Warm weather on Monday, April 7, melted most of the ice on Lake Koronis & Rice Lake, with the final clearing on Wednesday, April 8. A follow-up snow-storm on Thursday, April 9th temporarily blanketed the lakes for the day. Greetings to the friends and residents of Lake Koronis! As many of you are hope-

fully making your way back to Lake Koronis, the KLA Board wel-comes you back for another sum-mer lake season. The KLA Board has been busy working on various projects/activities for 2020. Re-member the Koronis Lake Asso-ciation is your best advocate for keeping Lake Koronis healthy and pristine! Below are some of the highlights:

1. Annual Meeting – The Koronis Lake Association annual meeting is currently scheduled for Saturday, July 11th, at the Paynesville Area Schools Auditorium, located in the Paynesville High School. However, this could be subject to change as to where the state and country are at with the fight against the COVID-19 virus. If held on July 11th, the business meeting will be held from 9:00-11:00 am. Registration along with coffee and rolls will be from 8:30-9:00 am. We will have reports from your KLA board committees, the North Fork Crow River Watershed and Paynesville Township. The KLA board will be giving an update on the Watershed Petition Project (WPP) status however this will NOT be in lieu of or in addition to, the required Public Hearing required by law. The proposed WPP is a long range funding pro-gram for managing the Starry Stonewort and improving Lake Koronis. More details will be dis-cussed in the next newsletter.

2. Membership/Dues – The 2020 membership letter has

been sent. For those who are new to the lake the membership form can either be downloaded off our website or filled out on-line. The on-line membership form is under the “About Us” tab. You can scroll down to “Join Us.” You may also pay your dues through PayPal if you wish. The PayPal feature is under the “Donate” tab. We are hopeful to again increase our membership this year and your contributions are what KLA relies on to pre-serve the quality of the lake. Keep in mind that your involve-ment would be welcomed.

3. Water Quality Improvement – For the past 4 summers KLA has partnered with the North Fork Crow River Watershed District (NFCRWD) in hiring a summer intern to study and help with water quality within the Watershed District. I am sad to report that due to the COVID 19 virus the watershed has put the internship on hold. The KLA board had approved monies to be used by the watershed to help with the cost of the intern. However one of the bright spots with our water quality improve-ment this year is that KLA has again partnered with Stearns County Soil & Water and the North Fork Crow River Watershed District (NRCRWD) in promoting rock inlets to land owners upstream from Lake Koronis whose field tile runs directly or indirectly into the Crow River. These inlets provide benefits by removing a large per-centage of sediments and phos-phorus leaving crop fields via tile drainage. Two landowners have agreed to install this summer 30

of these rock inlets on their land. Stearns County Soil & Water will also be producing a video of the installation for KLA to pro-mote the inlets to other farmers. When the video is completed it will be posted on our website for KLA members and others to see.

4. AIS/Starry Stonewort - The KLA Board is again partnering with the North Fork Crow River Watershed District, LAMB Labor Services of Paynesville and neighboring lakes for our 2020 AIS Education and Inspection Program. The program will hopefully be delivering around 4186 hours of inspections on Lake Koronis and Rice Lake. The successful Starry Stonewort (SSSW) treatment pilot projects of 2016 & 2017, and the 2018/2019 treatment programs have allowed the DNR to again permit KLA to expand our treat-ments around the lake. Overall KLA will be managing 175.44 acres. This management will include one of the three proto-cols of: mechanically pulling, mechanically pulling along with chemical treatment and just chemically treating. KLA and the MN DNR have found this man-agement protocol to be success-ful in keeping the SSW below a nuisance level. Please refer to the SSW project article by Kevin Farnum in this issue for more details.

5. Watershed Petition Project (WPP) – As mentioned in our

2020 membership packet the North Fork Crow River Watershed District (NFCRWD) is currently working on the next phase of the Watershed Petition Project (WPP). This includes the engineers’ report that reviews the effectiveness and cost of KLA’s AIS/SSW treatment/man-agement plan, and the appraisers who are putting together the property owner reports which will state the amount of the prop-erty owners’ benefit. KLA is hopeful that their outside work will be completed in May. The engineer’s report has been com-pleted and is being reviewed by the watershed and the various required state entities. Once these two parts are completed the next phase is the public hear-ing. Hopefully the COVID 19 virus issues will not affect the public hearing but KLA and the North Fork Crow River Watershed District (NFCRWD) will keep you apprised of any changes or issues that arise. Please refer to the flowchart in the newsletter as to the different stages of the WPP and what steps have been completed. 6. Fireworks /Boat Parade - KLA will again be the main spon-

sor of the annual fireworks this year on Sunday, July 5th. In scheduling the fireworks this year our normal vendor and oth-ers did not have any availability on July 3rd,4th or 5th so KLA had to seek out another vendor that could provide the fireworks on Sunday night July 5th. I am pleased to announce that our new vendor “Hollywood Pyrotechnics” of Eagan MN will be putting on the show. I think this will be a good fit going for-ward as they are very creative with their shows. KLA has always tried to hold the fireworks on July 4th or the closest weekend date (i.e., Friday, Saturday or Sunday) to the 4th. KLA would also like to thank the Paynesville Township and the City of Paynesville for helping to spon-sor the annual fireworks. We are very grateful for this partnership because it allows us to put on a great show for the lake and com-munity. The boat parade will be either held on July 4th or the 5th. In the past prizes have been awarded for first, second and third places. No decision has been made as of this newsletter as to if prizes or gift cards from the Koronis Kafe will be awarded.

Board Members – The KLA board will be in need of 1 new Board Member this year who will servefor a three year term. The term will begin in August of this year. If you are interested in serv-ing please contact Karen Langmo at [email protected]. We will also be taking nomina-tions at the annual meeting. The board meets from February-October. Your involvement can be what you want it to be.Please read the articles in this issue to stay informed and up-to-date on our activities. 2020 Koronis Kafe Summer Season Schedule

The Koronis Kafe will be opening June 6th for service from Second Island. The hours will be from

11-6pm. They will only operate from Second Island and on Saturday’s. With the constantly changing COVID-19 up-dates and relaxation of the states guide-lines, the schedule may include Sundays as well. They will be mandating that there will be No boarding of the interior of the boat. Orders will be taken, filled and served from the front deck. Pay-ment will also be taken from the front deck. They look forward to seeing ev-eryone enjoying the lake this summer and gaining back the wonder-ful recreation we have enjoyed on Lake Koronis. Remember to also check the Koronis Kafe Facebook page for any updates and changes to their summer schedule.

Two years ago, the KLA Board of Directors allocated $12,000 to be used to assist landowners whose field tiles ultimately flow into the North Fork of the Crow River with funding to install rock inlets. The Stearns County Soil and Water District has grants available which pay for 75% of the installation of

inlets with landowners paying for the remaining 25%. KLA will then pay for half of the landowner’s 25% share for each rock inlet installed on their property (landowners pay 12.5% and KLA 12.5%). The cost for each inlet runs between $750-$1,000 depending on the size needed to properly handle the amount of water flowing from each tile. At the time of this writing, two landowners have agreed to install a total of 30 inlets on their property in the Belgrade-Brooten area.How Do Rock Inlets Work? Rock Inlets vary in size, depending on the size of an existing field tile en-tering it and the amount of water flowing through each tile. For the purpose of explaining how an inlet works, picture a “box” the size of a large grave filled with either pea rock or a similar rock. Each inlet “box” allows water from a field tile to flow into it below the surface of a field. As the inlet fills, phospho-rus, nitrates, sediment and other chemicals settle to the bottom, then cleaner water leaves via an exit tile near the top river side of the structure. After a period of time (8-10 years), chemicals are removed from inlets by replacing old pea rock and debris with new rock. Research indicates that approximately 20% of phosphorus, nitrates and other field chemicals can be removed by the use of rock inlets. Results vary by the size of an inlet, the amount of water flowing through it and the amount of rainfall at any given time. Twenty percent is not 100%, but since one pound of phosphorus will feed 500 pounds of algae, 20% is a good start! Since farm producers can plant crops on top of rock inlets without harming field equipment

there is no loss of production from a field. The Stearns Soil and Water office will be videotaping the installation of an inlet this summer and KLA will post a link to the video on our web-site. The video will explain this process to landowners

and will include information about the cost of an inlet and grants available to help pay for installation.

Lake Koronis Section Representatives

Last year KLA spent a consider-able amount of time developing a long range plan, starting in 2021,

to properly manage the Starry Stone-wort Infestation. The grant funds and legislative appropriation that KLA received in 2016 to treat and man-age the SSW will run out at the end of this year (2020). The association felt that a sustainable funding source was imperative to continue proper man-agement. KLA formed a committee to explore different forms of future fund-ing. The committee recommended that KLA pursue a Watershed Petition Project (WPP), which is part of MN State Statute 103.D705. This funding mechanism is used by many MN Lake Associations and Watershed Districts for water quality projects. Our goal is to ensure that Lake Koronis property values, water quality and recreation opportunities remain strong! KLA conducted a signature drive (require-ment of the statue) last summer to support the WPP. A requirement of 25% of affected property owners is necessary to establish the project. With the help of our team captains KLA obtained signatures from 47% of the 545 parcels on the lake. The KLA board and WPP committee presented the Petition, Resolution, and signa-tures for approval to the North Fork Crow River Watershed District Board in October. Approval was received to formally accept the project and the next phase began. As required by law, the North Fork Crow River Watershed District (NRCRWD) hired an outside engineering firm, Wenck Engineering, to review KLA’s AIS/Starry Stonewort (SSW) treatment/management plan for effectiveness and costs. The report is currently being reviewed by the wa-tershed and the required various state entities. The Watershed has also hired appraisers who will assess and deter-mine the benefit of the AIS treatment/management for all affected proper-ties. The appraisers have completed

their inside office work and hopefully will get the outside lake work done during the month of May. Once these tasks are completed a public hearing will be conducted to present the proj-ect to the public. Affected property owners will receive a notice that will include their property report stating the amount of their benefit and the

time and location of the hearing. This hearing notice will be sent 30 days prior to the date of the public hearing. This hearing will include time to hear interested/affected parties for and against the project, and possibly make amendments to the project. We have included the WPP updated flowchart in this newsletter.

Special Aquatic Invasive Species Prevention Grant Program for Stearns County Residents Selling Water-Related Equipment

In order to try to stop the spread of aquatic invasive species (AIS), the Stearns

County AIS Committee is of-fering a $150 incentive to any residential shore owner on a Stearns County lake or river meeting the following require-ments and restrictions:§The residential shore owner

is selling a dock, raft, boat lift or other water-related equipment (boats, pontoon, other watercraft and/or related trailers are ineligi-ble).

§Eligible water-related equip-ment is to be moved from a Stearns County lake or river to a different lake or river after being out of the water for at least 31 days.

§The residential shore owner will arrange for and allow first and second inspections at the start and end of the minimum 31 days and allow photographs of the water-related equipment on site prior to buyer taking owner-ship.

§Payment will occur after the owner actually sells the equipment and provides the buyer’s name, address and what body of water it is being moved to.

§Water-related equipment is to be thoroughly cleaned by the residential shore owner prior to transportation (no plants or animals present).

§A maximum of one incentive per year will be paid to an individual residential shore owner.

§Equipment that will be over-wintering out of the water is ineligible.

§Equipment being sold to or being used as a trade-in to a retail outlet is ineligible.

contact the Environmental Services Department before the beginning of the 31 days so the time-out-of-water can be verified. Please note this program is first come, first served and is subject to cancellation at any time.

Since Starry Stonewort was first discovered in Lake Koronis in August of 2015, the Koronis Lake Association has been working tirelessly with experts around the country in developing and implementing a very com-prehensive Starry Stonewort (SS) Management Plan. KLA has developed a strong SS management plan to keep it below a nuisance level in relatively large areas, especially shallow areas, through mechanically pulling, mechanically pulling with chemical treatments or just chemically treating. A quick recap follows along with the plans for 2020:

2016 Year Results: Pilot project treatment area was 6.6 acres.

2017 Year Results: Treatment area was 11 acres. This year’s study confirmed 2016 positive results of Starry Stonewort biomass reduction in treated areas and allowed the project to expand and proceed to the 2018 protocol.

2018 Year Results: Our work area this year was over 250 acres. We removed over 800,000 lbs. of Starry Stonewort or 15 construction size truck loads. Our protocol of mechanically pulling and chemical treating in areas less than 4 foot depth and chemically treating in the all areas was performed. We are operating under a Lake Vegetation Management Plan which is a DNR requirement.2019 Year Results: In 2019 the pilot project continued to manage effectively those areas managed in pre-vious years and expand to several high risk areas around the lake. In total we chemically treated around 109 acres and mechanically pulled approximately 34 acres. Two people with rakes removed the SS under boats, docks, and lifts. A total of 230-4cubic yard loads (or 9 truckloads estimated at 870,000 lbs.) of SS were removed. Slow SS growth in the early summer delayed the start of the mechanical pulling operation. This slow growth was countered by very rapid growth in early July, delaying our chemical treatment sched-ule. Once the SS was treated, results were positive even though the mass of SS was deeper than optimal at time of treatment. A second treatment was performed to assure results. The post survey results were very positive with some areas previously treated (4 years in a row) exhibiting no SS biomass. Our mea-surement of bed depth and density of the biomass seems to be good indicators of success. We are still learning about the SS alga with hopes to attempt only one chemical treatment in the summer. Work was performed in 2018 and 2019 by a grad student from Clemson regarding Starry Stonewort Man-agement. This work gives us hope that a potentially lower cost chemical can be found and make the project on Lake Koronis more sustainable. This also will help the other lakes in the state that follow this management protocol or perform chemical treatments to manage Starry Stonewort.

Overall Results: Treatments were again very effective in sustaining low level of Starry Stonewort growth in the areas treated around the lake. Data was consistent with the other pilots from the last three years. Statements from the third party auditor’s report: “Copper treatments or copper treatments combined with mechanical removal were statistically better than just mechanical removal. However all 3 management options resulted in control of SSW where navigation-al and recreational hindrances were minimal.” “Results of the 2019 treatment program indicated there was no significant heavy SSW growth in 2019 in managed areas of Lake Koronis.”

Project Protocol: The protocol followed for the management of Starry Stonewort on Lake Koronis is as follows:Shallow areas less than 4 feet in depth – mechanical pulling, this includes around docks and lifts, followed by 1 or 2 chemical treatments. If these areas aren’t able to be mechanically pulled they will still be chemically treated. Pilot areas with a depth greater than 4 feet – chemically treated 1 or 2 times. Timing of the first chemical treatment is determined in consultation with the third party auditor by observa-tion of growth conditions. The areas to be treated are those that have the highest density of Starry Stonewort and are determined in consultation with the third party auditor. Pre and post treatment verification audits are performed as every step of the protocol is completed. All data is gathered and reported to the DNR.

2020 Plans KLA has been able to conserve and obtain new grants to total $146,000 for the Starry Stonewort manage-ment in 2020. With those funds we will be able to maintain those areas that we have managed over the past four years and expand slightly into new high density areas around the lake. Below is a map showing the work areas for 2020. Work will be performed this summer by Minnesota State University, Mankato using a different successful aquatic herbicide, Diquat. Referencing the map, they will be managing areas 1B, 2B, 3B, and 6B. They also will have a graduate student working on the phenology of the alga. We will continue to be cautious with man-agement practices, adjusting where the science tells us and use an integrated approach. We will continue to be in contact with our consultants and the MN DNR. In total, we will continue to create a lake environment that will improve survival of native plants and animals.

Target Species: Starry Stonewort

Treatment Dates: The treatment dates will depend on growth of the Starry Stonewort and ability to integrate the two treat ments together where possible. Mechanically Pulling: June – September Chemical Application: Mid July - End of September

Chemical Used: Cutrine Plus Liquid and Mizzen, are both algaecides. Their label has no restrictions for use of water or swimming. Diquat will be used by Minnesota State University Mankato. Labels placed along shore in areas 1B, 2B, 3B, and 6B will show water restrictions for irrigation. (see attached map for areas) No restrictions are in place for water, swimming, or fishing.
