I would place that bet, because I also was not aware of it until I joined the finance committee and more recently the board of directors. I was pleasantly surprised at how well our overall finances are managed and amazed by the amount of both our capital and operating budgets. As I continue to learn more about the operations of our community, I felt compelled to share some of these numbers with the membership. As previously reported to you, LMPOA completed its first reserve study performed by an outside consultant during the last fiscal year. The findings from that study provided an external validation of our strong financial position and reaffirmed the magnitude of the capital assets that LMPOA owns. With more than $6 million in capital assets, it is imperative that the Association properly plan the most systematic way to ensure that our dues can cover the cost of both maintaining and replacing these assets when necessary. I would bet that most members aren’t aware of our community’s financial picture. I would place that bet, because I also was not aware of it until I joined the finance committee and more recently the board of directors. I was pleasantly surprised at how well our overall finances are managed and amazed by the amount of both our capital and operating budgets. As I continue to learn more about the operations of our community, I felt compelled to share some of these numbers with the membership. As previously reported to you, LMPOA completed its first reserve study performed by an outside consultant during the last fiscal year. The findings from that study provided an external validation of our strong financial position and reaffirmed the magnitude of the capital assets that LMPOA owns. Gate Employees do a terrific job! A recent example of this is during the paving of the entrance and exit roads. The employees were able to efficiently and swiftly handle the day to day changes from milling to paving and working around the beep-beep-beep of equipment in motion.

November 1, 2015 – the lake valve will be opened. Opened early every year ending with 0 or 5 to assist with repairs to docks, boathouse, and seawalls.

We need 3 or 5 members to seek leaders to represent the members. As a member of the committee, it is a short-term commitment which can be a long-term gain for the community. Year ended March 31, 2015 audit is complete. You are encouraged to check out the audit posted on the website. If you would like to review a hard copy, stop by the office or better yet, attend a Finance Committee meeting on the 2nd Monday of the Month. Note the change of start time is 6:30 p.m.

Budget 2016-2017 – The budget process is under way! The Finance Committee and Board of Directors need

your help. Get involved in the process – attend a committee meeting, talk to your neighbors, call a committee member – help the Board set the priorities for spending your money in your community.

West Nile Virus – Every day I receive emails from PA Dept. of Environmental Protection with the “Latest News from PA’s West Nile Control Program”, advising of the news releases identifying which counties have mosquitos test positive for West Nile Virus. Those pesky and/or infectious mosquitos may cause havoc in our community. I can’t emphasis enough what you can to do to reduce risks; • Dispose of empty cans, ceramic pots

or similar waste-holding containers

• Pour stagnant water out of discarded tires

• Clean clogged roof gutters and drains

• Turn over wheelbarrows and don’t let water stagnate in birdbaths

• Landscape to eliminate standing water on your property

• Periodically walk around your property, dump any standing water

Slow Down – School is in session and our young family members are along the roadways waiting for their buses in the morning and walking home at the end of their school day. The speed limit is 25 mph.

Zebra Mussels – Boat owners deserve special thanks for following the anti-zebra mussel procedures when taking boats in and out of Lake Meade. Don’t forget to stop at the Gatehouse and pick up your Re-Entry Pass as you leave the community if storing outside of Lake Meade this fall.

The Lake Meade Office and Maintenance Department will be closed Monday, September 7 to observe Labor Day!

ASSISTANT MANAGER’S CORNER: Thank You!To all the members who reported to the office the location where their boat was docked. You made our record-keeping task an easy one.

Leaf Collection Dumpsters are Returning!Look for the leaf collection dumpsters to be stationed at the entrance from mid-October through November.

Committees are Busy!Many projects are keeping the committees busy, from road and storm water improvements, community center improvements, swimming pool and recreation improvements to marina and dam improvements, effective communications and building regulations. Finances are at the heart of it all. Your committees work diligently to serve you well. Research, discussion, debate and decisions are part of the norm for our committees. Consider joining one and become a part of the success at Lake Meade.

Our Maintenance EmployeesOur two full time maintenance employees are amazing at the projects they undertake and the final results that occur. Some examples of recent projects include reconstructing a sidewalk, road base repair, dry well basin, dock construction, installing a motor, cleaning ceilings and ductwork.

Swimming Pool SeasonEach year, LMPOA is fortunate to have the finest young people apply to work at the pool. Our lifeguards offer the necessary skills to address emergency situations, and practice their skills throughout the pool season. Our snack concession employees offer friendly service, and rotate stock as needed. Our lead lifeguards have additional responsibilities for the successful operation of the pool. And each year, as the pool season concludes,

I reflect on how fortunate LMPOA is to have such responsible and dedicated employees who provide our members with a nice place to visit for a pleasant experience. Thank you Elli Ahearn, Mike Ahearn, Brad Buchter, Matt Jenkins, Sam Johnson, Josh Kerr, Morgan Kitzmiller, Brady Myers, Jack Reames, Cody Rowland, Erica Sarner, Mike Shannon, Mady Whitcomb and Kierstyn Wiley.

We cannot emphasize this enough – ALL watercraft ENTERING Lake Meade must use the left lane and register with the gate employee on duty. This means members who take their watercraft out of the community for a few hours, a day or longer are required to enter through the left lane at the gatehouse. Recently, some of our members have used the right lane with their transponder to enter when hauling watercraft. This is a reminder to please use the left lane when you are hauling any type of watercraft into Lake Meade.

All members are required to comply with LMPOA’s Zebra Mussels policy. You are to complete a Watercraft Re-Entry Pass at the gatehouse before leaving the community with your watercraft. All watercraft attempting to enter Lake Meade community will be subject to quarantine for a seven day period if a Watercraft Re-Entry Pass has not been completed at the gatehouse.

SAFETY & TRAFFIC WATCH

HALLOWEEN TIME

Lake Meade “Trick or Treat” time has been approved for 6pm - 8pm, Saturday, October 31, 2015. There will not be any streets closed or designated one-way. During these few hours everyone should take extra safety precautions. Those going out to trick or treat should make sure they are very visible to others. • Carry lit flashlights, glow sticks

or wear reflective tape on their clothes and treat bag.

• Go only to houses with a light on at the front door/porch.

• Do not walk/run across lawns. • Walk, don’t run, from house

to house and stay on the side of the road facing oncoming traffic.

• Go in groups when possible. A responsible adult should be with children under age of 12.

Vehicle drivers should slow down and then slow down some more. • Keep alert for walking and/or

darting Trick or Treaters. • Do not get distracted by things

in the car, such as phones, radios and passengers.

Let’s make this another safe and fun community Halloween.

We’ve been very busy since the last article. The Entry/Exit Road project got off the ground, a little late, but by the time this was written, was scheduled to be completed on August 6. The project went very well, and looks very nice. Disruptions were minimal and we only received 2 complaints. We’re proceeding with other projects such as our annual repair project which will begin in late August, and line painting. Our storm water project on Sedgwick has become more complicated. We asked the Board for approval to spend approximately $3500 for an engineering study to tell us how best to address the issues on Sedgwick. This will be conducted in September. Work will begin next year. We’re unsure as to cost but it will be expensive and we may need to contract for outside help. June and July were wet. We had a strong storm and heavy runoff nearly every week. We spent considerable time answering complaints about runoff. A number of things have become apparent. First, there are a lot of properties where storm water has been allowed to run onto a neighbor’s property. This is a violation of the Lake’s rules. Swales between 2 properties have not been maintained and create additional problems. A fair number are clogged with brush and need to be cleaned out. Owners are reminded that maintaining the drainage swales along the sides and rear of the property are their responsibility, not LMPOA’s. We’ve noticed that many of the roadway swales are in bad shape. Many of the culverts have become blocked with silt and weeds and the water does not flow properly. Members have filled swales in so they’re easier to mow. That results in more runoff and more problems. Some people have created unauthorized parking areas for boats and vehicles that impede or

divert runoff. In some cases, driveways have been installed where the culvert is above the swale which means the water is dammed up in front of the culvert. Over the winter, we’ll be revising our Storm Water Management Policy and developing a priority list of areas where LMPOA needs to work on fixing runoff problems. Implementing this will be expensive due to the amount of work and need for an outside contractor. You can help to lower costs by keeping the roadway swale at your property open and maintained. Thank You! Help prevent runoff with rain barrels, French drains and rain gardens. New state regulations require that the first inch of rain should be kept on your property. A 1 inch rain on 1000 square feet of impervious surface such as a roof or driveway generates about 600 gallons of runoff. Call me at 717-619-7342 if you need advice. Reminder – Any modifications to a roadway swale require a plan submitted to and approved by the Roads Committee.

Lake Meade owners here is a tale of caring for a roadway swale. With all your help we will prevail if Mother Nature’s storms assail. I’ll take good care of my front swale I’ll plant good plants, they will not

fail! I will not use El-Cheapo seeds, they may be full of nasty weeds! I will not plant invasive plants, I will not give them half a chance! I’ll mow it long so it grows strong, to stop the floods that come along. I’ll grow it long and lush and green and keep my driveway culverts

clean. I will not block it up its true. I won’t flood me and won’t flood

For those Lake Meaders who have lots of leaves and nowhere to put them, there is a solution! Empty your bags of leaves at the leaf collection dumpsters located at the entrance across from the bulletin board. The dumpsters will be at this location during Mid-October through November. Place your name, address and the number of bags you empty on the tally sheet at the dumpster (Board requires for statistical purposes). When the dumpster is full it will be transported to a composting facility.

Lake Meade Rec/ Pool Committee News

We are pleased to hear all the favorable comments about the renovated tennis courts. We want to thank John Hecker for his informative session on Pickleball. It was well attended. We are excited for this new opportunity at Lake Meade. The 2015 Pool Season saw clear skies and plenty of visitors. The enhancements and revitalization were much appreciated. Plenty of people used the new high dive. The donation of time and expertise by Brad Buchter was much appreciated. We appreciate any feedback on the recreation facilities in the Lake Meade community. If there is a maintenance need, a good suggestion or any problem, please let the office know so we can fix it.

There are limits to the overall height of residences permitted to be built in Lake Meade. See LMPOA Building Regulations, ARTICLE II, SECTION 5.

LMPOA Restriction and Covenants to the Deed requires that the exterior of all building projects be completed within six months. See the Building Regulations for full details.

How Should I Dispose of Brush and Large Trash Items? No one wants to look at a used mattress or a piece of furniture laying along the street. Learn proper disposal methods and pick up times so that a large unsightly item does not lay at the end of your driveway for several days. The best resource for recycling is The Adams County Recycling Center information provided by the Adams County Office of Planning and Development. The entire listing can be found at http://www.adamscounty.us/Dept/Planning/Documents/RecyclingBrochure.pdf. It provides 26 pages of locations to recycle all types of materials from aluminum to yard waste. Locations for hard-to-dispose of items such as batteries, electronics, fluorescent bulbs, tires, oil, and gasoline are also included.

Large household items: • The Adams County Recycling Center, 2515 York Road,

Gettysburg; Phone 717-334-7502. • York Waste Disposal (800-210-9675) provides pick-up

service for items too large for the trash truck. This occurs on Monday, our regular trash pick-up day.

• Goodwill Industries lists items at www.goodwill.org of both appreciated and declined items.

• The Salvation Army will pick up large items. Arrangements can be made at https://satruck.org/donate-goods.

• Community Aid in Hanover and Mechanicsburg accepts furniture, air conditioners and heaters, bicycles, working washing machines and dryers, kitchen cabinets, radios, working refrigerators, and working televisions.

Woody Waste: • Reading Township Municipal Building 50 Church Road,

East Berlin (717-624-4222) accepts brush and woody waste, which is recycled into mulch.

• Republic Services of York (717-845-1567), our trash hauler, accepts Woody Waste as follows: Branches and tree limbs are not to exceed 3” in diameter and 4’ in length feet in length and are to be bundled and secured by rope or twine and not to exceed 50 pounds. All other Woody Waste shall be placed in Kraft bags or biodegradable bags. Kraft bag are available either through your municipality or at various retailers such as home improvement or garden centers.

• The Adams County Recycling Center’s list includes six locations to recycle leaves and eight locations for woody waste. See contact information above.

• Rent a chipper/mulcher to make your own mulch.

Hello Neighbors! Another two months has passed since our last discussion. The Communications Committee has partnered with the Hazard Mitigation Work Group to let you know about an important offering from Adams County Emergency Management Services. South Central Alert is a service that will notify any resident in Adams County with a published land line telephone number in the event of an emergency. Emergencies may include, but may not be limited to: weather events, road closings, and water quality and distribution issues. Oh, you do not have a land line? September Meeting: Monday, September 14, is the beginning of our 2015-2016 Homemakers monthly meetings. All are welcome to join us for light refreshments and an interesting program each month at the Lake Meade Fire Company Hall—with exception of our December meeting, which is held in the Community Center at 11:00 a.m. All other meetings begin at 12:30 p.m., with refreshments and a social time. Our programs begin promptly at 1:00 p.m. Our annual dues are $10 and are collected in September and October.

Upcoming Programs Monday, September 14: This month’s meeting will be spent getting organized for the upcoming year. President, Diane

Reimert, will be sharing her plans for the rest of the year, and our new Vice-President, Bea Hosler, is planning very interesting and entertaining programs for us.

Second Annual Country & Western Dance: Our Second Country & Western Dance was once again a huge success. This dance solely benefits our Annual Scholarship Program, and after expenses, we netted $3,036.00. Arlene Knaub and her committee, plus Kerri Lawrence and Sandy Bare again did a fantastic job of making this dance so successful, and for procuring business partners and patrons who sponsored the dance.

The PA Department of Environmental Protection, Wetlands and Waterways Program (DEP-WWP) requires lake front properties planning shoreline, seawall or dock projects to first obtain a general permit from the DEP-WWP office prior to starting the project. These types of projects also require LMPOA Lake Committee review and approval by the LMPOA Building Committee. When the Building Committee approves the project, a Letter of Compliance is issued to the member. Depending on the scope of the project, the property owner may then be required to submit the plans to the township for a building permit and also obtain an Adams County permit. Property owners considering any type of shoreline, seawall or dock projects should plan well in advance, as the approval process with the various entities will take time to complete. LMPOA members over age 21 who complete the “approved user” orientation may have access to the Community Center on a space-available basis.

This has been an exciting year for the department as we continue to develop our outreach to the Lake Meade Community. By building our base of General Members we have been able to see growth with our number of first responders and also our community oriented programs. We begin our Bingo night again in September. There are also other projects and events that are now being put together. Our desire is to play a vital role in helping our residents connect with their neighbors. We also recognized the need to take action regarding our aging ambulance and fire engine. Both units were fifteen years old and facing increased maintenance costs. We also had to face the upcoming revisions to the fire engine requirements of the National Fire Protection Association. The NFPA sets the standards that relate to our community’s fire protection rating. This rating determines your homeowner’s insurance premium. So after several months of exploring all our options, and the financial resources available, the company voted to replace both the ambulance and the fire rescue truck. The new fire engine is a combination fire engine and rescue vehicle. This will allow us to provide greater protection and service to the residents of Lake Meade. We will receive delivery of the ambulance in December and the fire & rescue engine next April.

Our Semi-Annual Yard Sale will be on September 26th and we are already getting reservations for the individual sites. There was a problem this Spring with vendors leaving items after the event that required us to rent a dumpster and deplete our income from the site rentals. Therefore, this year it will be necessary that all items not sold be removed before you leave the site you rented. We look forward to our Annual Fall Festival on October 3rd. This event is sponsored by the Lake View Community Church in conjunction with the members of the fire department. There will be festivities for the children including a bouncy house, the wonderful pit barbeque beef dinners and sandwiches, silent auction, and special presentations regarding fire prevention for the homeowners. All proceeds will go toward the purchase of our needed additional Class A Uniforms. Any excess funds will go toward the necessary equipment and supplies for our new ambulance and fire engine. We appreciate all the help and assistance that you, the residents of Lake Meade, give to our fire company. It is our desire to expand the many ways in which we can make your social interactions more meaningful, and your lives and property more secure.

The Board approved the following:

• Table a motion from the Finance Committee dealing with a request to waive an initiation fee and return to the Finance Committee and ask to take another look at the language for sales of properties and the initiation fee that is charged, so that the initiation fee is uniformly applied.

• Approve the list of all bills paid for May, 2015.• Approve that the members who are in default in payment

to the Association be declared to be members not in good standing unless the office staff has cleared their delinquent account, and to reinstate those removed from the listings each month as now being members in good standing.

• Approve the purchase of 3 rock buoys and 7 slow – no wake buoys.

• Approve Aquatic Environment Consultants, Inc. to conduct a fish survey in September, 2015.

• Approve a contract with H & H General Excavating Co. to make road base repairs at designated locations in the community.

• Postpone the motion to approve a stormwater management project at Sedgwick Drive.

• Approve a revision to Building Regulations – Article II – Regulations, 24, f.

• Change to the following: Fences shall not be erected on any portion of the lot nearer to the street than the front building line. Exception: When the property is a corner lot, the front of the house shall be determined by the front elevation submitted by the property owner and approved by the Building Committee. Therefore, a fence must stop at the front building line and shall not encroach in the set back from any adjacent street, which is 30 feet from the property line, in the back and sides of the property.

• Provide the donation to Lake Meade Fire & Rescue to help defray the cost of training the EMT’s.

• Approve a Resolution for Valorie Rosi to execute and deliver the Deed of Easement with the revised language to Lake Meade Municipal Authority for a sewer lift station upgrade.

• Approve the purchase of a roller for maintenance use in road repairs or a snow box attachment for the backhoe.

• Approve the volunteer effort for a second flag pole for the Entrance Parkway.

• Dissolve the Declaration of Covenants Ad-Hoc committee, since a year has passed from the time of recording the Amended and Restated Declaration of Protective Covenants, Restrictions and Easements for Lake Meade. Commend all the members who contributed to attaining this goal, which required approval of two-thirds of the membership. The Board feels the volunteers are worthy of recognition for their efforts on behalf of all members.

• Redirect the donation to Lake Meade Fire & Rescue ambulance fund in lieu of the training for the EMT’s due to restrictions for use of the funds in the relief company funds vs. the fire company funds.

• Approve that the second donation to Lake Meade Fire & Rescue in October also go toward the ambulance fund.

In the spring of 2008, the Deed and Covenants Ad Hoc Committee was formed to accomplish a never-done-before, monumental feat of modernizing the top level of LMPOA’s governing documents, The Deed Covenants. This was required because we were long overdue in aligning our 40+ year old Deed Covenants into modern legal language as prescribed by UPCA (Universal Planned Communities Act of PA). This allows us to continue to legally defend and govern ourselves as a modern Pennsylvania property owners association. If we did not update this core self-governing document, then we would be at the mercy of any Adams county judge to arbitrarily interpret our by-laws, on our behalf. The daunting task was not only to amend the existing Deed Covenants document by committee but also to have 66 2/3 of the lots consent to its formal adoption as the new governing document for LMPOA. Bottom line, we needed approximately 1,000 consent forms approved and signed when we typically get about 300 total votes in the annual election! It took us a few years working with legal counsel to draft, edit and finalize the new deed covenants document for release to LMPOA membership. It took another few years to reach out to the entire membership seeking their approval. The task was long, daunting and arduous but the committee persevered and continued to methodically

find ways to engage our neighbors to participate in this long overdue update. We finally received enough signed consent forms in the summer of 2014, and our Board President formally filed with Adams County Courthouse to adopt them. We had to wait another year to ensure there were no legal challenges, and as of July 16, 2015, the Updated Deed Covenants were officially completed. At the Board of Directors meeting later in July, the Deed and Covenants ad hoc committee was finally dissolved. We are proud to report that our efforts were successful and LMPOA now has a modernized Deed Covenants that preserves our rights and authority to self-govern ourselves for perhaps another 40+ years in this little slice of heaven we call Lake Meade. The following people have been a part of the ad hoc committee during the past seven year journey, and we thank all of them for their good deeds (pun intended) and efforts, tall and/or small, to have completed this monumental achievement: Ron Coleman, Jeff

Lake Management, Watershed and Source Water Protection Committee News

THE LAKE NEWS: In our last column, we announced that Aquatic Environment Consultants were commissioned to do a fish survey. By the time this issue reaches you, it has probably just been completed, and the results will be published as they become available. As a recap of the lake management, Aquatic Environment Consultants treated in July for a severe algae bloom, and another treatment for Hydrilla and brittle naiad. The conditions for each treatment were optimal, and the results were good.These treatments are expensive, and are budgeted for every year to keep our resource in a balance that accommodates water sports while supporting a healthy fish population.

IMPROVING THE NATURAL RESOURCE. The 2008 Conewago Creek River Conservation Plan detailed a study of Lake Meade’s watershed that identified “the single largest problem affecting water quality was the well-maintained lawns in the direct drainage area and the lack of a good riparian buffer surrounding the lake.” Mud Run was identified as “the largest source of nutrients entering the lake. Other sources of pollution identified were the atmospheric inputs, waterfowl, and internal release via in-lake sediment.”

PALUSTRINE (read lake water) BUFFERS At our waterfront, those who have a portion of their shoreline that would allow for a landscape higher than turf, consider this. A planting bed composed of native trees, shrubs, perennials, rushes and reeds significantly filters water running into the lake. But, be choosy about what you plant. There is pretty stuff available that is downright detrimental. For instance, Purple Loosestrife (Lythrum salicaria, and cultivars), is known as the “purple plague.” It produces bright purple flowers borne on upright spikes. Purple loosestrife creates impenetrable mats that crowd out native wetland plants. Its MO? A single plant can produce 2 million seeds that can stay dormant in soil for years. Once established, a single plant, can be carefully removed; get all parts because every part will re-root, too. A large infestation requires the use of glyphosate (RodeoTM) something we don’t like to use in our water. Purple loosestrife has been on PA’s Noxious Weeds list for decades. Here’s another tremendous benefit to planting lakeside buffers. If Canada geese are continuously loafing on your bit of heaven leaving their droppings, you’ll be happy to know that geese need a wide field of view, and you’ll be hindering their vision and escape routes – they won’t find your lawn hospitable. Speaking of lawns, do not plant bluegrass. Geese

love it. Instead, plant tall fescue (Festuca arundinaceae). It’s a great turf grass in sun, shade and drought, and will stand up to abuse. Letting the turf grow 10-14 inches periodically, may help to break geese patterns, as well. Discouraging geese overall has the bonus of reducing direct pollution from their droppings. Oh yes, huge kudos to all who knew this and have had their buffers for years! OUR DAM. We’re developing a selection process to engage an engineering firm to begin narrowing options for our dam rehabilitation. We’ll keep you posted. Enjoy the wonderful fall beauty and cooler weather! At Lake Meade we are experiencing two weather patterns: dry and soggy. Both conditions have cost property owners extra money over the last two years. This article presents ways to plan and create storm water controls to keep the first inch of water on your property. Join with your neighbors to improve the flow of “clean” water into our lake. The Lake Meade Board spends a lot of our dues money on consultants who take care of algae and weeds problems caused by too much Phosphorus and Nitrogen going into the lake. You can be part of the solution by using the practices described below.

Lawn Practices 1. Mowing and Fertilizing – Cut your grass to 3 inches or

more. This allows the roots to grow deeper and spread further, choking out the weeds. Never cut off more than the top 1/3 of the grass; if you do, you wound the plant. Water deeply two times per week and visualize watering the roots, not the leaves. Be sure to use organic fertilizer.

2. Soil Amendment – Lawn tractors and general usage compact the soils. By amending the soil, more water is retained. Applying a natural soil enhancer to the soil (compost or humus--not manure) and spreading those crunchy fall leaves over your lawn are the best practices. Alfalfa meal and/or peat moss added to the soil also provide grass loving nutrients. $$$ are saved by not buying water, weed killers, and fertilizer.

3. Roadside Swale Care – Your road swale channels water to the lake from approximately 90% of the properties. Your swale and driveway culvert need to be kept in good condition, preferably with native plants, or long grasses (not weeds, trees, or shrubs) that slow the water enough for the roots to clean it. Water in the roadside swale should dry in 48 hours after the rain stops.

4. Ground Impervious Surfaces – This topic relates to water (including pollutants and toxins) running off in sheets, probably onto you neighbors’ property or into the lake. Keep the water on your property long enough for plant roots to clean the water before it flows into the swale that leads to the lake. The deep roots of native plants mean better extraction of pollutants.

a. Make a filter strip on either side of your driveway or on the downhill side of your patio. Keep it at least 10 feet from the house and less than 5% steep. 5. Roof Level impervious Surface – The calculation is that 600 gallons of water runs off your roof for each 1,000 square feet of roof. Where could you direct this runoff? Will your lawn absorb the runoff? Here are a few solutions:

a. Catch the rain in a rain barrel (50-80 gallons) and use the water in the dry spells.

b. Dig a dry well at least 15 feet from the house and use pervious pipe (with holes) to channel the water.

c. Design a rain garden or a bio infiltration trench.
