, 19 82, four inmates escaped from the Floyd County jail. The custody of those prisoners is the respon­sibility of the Floyd County Sheriff's Department. I was informed Friday evening, April 2, by Captain Tommy Shiflett and Sheriff Bill Hart that you had conducted an interview with an in..'Uate who was in the custody of the Sheriff's Departmento It is my understanding that this interview was conducted at the request of Sgt. Doug Kilgo.

If your intentions were to aid a fellow law enforcement officer in the performance of his duties, you are to be commended for your assistanceo However, if you were aware that the Sheriff was con­dµct;ing an .. internal,.investigation,.into the:. escape ~and you injected yourself into the investigation'without prior approval from this department, you were-in serious error and in violation of department policy. Off-icers from this department must not allow personal motives to govern their decisions.

Our department policy requires that we maintain a close working relationship with other law enforcement agencies and for some time our relationship with the Sheriff 'a Department, to say the least, has been strained. I am not blaming you for the condition of the relationship but your actions certainly didn't help.

All elements of the criminal justice system work toward common objectives and each element is functionally complimentarx when the sys.~em is working properlyo Unauthorized· investigations by one agepqy of another can only impair those objectives.

The most disturbing thing about your actions is that you failed to even inform your immediate supervisor about the request from Sgt. Kilgo. It is your responsibility to stay familiar with department policy and to govern your actions accordingly.

This letter is to commend Sgt. Stanley Sutton for his outstanding performance and dedication to duty. Sgt. Sutton has put in many hours of overtime work in the performance of his job and has not asked for compensatory time for .these hours.

He has wJrk.ed tirelessly in his duties and with complete dedication to the same. His extra effort has resulted in the following statistics for the last two months. (July and August)

For the two month period, which still has approximately a week to go, he has made thirty-five felony arrests and cleared thirty-nine cases, most of them felonies .

This letter is written in commendation of Sergeant Stanley Sutton and the remarkable job that he did as Commander of the Rome/Floyd Metro Task Force. I can honestly say that at the time that Stanley was named commander of the unit, I had my doubts about his ability to be an effective leader and administrator. However, Stanley proved me wrong and I am proud to have been proven wrong.

During the past two and a half years, I have seen Stanley mature and develop into a true leader; as a result, the Task Force has become a dominant entity in this community's war with drugs. Under Stanley's leadership, the Task Force has shown no fear or affection to anyone. The unit has been legally aggressive and successful in its investigation and pursuit of the mid-to-upper level drug dealers in our community.

Lord knows that Stanley and I have not always shared the same ideas and opinions about issues related to our respective jobs. However, I have grown to truly respect Sergeant Stanley Sutton as an officer and a person. Stanley is a hardworking and dedicated police officer who remains a police officer for all the right reasons .... because he loves being a police officer and wants to contribute to the good of this community. Sergeant Stanley Sutton is a true asset to law enforcement in the city of Rome and Floyd County.

The purpose of this letter is to express my appreciation to your department and especially to Sgt. Stanley Sutton for his assistance in the murder investigation of John Alton Sumlar, "Poor John", of 6 Duke Street, which occurred on July 13, 1985.

Our investigation began on July 13, 1985 and after a few months of extensive investigation, all of our leads were exhausted. It appeared that we were unable to solve the case. A period of almost a year and a half went by without any new leads.

In February, 1987, Sgt. Sutton received vital information and interviewed a subject in Alabama concerning our unsolved murder. Sgt. Sutton immediately shared this information with Sgt. Marshall Smith of my department. Sgt. Sutton unselfishly volunteered his time and efforts to assist us in solving this case.

Sgts. Sutton and Smith then travelled to Dalton twice, to Marietta twice, to Atlanta and finally to Nashville, TN twice. The combined efforts of Sgt. Sutton and Sgt. Smith along with assistance from the F.B.I. resulted in the arrest of Danny Laws of Smyrna on April 06, 1987 and Charles Jenkins in Nashville, TN on April 07, 1987. Sgt. Sutton is continuing to assist in the investigation and another arrest is expected.

I would like to take this opportunity to express my thanks to Sgt. Sutton for the professional manner in which he conducted himself. Sgt. Sutton's professionalism and dedication to his job is certainly commendable and he is indeed an asset to the Floyd County Police Department. I appreciate his cooperation with my department and we will be proud to work with you at any time.

Commendation of Valor, Sergeant Stanley Sutton, Floyd County Police Department

On September 19, 1997, there was an incident that occurred on the Old Summerville Road where two city workers that were working on a sewer line became trapped when the ditch they were working in collapsed on them. When the incident first happened, one worker was covered with dirt up to his neck and mouth area and the other was trapped over shoulder deep, but could still breath. The one worker, Arthur Walters, had his entire body trapped and at one time stopped breathing because of the debris around his face and the pressure of the dirt on his neck and chest. Within just a few minutes of this accident Sergeant Sutton, who was on his way to work, happened upon the accident scene. Upon seeing this incident, he assessed the jeopardy of the workers and through his background in law enforcement and military service training, he quickly jumped into the ditch and attempted to remove the dirt and debris from Mr. Walter's face, mouth and neck. Sergeant Sutton, according to witnesses at the scene, began to clear the worker's airway and began mouth to mouth resuscitation on the unconscious victim.

Within a few minutes, another citizen arrived and also jumped into the ditch and with Sergeant Sutton, continued to perform emergency breathing for the worker until the Fire Department Rescue and Floyd Emergency Services technicians arrived and assisted them. Even when the emergency personnel arrived at the scene, Sergeant Sutton continued in the ditch digging out the dirt and debris from both victims while the EMS workers gave the the two men emergency treatment. Sergeant Sutton calmed the other worker down with his positive attitude and professional demeanor and kept him from going into shock. Sergeant Sutton stayed with these workers and in the opinion of witnesses and ourselves, saved the life of Mr. Walters. He also kept Mr. Thorp at ease and from going into shock and becoming a serious matter in the rescue of both workers .

We feel that through Sergeant Sutton's demeanor, training and professionalism, he saved the life of the city workers on this day. As fellow law enforcement officers, we would like to give Sergeant Sutton a well deserved commendation of valor. He went above and beyond what any normal person would have done given these circumstances. Without regard to his own safety, he went into this situation with the thought of only helping his fellow man in whatever way he could. We are proud of his actions and again state, "A Job Well Done." You and the department should be proud to have such an officer of this stature on your staff.

On Saturday November 12, 1988 Sgt. Stanley Sutton was hunting on the Blacks Bluff Roa.d .. Sgt. Sutton heard two gunshots and a man shouting in the woods. Stanley responded suspecting a person had been shot. Upon arrival, Stanley took charge and administered First Aid to Steve Agan. Steve had been shot by a .375 cal. Remington high powered rifle in a hunting accident. Sgt. Sutton's quick response and First Aid skills save the victim's life. Sgt. Sutton stopped the bleeding and splinted Steve's leg. Sgt. Sutton then built a stretcher out of two limbs, using clothing to lash the stretcher together. Sgt. Sutton carried the victim approximately two miles out of the wooded area. Sgt. Sutton then used his car phone to call for assistance while transporting victim. Sgt. Sutton is to be commended on his response and quick action taken. This speaks well of Sgt. Sutton, and his dedication to his profession. A citizen's life was saved due to Sgt. Sutton's response. A deed such as this should not go unnoted.

This morning I was stopped at a road block on Georgia 53 North of Rome for a Driver's License check. I am an attorney in Dalton, Georgia, and was on my way to Federal Court in Rome. When I looked for my license, I was unable to find it in my billfold .. The officer1.:Stan Suttgn, wa.§ ~~courteo~~d...!1~ Of course, he was obligated to give me a~ticket for the above offense. On my return to Dalton, I immediately proceeded to the State Patrol Headquarters where a temporary license was issued. On my way back to work I stopped at a gasoline station and in getting my credit card, I happened to notice that my permanent driver's license had slid in between the plastic cover of my Elk's Club card. The back of the license was f~cing outward.

As you can see, I was in possession of my license at the time I was stopped and I respectfully request that the charge be dropped. Please notify me of your decision in.order that I may pay the fine before June 11, 1974, if you are unable to drop the charge.

I want to take this opportunity to convey my appreciation to Sergeant Stanley Sutton for his recent contribution to the Lookout Mountain Judicial Circuit Drug Task Force.

As you know, the Rome/Floyd Metro Task Force worked closely with us in implementing and monitoring an electronic surveillance in Chattooga County, Georgia .

The investigation culminated on June 11, 1994 when Sergeant Sutton assisted in the execution of four search warrants.

Because of Sergeant Sutton's experience and his dedication to this investigation, warrants were issued for sixteen persons charging them with conspiracy to distribute marijuana and the use of a communication facility to facilitate a crime.

The extra time you took to insure the identity of Becker before attempting contact was crucial in this case. Had he suspected that you were looking for him, I am sure he would have fled the area as he did in Colorado.

In addition, I spoke to Heather's mother, Nancy this morning. Mrs. told me that Heather and the baby arrived safely and are back at "home" with Mrs. She was very grateful for your help in looking after Heather, feeding her and seeing her onto the plane. Mrs. also stated that neither Heather or Brian had any suspicions as to the source of information that led police to there whereabouts. Once again, a credit to you and your unit.

This letter concerns the fatality of a Dempsey Brothers Dairies' employee on August 2, 1983. The Occupational Safety and Health Administration (OSHA) has concluded its investigation of the fatality.

Floyd County Police Department's assistance in this investigation was invaluable. Your Department's cooperation allowed OSHA's investigation to be done in a most efficient and judicious manner. In particular, Sergeants Stanley Sutton and Jerry Boyd were very helpful and professional in their line of duty. Their actions greatly reduced the possibility that another similar type of accident would occur •

I have lived in Rome mostly all my life, and am aware of the serious situation that this city has with the ever growing drug problem. I thought that you may be interested in the concerns that I, as a private citizen have concerning this particular matter.

I have experienced the effects of what drugs and their aftermath can and have done to individuals. I have seen it up close and in person. I have watched my friends die, and destroy their families in search of the elusive high that drives these people to the point of self destruction.

Do you know of anyone that has broken into houses to steal to support their habit? Well I do. Do you know any children personally that have been recruited by drug dealers to sell their poison? My own child was in such a situation, but fortunately I was able to intervene before she could be arrested even though she was only 13 years old.

These are just a couple of instances that my community faces every day, and not only ours, but this entire county. This is why myself and many others that I know in the Black community, were visibly shaken when we found out that Sgt. Stanley Sutton had been rotated out of his position as Commander of Rome/Floyd's Drug Task Force.

Sgt. Sutton's tenure as Commander was the finest highlight of what one man could do to alleviate the drug problem here in Rome. The drug dealers feared and respected him because they knew that once their name came across his desk, he would not stop until they were behind bars where they belonged.

As a private citizen, I am not aware of what policy that you use to select Task Force Officers or their commander, but also as a private citizen I can tell you that I do not believe that replacing Sgt. Sutton will slow the drug trade in this city.

The Rumors that permeated the community concerning his rotation were spawned more likely by some individuals that were looking for revenge and to besmirch his reputation. But the people who know Stanley Sutton know that the job that he did to remove the drug element from our streets, has gained him more respect

than any rumor could ever take away.

If there is any thing that we in the community can do to have Sgt. Sutton returned to his Position as Commander, We will gladly do, because we know that he will continue the fine job that he has done for such a long while.

My Civic Club Is willing to even circulate petitions in all the communities to further our request. before I close I would also like to add a personal note as to why I feel that Sgt. Sutton's service to the community should be reconsidered. Last Year I asked him if he would act as security at my wife's surprise birthday party, because I was having it at the Green and Gold Community center.

After working all night and half the day, he still thought enough about our safety to come and make sure that every thing was going alright, and he even asked other officers in the area to stop and check on us. So believe me when I say the decent and hard working people in our communities stand behind Sgt. Stanley Sutton 100 percent, and ask that he be allowed to remain in his position as commander of Rome's Drug Task Force.

The purpose of this letter is to report my satisfaction with Mr. Sutton's prompt, courteous and efficient handling of this matter. Because of the interest he showed in my behalf, I felt that my problem--although minor compared to the many serious complaints and situations your department faces daily--was just as impor­tant as anyone else's!

I would like to take this opportunity to commend one of your investigators, Sgt. Stanley Sutton. Around the 7th of February I was contacted by Sgt. Sutton who gave me information about some drugs and gave me a person's name to contact for further information. He also gave that party my name and phone number to contact me. They did and as a result of this cooperation, on February 14, members of the Rome-Floyd Metro Task Force executed a search warrant at 3983 Huffacre Road and arrested James D. Brock for several felonies, V.G.C.S.A over a pound, Possession of Firearms by a Convicted Felon--11 counts, Carrying a Concealed Weapon, and also six other suspects.

I believe this information could have been lost by the wayside as much is, but this dedicated officer thought enough to see that I got it. He is to be commended and he is an asset to your department.

In spite of all the accusations aqainst you and this off ice justice has beeh done, no matter how momentarily, and Judge Royal denied bond in Ellis's latest request for bond on the new charges.

Quite possibly keeping Ellis in jail may prevent bodily harm to Ellis or others .

I understand your feelings in the case and I fully appreciate the frustration you went throuqh in the numerous hearinqs in the above cases. I also was frustrated. However, for ali the reasons that I have already passed on to you I felt it necessary to make the defendants put their evidence up in order to let the court know exactly how the victims and witnesses felt concerninq the intimidation they have been subjected to.

I would like to commend you and Captain Harper and all those that had anythinq to do with qetting the witnesses here for the hearing on July 25 and the previous hearings.

Joe Bill Campbell appreciates your efforts a great deal. He is fully willing to let justice take its course .

Stanley, we have had our differences in the past; however, I admire your ability to get along with a stubborn prosecutor like me who insisted on pushing the court as much as necessary to prevent Ellis from getting out on bond. I felt and I continue to feel that it was essential to keep him in jail in order to prevent any further cases. I respect your feelings concerning the difficulties encountered in court last Wednesday. Rest assured that your presence in the courtroom and assistance with the transportation of Miss Highfield along with a thorough investigation kept this defendant from getting out and having the opportunity to intimidate the victims further.

I know you are too humble to show this letter to your supervisor so I am sending a copy to Chief Free along with a thank you for his efforts in helping to coordinate the hearing last Wednesday.

Please excuse me for dictating this letter a week after the hearing, but I am sure you have probably heard my father passed away on the 26th, the day after the hearing, and I have been out of town until this morning, August 1. In a way, it's good that there was a delay.

You will recall that we were accused of misusing our authority. I am aware of nothing that has been done in this case that would not have been done in a similar gang rape under similar circumstances in another jurisdiction or by any other prosecutor. The accusations made against you by the defendants' families, etc. are unfounded as acknowledged by certain people in the courtroom during last Wednesday's hearing. It appears to me that you were doing nothing more than your usual qood job in this case.
