EXECUTIVE SUMMARY

For the first quarter of the year 2004, the overall disbursement of DFID, funds were 47.1 % in support of implementation of the provincial and national activities. I - ACTIVITIES AT THE PROVINCIAL LEVEL 64% of the first quarter budget approvals were spent to support the implementation of activities in the 19 Provinces funded by DFID. IEC, 100% CUP and Outreach Activities was strengthened in the 19 provinces. Management and coordination structures were strengthened with 19 PPUs created through MoUs and functioning. The implementation of continuum of care for PLWHAs were extended to other provinces. STI services were improved. Project implementation in four ADB-funded provinces (SVR, PRV, BTB and KHK) and 1 CDC-GAP funded province are going well as planned. 84% of quarterly budget approvals were spent to support their activities in these four provinces. II - NATIONAL ACTIVITIES To strengthen the implementation of programme at both levels, a set of national activities were implemented at NCHADS. These are including the following: IEC, BCC AND 100% CONDOM USE PROGRAMME Eight different types of IEC material consist of leaflets, posters and booklets are in the process of printing. 12 pieces of billboards were set up in Phnom Penh, Kandal, Takao, Kampong Speu and Kampong Cham. To be effective in development of IEC material, BCC Unit of NCHADS conducted the workshop on identify of IEC need with provinces (KRT, SHV, KCM, KPT, KDL), IEC action, RHAC, CHEMS and NCHADS units. To re-enforce the implementation of outreach programme, five co-ordinations meetings were conducted in Kg.Speu, Kg.Cham, Pailin, Battembang and Bathey Mean Chey to share experience and lessons learned on the implementation of the programme.

STI CASE MANAGEMENT To ensure to the good implementation of STD activities, STD officers conducted monthly meetings on STI with TWG, revised STI management guideline for general population, developed and piloted the quality control system for lab in three clinics in Battambang, Banteay Mean Chey and Koh Kong Provinces.

Staff of the STD Unit were sent to facilitate and supervise the In-service training on STD case management for SWs at STD Clinics from 6 different OD in provinces such as BMC, OMC and PNP. This training were supported by CDC-GAP except KCM province supported by GFATM/PAO. CONTINUUM OF CARE FOR PLWHA Technical Assistance on implementation of HBC was provided to Takeo, Phnom Penh, and SVR provinces through the workshop by the AIDS Care Unit staff. AIDS Care officers went to Koh Kong to provide the TA on basic HIV/AIDS and UP workshop. Orientation on CoC with launching in the CoC committee at Sampove Loun, Battambang province assisted by two AIDS Care Unit's officers. CAPACITY BUILDING OF NCHADS STAFF To build up the capacity of its staff in English language, NCHADS sent 21 of its staff to continued English training classes held at ACE. PROGRAMME PLANNING, MANAGEMENT AND COORDINATION TB coordinated with the stakeholders to prepare the 4th Round GFATM proposal for the Continuum of Care. 16 desktop computers, 16 UPS and 12 printers were supplied to facilitate the implementation of the DFID programme at the national and provincial level. Copies of the quarterly reports were produced for submission to DFID, UNDP, NAA, MoH, provinces and others agencies. To strengthen the management of programme activities at the provincial level, the NCHADS Acounting, Adminstation and Technical Bureau Staff conducted supervision visits to the provinces.

1. NATIONAL ACTIVITIES 1.1. TECHNICAL BUREAU

1.1.1. PLANNING AND RESOURCE MOBILIZATION UNIT

i Planning Activities

Planning officers prepared an integrated annual and 1st quarter work plan for NCHADS and 24 provinces that incorporated activities and funding from all sources for year 2004.

Planning Unit coordinated with all NCHADS units to set the targets for implementation of HIV/AIDS activities for 2004.

Planning officers prepared MoU for 19 provinces supported by DFID project, except four ADB provinces and 1 CDC province.

Coordinated 4th Round GFATM proposal for the CoC.

ii Training-Workshop Activities 21 NCHADS officers were enrolled in 1st term of English training course

at ACE, Phnom Penh.

iii Meeting Activities Planning and Monitoring unit coordinated with all NCHADS units to

review and update the Strategic Plan 2003-2007 (included drafting the revised sections of the strategic plan, TWG meeting for all program areas and components to review these drafts, final consensus workshop with all stakeholders to endorse it).

iv Administration Cost

Maintenance of the office equipment, purchasing office supplies 16 DELL Desktops Computers, 12 HP LaserJet 1300 Printers and 16 UPS

1600 VA SUNPAC Power Backup was bought and supported for project implementation.

o MRE officers finalized National and Provincial Activities Progress Report for Quarter IV and Annual for year 2003, and distributed to MoH, NAA and donors. These reports also provided the feedback and lessons learn to NCHADS managers and provinces.

o MRE officers compiled units and provinces report for the 1st quarter report 2004.

STRENGTHENING MONITORING, REPORTING AND EVALUATION SYSTEM o MRE officers collaborate with Head of technical bureau and others

NCHADS technical officers in development of M&R Guideline for all units and provinces to be use during the supervision trips.

TRAINING-WORKSHOP-MEETING ACTIVITIES

o MRE Unit conducted two, 4 days workshop on strengthening Monitoring

and Reporting with 30 participants from Units of NCHADS and 24 provinces. These workshop consisted of (i) concept of monitoring and evaluation, (ii) how to record the output, (iii) gaps and challenges of monitoring and reporting and (iv) introduce pilot database system for NCHADS monitoring and reporting to be use as pilot 3 to 6 months and then NCHADS will take this lesson learn to develop the national database system.

o MRE unit conducted the technical meetings bi-weekly with all units and chaired by Director of NCHADS. The objectives of the meeting consist of (i) general issues and solving problem, (ii) sharing information from the units, (iii) follow up from previous meeting, and (iv) any others business.

o Head of MRE unit participated in M&E meeting to finalize the TOR of MECC at NAA office.

o Head of MRE unit participated with GFATM M&E workshop conducted by PR/MoH at Intercontinental Hotel.

o Head of MRE unit participate with GFATM 4th round proposal for CoC components at NCHAD meeting room.

o Head of MRE unit to attend the HIV/AIDS consultation workshop for East and South-East Asia, Bangkok, Thailand. The contents of this workshop focus on three-core area of UNFPA strategic such as (i) gender issues and pregnant women (ii) prevent HIV/AIDS among youth, and (iii) 100% condom use program.

MONITORING AND SUPERVISION o One staff of MRE unit joined as a Team in supervision trips with Planning Unit and Finance unit to monitor the Project Implementation in Pailin, Prey veng, Koh Kong, Kandal, Phnom Penh, Banteay Mean Chey, Svay Rieng, Prey Veng, and Battambang province.

MONITORING AND SUPERVISION o The supervision visits on Peer Education and outreach activities, and 100% CUP were carried out by BCC officers in PNP & KDL, TKV, KPT & KEP, KSP & SHV and KCM & KRT, Seim Reap, Ordor Mean Chey, Kampong Thom, PreasVihea, Stoeung Treng and Ratanakiry.

i. Prepare the guideline and training material

STD officers conducted STI meeting monthly with TWG. The STD officers revised STI management guideline for general

population. The STD officers collaborated with TB to identify drug and reagents

needed for STD clinic. Developed and piloted the quality control system for lab in three clinics

at in Battambang, Banteay Mean Chey and Koh Kong Provinces. Revised the Medical history Card for printing and distributed. Distributed computers, printers and others accessories to 8 clinics in 5

provinces (Phnom Penh, Pailin, Takeo, Pursat and Kampong Cham Provinces).

ii. Training-Workshop

STD officers facilitated in the training on providing STD care for FSW at Kandal and Pailin city, Siem Reap provinces.

During this quarter, staff of the STD Unit was sent to facilitate and supervise the In-service training on STD case management for SWs in STD clinics including 6 OD from different provinces such as BMC, OMC and PNP supported by CDC-GAP except KCM province supported by GFATM/PAO.

iii. Monitoring and Supervision

Supervision visits to STD Clinics in PNP, KDL, KCM, KRT, TKV, KPT, KSP, SHV, PRV, RTK, STR, SRP and OMC.

1.2.3. AIDS CARE UNIT

i Training-Workshop Activities

Three AIDS Care officers participated in 2-days workshop on identify of IEC need at NCHADS Training Room.

One staff facilitated the workshop on home based care in TKO province.

One staff facilitated the workshop on home based care in Svay Rieng province.

Three staffs facilitated the workshop on home based care in Phnom Penh.

Three staffs of AIDS Care Unit attended the workshop on planning in Phnom Penh.

Two AIDS Care officers went to facilitate the workshop on basic HIV/AIDS and UP done to 20 health care workers in Koh Kong province.

A workshop on the use of HBC guidelines done to 13 HBC staffs and one staff facilitated

One 5-days training counseling course conducted in Q1-2004 and 4 staffs facilitate the meeting.

Orientation on CoC with launching in the CoC committee done at Sampove Loun, Battambang province and facilitated by two AIDS Care Unit's officers.

AIDS Care officers coordinated with planning officers to conduct the workshop on revision of strategies 2003-2007 and sharing experiences at NIPH-PNH.

ii Meeting Activities

Two meetings conducted at NCHADS meeting room with

involved HFBC partners and two staffs involved. Two meetings conducted at NCHADS with involved VCCT

partners and two-three staffs involved. The VCCT inauguration ceremony done at Moung Roeussey BTB

and 2 staffs of AIDS care unit joint A VCCT sub-committee meeting carried out by AIDS Care Unit

at NCHADS Three meetings on the review of VCCT strategic planning for

2004-2007 conducted at NCHADS meeting room. Three meetings with NGO partners on preparation of

coordinated proposal for fourth GFATM conducted. A steering committee for health facility based care (HFBC)

planned to conduct monthly meeting. A network of home community based care (HCBC) established in

Battambang province by KHANA in collaboration with NCHADS and one staff facilitated.

AIDS Care officers prepared drafted quarterly work-plan and submitted.

TB/HIV meeting was supported by CENAT and WHO.

iii Supplies VCCT officers prepared the specification for lab equipments,

consumables, reagents were submitted to the procurement officers.

iv Monitoring and Supervision

Two AIDS Care staffs carried out supervision for Moung Ressey

OD, Battambang province.

Two AIDS Care staffs carried out supervision for BMC & PST provinces.

Three staffs of AIDS Care Unit carried out integrated supervision for VCCT and HFBC in Pursat province.

Two staffs of AIDS Care Unit carried out integrated supervision for HBC Sihaknouk Ville.

Two staffs carried out supervision visit for HBC in Prey Veng province.

One staff carried out supervisory visit to Kratie and Stung Treng province.

1.2.4. SURVEILLANCE UNIT

i Training-Workshop Activities

Two surveillances officers attended the workshop on MAAP project baseline. Surveillance officer participated in the workshop on conceptualization of IEC

material for HIV/AIDS. Surveillance officer participated in the training workshop on international

rapid assessment, response and evaluation. Surveillance officers conducted workshop on dissemination of BSS VI

result at Sunway Hotel. 24 provinces and others partnerships were participated with this workshop.

ii Meeting Activities

Head of Surveillance unit went to join the surveillance conference at Ethiopia. Head of surveillance unit conducted the meeting on STI prevalence study

with NCHADS-US-CDC and FHI. Head of surveillance unit participated with the health facility assessment

meeting at NIPH. Head of surveillance unit met with FHI discussing on BSSV, BSSIV and

HSS2002 report. Surveillance officers participated with the meeting on clinical trial by using

tenofovir with DCSW. Surveillance officers have coordinated in development of STI prevalence

study protocol.

iii Surveillance Activities

Surveillance officers prepared to finalize the BSS report 2003. IT officer has prepared to establish the NCHADS website. Surveillance officer take part in data collection and entry for MAAP

project baseline.

1.2.5. Research Unit

i Meeting Activities

13 meeting for NCHADS HIV prevention study and 5 meeting for Roche project.

Research officer conducted the Community Forum on NCHADS HIV prevention study.

Research unit conducted the CAG meeting to provide input on inform consent of NCHADS HIV prevention study.

Research unit coordinated in construction of HIV/AIDS clinic.

ii Research Activities To develop TOR of 3 sub-research steering committee (Clinical,

Epidemiological and Social behavior). Research officer presented the NCHADS HIV prevention study at HACC. To develop annual workplan for NCHADS HIV prevention study and sent

out to UNSW and NCSF. Research officer joined the study tour on HIV vaccine trial and microbicide in

Thailand. To prepare the invitation letter and sent to stakeholders for participating in

community forum of NCHADS HIV prevention study. Research unit recruited 8 staff for NCHADS HIV prevention study.

4. MOBILE STD CLINIC

Every month, two officers of National STD Clinic collaborated with PSF formulating as Mobile STD Clinic Team. This team has been working with female sex workers in target area in Phnom Penh. Female sex workers are easy access to get consultation and treatment with this mobile team. 5. TRAINING-WORKSHOP-MEETING ACTIVITIES

i. Meeting National STD Clinic officer participated in development on HIV/AIDS Care

Training Manual, January 2004. National STD Clinic officer joined the strategic plan 2003-2004 on VCCT

component at NCHADS.

workshop (Polymerase Chan Reaction) in January 2004. National STD Clinic officer went to Singapore attending the workshop on

Dermatology Update 2004. National STD Clinic conducted the workshop on strengthening laboratory

technique for National STD Clinic laboratory officers and provinces included Koh Kong, Sihaknouk Ville and Prey Veng.
