ADMINISTRATIVE MANUAL FOR SUPERVISORS

APPRENTICE ELECTRIC METERMAN TRAINING MANUAL

In the Pacific Gas and Electric Company, one of the importantresponsibilities of Supervisors is the training of personnel to handlethe ever increasing technological problems of a growing utility. Thismanual has been prepared to assist Supervisors in the administrationof the Apprentice Electric Meterman Training Program.

The many changes in the art of power generation, transmission,distribution, and aetering have necessitated the t.raining of personnelwith definite qualifications and job potential. Once a person hasentered the apprenticeship training, a st.ep by st.ep program ofinstruction and continual help and guidance by a Supervisor will beneeded.

During the period of study and related training, the apprenticewill require assistance and instruction. The amount of assistancerequired will vary with the individual and is difficult to determineuntil the apprentice is into studying and training. Company time forstudies and examinations to complete t.he Apprentice Electric HetermanTraining Manual per the Schedule in Appendix A will be necessary. Thepresence of a supervisor will not be necessary during all of thistime, however, instruction and assistance must be given as. necessary ..As preparation for this assistance, all supervisors must become famil-iar with the program for which they will be responsible ..

Apprentice training is the responsibility of all members of thesupervisory team, but the primary responsibility is a direct charge ofthe apprentice's supervisor. Supervisors will train, assist, grade,and evaluate any apprentices that are in their department. They willfollow the noraal lines of reporting in the execution of these duties.The Regional Electric Operations Manager will be responsible for theoverall administration of all Apprentice programs in his area.

The supervisor or a designated representative will have theresponsibility of presenting lessons that cover local policy that arecontained in the Apprentice Electric Meterman Training Manual. Appen-dix C contains a page that covers each of the lessons. The layoutwill be basically the same as the lessons that appear in the TrainingManual. The space below the "NOTES:" is provided for comments and/oradditional material the Supervisor deems necessary to properly coverthe subject material.

A complete up-to-date record of the on-the-job training and aca-demic training will be kept by the supervisor at each apprentice'sheadquarters ..The records will be kept by each Supervisor on a PCdiskette which may be obtained from the apprentice meterman trainingcoordinator at General Office. These records shall be maintained andupdated weekly, and reported monthly on a printout from the PC dis-kette.

The records will be kept complete until the apprentice is awardedjourney.an classification, or is disqualified. When the apprentice isawarded journeyman status or 15 disqualified, the file should be for-warded to the Regional HWIlan Resources Depart.lDentfor inclusion intothe employee's 701 fi'le.

In accordance with the Haster Apprenticeship Agreement. the super-visor will review the apprentice's pro«ress at the end of each threemonth period and each will sign the quarterly report form. In addi-tion, by the end of each six month period. the apprentice must passthe examinations on the modules included in the Apprentice ElectricHeterman Traininc Manual for that period.

Each apprentice will receive a copy of the Apprentice ElectricHeter.an Training Manual when they ent.er t.he Apprentice ·Heterman elas-.sification. These manuals are available from the apprentice .etermantraining coordinator at General Office.

2. ICS-INTEXI Book SetEach Supervisor will order a set (50 cO\lrses) of ICS-INTEXT books,

Code 62-1810, and distribute to each Apprentice the courses books thatare assigned to the module that the Apprentice is currently studying.Appendix B is provided as a guideline.

An evaluation of the On-The-Job training shall be conducted everythree months in conjunction with the progress review. The journeymenthat. the apprentice has worked with during the three month periodshould be contacted for their comments on the progress of the Appren-tice. After discussion with all persons involved a satisfactory orunsatisfactory grade will be recorded on the Academic Training Prog-ress Report. If an unsatisfactory grade is recorded at the end of anysix month training period, Section G Paragraph 6 of the Master Appren-ticeship Agreement shall be implemented. A brief statement of theevaluation shall also be included on the report.

The academic phase of the Apprentice Program is designed to givethe apprentice sufficient time to gain the technical knowledge tosolve the problems encountered as a Senior Meterman~ Each Apprenticewill be allowed the minimum time, per Appendix A, during regular workhours to study assignment material and complete assigned lessons andexaminations. The academic training will be completed during thefirst twenty-four months of the apprenticeship.

The minimum requirement for the satisfactory completion of eachmodule is a 70 percent grade. Each examination is to be graded on astraight percentage basis promptly after it is taken. The gradeshould then be recorded on the Academic Training Progress Report andthe graded test paper reviewed with the apprentice, after which itwill be retained in the apprentice's file for the duration of theapprenticeship. The security of these completed examinations must besafeguarded.

A set of eight module examinations will be supplied when the orderfor the Apprentice Electric Meterman Training Manual is placed. It

will be the supervisor's responsibility to safeguard the security ofthese examinations until each examination is given.

An examination shall be given for each Module and processed inaccordance with the Guidelines for the Apprentice Meterman TrainingProgram Section VII and Paragraph G of the Master ApprenticeshipAgreement.

The Regional Meter Specialist is available to provide the appren-tice with any assistance if any questions or problems arise regardingany aspect of the training program and/or lesson which cannot beresolved at the Division level.

In addition. an apprentice metermen t.raining program "hot-line"has been established to assist the apprentice. The ~hot-line" goes .directly to the Apprentice Electric Meter Training Coordinator. Twomechanisms are set in place for this to occur. Any questions. prob-lems, and/or comments can be written on the Request for AssistanceForm and sent to the Electric Meter Training Coordinator at Room 1552,123 Mission, San Francisco, or the Training Coordinator can be con-tacted directly by phone on extension 223-6559.

GUIDELINES FOR THEAPp~E~JJ~E METERMAN TRAINING PROGRAM

Pacific Gas and Electric Company has a continuing need forfully qualified employees to perform the duties of the SeniorMeterman classification. These duties include setting, test-ing and repairing all types of electric meters, instruments,demand recorders, instrument transformers and associatedequipment according to company standards and governmentalregulations. This program has been created to provide acombination of Academic and On-the-Job training to allow thedevelopment of trained journeymen who can perform theseduties safely and skillfully.

The duration of the Apprentice Meterman training program is36 months, divided into six time periods which coincide withthe wage progression steps of the classification.

The academic portion of the program consists of a combinationof self-study and formal training and will normally be com-pleted in the first 24 months of the apprenticeship. Thetraining resources used in the program are:

Self-check tests are provided throughout the academic train-ing period to provide feedback to the apprentice on progressin the program. Progress tests will be given as outlined inSection VII of these Guidelines and shall serve as the Stan-dards of Achievement for the academic portion of training forthe various levels of the wage rate progression. The minimumpassing score for the progress tests will be 70 percent.

Testing policies shall be in accordance with Section G of theMaster Apprenticeship Agreement.

Progressive work experience in all phases of electric meter-ing will be provided to the apprentice by assignment to jobduties as outlined in Section V of these Guidelines. Appren-tices will normally be trained by assicnment to work withqualified Senior Metermen. however, assignment to work alonemay be aade in accordance with Section G of the MasterApprenticeship Agreement and Exhibit VI-L, Job Definitionsand Lines of Progression. of the Agreement between PG&E andlBEW Local 1245. Such assignments to work alone shall not bemade to the extent that the apprentice is in j~opardy offailing to attain goals set forth in these Guidelines.

Assignment of the specified hours of training on the job foreach time period of the apprenticeship will be made to theextent that such duties are performed by Senior Metermenwhere the apprentice is headquartered. In the event such dutyis not perfor.ed at the headquarters it shall be noted on theapprentice training record. Progression through the appren-ticeship or to higher classifications shall not be delayedfor this reason.

1. It is intended that assignment of the specified hoursof training on the job for each period of the appren-ticeship will be made 'to the apprentice as early inthe period as is practicable.

2. Hours shown on the schedule exclude any travel timeneeded to reach the place where trainina is to begiven; however, such hours include time needed toprepare tools and equipment.

3. Except where otherwise specified, apprentices shallbe trained by assignment to work with qualified jour-neyman.

4. Progressive work experience in all phase of meterwork will be provided throughout the first five peri-ods of the apprenticeship in accordance with theattached schedule.

5. Assignments during the last or sixth period will bemade for the purpose of rounding out the apprentice'sexperience.

6. Upon entering each new wage step and period of train-ing, the work assignments in the period shall be suchthat the apprentice will gain the basic knowledge andconfidence in himself, the equipment and the proce-dure being used. More complex assignments shall bemade progressively as the apprentice gains in knowl-edge and capability.

7. Assignments of duties and work procedures in anyperiod of training shall be confined to thosespeci-fied for the period or a prior period.

8. During the first year, an apprentice shall not beassigned to work on any conductors, test leads, testswitches or bypass switches -that are energized at 277volts or above.

9. Although D. C. metering training is not provided spe-cifically in the Schedule, it is expected that inthose divisions where D. C. facilities are located,training on D. C. metering shall be given in the samemanner as A. C. metering.

a. An apprentice who is scheduled to attend the central-ized training programs shall be given notice of suchassignment as early as possible by division supervi-sion.

b. At their request, Union's representatives or theirdesi~nates will be informed by division represent-atives of Company's intentions in scheduTing individu-als to attend centralized training sessions.

c. When the roster is available, Company shall notify theUnion's Apprenticeship Committee of the apprenticesattending a centralized training school.

d. When an apprentice attending a centralized trainingschool is not maintaining an acceptable level of worknotice shall be given to the Union's ApprenticeshipCommittee. Such notice shall also be given in theevent the apprentice fails the school or if theapprentice is dropped from the school by Company.

e. If an apprentice does not maintain an acceptable on-the-job work level, notice shall be given to Union'sbusiness representative or his designate.

During this period, the apprentice will be instructed in thefollowing areas.

a. Complete Module #1. This module introduces the Elec-tric Meter Departm~nt. It eovers personal safety anddriving safety, office and shop operations, and mate-rials handling. Also covered are reading and identi-fying meters as well as meter terminolOgy and geo-graphical service area.

- 4 ICS-INTEXT courses on mathematics covering frac-tions, decimals, equations, and fonnulas

- 5 ICS-INTEXT courses that covers the theory andapplication of direct current electricity.- 8 ICS-INnXT courses that covers the theory andapplication of alternating current electricity.

a. Observe and assist Senior Meterman (No direct metertesting is required during this first six monthperiod. Main goal is to become familiar with the

.,. scope of the electric metering. )b. Spend three days with other departments in Electric

Operations, becoming familiar with what they do andhow their work relates to the Electric Meter Depart-ment.

a. Learn to identify and process all meters and associ-ated equipment including tools and equipment on ameter truck.

c. Learn procedures for ordering meters and associatedequipment.

b. Spend a day with the Customer Service and MarketingDepartments, becoming familiar with what they do andhow their work relates to the Electric Meter Depart-ment.

a. Learn how to handle and process electrical instrumentsand tools including security iteas.

b. Learn how-to properly maintain and care for all elec-tric tools, equipment, instruments.

An apprentice shall be trained in the duties of a SeniorMeterman, as indicated for the 0 to 6 months' period. In con-junction with such work, he may use test equipment when he hasbeen properly trained and instructed in the use of such equip-ment. Such work will not be performed in such position thatthe apprentice may bring himself or the equipment into a posi-tion where he encroaches on the contact area or"into the safeworking distance with respect to the primary voltage.

The apprentice shall continue to perform the functions ofthe prior period and in addition, shall be instructed in thefollowing.

a. Complete Module '3. This module covers all aspects ofmagnetic tape recording, induction watthour meterwiring diagrams, customer-owned equipment, andelectric service identification.

A. It will be the resPQnsibility of the apprentice tomaintain an individual record of progress in the aca-demic portion of the program in collaboration withthe supervisor. Progress reviews will be conductedperiodically (three month maximum) with the appren-tice and so noted by the apprentice's and supervi-sor's signature on the progress record.

B. It shall be the responsibility of each Supervisor tomaintain necessary files of records on each appren-tice and to ascertain that each apprentice has a rea-sonableopportunity of meeting the Standards ofAchievement set forth in these guidelines.

c. Such records shall at. all times be available duringthe apprenticeship for review by Region Staff. super-vision. representatives of Union. and the employee.

D. In addition to and precedent to these guidelines. theprovisions of the Master Apprenticeship Agreement areapplicable.

Agreed-upon progress test will be given at the endof each training module. The apprentice will berequired to pass each progress test. within the sixmonth period that it is scheduled before proceedingto the next step.

Agreed-upon tests will be given at the end of eachmain section. The apprentice shall complete thecourse and pass the agreed-upon test not later thanthe end of his ninth month of training.

Two agreed-upon tests will be given. one at the endof the of the first two weeks and one at the end ofthe second two weeks. Each test will cover itsrespective two week period and a passing score mustbe achieved on both tests to complete the course.

1. If an apprentice does not receive a passing score onhis test, he shall be notified in writing of the rea-son for his failing.

2. Failure to complete the Basic Electricity Course andpass the agreed-upon tests by the ninth month oftraining will be cause for the apprentice's removalfrom the classification in accordance with ParagraphG 6 of the Master Apprenticeship Agreement.

3. Failure to complete any of the Training Modules andpass the aereed-upon tests three months after the endof the training period in which they are scheduledwill be cause for the apprentice's removal from theclassification in accordance with Paragraph G 6 ofthe Master Apprenticeship Agreement.

4. Failure to complete the Advanced Metering Course andpass the agreed-upon test by the end of the 27thmonth of training will be cause for the apprentice'sremoval from the classification in accordance withParagraph G 6 of the Master Apprenticeship Agreement.(Note: While taking the course, failure of the firstagreed-upon test will not preclude the completion ofthe Advanced Metering course).

5. After any such.failures, the apprentice upon hisrequest shall be allowed to retake the test any timeafter one month's time from his failure. He shall beallowed two additional retests, spaced at least onemonth apart. This applies to all academic training.

6. His progression to the next higher step6f· theapprentice classification shall be in accordance withParagraph G of the Master Apprenticeship Agreement.
