The Challenge

Cultural education is critical to the wellbeing and success of our children; to the strength of our communities; and to economic progress locally and nationally. The creative industries are now an important economic driver, providing 1 in 20 jobs in the UK. These are compelling reasons for ensuring that all children and young people, wherever they start in life, benefit from the rich arts and cultural experiences on offer across Kirklees.

Early in 2016 a group of arts, cultural and education leaders in Kirklees met to talk about what the challenges and some possible solutions were for young people in Kirklees accessing arts and culture. Whilst we recognised that there are pockets of inspiring provision both in and out of school the evidence suggests that access to this is dependent on a range of socio economic variables.

We quickly identified some of the common barriers to participation including fragmentation of the arts and cultural sector, low awareness of the offer and opportunities to progress in the arts, lack of understanding of the social, economic and educational impact and value of the arts, decreased capacity and funding and limited understanding of the needs and interests of young people across Kirklees.We have identified what we might do to address these challenges together as a Partnership in order to achieve our vision. This strategy outlines how we are going to work together towards our vision.

Our Vision

Every child and young person in Kirklees, from 0 to 25, will be inspired to take part, enjoy and benefit from high quality arts and culture. We believe a cultural education should be a right not a privilege.

Governance

The KCEP Governance, Strategy and Finance Group are responsible for developing and monitoring the delivery of this strategy.

All formal members of the KCEP will be involved in an appropriate sub group to drive this strategic plan forward. The following sub groups will report to the Strategy Group on their progress of this plan.

Our Mission

We believe that partners working together can make more of a difference to children and young people’s lives.

We are committed to working with all children and young people, especially those in the most disadvantaged areas of Kirklees.

We will share ideas, resources and cultural assets to deliver a quality cultural offer, in and out of formal education.

We will curate and produce Young Kirklees Cultural Biennale, and K25 - 25 cultural experiences for all children and young people in Kirklees.

Researching current provision and excellent practice to inform strategic planning.

March 2018 KCEP will have consulted with 500 children and young people, through open space consultation and road shows, to ensure their voices help to shape the cultural education offer in Kirklees.

1. Develop a series of participatory research/consultation events for children and young people of diverse ages and demographics including:

2. Review current activity and shape new activity in response to consultation findings.

3. Explore the feasibility and models for a longer term youth advisory panel to support the KCEP.

Where 353 is the least deprived, and 1 the most deprived, Kirklees ranks 101 out of 353 local authorities.
