Young Citizen of the YearSharina MaymanThe impact of being bullied can have long-lasting and devastating consequences for those affected. For Sacred Heart College student Sharina Mayman, it’s an issue that hits close to home. After witnessing family members and friends struggling as a consequence of being bullied, she decided to create Think About It—an awareness campaign targeted at young people in the Macedon Ranges that tackles issues around bullying and mental health. The campaign includes a series of posters distributed to secondary schools across the shire and video interviews with young people that have been directly affected by bullying, and as a result, have suffered mental health issues. A member of Council’s Live4Life crew, Sharina enlisted the support of other local like-minded organisations, including HALT (Hope Assistance Local Tradies), Sacred Heart College and more to develop a powerful support tool for young people. If you’re a parent, teacher or guardian who would like to learn more about how to help a young person that may be living with a mental illness or experiencing a mental health crisis, book your place in one of our Youth Mental Health First Aid training courses (see page 14). Our global village Twenty new citizens were welcomed to the Macedon Ranges during the annual Australia Day celebrations, with residents originally coming from the United Kingdom, Malta, China, Poland, Malaysia, South Africa, Philippines, United States, Nepal and New Zealand.
Recognition for efforts at Black Hill Macedon Ranges Shire Council won two awards at the 2015 Fire Awareness Awards in November for its commitment to fire recovery at Black Hill Reserve in Kyneton.
Council, in partnership with Friends of Black Hill Reserve, Loddon Prison Landmate Program, CFA, Malmsbury Youth Justice Centre, Kyneton Lions Club and the Upper Campaspe Landcare Network was awarded the Recovery Award for the various environmental projects implemented at Black Hill as part of the fire recovery efforts.
The Black Hill Recovery partners were also joint winners of the RACV Insurance Awards for Excellence that acknowledged Council’s hard work, innovation and dedication to fire awareness, prevention and preparedness.

Lancefield Cobaw fire recovery continues It is nearly six months since the October bushfires in the east of the shire and Council would like to acknowledge the strength and resilience shown by the Benloch and Lancefield community as fire recovery efforts continue in the area.Council’s emergency recovery team has been working closely with local residents and groups to provide a range of assistance, including counselling support, care for stock, pets and native animals and assistance with vegetation rehabilitation and land recovery.Council would also like to recognise the ongoing efforts and support provided by the Lancefield and Romsey Neighbourhood Houses, the Victorian Government, Red Cross, Victorian Council of Churches and local health services in working together to respond to the recovery needs of the community.For more information about the fire recovery efforts, contact David on 5422 0217.

Environment workshops and events
War on weeds What’s on your wishlist for a healthy, sustainable environment?Whether it's an abundance of birdlife, magnificent trees or healthy soil, you can bet the noxious weed Serrated Tussock won’t feature in your vision. Macedon Ranges Shire Council and the Victorian Serrated Tussock Working Party have implemented an annual treatment program and have been working together over the last four years to educate property owners throughout the region about the importance of recognising and removing this grass early on. In the last few years the weed has moved further north, with new sites located at New Gisborne, Mount Macedon and Woodend.Council has been treating 75 roadsides across the shire that contain Serrated Tussock through funding received from the Victorian Government. While the presence of Serrated Tussock in these areas has reduced, there’s still cause for concern.Serrated Tussock is an invasive weed of pastures with the potential to infest entire properties. Its ability to cause a reduction of pasture and grazing carrying capacity is greater than other weeds in Australia. Livestock are unable to digest the plant due to its high fibre and low protein content. Highly adapted to a range of environments, Serrated Tussock seeds prolifically and threatens the biodiversity of many native vegetation communities. If you’re concerned about the presence of Serrated Tussock on your property, you should seek professional advice prior to treatment. Land management workshop Land owners and property managers are encouraged to register for a three-day farm planning workshop to learn more about sustainable land management practices. The course covers soil conservation and land capability, weeds and pest animals, native vegetation, waterway management and other land management issues relevant to the Romsey–Lancefield area.

Rate capping challenges and opportunitiesThe introduction of the Victorian Government’s rate cap of 2.5 per cent in 2016/17 will present a number of challenges and opportunities for Council and community. In order to meet the rate cap obligations, there will be less available funds to deliver important local services and community projects.
Each year, Council is responsible for preparing a balanced budget and as part of the 2016/17 budget process over the coming months, Council will carefully consider the long-term social, environmental and financial impacts of rate capping.
Council will not apply for a variation to the 2.5 per cent rate cap. Input from the community about how Council should prioritise available funds is vital and there will be opportunities to have your say when the draft Budget is on public exhibition in late April.

Building a dependant person’s unit or granny flat Commonly known as granny flats, construction of a dependant person’s unit in your backyard can often provide a suitable housing solution for those who are dependent on others for daily care.A dependent person's unit is defined as being a movable building on the same lot as an existing dwelling which is used to provide accommodation for a person dependent on a resident of the existing dwelling. Being movable requires the unit to be able to be moved from place to place on more than one occasion and does not include a caravan, tent or vehicle. If you want to build a dependant person’s unit (DPU) on your property, you will need to apply for a building permit to ensure that the works meet the required safety and construction standards. In some instances a planning permit may be required before a building permit can be issued.As part of the permit application, you must also be able to prove that the person living in the unit is heavily reliant on a person living permanently in the existing house on the site for their care.If the application is for a building that is not movable (as defined in the Planning Scheme), or where the occupant is not dependent on the occupants of the adjoining dwelling, the unit is defined as a second dwelling and a Planning Permit will be required.For more information, phone Council’s Building unit on 5422 0333.

Macedon Ranges Tourism Master Plan Are you passionate about tourism in the region? Tourism contributes $292 million annually to the Macedon Ranges Shire economy and accounts for 16.6% of all jobs, making tourism one of the Shire’s key industry sectors.The draft masterplan will be on exhibition in April. This is our final year of our four year term in Council, with elections in October this year.
I had a wonderful year as Mayor last year, and am looking forward to finalising some projects this year, in particular our yet to be named Environment Strategy, currently out on exhibition.
Last year residents, businesses and Council achieved so much by working together, and I hope we continue to improve on these partnerships in the year ahead.
We collaborated to recover from bushfires, enhanced our natural environment, held numerous events, celebrated arts, culture and our indigenous heritage and worked towards reducing our carbon footprint.
The Agribusiness Forum continued to gain strength, whilst the business directory on Council’s website continues to grow, and our business networking nights, along with how to work with Council for business and event planning applications were a great success.
All of this will continue this year, hopefully bigger, better, and more efficiently and collaboratively than ever before.
What else is to come in 2016?
There’s a review of our leisure strategy, the Kyneton Saleyard Strategy, Macedon Ranges Community Hall Committee development, a positive ageing strategy and municipal early years plan, just to name a few Council plan projects due mid-year.
I encourage you all to continue to let us know what you see as the priorities for the shire, particularly given the introduction of rate capping, which means a reduced budget income to previous years.

As this is the first column I have written for this newsletter, let me begin by saying it is an honour to be a councillor on the Macedon Ranges Shire Council. I aim to be the best I can, and have found all the councillors to be dedicated to their role, as are Council officers.
In October last year, the need to test Council’s emergency management plans was required with the fires that swept through the Lancefield–Cobaw region. Council’s hard work in this area, and in fire recovery was acknowledged at the 2015 Fire Awareness Awards, and I congratulate all involved. When it comes to fire recovery, there is more still to be done and the recent announcement of grants from the Victorian Government, combined with funding from Council for the Lancefield area will assist in the healing process.
Looking ahead, the East Ward has a bright future with various projects underway, or set to commence shortly.
The purchase of the former Romsey Primary School means that an All Abilities Park in Romsey is one step closer in process, as is the eagerly anticipated skate park in Lancefield. I look forward to seeing both of these projects come to fruition, and was rapt to see the flying fox project in Riddells Creek materialise.
As the area continues to grow, I would encourage residents considering altering, developing, or purchasing property, to contact the planning department within Council before making any commitment, which may save the resident time and money. There is a planner on duty most weekdays, and there is plenty of information on Council’s website, mrsc.vic.gov.au
I look forward to the next 12 months, and the challenges it may bring.

• Upgrades to the kerb, gutter and road surface on Brady Road between Willowbank Road and Parkview Street in Gisborne. To be completed in March 2016.
• Installation of underground drainage and upgrades to the kerb, gutter and road surface on Templeton Street between Urquhart Street and Brooke Street in Woodend. To be completed in March 2016.

Improving pedestrian safety Council continues to improve connections and access for residents throughout the shire, with a number of footpath works underway across the following locations: • Gisborne–upgrades in the recreation
precinct, extending from the Gisborne Bowling Club and Skate Park, through to the Gisborne Aquatic Centre and Gisborne Adventure Playground.
• Romsey–Kathryn Street, Gordon Crescent and Collier Close to Main Street.

Grants programs opening soon Find out about Council’s new range of grants and funding opportunities. New Events & Festivals Grants Program Council is introducing a dedicated Events & Festivals Grant Program for groups and organisations seeking funds and other council support.
In the past, Council’s main funding for events and festivals was provided through the annual Community Funding Scheme, with additional in-kind support provided by individual departments on an ad-hoc basis. However, from 2016 onwards, all requests for support for events and festivals will be handled through the new program.
The Events & Festivals Grants Program will be open for applications alongside the Community Funding Scheme in April.
Community Funding Scheme This is Council’s annual grants program for not-for-profit community groups and organisations of all sizes, and offers financial assistance for a variety of projects and activities.

Want to learn how to support young people? Youth Mental Health First Aid courses are available to parents, guardians and teachers in the shire who are interested in learning how to assist young people experiencing mental health problems. This award-winning course teaches first aid skills for adults to give initial help to young people who are in a mental health crisis situation or in the early stages of a mental illness.Local resident and mother, Tamara, attended the course last year and found it incredibly beneficial. “Although it was confronting and raised many issues that families don’t consider, I found it to be full of so many ‘aha’ moments,” she said. “With two daughters in their late teens and a son on his way, all I could think about was how lucky my son was to have me educated now, and how sorry I was I didn’t do this 10 years ago to give my girls the support I could have.”Fellow course attendee Helen agreed. “The Youth Mental Health First Aid course was informative, interesting and extremely helpful for both parenting and working with children,” she said. “After completing the course I was able to have a better understanding of many difficulties facing young people and being able to offer help and support in an appropriate manner.”To book your place or for more information, contact Lauren Proudfoot on 5422 0275 or [email protected]
