Electric Boat Employees Support Student Innovation

A s he walked the floor of the Connecticut Invention Convention in Storrs this year, U.S.Rep. Joseph Courtney, D-2nd Conn., said he was struck by the ingenuity of so many ofthe young people. One young man whose brother kept stealing things out of his backpack

rigged up a backpack alarm that warned him whenever it was being raided.“If you have those kinds of creative skills, there are so many more options that you have in the

workplace,” Courtney said. “In Connecticut, we can’t drill for oil or mine for coal. We have to rely onour human capital and innovation. And this program is making sure we will be able to do that in thefuture.”

Courtney also said that he was delighted to discover that Electric Boat was so well representedamong the corps of judges at the convention, held each year at the Gampel Pavilion at the Universityof Connecticut.

“You have to start at the very youngest age possible to interest students in math and science, and Itip my hat to the people at Electric Boat who are doing that,” Courtney said. “You really understandthis is important for the company, and it’s important for Connecticut.”

When the Missouri’s pressure hull wascompleted in May, it broke all recordsfor schedule – at 64 weeks from arrival

of the first major module in Groton, it was morethan twice as fast as the first of the class, USS Vir-ginia. But it was no surprise to General ForemanBob Burkle (229), whose team implemented fiveprocess improvements that have dramaticallyshortened the hull-butt welding process.

“Building better submarines in less time – thatwas the principle that we started with, that hasguided us for years, and it is still our goal,” Burklesaid. “And as with any process improvement,you’re never really done. We’re still looking forways to do it better.”

One of the improvements, for instance, involvedusing a plasma cutting torch on a robotic weldingmachine with “TEACH” capabilities ( the torch istaught where to go and is moved by computerizedservo robots, versus the welding operator manuallymoving the torch), which cut two days from whathad been a five-day hull pairing evolution. Theimprovement also improved safety and quality,while reducing cost and schedule.

“I’m a firm believer that the person doing thejob knows the best way to do it, and that’s wherewe’re getting most of these ideas,” said ForemanDavid ‘Doc’ Holliday (229).

Previously, he said, hull butts were prepared forwelding with an oxy fuel cutting tractor and atorch that was manually moved by the operator.This required clearing employees from the areabecause flames, slag and smoke were so intense.

“The plasma cutter with ‘TEACH’ is more pre-cise, cleaner and uniform, and needs less manualmovement by the operator,” said Holliday. “Mostimportantly, it’s much safer,” he said, explainingthat the sparks and slag are contained in a burningbox that travels with the plasma cutting head. “It’sthe difference between cutting something with achainsaw and cutting butter with a hot knife.”

Dept. 229 is now working with the servo-roboticwelding machine manufacturer to design a second-generation system intended to enhance the weldingand plasma-cutting operations, further improvingthe equipment for future ships.

In addition to the use of the plasma cuttinghead on robotic weld machines with “TEACH”capabilities, other improvements implemented onMissouri for the first time were:

� New hull staging, which can be installed andremoved in less than four hours, a reductionfrom the eight days required to stick-build theold enclosures. In the new system, utilities arepart of the enclosure, ventilation and lighting ison board, and everything needed to supportcomputerized welding and plasma cut-ting/gouging equipment is part of the module.“If you’re in the steel trades, it’s a stairway toheaven,” Burkle said.

� The use of pre-heat strips on the outside ofthe ship only. After extensive review it was deter-mined that the requisite heat on the surface beingwelded could be maintained without putting theheater strips on the inside of the ship, whichreduces the installation time and keeps tempera-tures lower inside the ship, improving safety.

� Ventilation systems are now pre-engineeredand pre-loaded in the hull sections before pair-ing. This improvement increased efficiencyamong all trades within the ship.

� As many as 30 block tacks were formerlyinstalled during the hull-butt pairing processuntil the permanent welds were in place. Aprocess review determined that only six or sevenare actually needed, reducing both the installa-tion and removal times for block tacking. “Itremoved a lot of non-value added work,” Burklesaid. “If we can eliminate work that’s not neces-sary, that helps a lot on schedule and cost, andultimately safety.”

Another significant contribution to accom-plishing PHC ahead of schedule was the decisionby Ron Donovan, Mike Alu and Mike Nowak tomove the ship one week earlier than scheduled,before Easter weekend, to pair sections 5 and 6.“We also cannot forget about the hull-mountedstaging, manufacturing engineering and riggingsupport, for its first time use on Missouri wasoutstanding. Special thanks should go out toRon Vaughn and Jim Sammons,” Burkle said.

Electric Boat Is Awarded $22 Million by U.S. NavyFor Repair Work On USS Hartford

Electric Boat has been awarded a $21.6 millioncontract modification by the U.S. Navy to performmaterial procurement and repair work on USSHartford (SSN-768), a Los Angeles-class attacksubmarine damaged in a collision March 20.

Under the modification, Electric Boat will per-form off-hull fabrication of the port retractablebow plane as well as material procurement andoff-hull fabrication of the sail to restore USSHartford to full-service condition. Work isexpected to be completed by January 2010.

The contract initially was awarded May 21; with this modification, the total value is now $37.4 million.

GD AIS Wins $10 Million Contract to Upgrade Submarine Weapons Control System

FAIRFAX, Va. — General Dynamics Advanced Information Systems AIS)has been awarded a $10.2 million first-year contract of a multi-year award bythe U.S. Navy to provide upgrades to the submarine weapons control system(WCS) portion of the AN/BYG-1 submarine combat system.

“AIS will develop weapons-control software and commercial off-the-shelfhardware upgrades for the AN/BYG-1 combat system on several classes ofsubmarines. The AN/BYG-1 integrates the tactical control, weapons-controland tactical-network subsystems on U.S. Navy and Royal Australian Navysubmarines. The weapons-control system is based on the AIS open architec-ture and open business model approach, which facilitates system enhance-

“By leveraging our experience fromour work on other U.S. Navy submarineweapons-control contracts, we willdeliver a highly reliable and innovativesolution that will significantly improvethe warfighter’s capabilities,” said LouVon Thaer, president of AIS.

The majority of work under this con-tract will be performed in Pittsfield,Mass., Fairfax, Va. and Middletown,R.I. If all options are exercised, workunder this contract will be completed byDecember 2018.

Bath Iron WorksReceives $33M Contract For Lead YardServices On The DDG-51 Program

BATH, Maine — The U.S. Navy hasawarded Bath Iron Works a $33.1 mil-lion contract to provide ongoing LeadYard Services for the DDG-51 ArleighBurke-class AEGIS Destroyer Program.This option modifies a contract initiallyawarded in November 2005.

BIW has provided program manage-ment, engineering and design support forArleigh Burke-class ships under the LeadYard Services program since 1987, sup-plying technical assistance in the inter-pretation and application of the detaileddesign developed by BIW, the lead ship-yard for the class. This award includeswork associated with DDG-51 restartand upgrades associated with AEGIScombat systems.

Pete Halvordson, VP — Engineering, said a 2005 book byThomas Friedman, “The World Is Flat,” talked about how thespeed of information technology has reduced this country’sadvantage in technical fields. Still, he said, in the last three yearsthe company has hired about 1,000 engineers and designers, and“We’ve seen people who are extremely well prepared, and eager totake on challenges.”

The company’s support of the Invention Convention —through a direct donation and through EB employees donatingtheir time as judges — will guarantee that Connecticut retains thatedge.

The Invention Convention began in Connecticut in 1983 as partof a gifted program, and its organizers are now trying to help itexpand nationally.

“We have weathered the CMTs (Connecticut Mastery Tests),No Child Left Behind, and other changes in education becausethe program is so relevant. Connecticut is known as a state ofgenius, and this program is known for pushing students along sowe maintain that reputation,” said Honora Kenney, director ofcurriculum and a member of the organization’s board of direc-tors.

She said the cost of bringing the program into a school is mini-mal, typically $8 to $10 per student, not counting the materialsparents provide for the inventions, which varies greatly.

“Compare that with what some schools are spending on theirathletic programs,” said Charles Baumgartner, president of theInvention Convention. “The chance of a student becoming a sci-entist or engineer is so much greater. So where should we be put-ting the money?”

Some students have even formed companies to market theinventions they have developed for the competition, he said. Onestudent developed a device to help her arthritic grandma openpop-top soda cans, and is still selling it today.

Other organizations have tried to go into state high schools topromote studies in science and engineering, with somewhat mod-est results. The Invention Convention begins even earlier.

“They found when they were doing it at that level, the kids hadalready selected the programs they were going to enter in college,”said Daniel Briere of the Invention Convention’s board of direc-tors. “More and more, schools are realizing they need to targetkids in K-8 if they want to have an impact.”

Brain and BehaviorDrugs can alter important brain

areas that are necessary for life-sus-taining functions as well as drive thecompulsions witnessed in addiction.Nicotine works in the brain by tap-ping into the brain’s communicationsystem and interfering with the waynerve cells normally send, receive andprocess information. Nicotine causesthe nerve cells to release abnormallylarge amounts of a natural neuro-transmitter called dopamine. Thisrelease of dopamine targets the brain’sreward system, the centers that regu-late movement, emotion, cognition,motivation and feelings of pleasure.The overstimulation of this rewardsystem (which is meant to reward ournatural behaviors) produces theeuphoric effects.

The brain adjusts to the over-whelming surges in dopamine (andother neurotransmitters) by producingless dopamine or by reducing thenumber of receptors that can receiveand transmit signals. As a result,dopamine’s impact on the reward cir-cuit of a smoker’s brain can becomeabnormally low. This is why thesmoker eventually feels flat and seeksthe reward of dopamine via nicotinestimulation. Smokers need to ingestnicotine just to bring their dopaminefunction back up to normal levels.And they require larger amounts ofnicotine than they first did to createthe dopamine high — an effect knownas tolerance. The end result of thisvicious cycle is long-term brainchanges induced by continued nico-tine exposure resulting in addiction.

It may be difficult to believe butthe basic understanding of nico-tine (and other) addictive behav-

iors did not start until the early1930s. Prior to that, medical practi-tioners, like the lay public, laboredunder multiple misconceptions. Asrecent research in neuroscience andthe human genome project hasshown, much of what we call addic-tion is a blend of normal brainresponses, susceptible gene sequencesand behavioral influences. Despitethis newfound knowledge, powerfulmyths persist about the nature ofaddiction. There are those who stillconsider the addicted as morallyflawed or lacking in willpower. Theseviews are pertinent as they have tothis point steered society’s responseto drug use, treating it as a moral

failing rather than a health problem.The results of these misperceptionsare multiple. For many of the last 70years, addiction-treatment programshave been underfunded. Worse, oursociety enacted a legal system thataddresses addiction from a punitiverather than preventive or therapeuticapproach.

NeurotransmissionAddiction is a manifestation of the

subtle interplay between brain andbehavior. Different parts of the brainare responsible for coordinating andperforming specific functions. At thesmallest level, the brain is comprisedof billions of nerve cells (neurons),which form networks and pass mes-sages back and forth to structureswithin the brain, the spinal columnand the peripheral nervous system.These nerve networks coordinate andregulate everything we feel, think anddo. Each nerve cell in the brain sendsand receives messages in the form ofelectrical impulses. Once a cellreceives and processes an electricalsignal, it sends it on to other neuronsby the release of chemicals calledneurotransmitters.

This neurotransmitter is releasedinto the space separating the twoneurons called the synapse. The neu-rotransmitter crosses the synapseand attaches to receptors on thereceiving neuron. This causeschanges in the receiving neuron andthe message is delivered. The neuro-transmitter/ receptor complex isquite specific to what neurotransmit-ter is emitted and the portion of thebrain this interaction occurs in. Thisspecificity ensures that only the cor-rect types of messages are sent downthe neural cascade. It’s quite an elo-quent system as the cell that releasesthe neurotransmitter also recycles it

tine is not the only ingredient intobacco that affects its addictivepotential. A marked decrease in thelevels of monoamine oxidase (MAO),an important enzyme that is responsi-ble for the breakdown of dopaminehas been noted in smokers. Thischange is likely caused by one of the4,000 compounds found in tobaccosmoke other than nicotine. Thedecrease in two forms of MAO (Aand B) results in higher dopamine lev-els and may be another reason thatsmokers continue to smoke — to ele-vate and sustain higher dopamine lev-els that lead to the desire for repeatednicotine. Another component of ciga-rette smoke that reinforces the addic-tive qualities of nicotine is acetalde-hyde. This effect appears to be age-related as the brains of adolescentsappear to be more vulnerable toacetaldehyde and subsequent tobaccoaddiction.

Our brains have evolved to ensurethat we will repeat life-sustainingactivities by associating those activitieswith pleasure or reward. Since ele-vated dopamine levels are associatedwith pleasure, we are “wired” torepeat these behaviors. The limbic sys-tem, which is responsible for our per-ception of emotions, is activated whenwe perform these repetitive pleasura-ble activities. When this reward circuitis activated, the brain notes that some-thing important is happening, it needsto be remembered, and teaches us todo it again and again often with notmuch conscious thought.

Nicotine can release up to 10 times

the amount of dopamine into thebrain compared with natural rewards.It’s also much faster than a naturalreward. Nicotine from cigarette smokecan reach the brain in 10 seconds orless. The nicotine exposure causes a“kick” to the brain and body in partby the drug’s stimulation of the adre-nal glands and resulting discharge ofepinephrine (adrenaline). The rush ofadrenaline stimulates the body andcauses an increase in blood pressure,respiration and heart rate. These pow-erful effects of nicotine dissipatequickly, as do the associated feelingsof reward. This in turn causes thesmoker to continue dosing to main-tain the drug’s pleasurable effects andprevent withdrawal.

A typical smoker who takes 10puffs on a cigarette over a period of 5minutes places 1 to 2 mg of nicotineto the receptors in the brain, thusreleasing dopamine. For a typicalsmoker who smokes about 1 1/2 packs(30 cigarettes) daily, he/she gets 300“hits” of nicotine to the brain eachday. The effect of such a powerfulreward strongly motivates people tosmoke over and over again. In short,we “learn” to do it very well.

Behavioral TreatmentsI hope this discussion has shed

some light on why it is so difficult tostop smoking — and also whyattempting to go “cold turkey” is nota good strategy. It works only about 5percent of the time. Based on theinterplay between brain and behavior,I hope you will consider the many

effective treatments utilized to treatnicotine addiction. Behavioral inter-ventions either in conjunction withmedication or alone are the mosteffective cessation tools. These pro-grams range from self-help materialsto individual cognitive-behavioraltherapy. These interventions teachindividuals to recognize high-risksmoking situations, develop alterna-tive coping strategies, manage stress,improve problem-solving skills andincrease social support. There is noone program that is right for all soyou will need to consider a therapythat is tailored to your situation forthe greatest chance of success.
