Havant Borough Council is acting as the County Council’s design and implementation consultant. In recent years there has been significant investment in new infrastructure such as the upgraded Hayling Billy Trail, the new Warblington School link and the route alongside the A27 west of Broadmarsh. We are proposing a new shared cycle track on the west side of Langstone Road between Mill Lane and the access into Langstone Technology Park. This is part of an upgraded route avoiding the middle of Havant for those wishing to use the Hayling Billy Trail and then onwards to / from the Cosham / Portsmouth area, which avoids the need to cross Langstone Road at Mill Lane. Further stages of the route will follow, to connect into National Cycle Route 22 at Langstone Technology Park. For most of its length the western footway in Langstone Road has an open aspect and is suitable for conversion with very little work. However, in the vicinity of Langbrook Close the presence of the large tree to the south means that the width of the footway is compromised. To resolve this we are proposing to create a separate section of cycle track to the east of the tree by taking 2m from the northbound carriageway and converting it to cycle track at the same level as the adjacent footway. The remainder of the footway south to Southbrook Road will also be widened to 3m; from that point southwards, as stated no change in width is required. The effect of this change to the northbound carriageway means that the kerb line north of Langbrook Close would also be adjusted. This allows the creation of a 3m wide shared footway on this section, along with an upgraded bus stop with a new shelter. At present the bus stop’s location in the mouth of Langbrook Close means buses are unable to fully pull into the kerb, which compromises accessibility for mobility impaired bus users. As a result of this change the ‘give way’ line for traffic leaving Langbrook Close slightly moves out into what is currently the northbound lane

of Langstone Road. Visibility leaving Langbrook Close is improved due to being able to see approaching traffic further down Langstone Road. One of the issues we have tried to address is that of ‘U’ turning traffic at the Langbrook Close junction. We recognise that this is a cause of local concern, but there is an element of this traffic which could be considered ‘legitimate’ in that for them to otherwise join the queue of right turning traffic into the Technology Park would compromise the rest of the road network by blocking access across the Langstone roundabout. This is particularly true of traffic from the Emsworth direction on the A27 when at times the right turning queue for the Technology Park extends onto the roundabout circulatory area. Thus whilst the proposed junction layout at Langbrook Close meets current design standards (which are different from when the road was originally built) we have been unable to ban or engineer out the ‘U’ turn. There is no safety record associated with the ‘U’ turning with no accidents relating to it recorded in the past five years. It does not therefore qualify for safety scheme funding for a more comprehensive solution. The pedestrian and cycle crossing point across Langbrook Close is proposed to be about one car length back from the ‘give way’ line; this improves safety for those users, the crossing being away from the immediate junction area. In terms of implementing the scheme, we expect to go to tender in March / April and to be on site in June / July with night working throughout a six week period. This is subject to confirmation and your feedback from this letter. We have looked at a number of options before firming up on the proposal before you which meets the requirements of the highway authority and current highway design standards.
