Based out of Deep Bay on Vancouver Island, theLighthouse Country Marine Rescue Society exists to savelives on the water and deliver Community Boating Safety.We operate in the area generally bounded by Union Bayto the North, and Qualicum Beach to the South. Our areaincludes most of Denman and all of Hornby Island. TheLCMRS also serves the remote community in and aroundLasquiti Island. The Regional District of Nanaimo (RDN),Comox Valley Regional District (CVRD) and Island Trustalong with the general public each benefit. Coverage24/7/365 is provided by the LCMRS through actions tofund Royal Canadian Marine Search and Rescue("RCMSAR") Station 59 Deep Bay.

We are proud to have recruited three female crewmembers and to have developed our first femaleCoxswain (Boat Captain). Funding ensures we developtrained volunteer staff ready and willing to confidentlyrespond day or night in all weather conditions with areliable, well equipped, safe fast response rescue vessel.

The LCMRS has been providing this service for over 20years. People and property have been quietly savedwithout fanfare or attention. In recent years the LCMRS

has been humble in its ask for help from Gaming, andhas had only modest success with local fundraising inpart due to our location (edge of RDN and CVRD) andthe restricted financial ability of the local community.As a result the limited financial resources made

available to the Society have largely been directedto keep the boat fundamentally operational whilemaking due with aged out expired gear,technologically obsolete gear and often sharedgear for members. There was also an effort made inrecent years to put money aside for future major refitneeds and for unanticipated future needs. Whilecommendable on one level this resulted in pulling backon expenditures on needed equipment in other areas.,2G2

While we have had recent success further action (and expense) is needed to ensure our volunteers aresafe and ready. Our new path has helped retain current, bring back former, and attract new members.

Recent Changes in LCMRS Strategy & Approach:

Over the past 18 months there has been a new more concerted effort by our Society to modify ourstrategy with a greater focus to deliver safe personal protective equipment ("PPE") for our volunteersand safer gear for our boat. While many of the things described in the section that follows are commonat other RCMSAR stations, and with most well equipped recreational boats Station 59 Deep Bay wasbehind the times requiring a more aggressive spend to catch up. Our objective is to have currenttechnology (vs bleeding edge) and buy at the right price so that our spend is effective. While we like tobuy local and offer the chance to price match sometimes the best deal is on eBay. With rescue callvolumes averaging 1 per week since Q1 2020 our rescue crews must also be "Covid Ready".

We started this strategy change with PPE upgrades targeting smaller cost items with bigimpact. Long the standard for boaters, our upgrades started with replacing manually activatedemergency strobes to water activated automatic strobes for each volunteer member. Then in 2019we replaced and recycled our PPE handheld VHF (walkie-talkie style) radios as they were obsolete,not economic to repair and failing. The new replacement handheld VHF radios float, transmit at higherpower and have built in GPS to identify the location of the radio to maximize our volunteer crew safety.At the same time we replaced one of our main 25 watt VHF built-in radios as the old radio wasfailing putting out less than 1/3 the transmission signal it should have making communications hit andmiss. As the unit was obsolete it was not economic to repair. Our new radio always reaches the CoastGuard radio folks in Victoria from our position mid Vancouver Island.

Additionally, we replaced two other key devices: Our "always on" Automatic Identification SystemAIS transponder was upgraded to a more powerful commercial grade unit so that we can alwaysshow up with other boaters in real time when we are on the water. Our new AIS reliably transmits ourposition to all boats in our area and is powerful enough to be always detected by shore based systemsthat relay on the information to internet apps. Lastly we purchased a new satellite EPIRBemergency beacon. The old unit (now not legal to buy or resell in North America) took upwards of 3hours to report our approximate global position with several square miles of error. That was deemedunacceptable. Our new EPIRB accurately reports our location to global response services with footballfield accuracy within 30 to 45 seconds of activation.

Our search and rescue boat now has much of its core emergency gear on par with well equippedrecreational boaters and all other Search and Rescue boats. Together these things keep our volunteerssafe so that they can focus on their rescue mission. These necessary un-budgeted expenditures werenot included in recent year funding requests and the expenditures have drained our resources.

An updated inventory of our PPE in Fall 2019 found that 13 of 15 winter floater suits and all ofour summer life vests (all still in use) were more than 10 years past their expiry date. No longerlegal, the floater suits in particular were noted to be failing. While they did provide a level of buoyancy(we water test each year by wearing them and jumping in) each had degraded as they held water forabout 10 days after immersion which was not acceptable. As it was our habit of passing down floatersuits from member to member occasionally there were fit issues where someone was forced to wear asuit generally larger sized than desired. To address this gap a large portion of our latest GamingGrant was directed to new one piece floater suits that are safe and properly fitting. They wereput in use for this past winter season. That is appreciated.

Lastly, the LCMRS provides crew jackets to be worn on the boat during training and on missions fromlate spring to early fall. They are also routinely worn to and from the boat and at public events to identifyvolunteer rescue crew members. These jackets have been handed down from member to member overthe years and typically each jacket is over 10 years old often with a second or even third recipient. Thejackets are not of a breathable waterproof design causing some member to simply wear their ownpersonal unbranded jacket instead for better weather protection. In our last Gaming Grant requestthere was a request by the previous LCMRS for help to replace Y2 the jackets in 2019/2020 withthe balance in a future year. This request was approved and funded which is appreciated. Thecurrent LCMRS team felt we must provide every member (not just Vi the team) with a safe(proper fitting, breathable, waterproof, and highly reflective) jacket and accordingly placed anorder for new jackets for all members. We went with a different yet approved RCMSAR style thatwas more cost effective and we purchased them for all members. While this action depletes thebalance of the last Gaming Grant (in line with the approved spend) doing it all at once greatly pullsdown our other funds. It was however deemed a necessary action for volunteer member safety and forthe cohesion of the team.

Overall, the action of upgrading our volunteer member PPE to be safe, proper fitting, breathable,waterproof, highly reflective and within Manufacturer's tolerance for age and condition enhancesvolunteer member safety and at the same time removes a potential liability. When coupled with theseother technology based investments in safety we are in a much better place -a benefit we can promotewith new recruits to help get our volunteer member count back up. Existing members have alsoexpressed appreciation for this and that helps with retention.

In December 2019 we embarked on a review of our core electronics to address ongoing issues with twofailing depth sounders. While Covid caused us to have new funding impact concerns that caused us topace the replacements we did execute a plan to replace one of our two independent depth sounders. Anew Furuno sonar system has been purchased as a replacement. Our 2020 Budget Plans call for us toaddress the main (2012 vintage) Raymarine system that is also experiencing performance issues. Forsafety we should always have 2 working depth systems.

As we look to our upcoming year our spending, we will continue to make upgrade decisions with a biasto provide the safest reasonable option for our volunteer members both in terms of the PPE we supplyand the gear we have on our boat. We hope this recap of our recent activity helps show where we arecoming from in terms of our refreshed approach and plans for 2020/2021. In determining our ask fromGaming you will see we have taken a new step this year to draw down our own reserves to a muchgreater extent. We will pull an extra $9, 000 from unofficial reserves to close our current gaps. We hopethis approach meets with your approval. New SAR Vests foreach member plus spares for new members are required.Winter suits for three (3) members returning to active volunteerduty are also required. Lastly of Children sized loaner vests are

suffering sun damage and premature aging. They too need replacement. White prices on VancouverIsland are higher, the current (Vancouver area) Poco Marine offer shown below is more reasonable.

Project #2. Replace Radar unit with Raymarine T70416 Quantum 2 Doppler $2,700 (PROGRAM 1)

Our current Raymarine radar unit has many hours of operation (mission time, training time and practicetime). It is a legacy series (not current) unit, and while it still operates to an accepted level for mid tolonger distances, there is a wide area (70 ft circle) directly around the boat that is not scanned leaving ablind spot near the boat. Additionally, the radar calculated "distance to target" is not accurate. This canpresent an unsafe environment. While we manage with it, ideally it must be replaced. The newerDoppler radar units are accurate to within 18ft of the boat, pick out smaller details like kayaks andtargets in the water better, and they do not emit potentially harmful radiation to those on the deck of ourboat. Our current unit comes with a health warning. The new Doppler radar units incorporate additionalsafety features and advanced notifications on screen. They are safer.

Note: The Quantum 2 when used with our current legacy/obsolete C127 display will have someadvanced functions limited but will still operate better than our current radar. It is a future proofing stepand we can install this ourselves as it uses the existing mounting system. This new Doppler system isalso less costly than buying a new 24" traditional 4 KW HD radar (direct replacement to current unit)and for most uses would be better. We seldom need the full distance of a 4KW unit but would greatlybenefit by having better close in radar definition and the ability to pick out and identify smaller objects.

Our Coxswains (boat captains) cannot hear the radio and communicate with Coast Guard Radio whenon the back deck of the boat supervising or assisting with a mission. A remote microphone (with PAspeaker) would make for a more efficient and potentially safer mission response. Our current Raymarine d 27 Multifunction Display (MFD) unit is a discontinued legacy unit with almost10 years of fairly heavy service. It is now 3 generations behind the most current unit and its softwarecannot be updated. We cannot use the latest safety features and deliver the current industry standardsfor Search and Rescue such as full Doppler radar, and better sonar capability at high speed. The AxiomPro systems are current technology can use some of our existing gear for efficient secondary coveragewhile providing features with advanced capability that are particularly beneficial for our more commonshoreline searches or underwater searches and shallow water approaches.

The components for these projects are expensive and require highly technical skilled installers. We arebudgeting 5 days for this work to take place. Much of our cable systems will need to be replaced.Projects 5 and 6 go together. They are game-changers. We would shop hard for the best deal.

Project #7. Spare Stainless Steel Prpeejjers for our Outboard Motors. $2, 100 (PROGRAM 1)

1 Lhl (Left Hand), 1 RH (Right Hand) Counter Rotating Stainless propellers (replacements):Our boat has twin 200 hlP Yamaha Outboards. Each engine requires a unique prop as the engines turnthe props in the opposite direction to one another to enable travel in a straight line forward or reverse.As a result we need two spare props - one for each engine. Having matched spares cover us in thecase of damage or breakdown during a mission by allowing us to repair and stay on the water with fulloperational capability. It also allows us to change out and repair props with minor damage that leftunchecked impairs boat engine life and fuel economy. With good spare props we can do this.

Going forward, the new props would first be installed on the boat. As our current props have very minordamage, they would be repaired and carried as spares. The props would be rotated for use over time.This project is ranked #7 on our list as we do have spare aluminum props to allow slow speed operationwith no towing. They allow us to just get by as they do not properly match our boat. Ideally, we needproper spares for full operational readiness and flexibility. We will price shop eBay for the new props.

Project #8. Building Repairs: Build Working Washroom with Hot Water: $6.900 (PROGRAM 1)

Covid makes this project more critical but it was something we really needed pre-Covid. We need toupgrade to a proper washroom with hot water that would be connected to our holding tank. Prior toCovid we could walk up the dock a distance of about 0. 5km one ivayto use a questionable publicwashroom as our in house facilities (using raw sea water and a holding tank) have continually failed,are often shut off and need replacing. With the onset of Covid, there are no public washroomsavailable to us when at our dock. The public toilet is closed. There is no washroom on our rescueboat. We have recruited new female members and have supported the development of our first femaleCoxswain (boat captain). Volunteers - particularly female volunteer are under served which has beenproblematic. Our dock-based floating station does not have hot water so proper hand washing isnot possible and as already stated the toilet is out of order. If someone ends up cold and wet wedo not have a shower to help warm them. The project scope includes rebuilding a proper washroomwith a low flow fresh water flushing boat toilet, a new propane instant hot water heater and a basic stallshower unit. The price quoted for this is based upon our members working on this and reusing the sinkand holding tank to keep costs down. Our floating boathouse is a non-traditional building environment.
