Chairman's Report • Welcomed and introduced the new LEAB member Tristan

Pedersen. • Katie has invited two other candidates to the April meeting that are

interested on sitting on LEAB. • National NDP Party talk about banning single-use plastic by 2022,

as part of a broader Waste Reduction Strategy. • Ontario government ponders ban on single-use plastics. They are

asking the public for input on how to reduce litter. Ontario is weighing a ban on single-use plastics, which include bags, water bottles, and straws as part of a broader strategy to send less waste to landfills. Ontario's blue box recycling program recovers only about 28% of all plastic packaging in the province.

• The Liberal Government had proposed in its waste diversion plan, such as banning food waste from landfills and making producers responsible for waste instead of municipalities.

• European Union passed a bill banning all single use cutlery, cotton buds, straws, and balloon sticks by 2021. The consumption of several other items, for which no alternatives exist, will have to be reduced by member states by at least 25% by 2025.

• It was suggested that the City of Leduc have a #trashtag online challenge to encourage residents to clean up. They would like to see a Pitch-In week event in Leduc. LEAB would like to have a #hashtag sent to the schools for their clean up events. LEAB also suggested having a clean-up of trash on or around Arbour Day.

• LEAB would like to have the administration create a Pollinator Garden handout for residents that garden at Telford lake. Handouts could be placed at the Civic Centre and OPS building.

Action Kerra Chomlak: will ask Lauren Wozny for suggestions on Pitch-In week events and #trashtag for the City of Leduc.

April joined the meeting at 7:16 p.m.

Council's Report • Councillor Glen Finstad attended the Alberta Care Conference and

presented on Extended Producer Responsibility (EPR). • Presentations on the High River flood and fire in Fort McMurray

gave him some great information on how to handle the waste from disasters. Councillor Glenn Finstad will pass this information onto the City of Leduc emergency planning group.

Administration's Report • Kerra Chomlak will be attending Committee of the Whole in April

for a waste update. The 65% waste diversion goal by 2021 will not be achieved under the current program.

• LEAB suggests to reduce more waste by education, compliance and enforcement, and have a City Green Team.

A. Light Pollution Abatement — sub-committee update • No update

B. Green House Gas (GHG) Target and Action Plan • LEAB would like to see a stretch target and push for the 9%

reduction target, not settle for 5%. • The process to evaluate the actions in the plan has been robust

and pragmatic, and Leduc should show commitment to addressing the issue of climate change.

18/2019 Motion: It was Moved by Jaimee Dupont Morozoff to recommend to Council the 9% emission reduction target with High scenario actions.

MOTION CARRIED UNANIMOUSLY

C. Single-Use Plastics & Extended Producer Responsibility (ERR) • Councillor Glen Finstad gave LEAB a copy of his PowerPoint,

LEAB will discuss this at a future meeting.

D. Bees and Hens update • The Animal Licensing and Control Bylaw Public Hearing will be

held on April 8, 2019 at the Council meeting, 7:00 p.m. • The City of Leduc contracted Stantec to produce a scoping

document for a hens and bees pilot project to clarify tasks including inspections, permitting and certification.

Action LEAB Members: Katie Oliver will be attending the Animal Licensing and Control Bylaw Public hearing April 8, 2019. She would like LEAB members to email her any comments or thoughts they may have on Bees and Hens to be presented to Council.

E. Citizen of Distinctions Awards • The Volunteer Appreciation Banquet will be held on April 11, 2019

VIII. NEW BUSINESS A. Pollinator Garden Communication Plan — Business Expo April 13 & 14,

2019 • LEAB would like a Pollinator Garden handout to give residents at

different events such as Arbour Day, Green & Gold, Business Expo.

• LEAB would like an email sent out to last year's residents that joined the pollinator garden to encourage them to join again.

• LEAB's goal this year is to have 100 people attend the pollinator garden challenge.

• One option is to include a note in a Chamber of Commerce newsletter.

• It was suggested to have a bee hotel theme this year for the Pollinator Garden Challenge. At the Chamber Business Expo there could be a draw to encourage residents to join.

• Along with the promotions for the Pollinator Garden Challenge there is a Bee City Canada application that LEAB would like to be a part of. This application would declare the City of Leduc a Bee City. The bee City is part of a North American movement to support pollinator protection. Bee City communities support collaboration and establishment and maintain healthy pollinator habitat within the municipality or First Nation's boundaries.

Motion: It was Moved by Cory Kartz to take the Bee City application to Council for approval.

2019 suggestions were to pick up garbage with the City Mayor.

Action Shirley Weslosky: Send an email to LEAB members on the date when the Leduc Wildlife Conservation Society (LWCS) is doing their clean up.
