I hope many of you find it a pleasure to be part of the Lake Meade Community, like I do. Being part of a homeowner’s association isn’t always easy, especially in a diverse community like ours. The Lake Meade Property Owners Association (LMPOA) exists for several reasons with a main goal of protecting the association for the benefit of its members.

There are rules and regulations to assist with that goal and sometimes there is confusion regarding them. I will attempt to clear up some of that confusion below.

Some of the goals of LMPOA are to:• Plan, budget and manage costs of

maintaining the common areas and facilities, including, but are not limited to, the lake, roads, buildings, bridges, pool complex, sports complex, marina facilities, recreation areas/docks, entrance/gate and others.

• Facilitate communication within the community regarding LMPOA actions and concerns.

• Administer and keep records of LMPOA finances and membership.

• Make efforts to maintain the safety, operation and value of common properties and facilities.

• Make efforts to review, update and enforce the rules and regulations of the association.

• Assist members with learning and applying LMPOA rules and regulations.

Items that are not LMPOA’s responsibilities are to:

• Mediate among neighbors.• Take ownership or maintenance of

private property.• Legally represent property owners.• Advocate for individual property

owners in dealings with government

or other agencies.• Provide police protection.• Enforce laws at any level, including

trespassing laws relating to private property.

• Repair damage to private property caused by people or acts of nature.

Some of the roles/responsibilities that members have are to:

• Recognize that LMPOA is only as strong as its members; so, consider getting involved.

• Educate themselves about rules and regulations and make suggestions for changes.

• Take responsibility for guests invited into the community (rule has been in place for 40+ years). 

• Recognize the need for balance between personal and community interests.

• Volunteer in support of the community and our shared interests.

• Respect common areas and facilities, leaving them in the same or better condition.

• Avoid actions that may place a financial burden on the association, which we all pay for.

Remember, we chose to be part of LMPOA when we bought property in Lake Meade, so we all agreed to follow the rules and regulations. Sometimes it is difficult to understand a rule or regulation or even the intent behind it. If you have questions or concerns, please ask LMPOA for clarification. If the answer still doesn’t sit well, then offer ideas to committees or the board to consider. If done in the correct venue, we can all work together to make our community a better place to live.

LMPOA encourages your attendance at the meeting on Friday, March 16, 2018 at 7:30 p.m. in the Community Center. A new opportunity this year is to speak with committee members from 6:30 p.m. – 7:30 p.m. while enjoying delicious refreshments made and served by the Homemakers.

Shortly after the Annual Meeting, LMPOA will be requesting Annual Registration Information.

Dues, Vehicles, Power Boat Registrations and Saturday office hours. When you stop by the office for annual registration in April please help the process. You will need: • 2018 Dues payment • Copy of vehicle registrations for all vehicles (if your student

is off to college, please obtain a copy of the registration during a break)

• Review the registration forms, update the information as it relates to your eligible privilege cardholders; provide us with contact information so we can reach you if needed. And be sure to return all pages to the office.

• Power boat owners - We need a copy of the registration if it has expired on 3/31/18. Every year we need a copy of your liability insurance of at least $300,000 covering each power boat.

• Saturday office hours are: April 21, 28 from 8:00 – 1:00 p.m. and May 5 from 8:00 – 12:00 p.m.

Safe Boaters – There were 20 people taking the safe boating course in January. This speaks well for the attendees that took time to learn the rules of the water when boating.

Walkers – we ask that you “share the roads.” Vehicles have the right of way. Walkers must walk facing traffic, and step to the side when a vehicle approaches. We can’t emphasize enough the importance of safety in Lake Meade whether it’s walking, jogging or biking. Please focus on your surroundings and have a safe “outdoor” season for 2018.

Thanks to the many volunteers that help the office staff to stuff, seal and stamp membership mailings or label Lake Meaders throughout the year.

Hello fellow Lake Meaders,

We are hopefully starting to see the change in seasons. Warm weather will bring walkers, runners, bikers and other outdoor lovers out of hibernation and back on to the roads. Please keep your eyes on the road and off the cell phones. Remember that our speed limit is 25 miles per hour throughout the entire community. We have also experienced an increase in speeding since our last issue. The breakdown of resident vs. guest is about 50/50. Please remind those in your household and your guest that the speed limit is 25mph. The best way to avoid a violation is to simply follow the posted speed limit. We continue to investigate ways to regulate guest entry in to the community. Several computer and app based solutions are available. This technology does come with a cost, most likely yearly. Unless we close the community off to all outsiders, then members remain responsible for their guests and any violation of a rule or regulation. Please keep

your eyes on future editions of the Lake Meader for more information as it becomes available. Now is also an appropriate time to remind everyone that although boats are docked at public areas, boats are private property! Please remember that fishing on a boat that is not yours is trespassing. If patrol witnesses fishing from docked boats, they may ask to see if you are the owner or permitted to be on the boat. Extensive damage was reported last year. We will continue to make it a priority to patrol these areas and do the best we can to ensure that property is safe. However, you can help us the most by reminding everyone in your household that if it is not yours, do not use or go on the boat. Please consider joining us for a meeting. We meet on the 4th Monday of the month at 7p.m. in the Conference Room of the Community Center. Fresh ideas are always welcome!

Electronics Recycling InformationAffordable Computers, located at 120 Frederick Street, Hanover, PA accepts electronics for recycling, including projection large screen TV’s, CRT monitors, computers and peripherals, cell phones, etc. There is a per pound charge for all items dropped off for recycling. No items with Freon are accepted. Phone number: 646-0880. Hours of operation are as follows: M-T-W - 9:00 a.m. – 5:00 p.m. TH-F – 9:00 a.m. – 6:00 p.m. SAT – 9:00 a.m. – 2:00 p.m.

Cumberland County takes many types of electronics, but you pay by the pound. They do accept TVs. Note that even though it is run by Cumberland County, the FAQs specifically say it does not matter where you live or if you are from Cumberland County! Another electronics collection it located in Mechanicsburg and accepts almost everything EXCEPT old TVs and they do not charge. Read the site for details: http://compministry.org  

Roads – Reduced Weight A reminder to our members who are planning construction projects between February 15 through April 30: The LMPOA Rules and Regulations stipulate 20 tons as the maximum weight for vehicles using our roads during this period. The bridge below the dam does not have a weight limitation BUT the bridge at Mud Run has a maximum weight capacity of 10 tons (14 tons for tractor trailers). Please be sure to review this information with your contractors and materials suppliers.

Our LakeThe dam valve is closed and the lake is filling back to its normal pool level. The Lake Management Committee keeps a watchful eye on ice formations in the lake, and lakefront property owners are advised to do the same to prevent damage to docks.

Zebra Mussels – Approved Vendor Pass & Re-Entry PassAll vendors delivering boats in Lake Meade must present their 2018 LMPOA Certified Vendor Pass. If you are having a boat delivered by a vendor, please ensure they are aware of this rule.

Members taking boats out of Lake Meade are required to stop at the gatehouse and complete the applicable portion of the Watercraft Re-Entry Pass. The gate employee will note the date, time, and initial the pass and give to the member who must present the form upon re-entry into Lake Meade. If the form is lost, boat quarantine (7 days) will be required.

Docks & Boat Stickers According to the LMPOA Rules and Regulations, boats can be moored at docks beginning March 1. Docks are available on a first come, first served basis. Please place your 2018 sticker from the LMPOA office on your boat before you dock it, but no later than May 1, 2018.

Remember to register your boat dock slip with the LMPOA office: 717-259-9625. If a boat is removed from a reserved slip or rack for a period of 7 days or more, the office must be notified. If a reserved position is vacated without notification for a period of 7 days, the slip or rack will be considered empty and again available on a first-come, first-served basis.

Dam Improvements ProjectThe Lake Management Committee is continuing to gather information from Schnabel Engineering for the improvements. The committee is keeping the Finance Committee informed of possible costs of the project.

Entrance Parkway Revitalization ProjectThe Recreation and Pool Committee recently reviewed concepts prepared by Hively Landscapes. No decisions have been made to date. The committee plans to hold a community meeting for our members to learn about the project. The date will be announced as soon as it is set.

LMPOA is responsible for reviewing and approving applications for Letters of Compliance and Letters of Approval.

Letter of Compliance A Letter of Compliance is required to excavate, construct, add to, or replace a residence, addition, garage, boathouse, boat dock, shed (over 200 square feet.), chimney, new deck, residential ramp, seawall, swimming pool, or other structure.

Letter of Approval A Letter of Approval is required to install, replace, or move an air conditioning unit, boat lift, culvert pipe, driveway, driveway entry, gazebo, fence, wall, screen, heat pump, parking area, patio, pavilion, replacement deck, roof, and siding, swale, shed (200 square feet and less), stationary generator, underground irrigation system, and walkway. For other home improvements, contact the LMPOA office at 259-9625. Any excavation, demolition, or construction, or installation without approval of LMPOA, and applicable township (as required), is in violation of the Building Regulations. Letters of Compliance and Letters of Approval are issued to any member of the Association in good

standing who is in compliance with all requirements of the Governing Documents and has paid in full all assessments and any other charges that are due and owing the Association (Covenants, Article 1, Section A, 17).

***Reminder: The maximum road weight on Lake Meade roads is 20 tons between February 15–April 30.

Property owners are responsible for obtaining permits, identifying property lines, scheduling required inspections and all work completed on their property. Members of the Building Committee, the LMPOA inspectors, members of the Board of Directors, and LMPOA administration are not responsible for the location of lot lines, location of building(s), the structural strength of the building(s), or compliance with the PA Uniform Construction Code. Nothing in the LMPOA Regulations is intended to be in conflict with any rule, regulation, code, ordinance or law of any other regulatory authority. In any case of conflict, the most stringent law or regulation will apply.

The Lake Meade Garden Club has just begun its 11th year as an approved organization. We meet once a month on the fourth Wednesday of the month, except for the month of December. Our

meeting time varies between 10:00 a.m. and 6:30 p.m. depending on the program and the weather. During the cold months, we meet at the Community Center in the Lounge. During the warmer weather months, we generally meet outside at each other’s homes or at the Sports Complex Pavilion. Our programs are always garden educational. Anyone with an interest in learning more about gardening is welcome. We have both men and women

members. Our dues are $10.00 a year for an individual or couple. This year, some of our topics will include, Native Bees, Butterflies, Native Plants, Propagation, Herbs, and Succulents. Following the program, we include some type of hands-on activity. We also offer selected garden themed trips throughout the year. The LMPOA Building Regulations protect property values within the Lake Meade subdivision. Following is a brief overview of how

to comply with the LMPOA Building Regulations:

Lake Meade Garden Club

Dear Members, It has come to the attention of the LMPOA Board of Directors that members are concerned about their responsibility for traffic violations incurred by their guests. The traffic regulations have been a part of the Rules and Regulations since 1969. This regulation applying to guests has not changed in almost 50 years. LMPOA only has authority over members of the homeowners’ association. Safety and fairness in enforcement is the purpose of all traffic regulations. Upon joining LMPOA, every member signs a Property Owners’ Membership Registration form in which they agree to abide by the governing documents of LMPOA. I understand that my Membership is automatic upon acquiring title, and requires that I comply with the Deed Restriction and Covenants, Bylaws, Rules and Regulations, and Building Regulations of the Lake Meade Property Owners Association, Inc. I confirm that I have received copies of these documents and agree to abide by them. The Board of Directors understands that some members do not want to be responsible for their guests. This issue is very complex and has been discussed many times throughout the years. The Board is willing to consider other options. You are invited to attend the Safety and Traffic Watch Committee meetings held on the fourth Monday or attend the Board of Directors’ meetings on the third Monday of every month. The method to change regulations is through the Committee(s), which in turn makes a recommendation to the Board. The Board then discusses changes or additions to the regulations in depth, weighing each facet, and looking at the consequences before taking action. This process always includes member input. The Lake Meade Homemakers club is a fun gathering where you can meet new friends and socialize with your neighbors. At every monthly meeting (held on the second Monday of each month from September to May at the LM Fire and Rescue building), we start off with a social time and lunch at 12:30 pm, followed by a business meeting and a program. Topics for our programs vary, and are generated from club members’ suggestions. You are invited to come to any meeting to see if membership might interest you. Dues are a modest $10.00 a year.

PROGRAMSOur February 12 program was presented by Lake Meade resident Dave Graeff, owner of Green Dreamers Lawn and Tree Care. Dave has a degree in horticulture and is a Pennsylvania Certified Horticulturalist as well as a Board Certified Master Arborist. He spoke to our group about the importance of conserving the soil that exists on our properties. Nitrates, phosphates and sediment that leech off

our lawns as storm water run-off are all deleterious to the health of our lake and ultimately the Chesapeake Bay. He suggests that we keep our lawn mower blade set to allow for 4 inches of grass height. Homeowners whose property is on the lake should consider planting riparian buffer zones to keep the soil from eroding after heavy rains. Using native plants in our yards will also help to maintain the health of our lake. On March 12, Lee Baughman, another Lake Meader and a retired policeman, will offer us tips on home security and personal safety. Our April 9 meeting will feature Linette Mansberger from the South Mountain Audubon Society who will be talking about the unique characteristics of bats. At our May 14 meeting, we will welcome the Bermudian Springs High School winner of the Homemakers annual scholarship award and his/her family to our get together. Those in attendance will bring a covered dish to share.

Regular Homemaker meetings run from September through May of each calendar year. Over the summer, several other activities will be planned.

LOOK FOR OUR SIGNBe sure to watch for the Homemakers sign at the bottom of the entrance bulletin board. This serves as a reminder of the date and time of the monthly meeting. New members are welcome!

Orchestra News Our Lake Meade Orchestra is back in action for 2018! The Orchestra meets at the Community Center Lounge each second and fourth Saturday of the month to rehearse music for upcoming programs in 2018. Regular programs at the lake include Memorial Day and July 4th celebrations, Veterans Day, and our annual Christmas concert. The orchestra is looking forward to Lake Meade’s anniversary celebration in August, too. New musicians are always welcomed to join this talented and fun group. Meeting 4th Wednesday every month

Merger Update – You may have heard that last November, Lake Meade Fire & Rescue and East Berlin Liberty #1 successfully voted to merge into one regional emergency services department. Once completed, the new name will be Northeast Adams Fire and EMS. Each station will maintain our existing locations and apparatus but will operate under one umbrella. We have been doing joint training together, and the relationship is strong. If there are ever any questions about the merger and potential impact to Lake Meade residents, please reach out to Dustin Avery or Tom Kittinger.

Ambulance ServicesEffective March 1, 2018, LMFR will contract a paid EMT Monday through Friday from 6:00 AM – 6:00 PM. Our current roster of volunteer EMTs is limited, and they all work outside of Lake Meade during these hours. The contracted resources will guarantee coverage for Lake Meade residents while our volunteers are away from the community.

The Ambulance Membership subscription will be coming out soon. We will continue to offer joint services with Liberty #1 and are finalizing details of the subscription. Once the merger is complete, all Lake Meade residents who subscribe to the service will automatically become members of the joined EMS service. Consider becoming members. We’ve seen an uptick in the number of transports for residents that did not subscribe. The membership fee is well worth the cost of having to potentially pay hundreds

of dollars out of pocket to get to the hospital. You have to be a member of the service before we transport you. There are no retroactive subscription services.

Upcoming EventsThe Spring Yard Sale is just around the corner, and we are making a few changes. This year’s event will take place on Saturday, May 12 and will include a rain date of Saturday, May 19. Additionally, this will be our ONLY yard sale this year. With growing interest in the Fall Festival and East Berlin’s Colonial Day event, timing for the fall yard sale is no longer feasible for our volunteers. Residents that wish to reserve a specific space must do so at the station on Sunday, April 8, 1 PM – 4 PM. All other reservations can use the reservation slip in the Lake Meader on a first-come, first-served basis. We try to accommodate residents but cannot guarantee specific space assignment unless you come to the station April 8.

The annual Chicken BBQ will be held on Saturday, July 7, coinciding with the fireworks date. We will again hold the event at the station. More information to come closer to the date.

The Fall Festival, coordinated by Lake View Community Church, will be held October 6 at the Community Center. Feedback from 2017’s event helped make the decision to move the event to the Community Center.

• Approved the Rental Usage Fee of $1,915.00 for the 2018-2019 fiscal year to be effective April 1, 2018. The Rental Use Fee is calculated with the following equation: Dues ($584) + Assessment ($514) + 15% of Initiation Fee (15% x $5,450 = $817) = total Rental Use Fee = $584 + $514 + $817 = $1,915.00

• Approved an increase in the Lot Assessment from $481.00 to $514.00 effective April 1, 2018.

• Approved an increase in the Membership Dues from $546.00 to $584.00 effective April 1, 2018.

• Approved the total amount of Annual Charge, Dues and Assessments effective April 1, 2018 is $1,128 for an increase of $71.00.

• Approved the recommendation from the Building Committee for an increase in the Letter of Compliance Fee from $100.00 to $125.00 for the 2018-2019 fiscal year, with the stipulation that a detailed process analysis with a more complete cost analysis for the next fiscal year (2019-2020) budget process. Depending on the results of the analysis, the fee could be rescinded.

• Approved an increase in the Initiation Fee from $5,100.00 to $5,450.00 for the 2018-2019 fiscal year effective April 1, 2018. The increase is reflective of the By-Laws maximum allowable increase of 5% plus the CPI of 1.9%. The Initiation Fee funds capital improvements.

• Approved the proposed operating budget at a 6.9% (By-Laws 5% + 1.9% CPI) increase in dues and assessments, effective April 1, 2018 for the 2018-2019 fiscal year.

• Approved amending the LMPOA Rules and Regulations, Article V, Lake Meade Swimming Pool, 3. Private Swimming

Parties by deleting 3. Private Swimming Parties.

• Approved adding the following to the LMPOA Rules and Regulations I. General Rules of Lake Meade, 1. Membership Cards: c. Membership, Privilege Cards, and/or a current driver’s license must accompany the issuant anytime they are engaged in the use of Lake Meade Common Owned facilities. An authorized representative of LMPOA may request any one of these cards.

• Approved a $14,000.00 budgeted donation for the 2017-2018 fiscal year to Lake Meade Fire & Rescue for apparatus expenditures.

• Approved an Agreement with the Lake Meade Baseball Boosters for the 2018 youth baseball season for the use of the Lake Meade baseball field and concession building.

• Approved Lake Meade Pickleball as a Registered Organization.

• Approved Craig Patton as a member of the Building Committee.

• Approved Cathy Brotzman as a member of the Community Center and Marina Committee.

• Approved Susan Douglas as a member of the Community Center and Marina Committee.

• Approved Elaine Becknell as a member of the Nominating Committee.

• Approved Heather Holt as a member of the Nominating Committee

• Approve Dave Wallen be designated proxy holder and Barb Nickel, alternate, for members who vote by Proxy in the 2018 election for the Board of Directors.

• Approved an offer to be made by the President of up to $10,000.00 to the owner of Lot #1074 for the purchase of the triangular-shaped portion of his lot that sits adjacent to Mud Run recreation area, and to split the costs between LMPOA and the owner that are associated with legally subdividing the property, provided all conditions are met.

• Approved for the 50th Anniversary Ad Hoc Committee to spend funds as needed for expenses incurred for the event up to $10,000.00, including funds previously approved by the Board of Directors and donations from supporters of the event.

A Letter of Compliance was issued for one addition, four boathouses, two docks, one dock addition, one house, and two seawalls. A Letter of Approval was issued for buildup backyard, one fence, one roof replacement, one shed roof replacement, and one windows and door replacement. The total number of homes is 1,077.

The Executive Committee reports six new members and one new renter for the period November 17, 2017 through January 12, 2018.

Scouting Update Lake Meade Pack 88 has been busy this year, capping off 2017 by helping to organize the first Toys for Tots drive here at the Lake. The boys and girls, their families, and many of our neighbors dropped off new, unwrapped toys for children in need right here in Adams County. All toys were dropped off at The Gettysburg Times a few days before Christmas. The Pack held its annual Christmas party on December 21, 2017, and replaced the yearly gift exchange with donations to the Toys for Tots bin. Each Scout and their family brought a gift for the bin and had a great time eating pizza, playing games, making holiday crafts and gifts, and of course, visiting with Santa. Pictured are the boys with the 100+ gifts collected throughout November and December. Besides two family campout weekends, the Pinewood Derby, popcorn sales and many other fun activities, the boys and girls of Pack 88 are gearing up for the Annual Easter Egg Hunt to be held on Saturday, March 24, 2018 at 10 AM sharp at the Lake Meade Baseball Field. This event runs on donations from our community and the support of Lake Meade Fire & Rescue. Regular updates on the Pack can be found at www.lakemeadepack88.org.

Unlike most communities which have a system of drains and pipes, Lake Meade’s stormwater system is our swales in the road right-of-ways, swales in easements (draining from the roads to lake), and the water management efforts of every property owner.

Why should we care about storm runoff?• Health of the lake: Unfiltered stormwater is bad for our lake,

carrying pollutants (oil, gas, dirt, and animal feces) into the lake.

• Property values: The value of every property in our community is strongly impacted by the health of our lake.

• Big picture: The impact of stormwater goes beyond Lake Meade—Conewago Creek, Susquehanna River, Chesapeake Bay, Atlantic Ocean.

• Posterity: Our children and grandchildren have a right to clean water.

• Money: The annual budget is just under $50,000 for lake conditioning treatments and research.

• Water table: The absorption of water through the soil replenishes the water table which is accessed through wells to service our homes.

What is LMPOA doing?• Several committees—Building, Lake, and Roads & Stormwater

Management—have been studying methods to slow and filter stormwater in our community, improve the existing swale system, and avoid runoff from properties.

• Volunteers have formed the Green Infrastructure Workgroup, an LMPOA approved organization, to educate property owners about stormwater runoff. New members welcome!

• Volunteers have planted riparian buffers, which are native

trees, at Pheasant Cove and the Sports Complex to help clean water flowing into the lake.

• New driveway culverts are limited to 20 feet in length effective March, 2017, to help clean and absorb water before it flows into the lake.

• A workshop will be held on April 18 at 6:30 in the Community Center to learn more about stormwater management practices. Please plan to attend!

What are some Best Management Practices (BMPs)? • Plant native perennials, shrubs, and trees with deep roots to

filter and soak up water runoff. Additional benefits are cleaner air and cooling shade.

• Create a rain garden which provides short term (72 hours max) retention of water using recommended materials for your soil type.

• Disconnect downspouts so the water can be absorbed into the underground water table.

• Install a rain barrel and dispense the water when the ground is dry.

Check your swale, clear debris, and let the grass grow to 7 inches to filter water and deter erosion. Water in swales should be absorbed within 72 hours for mosquito control. • In swales where the water runs fast, build check dams.

Check dams can be as simple a rock barrier or more complex with perforated pipe, stones, and other materials. Approval is required from the Roads & Stormwater Management Committee.

• Consider pervious materials when installing walkways, patios, and driveways.

• Clean up after your dog!

Most of the above practices can be done at minimal cost and simply involve making a choice—select native vs. exotic plantings; install a swale or perforated pipe vs. a solid pipe; pick up dog poo vs. looking the other way.

The PA Department of Environmental Protection, Wetlands and Waterways Program (DEP-WWP) requires lake front properties planning shoreline, seawall or dock projects to first obtain a general permit from the DEP-WWP office prior to starting the project. These types of projects also require LMPOA Lake Committee review and approval by the LMPOA Building Committee. When the Building Committee approves the project, a Letter of Compliance is issued to the member. Depending on the scope of the project, the property owner may then be required to submit the plans to the township for a building permit and also obtain an Adams County permit. Property owners considering any type of shoreline, seawall or dock projects should plan well in advance, as the approval process with the various entities will take time to complete.

It has been an honor and a privilege to be the MC and Coordinator for the Veterans Day event and recently for the Memorial Day event held at Lake Meade each year.

It is time to move on and allow a new face to take over.

I will continue to support the Veterans Plaque which I created recognizing all Lake Meade Veterans who wish to be recognized for their service, and those who have given the ultimate price for freedom. I will also continue to support the program created by my friend Ronald Heinning in honoring our Veterans that pass away by lowering our entrance flag, and acknowledging the event in the Lake Meader, if desired by the family.
