1 NATURE AND FUNCTION The LMRID CID is a community-driven venture, allowing the local community, property owners and local businesses to organise and fund improvements of specific areas within the City. LMRID, a non-profit company, carries out the improvements and upgrades proposed in its business plan, funded by an additional rate levied on rateable property, both commercial and residential, located within the CID.

5 STRATEGIC OBJECTIVES 5.1 improving public safety; 5.2 maintenance and cleansing; 5.3 environmental development, including but not limited to beautifying and upgrading public areas and

facilities; and 5.4 promoting social and economic development in an environmentally sustainable manner.

6 CORE VALUES OF THE CID Transparency & Accountability: to be achieved through submission of annual reports to the local community, facilitation of local community participation in board meetings and members’ meetings of the CID company, and publication of relevant documentation online.

7 WHY THIS AREA NEEDS A CID To supplement municipal and SAPS services.

8 FEEDBACK FROM THE LOCAL COMMUNITY The following feedback has been received in the past few years:

8.1 Generally favourable response to our security and cleansing/environmental initiatives; 8.2 Response to messages by our Public Security Provider needs to be improved/ response time decreased.

9 PROPOSED SERVICES AND/OR PROJECTS Continuation of all current programmes, but wrt Public-Space Security: Changeover/implementation of new security App (likely Buzzer); Complete roll-out of LPR cameras to entire perimeter Consider other programmes, such as crowd-sourced CCTV or additional foot patrol.

10 PUBLIC SAFETY 10.1 Proposed Services / Upgrades

Two 24-hours patrol vehicles, monitored by a control centre which responds to alerts from members of the public, and co-ordinates a response including other security services, eg SAPS; LPR cameras to monitor all entrances/egresses from our Area Formal communication and co-operation with the SAPS and neighbourhood watch associations

10.2 areas for improvements and/or upgrades Extension of LPR Camera system to include all Entrances and Egresses from the area. Monitoring of LPR system by dedicated facility, shared with GSCID Follow developments in IT space with respect to AI detection of suspicious activity, possibly using private CCTV facilities in the area

10.3 The budget provision in Year 1 of the Business Plan = R1,733,502 or 71% of budget 10.4 Resources are evenly distributed throughout the Area, but supplementary CCTV initiatives are being

explored for the Durban Road business area, should businesses in the area be willing to partner with the CID

10.5 Consistency with the City’s IDP and the MPRA: The City’s Integrated Development Plan (IDP), the five pillars of which are: The Opportunity City: LMRID is working towards the continuous development and improvement of the urban environment through public safety, cleaning, urban management as social initiatives, all aimed at safeguarding and growing the existing businesses and economic opportunities thereby maintaining and creating employment opportunities. The Safe City: The primary focus and therefor budget allocation for LMRID is aimed at improved public safety in the public spaces within the LMRID boundary. LMRID therefor directly supports a Safe City. The Caring City: LMRID supports the City's Social Upliftment Strategies to find lasting solutions for Social Development, which includes supporting individuals to move from the street into places of safety, support NGOs that provide social services and where possible create employment opportunities.

The Efficient City: LMRID supports the functions of the City through the delivery of coordinated top-up municipal services and communicates with the various line departments which facilitates streamlined communication and service delivery with the City. The Well Run City: LMRID’s governance structures ensure an open and transparent approach in the way public money is used for the benefit of the community.

11 MAINTENANCE AND CLEANSING 11.1 Three days per week, 2 teams of four per team clean the area in six different zones.

12 ENVIRONMENTAL DEVELOPMENT 12.1 Proposed Services / Upgrades

(e.g. planting trees and flowers; maintaining street verges; installing sidewalk planters; and upgrading facilities (such as park benches, playgrounds and public toilets), in public parks or public open spaces).

13 PROMOTION OF SOCIAL AND ECONOMIC DEVELOPMENT 13.1 Proposed Services / Projects:

• Utilising Chrysalis Students to assist with reporting of C3's by interacting with the homeless, vagrants andthe vulnerable and to be extra eyes and ears on the streets within the LMRID boundaries;

• Ongoing interventions & assessments of the homeless & vulnerable in the LMRID area;

• Refer "clients" to Straatwerk as part of the Social Upliftment program & assist where possible with re-homing, getting medical attention and visits to Dept. Of Home Affairs.

13.2 Area(/s) within the proposed boundaries of the CID where the improvements and/or upgrades will be carried out (e.g. only selected areas or the entire CID area.)

14 FINANCIAL IMPACT OF THE CID 14.1 Funding of the CID

In line with the City`s Special Rating Areas Policy (SRA Policy), the LMRID management annually prepares an overall budget for the year based on the specific needs of the area as set out in the Business Plan. The budget is funded by the property owners through an additional property rate levied on the municipal valuation of all properties within the LMRID boundary. Additional property rates attract VAT @ 15%.

14.2 Costs The additional property rate is calculated by the City annually during the City`s budget process. The additional rate is expressed as a Rand-in-the-rand and is calculated by dividing the LMRID budget total with the total municipal valuation of properties in the LMRID.

Individual contributions for residential and non-residential properties can be calculated as follows:1. Municipal valuation x R 0.XXXXXX = Annual contribution (VAT excl.) – Note: R 0.XXXXXX represents the approved additional property rate. 2. Annual contribution (VAT excl.) ÷ 12 = Average monthly contribution (VAT excl.)3. Average monthly contribution (VAT excl.) x 1.15 = Average monthly contribution (VAT incl.) e.g. R1,000,000 x R 0.000541* = R541.00 ÷ 12 = R45.08 x 1.15 = R51.85 *R0.000541 represents the approved Residential 20/21 LMRID additional property rate.

14.4 Year-to-year increases

• An annual increase of 5.48% is proposed for Year 1 and an average of 8% thereafter This is in line with inflationary increases in costs especially our main expenditure, being Security Service Providers. Their main cost is salaries, Increases in which are determined sectorally and typically are greater than inflation, being typically 7.5% p.a.

• City Policy governing caps: City has indicated that a increases of > 8% will not be supported.

• Exemptions from the additional rate liability under the Rates PolicyARPs exempt from Municipal Rates are exempt from the additional rates liability

15 PROPOSED MANAGEMENT STRUCTURE 15.1 Requirement to incorporate a non-profit company to manage the CID and implement the business plan. 15.2 Membership of the CID Company

Membership is limited to registered owners of property in the CID (including trustees of trusts / sectional title bodies corporate).

15.3 Composition and Election of Directors

• The CID shall have a minimum of three directors

• Directors are elected and appointed at the AGM

• Directors are elected for a term of three years

• At least one third of directors shall resign at each AGM, but are eligible for re-election.

• The City is entitled to elect Councillor/s to serve on the Board15.4 Measures to ensure inclusivity:

• Iinviting local community members to members’ meetings and board meetings;

• Notices and minutes of members’ meetings and board meetings on the CID company’s website;

• Financial and Performance Reporting requirements vis-à-vis the City.

PERMISSIBLE AMENDMENTS TO THE BUSINESS PLAN There are currently no plans to investigate or explore significant changes to the strategy or operations of the LMRID and therefor none are noted here. Should any significant changes be required, such changes will be subject to approval of the Members of the LMRID at an Annual or Special Members''Meeting.
