TEXAS ECONOMIC DEVELOPMENT COUNCIL

Dear Sir or Madam:

The economic development sales tax was created in 1989 to give Texas cities the financial resources to attract and retain primary jobs and create wealth in their communities. In 1991, the legislature expanded the law for community development pmposes.

Today, the tax is the undisputed workhorse of local economic and community development efforts, serving as the backbone of economic and community development programs in more than 600 communities and 700 EDCs across the state.

Section 502.101 of the Local Government Code requires training of individuals associated with economic development corporations. Specifically, one of the following individuals are required to attend: the city attorney, the city administrator or the city clerk, and, the executive director or other person who is responsible for the day-to-day administration of the corporation. Corporation funds may be used to pay the costs of attending the seminar.

Over the past several years, more and more EDC board members and local elected officials have been attending. In turn, EDC organizations have improved their operations and decision-making processes.

The Texas Economic Development Council (TEDC) has been providing EDC training workshops statewide since 2005.

The 2020 workshops will be held in the following locations:

Tyler, TX - April 17, 2020 Waco, TX - May 8, 2020 Lubbock, TX - August 28, 2020

Garland, TX - September 18, 2020 Houston, TX- November 13, 2020 Austin, TX - December 11, 2020

4o Items of Interest and Communications The Board of Director noted Bloomfield Homes will hold an open house of their new model homes on SH 78 on Feb 29th . First Assembly of Lavon is holding a special event on February 14th to celebrate Valentine's Day. The Volunteer Fh-e Department is looldng for fund raising opportunities. 5. Consent AgendaThrough a motion by Director John Kell and a second to the motion by Director Joe Serpette the meeting minutes of 1/13/20 were approved with a unanimous vote of the Directors.

7. Items for discussion

A. Discuss economic development and marketing activity and prospect updates.Pam Mundo reported that Focus North Texas, the Texas APA training session on community planning and development, was attended by herself, Mayor VickiSanson, City Administrator Kim Dobbs and City Staff LeAnn McClendon. Pam reported that she has had discussions with Inroads Realty on the interest in theirproposed retail center which they are planning on leasing at $35 to $40 psf. PattiTurner of Tumer Realty reported that there is interest on the 2-acre tract at BusinessRoute 78 and FM 2755. Herzog and Parker are actively marketing their property at Business Route 78 and Geren Road. They have asked for sanitary sewer to be provided to their site.· City Engineer has estimated that a preliminary plan wouldcost $3,000 to more closely define the costs of providing a sanitary sewer. Pam sentinfmmation to Casey Pizza Restaurant to alert them of opportunities at the SH 205 13 pad site development and at the property leasing by Inroads Realty. RealtorThurston Witt representing an investor is researching Lavon for property forresidential development. Daydra Management Group of Wylie requested incentiveinfo1mation from the LEDC.

B. Discuss the Small Business Bazaar for April 18, 2020.The Board was shown the 50 new Bazaar anow signs by President Kay Wright. Pam Mundo noted the new flyer brochmes are due to be deliver within the week. Joe Serpettesaid he would seek students to assist in stuffmg the 2600 envelopes for the utility buildingwith the Bazaar Flyer.

C. Discuss board Financials including financial report.Treasurer John Kell reported on the February revenues with sales tax revenuescontinuing to grow. Expenditures included note principal and interest $13,433 in Feb that was for development of the sanitary sewer line to Lavon Circle. Thereremains just one more year on this note.

D. Review Progress on the Aerial BrochureThe Board reviewed the updated aerial brochure and recommended changes. Theadditional cost is $1,100 for the reverse side printing.

E. Discuss option elections (beer, wine and alcohol), potential election and role ofthe EDC.The Board discussed and generally agreed that there are no pending options

elections occun-ing now.

8. Items for consideration and action

A. Consider and act on electing a Board Secretary.Through a nomination by Vicki Sanson and a Second of John Kell the Board ofDi.rectors unanimously agreed to nominate and elect Di.rector Manzelle Williams as Secretary of the Board of Directors. The vote was unanimous.

B. Consider and act on the Treasurer to send $55,000 funds to the now open TEXSTAR savings account. Through a motion by Joe Serpette and a second by Manzelle Williams the Board of Di.rectors unanimously agreed to send $100,000 to the TEXSTAR saving account with the note that the funds could be returned withina day if needed. It was noted that the interest earned is the best use of the fundsnow until the right projects come around.

C. Consider and act on purchasing Lavon EDC and City Folders for WelcomePackets for new residents and sending to City Council for approval and recommendations.The Board of Di.rectors ask the Executive Director to order 100 folders and preparea list of what should be included.

D. Consider and Act on Inviting eastern CoUin County area EDC representativefrom Blue Ridge, Farmersville, Fate and Josephine to a regional workshop to discuss economic development issues for the area and ideas for collaboration.The Board of Directors asked the Executive Director to pick a weekday date afterthe Bazaar and schedule the workshop and invite the area EDC's.

E. Consider and Act on the re-imbursement of 2019 Workman compensationclaims from Mundo and Associates from the administrative staffunemployment claims. A motion was made by Kay Wright and a second by JohnKell to reimburse Mundo and Associates for the $1,872 increase in TWC due to theend of employment of M Hollien. The Board of Directors voted 5 approving themotion and one no vote.

F. Consider and Action on participating in upcoming events, including theChamber of Commerce and Education Foundation.The Directors agreed to attend the CISD banquet and asked the Executive Directorto obtain the cost of the table for the Chamber Banquet. Dfrectors of the Boardagreed to sponsor the N Smith Teacher of the Year award for $250.

G. Consider and act on approving the Annual Report and Strategic plan and to send the reports to City CouncilThough a motion of Joe Serpette and a second of Yield Sanson the Board ofDirectors approved the 2019 Annual Rep01t and 2020 Strategic Plan. The vote ofthe Board was unanimous. The Executive Director was asked to present the two documents to Council at its next meeting.

TEDC Presents Economic Excellence Recognition at 2020 Winter Conference

The Texas Economic Development Council (TEDC) announced the recipients.of its annual Economic Excellence Recognition program for 2019. The awards were presented at a breakfast held Thursday, February 20, 2020, at the TEDC's Winter Conference. The two and one half-day conference was held February 19-21 at the Hilton Hotel in College Station, Texas.

The Economic Excellence Recognition program provides recognition to economic development organizations that meet a desired threshold of professionalism. Recipients qualify for recognition based on training taken by their governing board/council as well as the economic development director and professional staff. Certifications, professional memberships and activities, and organizational effectiveness of the economic development staff also contribute to the standards for qualification.

A record number of fifty-three (53) organizations received the 2019 Economic Excellence Recognition:

Preliminary Engineering-Main Street Sanitary Sewer

Background

The homes and businesses facing Main Street between Geren Road and Lake Road, see aerial view, are without a city sanitary sewer line. The homes and businesses are on their own septic systems and vacant property remains undeveloped due to the fact that commercial customers expect the property to be on city sewer before being a viable property for a new location. Examples include the property at Geren Rd and Main and the property on SH 78 to the southwest of the retail strap centers.

Action to Consider

The Lavon EDC may consider stimulating retail development in the area and assisting the existing businesses by looking at the opportunity to provide public sanitary sewer to properties along Main Street. The initial step is to complete a preliminary engineer study to locate the easements that would be needed to place the sewer. Freeman and Millican, City Engineers, have indicated that the cost of the preliminary engineering would be $3,000. Other costs include final design, construction services plus actual construction. See attached the other engineering cost and note that it is not necessary to commit to those further costs until we learn of the cost of the sewer construction and lift station.

Local property owners have indicated that the cost of the sewer line is something they could not commit to, however, there is interest in the use of the sanitary sewer once it is built. Local properties will increase in value with city sewer. That will benefit both the owner and the City via increased property taxes and new businesses. Additionally, some of the single-family structures could be redeveloped into commercial with sanitary sewer being available.

The authorization of the $3,000 preliminary engineering study is an initial step to defining further the options for stimulating development.

Budget line item 7-4 Additional Infrastructure Projects has $20,000 in the 2019-2020 budget and this action could be considered for this line item.

Video Planning

Sept 23, 2019 the Lavon EDC voted (6-1) to act on proposal of Barbara White for a video production not to exceed $6,000.

Local developers and home builders were to be asked to participate.

December 9, 2019 the Lavon EDC took no action on an agenda item for a 50% deposit and asked for revisions on the video plans reducing the time proposed of 3 minutes and eliminating individual in store video proposed. The Lavon asked to bring up the video plans again in the spring.

Lavon EDC 2019-2020 official budget has $6,000 for the video

Purpose of the Video

The purpose of the video is to promote the Lavon Market as growing with new residential developments and now is the time to consider retail locations for Lavon.

The Lavon EDC web site is the chief marketing tool for investors and developers. They go first to the web site. The older video on the web site features the history of Lavon and its traditions. There is not a video that show the current growth.

The new Facebook page also needs to feature the new updated video to show the residential growth and attract new residents to the Lavon market.

The Lavon EDC needs to use all forms of social media to continue and reach different markets looking differently for information on Lavon.

Tucson Productions (Barbara White Boyd and Brian Aiken) are updating the project description according to the request of the LavonEDC.

Texson Productions will work with Lavon EDC representative to ensure all elements are included in video schedule. Once video elements are in place, Texson will produce, for EDC approval the words (graphics) and overall presentation approach for video. At this early point, Texson believes it best to tell the Lavon story in shorter segments with appropriate titles: i.e.: "Mobility" "On the Job" "Building for the Future" Video may include nanation voice over to effectively tell the Lavon story. Royalty Free music will be purchased
