Devon Building Control Partnership providesBuilding Control Services across three LocalAuthorities, consisting of Teignbridge andSouth Hams District Councils and WestDevon Borough Council. The area coveredalso includes the Dartmoor National Park Authority.

As well as serving these Districts the Partnership works in close collaboration withPlymouth, Cornwall, Torbay and other LocalAuthorities in the South West to deliver aconsistent and coordinated service.

The partnership encompasses Dartmoor National Park, covers an area of 1,068square miles, with over 82 miles of coastlineand services a population of 257,000 people.

Highly experiencedThe Partnership is made up of a team of 18experienced Surveyors including CharteredSurveyors, Building Engineers, Fire Engineersand Energy Assessors. By working closelywith the building industry, our professionalsurveyors and engineers ensure that ‘buildingsare designed to comply’, through careful selection of building materials and throughour inspection programme to ensure thatconstruction work meets the necessary standards of conservation, health and safety.

With our depth of knowledge and our in-house expertise, we can advise on awhole range of building activities, from soilcontamination, sustainability, accessibility,fire engineering and local geology as well asthe normal building control subjects.

The Partnership offers a comprehensiverange of services, giving our clients morechoice and a high-quality service which suitsyour individual needs. We add value to thebuilding project and are an essential memberof the ‘Design Team’.

The Partnership will provide a packaged service allowing easy and necessary accessand contact with the site team. A recordslog or inspection regime will then be agreed

healthy – Devon Building Control is one ofthe longest established and most experiencedbuilding control provider in the country.

DBCp manages more than 2700 projects ayear with a team of 18 surveyors with a combined total of more than 355 years’ expertise. We work day in day out with architects, builders, consultants and homeowners and understand the challengesaround building design and the day to daypressures on site.

The Devon Building Control Partnership(DBCP) launched in 2004, resulting from themerger of Building Control services fromthree councils – South Hams District Council,Teignbridge District Council and West DevonBorough Council – into one overall BuildingControl service for an area of around 1,050sq miles. One of the first of its kind, theDBCP is now an established presence andPBC Today caught up with Andrew Carpenter,Head of Partnership at DBCP to examine the journey.

How did the merger of services come about? Interestingly, the idea of the merger wasdriven by the Building Control teams andmanagers themselves and not the Councils.We were convinced of the benefits thatwould improve the efficiency of the servicesprovided through making better use of ourresources. We knew that by joining forces wecould still deliver the same level of service,but with fewer people.

At that time, we had a few senior surveyorsand managers who were coming up for retirement over the next few years. It madesense to merge services to avoid a shortfallin key positions and reduce to only one Headof Service. The increasing competition fromthe private sector also helped drive a needto maintain a level of service despite futurestaff reductions.

When local authority cutbacks and efficiency drives began in earnest around2008, we managed to ride the storm as wewere already incredibly efficient.

On the practical side, as surveyors, we allsaw the obvious benefits of the merger as itwould iron out the boundaries. Instead ofhaving three Councils with their own bound-aries, the merger meant those imaginarylines disappeared.

We are now essentially a large Building Con-trol unit covering a massive area but treatedas one council. If you compare our area tothe size of London, we would stretch beyondthe M25, but large parts of it are very rural,and this requires an efficient way to cover it.

Our financial efficiency was the result of cutting internal support costs. We saved a lotthrough eliminating duplication. We don’thave three lots of IT, HR or finance, and thatmeans our value for money gets better.

What services can you offer? We offer the full Building Control service asrequired by the Building Act which includesplan approval, site inspection, regularisation,enforcement, dangerous buildings, demoli-tions, safety at sports grounds, fire safety,energy advice and access audits, etc.

We provide free pre-application consulta-tions, online submission/notifications, tele-phone submissions, and we also work withLABC Warranty on new house building – it’sa complete service including any of the bolt-on type services that people are lookingfor. Sometimes we might not necessarilyhave the skills in-house, so for those, we approach LABC Consult who can provide iton a national basis.

An important aspect of our service is that weare non-profit making. It’s legally requiredand even written into our partnership agree-ment. All the income we take is used to sup-port and provide our service and re-invest init. This is evidenced in the 18 surveyors, manyof whom work remotely around large partsof Devon enabling them to cover anywhereat short notice.

What benefits have you seen so far regarding cost savings? We’ve seen many savings as a result of themerger including the centralised hosting ofthe partnership by Teignbridge Council withthe resulting lower support costs and the reduced need for the replacement of staff.The cash we’ve saved has been invested backinto training and developing current staff.

We’ve also seen huge benefits from the development of our centralised tech supportteam who have enabled greater efficiency bydealing with many queries at the first pointof contact.

What other benefits have you seen fromthe shared services you provide? Our customers work all over Devon, but so do we, so we’ve built close relationshipswith them enabling the same surveyor towork with the same client for all their projects. Our customers appreciate ourclient managing service as our surveyors are on hand whenever required.

This service means that we can discuss projects at the earliest of stages with ourcustomers. We can advise on all aspects ofany project, potentially saving clients fromany aborted work! We also get input into designs, advising clients based on experienceand helping to arrive at the most economicalsolutions as well as ensuring they complywith requirements.

Our remote working system was introducedto enable our surveyors to meet client needsacross our wide geographical area. Manysurveyors would’ve had to commute for upto an hour to work at our central office in

Newton Abbot, but this tiresome aspect hasbeen avoided with remote systems thatallow for complete access online. Living inthe same area where they work means theyare more efficient as they can go straight tosites. It cuts our costs, has increased efficiency,and kept our surveyors very happy.

The tech support team I mentioned previ-ously are a huge benefit. We have a team ofsix who are all qualified Technicians in theChartered Association of Building Engineers(CABE), so they possess a great deal of tech-nical knowledge in addition to administrationsupport, which is a huge benefit.

A good example of success is the introductionof telephone applications by the team in2013. This involves simply taking the detailsand payment over the phone as opposed tothe old-fashioned way of sending out formsfor people to fill in and return, saving everyone time and further reducing the use of paper.

The team are the first point of contact foranyone requiring our services, and they can

deal with the majority of matters, passingonly the more complex technical issues tosurveyors, and this leaves them free to dealwith our clients providing more value formoney.

The development of our tech support team issomething we are immensely proud of. Oursupport managers worked with LABC to de-velop a training and examination programmethat was accepted by the CABE (CharteredAssociation of Building Engineers. As a result,there are now local authorities around thecountry getting qualified technicians in theirteams. Having gone through training andqualification, there’s consistency and qualityaround the country in providing support forlocal authority building control – inevitablybenefitting customers.

One of the things we realised at the beginningof our partnership was that we needed ourown identity. It was important we retained thelocal authority identity connection, but wedidn’t want to appear completely independentlike an Approved Inspector – we are still aCouncil service after all. So we designed our

logo and name, establishing a well-recognisedand respected branding in our region.

We have our own website – not just pageswithin a council website. This is in the processof a redesign with the launch likely in August.It will be different to what we have now butstill separate and dedicated for us. It will havea commercial appearance different to stan-dard council websites, designed to meet thecustomer’s needs and provide them with fastand efficient access to our services. We arevery excited about the launch.

What does the future hold for the partner-ship and Building Control as a profession? I think Building Control in itself is in a strongposition. We have ongoing competition,which is generally healthy but there is also arisk of it driving standards down. We are keento make sure that doesn’t happen, and thereare Building Control performance standardscurrently being worked on which should helpensure a level playing field and that will guardagainst any reduction in standards.

We work within a fairly rural setting wherethe standards are pretty high from our locally-based builders and architects. The ‘CowboyBuilder’ problem is something we don’t oftensuffer when compared to large towns andcities, but it’s still a real problem, and I wishmore could be done about it. There’s nothingto stop anyone calling themselves a builderand ripping people off.

Regarding housing delivery, it is dominatedby National housebuilders, and comparativelylittle opportunities exist for the smaller ormedium sized house builder. I think much ofthe reasoning is due to the spatial planningprocess that encourages large areas of landto be sold to develop hundreds of homes onone site. Smaller sites for locally basedbuilders become harder to find.

Smaller local firms often achieve the higheststandards, and we enjoy working with them

to help achieve this. It would be hugely beneficial if all developers could work withbuilding control in this way to achieve higherstandards and quality in the industry. Thoseare recognised annually through our localawards scheme and by supporting nominatedprojects for the South West LABC Awards.

In recent years there has been an increase incompetent persons’ schemes and the needto record information such as energy ratings.While at least some of this is good; it has inevitably led to increasing burdens on localauthorities to record and retain such infor-mation together with subsequent requestsfor it. This adds costs in a time when councilsare looking to reduce what they spend.

And finally For our partnership, we are resilient andholding our own in this competitive environ-ment. There are challenges within local gov-ernment where there’s the risk of ongoinglocal authority cutbacks. I think the fact weare not-for-profit and fully investing all in-come from charges means we can carry onproviding to at least the same standard, ifnot better than what we are at the moment.

There’s the possibility of our partnership ex-panding, with discussions being held at themoment. I can promise however that therewill be an increase in collaboration whetherwe expand or not, so we can continue to de-liver high standards to all our customers withgreater consistency across an even wider area.
