So why is it that while other states are now enjoying gas prices of less than $2 per gallon, California is still paying high-er prices?

Due to high taxes and costly regulations, our state’s gas prices are higher than other states. It’s been that way for years.

But what’s new is that the gap between California’s and other states’ gas prices has grown.

To get a sense of the change, compare Cali-fornia gas prices with those of the nation as a whole. According to GasBuddy.com, even while overall prices have fallen, the gap has grown from about 32 cents per gallon just a month ago to as much as 47 cents this January.

That’s a 15 cent increase in just one month!The likely culprit is a new “hidden gas tax” that took effect January 1. The new regulation expands the state’s cap-and-trade program to include transportation fuels. The expansion is the latest in a se-ries of sweeping and costly regulations developed by the California Air Resourc-es Board as it implements the California Global Warming Solutions Act.

Luckily for the Governor and his Air Board appointees, gas prices barely budged when the new rule kicked in; in fact, prices have continued to fall, mask-ing the rule’s true impact and ironically causing the new “hidden gas tax” to be even more hidden.

Just a few years ago gas prices were soar-ing dangerously near $5 per gallon. Imagine public outcry if the government had caused gas prices to soar then!When government imposes higher costs on fuel providers, California consumers inevitably pay the price in lost jobs, in-come and opportunity.

As economist Severin Borenstein notes: “Every analysis of cap-and-trade - or of a gas tax or, for that matter, of move-ments in the price of crude oil - finds that a change in the cost of selling gasoline,

up or down, is quickly and fully passed through to consumers.”

We’d likely all be paying 10 to 15 cents less per gallon if not for the new regula-tion. Depending on the auction price of emission credits, some fear the cost could grow far higher in future years.

Concern about the economic impact of high gas prices led to a bipartisan effort last year to postpone the planned cap-and-trade expansion. Unfortunately, As-semblyman Henry Perea’s legislation (AB 69) died when Senate President Pro Tem Darrell Steinberg refused to authorize a hearing.

Republicans have already announced a repeal effort this year in the form of SB 5 and AB 23, but it’s hard to imagine their bills will fare better.

Of course, with hidden taxes, exactly how much more we’re paying is anyone’s guess. That’s just one of many reasons hidden taxes are such a bad idea. Taxes should be transparent, straightforward and easy to understand. You shouldn’t need to hire an economist to know how much money you’re sending to Sacra-mento-or Washington, D.C.-each year or how it’s being used.

We do know that 25% of the billions in new revenue the State of California collects from its cap-and-trade system is being used to fund the state’s costly and controversial high speed rail project. Yet even with this funding source, the project-which recently broke ground in Fresno-still lacks the necessary funding to finish the job.

So next time you fill up at the pump, re-member you’re helping pay for a train you won’t be able to ride until the year 2029-as-suming it ever gets built. (Even then you’ll still have to pay to ride the train.)

Bananas are one of the most popular fruits in Britain, but a rapidly-spreading fungus could endanger our future supplies.

The fungus Fusarium oxysporum f.sp. cubense Tropical Race 4, or TR4, has caused major problems for banana growers in Asia and has spread to Africa.A new strain of a common fungal infection called Fusarium wilt or Panama disease, attacks the world’s most popular banana, the Cavendish, which is found in UK supermarkets.Until recently, TR4 had been restricted to five Asian Cavendish-producing countries and Australia, but it has now been discovered in the Middle East and Mozambique, causing international concern.

“Bananas are the world’s most consumed and exported fruit,” said Fazil Dusunceli, a disease expert with the UN’s Food and Agriculture Organization’s Plant Protection Division. “With 85 per cent of all bananas being produced for domestic consumption, you can imagine the impact of this disease of food security and livelihoods in developing countries.”

The fungus blocks water-carrying vessels and produces

toxins so that the plant wilts and dies. Soil can be contaminated for several decades due to the long-lived resting spores the fungus produces.

As the disease is soil-borne, carried by workers and farming tools such as tractors, it is extremely difficult to contain. It requires the land to be left alone potentially for decades, something many growers are not prepared to do. Whilst other crops can be grown on the land, the movement of the fungus spores by workers remains a concern.Dr Julian Smith, the International Development Lead at the UK’s Food and Environment Research Agency, said that the disease in Mozambique

was “a risk for commercial growers.”

In Africa, TR4 has so far only affected the Cavendish banana, which is grown for western markets. It is not a risk to food security in the area as native banana types appear resistant to the strain.

However, for the commercial growers of the Cavendish the disease is devastating. Commercial growers in neighbouring Zimbabwe fear it spreading into their farms.

In April 2014, an African consortium of international researches and growers

met and declared “war” on Fusarium wilt. Recommendations from the consortium were harmonised into The Stellenbosch Declaration, aiming to curtail the disease and raise awareness.

However, there is good news for banana lovers: the disease will not affect Western supermarket supplies for at least 10-20 years, if at all, as “it is a slow moving soil-borne disease,” said Dr Smith.

“The concern is to prevent it getting into Latin America and to have a plan to contain or eradicate it quickly if it does,” he added. |

El Instituto Federal de Acceso a la Información y Protección de Datos (IFAI) informó este martes, en un comunicado, que la filial de la empresa no

atendió la solicitud de una persona para cancelar el uso de sus datos personales.Google México argumentó que no es responsable del servicio de motor de búsqueda de información, sino Google Inc. y por lo tanto no podía suspender el uso de los datos de quien promovió la queja, el cual no fue identificado.

Sin embargo, los consejeros del IFAI establecieron que la empresa está legalmente constituida en México, y por lo tanto debe sujetarse la Ley Federal

de Protección de Datos Personales en Posesión de los Particulares.También argumentaron que Google México sí hace un tratamiento de datos personales cuando se coloca en el buscador una información de cualquier persona, el cual “se encuentra indexado” a su red en Internet.

Además, tampoco se comprobó que este servicio lo realiza una empresa distinta.El procedimiento de sanción “es un hecho sin precedentes”, asegura el IFAI.“Con esta resolución, México se une a los países que han sentado un precedente, al

considerar a dicha empresa internacional como responsable del tratamiento de datos personales cuando presta servicios de motor de búsqueda”, indica el comunicado.

Por lo pronto el IFAI ordenó a la empresa a que elimine de su buscador los datos de la persona que promovió la queja.

Hasta ahora no se conoce el tipo de sanción que se aplicaría a Google México, aunque legalmente la empresa tiene derecho a promover una apelación en tribunales por el procedimiento del IFAI. |

la obra de infraestructura más grande jamás construida por la humanidad, ha repetido el jefe del proyecto, Bill Wild, sin embargo, el mismo ingeniero australiano ha reconocido que el reto más grande no es la dimensión, sino la ubicación.

Nicaragua es propensa a terremotos, tsunamis, ciclones, sequías, inundaciones y erupciones volcánicas.

La historia del país cuenta que Estados Unidos decidió hacer el canal en Panamá, y no en Nicaragua, porque vieron un sello postal con un volcán en la ruta nicaragüense.

que este país ha sido impactado por al menos 59 ciclones en los últimos 122 años, entre tormentas tropicales y huracanes catastróficos.

Eso no incluye a huracanes como el Roxanne (1995) y Mitch (1998), que sin impactar causaron desastre, en especial el segundo que mató a unas 2.863 personas, hizo desaparecer a casi 700 y provocó pérdidas por 1.500 millones de dólares.

Miss Colombia Paulina Vega is crowned Miss Universe 2014 during The 63rd Annual Miss Universe Pageant at Florida International University on Jan. Colombia’s Marxist FARC rebels have invited newly crowned Miss Universe Paulina Vega, a native of the country’s Caribbean coast, to attend their peace negotiations with the government, a bid to end 50 years of fighting.

The 22-year-old Vega, a business student and model from the northern city of Barranquilla, was named Miss Universe in late January and has said in interviews that she would be willing to travel to the talks.

“We have read with interest your desire to contribute with your good works to reaching peace,” the Revolutionary Armed Forces of Colombia, or FARC, said in a statement on their website late Friday.

“We salute your willingness to travel to Havana, at this time we invite you to make a visit,” added the FARC, which has been holding negotiations with the government in Cuba since late 2012.

The FARC did not say how Vega’s visit would help advance the peace talks. She has yet to respond to the invitation. |

La disminución de los niveles de agua de la costa del Mar Muerto es alarmante.El lago salado conocido como Mar Muerto recibe su peculiar nombre debido a que dentro de sus aguas resulta imposible la vida de ningún ser (exceptuando algunos microbios), debido a la alta concentración de minerales en sus aguas.

Parece que su futuro es encontrarse tan vacío de agua como de animales que lo habiten, ya que su nivel de agua desciende al ritmo de un metro por año (3.2 pies). Se estima que desde los años 50 el nivel del agua ha descendido unos 130 pies.

La pérdida de agua es causada por la disminución del flujo de agua recibido del río Jordán, el cual es una de las principales fuentes que alimenta el lago.

Países como Israel, Jordania, Siria y Líbano ahora desvían gran parte del río para utilizarlo como agua potable, lo que también ha desembocado en disputas políticas entre los países que comparten el lago.

Conocido desde la antigüedad por sus propiedades curativas, el lago más profundo respecto al nivel del mar del planeta limita con Jordania al este, y con Israel y Cisjordania al oeste. Su superficie

y orillas están a 429 metros (1,407 pies) bajo el nivel del mar.Su aguas contienen 10 veces más sal que las de Océano Atlántico debido a que este mar no tiene desembocadura. Esto significa que los minerales permanecen siempre allí.

While Amazon, Google and others explore how to use drones to deliver merchandise to customers, drug smugglers in Mexico are turning to the remote-controlled aircraft to deliver packages of a different kind.

A drone carrying methamphetamines crashed into a parking lot at a shopping center in Tijuana on Tuesday. According to the Associated Press, the Tijuana Police Department announced on Wednesday that the drone crashed near the San Ysidro border crossing. The police told U-T San Diego that the drone likely was being used to ferry drugs between neighborhoods and not across the heavily guarded US-Mexico border where the drone had better chances of being spotted.

Six packets of meth, weighing about 6.6 pounds, were taped to the underside of

a six-propeller drone, the AP reports. Authorities are investigating who was flying the drone and where the flight originated. Police believe the drone is a DJI Spread Wings S900, which can fly autonomously. That could make it more challenging to track down the responsible party.

This isn’t the first time Tijuana police have seen drones used to transport drugs. Drone smuggling is just the latest way drug runners are trying to traffic their product within and outside of Mexico. Previous smuggling efforts made use of catapults, extensive tunnels and – I kid you not – a pneumatic pot cannon that attempted to transport drugs across the US-Mexico border.So, while you may think drones are a fun, albeit expensive way to capture the perfect selfie, realize that in the wrong hands, drones also have a bit of a dark side. |

This brings about another concern. There are false tax returns getting

filed every year. If you file your tax returns and the IRS submits you with a notice that it’s been filed, it is because someone has taken your identity. You must report it to the IRS and a special Identity Protection Personal Identification Number (IP PIN) will be sent to you. Every year thereafter you will use the PIN to file your returns. If you use a tax preparer, you need to inform them of it. |

Sacramento Police Observation Devices cameras raised concerns for some.They are high visibility, they are clearly marked and have blinking lights.But some groups, including a state senator, have raised privacy concerns. They question how the license-plate information can be used – and abused – by police, other law enforcement and private companies, including collection agencies, that also use the technologySen. Jerry Hill, D-San Mateo, has introduced legislation to put controls on license-plate-reading technology. It would require police and local city councils to hold public hearings to get community input before they deploy the cameras, and set up protocols for how the information could be used.

“This is a new technology that is, in many cases, infringing on our rights to privacy,” Hill said. “The public has a right and desire to know when their city is implementing these policies.”

When there is a crime, the cameras can show police which direction a suspect is heading. Some PODs can message police computers if a stolen car has passed through the intersection; others require police to manually remove and view the recordings.

Cities in California and elsewhere are using similar technology. Usually, the cameras are attached to the roofs of law enforcement vehicles, angled outward and downward to read license plates to the right and

left of the car as it drives down the street or through a parking lot. In addition to its new PODs on poles, the Sacramento City Police Department also has two rooftop license-plate readers on patrol cars.

The Sacramento Sheriff ’s Department has two of license-plate-reading cameras on the roofs of 17 of its vehicles. The California Highway Patrol has been using rooftop readers for nearly 10 years. The CHP’s readers are to alert officers only if a car is stolen, and only a small number of CHP vehicles have the readers. Sacramento city parking department use license-plate reading cameras perched atop their code enforcement vehicles to check for cars that have parked too long in a limited parking zone. The cameras have replaced tire chalking.

While camera-makers promotes the technology, the devicesraised privacy concerns. The technology is also marketed to private companies, such as vehicle repossessors, credit agencies and private investigators .

ACLU is concerned that private companies use the data to “put our whereabouts up for sale,” and he said few law enforcement agencies discuss the technology with constituents before employing it.

Sacramento’s police and sheriff ’s departments say they do not share the license-plate data they collect with private firms.|

Even so, GasBuddy senior petroleum analyst Patrick DeHaan said he believes the weeks-long plunge in pump prices may be nearing an end. “Gasoline

prices have nearly caught up with the drop in crude oil prices,” he said, adding that the latest slowing of crude oil’s decline might be “a sign that perhaps we’ve seen a bottom in oil prices, and perhaps ... gasoline prices as well.”

Rising wholesale prices are prompting industry analyst Trilby Lundberg to predict an increase in prices that reached the lowest mark in more than five years nationwide, The Associated Press reports.

Lundberg says rising costs of crude oil the past 10 days should eventually be seen at the pump.San Francisco continued to have the highest-priced gas in the Lower 48 states at $2.54 a gallon. Albuquerque, New Mexico, remained lowest at $1.73 a gallon.

Lundberg says prices at the pump are $1.24 lower than this time last year.

A journalist believed to have been the first to report the death of Argentine prosecutor Alberto Nisman says he has fled the country, fearing for his life.

Damian Pachter, who works for the Buenos Aires Herald, left Argentina early on Saturday.

Alberto Nisman’s body was found in his apartment a week ago, hours before he was due to testify in Congress.

He had been investigating the bombing of a Jewish centre in the capital in 1994 which left 85 people dead.

Mr Nisman, 51, had accused several senior government figures - including President Cristina Fernandez de Kirchner and Foreign Minister Hector Timerman - of

involvement in a plot to cover up Iran’s alleged role in the bombing.

“I am leaving because my life is in danger,”

Pachter told the news website Infobae.com.“My phones have been extensively tapped.”He said he would return to Argentina when

his sources told him conditions had changed.

Mr. Nisman’s death sparked protests outside the presidential palace in Buenos Aires.

The seven-storey Amia building was completely destroyed by the bomb blast in 1994.

On Thursday, Ms Fernandez said she was convinced that Mr Nisman’s death was not suicide.

“Yo pienso que va a quedar en la nada todo como pasa acá en este país, no se investiga nada”, sostiene Isabel Ortiz, una jubilada del barrio de Palermo, mientras que Alicia Robles, que está charlando con ella, agrega: “Yo espero que esta vez nos pongamos las pilas los argentinos y hagamos que no quede en la nada, porque es muy grave esto, es muy grave para todos”.

Las palabras de Isabel y Alicia se reafirmarían con la encuesta de la consultora Management & Fit, que afirma que casi el 70 % cree que las causas de la muerte del fiscal Nisman quedarán impunes.

“La gente está muy acostumbrada a que en Argentina las cosas nunca se descubren y es naturalmente desconfiada y adicta a las teorías conspiratorias. No sería el primer caso —sostiene Orlando D’Adamo, director del Centro de

Opinión Pública de la Universidad de Belgrano—. Esta es una sociedad la cual siempre descree la versión oficial, a diferencia de otros lugares donde primero creen en la versión oficial y luego hay que desbaratar esa versión. Aquí siempre la versión oficial esta en las dudas”.

En el mismo sentido, D’Adamo, prosigue: “Aquí la gente está acostumbrada a que la engañen así que cualquier versión oficial siempre está teñida de duda, porque además hay varios casos en la historia, hay mucha gente que sigue diciendo o poniendo en duda que es lo que se ha dado como versión oficial”.

Abel cree que la población siente miedo porque pocos piensan que se haya tratado de un suicidio.

Según un sondeo de la consultora Ipsos, el 70 % cree que fue asesinado. Ese es el convencimiento de Andrés Sonorio.

“¿Quién lo mató? Pero jamás lo pudo haber matado el gobierno y la denuncia que hizo que recorrió el mundo y que dejó a la presidenta de la República... A la presidenta de la República como una

terrorista internacional era una mentira bastarda y ahora quien lo repara eso?”, afirma indignado.

Hasta ahora la presidenta Cristina Fernández sólo se ha expresado sobre el caso en internet y las redes sociales, donde primero apuntó al suicidio y luego se decantó por el asesinato.Desde su gobierno, se ha negado cualquier enlace con el suceso,pero en conversación con CNN, el canciller Héctor Timerman aseguró que el gobierno no estaba involucrado en absoluto con su muerte y que nadie más que el ejecutivo quería que Nisman siguiera con vida para que continuara con sus investigaciones.

Para la población el tema es fundamental. “Esto es muy grave y grande, tienen que tomar cartas en el asunto y no nos olvidemos que dentro de diez meses hay elecciones”, concluye Alicia Robles.El periodista que alertó sobre la muerte del fiscal Nisman dice estar en IsraelEl periodista Damián Pachter, el primero que alertó en su cuenta de Twitter sobre la muerte del fiscal Nisman abandonó Argentina al afirmar sentirse intimidado y perseguido, y según su cuenta de Twitter se encuentra en Israel.

Damian Patcher, que también es ciudadano israelí, trabajaba en el sitio web del Buenos Aires Herald, un diario centenario que se edita en inglés y que tuvo un fuerte reconocimiento durante la última dictadura militar argentina, ocurrida entre 1976 y 1983, por ser uno de los pocos medios locales que se animó a denunciar las violaciones a los derechos humanos durante esa época.

Pachter fue el periodista que tuiteó el domingo 19 de enero a las 23.35: “Me acaban de informar sobre un incidente en la casa del Fiscal Alberto Nisman” y a las 00.08 por el mismo medio sostuvo: “Encontraron al fiscal Alberto Nisman en el baño de su casa de Puerto Madero sobre un charco de sangre. No respiraba. Los médicos están allí”. Y a partir de entonces ocupó el centro de miradas.

Según publican los periodistas de Clarín e Infobae que lo entrevistaron antes de abordar su avión, Pachter decidió irse del país luego de que sus fuentes le dijeran “Andate ya porque te están buscando” y aseguró: “Voy a volver al país cuando mis fuentes me digan que las condiciones cambiaron. No creo que sea durante este gobierno.” |
