RE: Designation of Radiation Safety Officer

Dear Mr. Janosko:

This is a formal notification that Mr. Larry Arbogast has been designated the Radiation SafetyOfficer (RSO) for COGEMA Mining, Inc.'s License SUA-1341. The former RSO, Mr. TomNicholson, left the company at the end of May 2005 for other employment.

Prior to accepting the RSO position, Mr. Arbogast was previously the Radiation SafetyTechnician for SUA-1341 from March 2001 through May 2005. A listing of the specializedtraining Mr. Arbogast has received to qualify for the RSO position is as follows. Copies of thecertificates of completion are attached.
