engaged

Sec.4 of Act used after 125 years to get rBST (artificial growth hormone) use in animals to enhance milk

5. First Livestock &

Dairy Development Policy of the

Province was prepared with

consultation of stakeholders. It is first

Policy document

All the 22 broader Policy Goals with 47 sub-sectors 100%

implemented with measurable results, which were scheduled to be implemented in the first year of the

Policy promulgation out of total 44 broader Parameters that are to be

implemented within 3 years of promulgation of the Policy Document

1. Complete Paradigm Shift of the Department from Curative to Preventive Regime of Sector Governance

through Virtual Governance System of 9211- a record transition that would have otherwise completed in decades.

Thus L&DD Department transformed from the role of “Disease Attendant” to “Provincial Livestock Asset

Manager”

-NIL-

2. First Mass Vaccination of Animals & Rural Birds- blanket coverage of 25,892 villages of the Punjab- first time in the history of Pakistan:

Animals Vaccinated:

since

Independence of any of the

Provinces of Pakistan.

Large: 28.200 Million

Small: 20.344 Million Rural Poultry: 15.240 Million

Total: 63.780 Million Pertaining to 4.2 Million Farmers (Complete log and cell phone Nos. of each of them are

available with the Department along with further break up of their Livestock Profile)

3. Disaster Management Protocols established and

implemented: Pre-hand vaccination to all flood prone areas with

building of expected stock of essential medicines etc. - All Livestock Farmers in the flood belt sent Urdu

SMS before flood (Annex-?)

- L&DD Department helped PDMA by sending Urdu SMS to 81,479 Households/11 Distt./ 372

Villages in flood affected belt - 1004050 Kg Vanda Distributed in 15 Flood

affected Districts besides 1997200 Kg distributed

in 19 Flood affected Districts of Punjab within a response time of 6 hours

- Provincial level specialized Rapid response teams that can be mobilized within one hour to any destination in the Punjab besides local rapid

response teams that can be mobilized within 15 minutes.

- Rapid response to TTS and Khushab Incidences, which resulted in total curtailment of disease in large animals and camels.

-NIL-

Made functional Efficient Animals’ Disease Reporting & Surveillance (ARDS)- first Cross Sectional Survey

of Economic Losses of Preventable Diseases in the

Punjab was done from Jan. to March, 2015- Networks

of hundreds of mobile & static labs and dispensaries activated-

634838 Samples of faecal, blood and milk were

collected at village level and result revealed that Economic Loss of Rs. 18.9 Billion/ month is being caused due to preventable diseases- an endeavour that came as a natural corollary of Paradigm shift of the

department and its new role of Livestock Asset Manager

- Two way real time communication with Farmers for effective service delivery through 9211 System

It further entailed:

- Approval of Rock Salt to all Livestock Farmers in the Punjab

- De-wormers being administered these days - Ivermectin- a potent injectable de-wormer was

Governance

Innovation

(One of the

Policy Goals)

Establishment of 9211

Virtual Governance

System- a leap forward

on E-Governance

Systems

Definition & Description

Virtual Governance:

“Government being more

virtual in nature than

physical in existence”.

Since law of the land is a

codified law, having

defined limits/ scope, with

rules and SOPs further

specifying the response,

hence, packets of virtual

governance (service

delivery decisions) can be

made available through

some autonomic system,

putting the control in the

8. A Virtual Time Machine (Annex-A)

was invented to do a decades’ work in

one year.

1. Establishment of world’s

largest ICT based live

database of 3.29 Million

Livestock Farmers and their

50 Million animals & rural

birds-completed in record time of 5

months, with complete traceability

of each farmer through its cell

phone numbers from across

25892 Muaza / villages with

Complete codification to eliminate

use of GIS

Record of 17,892 Lambardars ,

14,483 Imam Masjid,

4970 Chowkidar.

hands of the public to

initiate the service

delivery process with pre-

programming of desired

response, constructed into

some composite business

solution as done by 9211

System.

It is next Generation to

that of “Open

Government” concept,

under which RTI tabs have

been inserted into the

websites of many

Departments and Public

Information Officers have

been designated and their

respective offices

displayed to that effect.

Open Government concept

is being led by countries of

9211, having received 28, 440

calls & 19787 SMS for public

enquiry in 5 months.

Pacific like Australia.

Open Government concept

is an advancement on

Citizen Feedback Model,

which was originally

implemented by City

Governments of the US in

mid 90s. The same was

implemented by Kenya

and Pakistan some years

ago with inherently limited

scope. In comparison

Virtual Governance

System has proved the

worth of its original bold

idea in few months’ time

by creating public’s direct

participatory system of

governance. The Per data

entry cost in this state of

the art system with end to

end solution, 24/ 7 system

support and DR site is just

(100% Operational) Doing census is but just has been made a simple exercise that can be performed as per the routine schedules to

have a real time picture of Livestock Profile of the Province at any given time. The module is so robust that

it has been used to create a database of 3.29 Million Livestock Farmers and their over 50 million livestock-

the largest in the world with best of the quality as layered data entry ensured stages of quality assurance after entry of each layer. At the moment about 7000 entry nodes i.e.

7000 employees of L&DD are equipped to run the module simultaneously, making it the largest data entry

machinery in the world under one umbrella.

9211 Vaccination Service Delivery Management System (100% Operational)

System captures following types of vaccines:

i. HS ii. FMD
