Brisbane. Board endorsed the proposed draft of the Rules of the
Legacy Club of Brisbane for presentation at the AGM on 26
March.
81st Annual Report and Financial Statements for the year
ending 31 December 2009. Board endorsed the report for
presentation at the AGM.

C ONSUMER FRAUD AWARENESS
Consumer Fraud Awareness week, held from 1-7 March, was a timely
reminder to protect yourself online and to be on the lookout for scams.
Members can boost their level of protection online by following these six
simple steps:
1. Ensure that your computer has up-to-date anti-virus and security
software.
2. Enable automatic updates for your operating system and
applications including your web browsers to ensure they remain
current.
3. Use spam filtering software to help block fake emails or emails
containing viruses. If you receive a spam email, delete it and don't
open email attachments from unknown sources.
4. When using social networking sites such as Facebook, be careful
about the personal information you publish, and customise your
security settings to ensure your profile is only accessible to those
you trust.
5. Do not provide your tax file number online unless you are certain
about the authenticity of the website.
6. Remember, most reputable and security conscious organisations
will never request that you confirm, update or disclose personal
details online. If you receive an email asking you to do so, please
do not respond to it.

On behalf of Legatees and staff, I congratulate L/Tony Ralph on his
election as President of the Legacy Club of Brisbane. I also congratulate
the new members elected to Board; L/Peter Thatcher (previously filling a
casual vacancy) and L/Peter Browne (replacing L/Stewart Jackson). As
members would know, L/Jackson is currently recuperating in hospital in
Caloundra after breaking his femur. Lucky for him, it happened while
visiting his doctor. In addition to wishing Stewart well, I would like to
acknowledge Stewart‘s contribution as a member of the Board since 2002. It would also
be remiss of me not to acknowledge L/Brian Avery for his leadership as President over
the past two years and to thank him for his guidance and assistance to me.
By now, members will know that new Club rules were ratified at the AGM. These are
attached and apart for a couple of amendments moved from the floor, are as circulated
with Bulletin last month. Clearly, the most significant change is to the composition of the
Board with provision now existing to allow for non-Club members to be invited onto the
Board as independent non-executive directors and for the CEO to become a member of
Board ie, the executive director.
The AGM also saw a break with tradition with the AGM being conducted separate to the
President‘s Luncheon. I would be interested in your feedback as to the success or
otherwise of this change. The President‘s Luncheon was held the day following the AGM
and was attended by the Minister for Veterans‘ Affairs, Hon Alan Griffin MP, fellow
Club presidents, service and ESO representatives, supporters and others.
Those of you who have provided an email address would have received the first edition
of Brisbane Legacy‘s e-News last Friday. This is a new initiative to improve
communication with members by providing timely advice on Club matters and news of
interest to members. e-News will be published weekly, however, it is not a replacement
for Bulletin. In time, all communication with members will be electronic but until then
we will continue to provide the 40% of members without internet access with printed
material.
Finally, I draw your attention to the memorandum distributed with Bulletin. A recent
incident has again highlighted the risks attached to Legatees being included in a widow‘s
will, either as an executor or beneficiary, and/or accepting a widow‘s appointment of the
Legatee as an attorney for health and financial matters under a general or enduring Power
of Attorney (POA). This memorandum articulates Brisbane Legacy‘s policy on this
matter and requests that any Legatee so appointed, declare this interest so that it might be
included in a Register to be established for this purpose.

SUSTENANCE RELIEF PAYMENT ADJUSTMENTS – WELFARE
SCALE IS NOW $410
Following the recent pension adjustment, which provided an increase of
$30 to each of the Age, Service and War Widows pension and an
additional $10 to the ISS, a mid-term review of the Sustenance Relief
Payment scale was made. The review was in two parts. Firstly, the
individual cost-of-living components were adjusted to reflect the real spending habits
and capacity of our financially disadvantaged under this new methodology. This resulted
in an increase in the food component and a reduction in the recreation – public transport
component. The sum total of cost-of-living remained the same at $407. The second part
of the review was to determine the shift necessary in Sustenance to keep in step with CPI
or the Pensioner and Beneficiary Living Cost Index (PBLCI). Results are only given for
the December ‗09 quarter; however both indices rose slightly with the PBLCI being the
greater at 0.6% overall; food costs increasing by 1.7%. Therefore the reviewed cost-of-
living (for food) reflects this observation and the Welfare Scale (income) ceiling was
increased by $3 to be $410. It is expected that the cost of electricity and gas will increase
in the next two quarters and will therefore impact upon the September review of
Sustenance.
The forms used to calculate Sustenance Relief have been refreshed and a copy of each
will be distributed to Groups for information. The forms are:

Agreement for Legacy Sustenance Relief Payment
LEGATEE TRAINING COMMENCES - TUESDAY 4 MAY
Eligibility and Enrolment is the first of four training modules to be held in Legacy
House on 4 May commencing at 1030. The 90 minute session will be informative and
interactive. Training will continue over the year on the morning of the first Tuesday of
each month. The remaining dates and lessons are:
1 June – Eligibility tutorial
6 July – Welfare services, an overview
3 August – Welfare services tutorial
7 September – War Widows Pension
5 October – Roles and expectations of a Legatee
After each lesson, refreshments and a light lunch will be served. Would you please
nominate for training by either e-mailing the WSM directly on
[email protected] or calling the WSM at Legacy House. The same training
schedule was delivered in 2009; it was very well received and was an enjoyable learning
experience for all.

The Brisbane ANZAC Day Parade will be
held on Sunday, 25 April 2010.
The Parade will commence in George Street,
proceed down Adelaide Street, right into
Creek Street with units alternating left and
right into Queen Street to disperse under
Parade Marshal‘s direction.
Those intending to march behind the Legacy
banner are requested to assemble in Queens
Park (cnr George & Elizabeth streets) at approximately 1100hrs. It is expected that the
Legacy contingent (Serial 167) will step-off somewhere between 1115 and 1130hrs.
The Order of March is as follows:
Serials 1-43: WWII
Serials 44-70: Air Force
Serials 71-90: Navy
Serials 91-166: Army
Serial 167: Legacy
Serial 168: Family of Deceased Veterans
Serials 169-184: Allied forces

Please note that the ANZAC Day Combined Parade Committee has stipulated the
following protocols to be observed by all parade participants:
Disbanded unit association banners are paraded at the head of the march. Any
veteran of these units may march behind these leading banners.
Any WW2 veteran from any service or unit may opt to march behind the leading
banners.
March six abreast.
Veterans must march the full distance or ride in a wheelchair, jeep or golf car.
Next-of-Kin (NOK) representation is restricted to one per veteran and that
representative must wear that veteran's full-sized medals on the right breast.
A child representing a veteran is to be of a discretionary age.
NOK are to march to the rear of and separate from unit veteran contingents.
Attire should be neat and tidy - no torn denim, sporting attire, dirty joggers or
quasi military uniforms.
No pictures are to be carried.
Children are not to be carried or pushed in prams.
No animals are allowed other than police, light horse and war dog contingents.
This is a march of honour—keep in step.

M ENTAL HEALTH & WELLBEING SURVEY
The Department of Veterans‘ Affairs (DVA) in partnership with the Australian Centre
for Posttraumatic Mental Health (ACPMH), University of Melbourne will be conducting
a telephone survey about mental health and wellbeing in the veteran community as part
of the evaluation of mental health initiatives.
The purpose of the survey is to look at impacts of the DVA Mental Health Initiatives
that have been implemented since 2006. The results of the survey will better inform
DVA to meet the mental health and wellbeing needs of the veteran community. The
survey, which will be conducted by telephone, has been approved by DVA‘s Ethics
Committee and is a follow up to the initial survey conducted in 2008.
The survey will be conducted on behalf of DVA by The Social Research Centre located
in Melbourne and will commence in April and be completed by June 2010. Veterans
who reside in one of the 17 identified geographic areas may receive a letter of invitation
from the Principal Medical Adviser, Dr Graeme Killer AO, to participated. Participation
is voluntary and veterans who agree to participate will not be asked to identify
themselves anywhere in the survey. Answers will be completely confidential and any
personal details, which may identify them in any way, will not be passed to DVA. Their
answers will not in any way affect any pension, benefits or health services which they
are entitled to from DVA or to which they may become entitled in the future.

The Minister for Veterans‘ Affairs Alan Griffin recently
announced the appointment of Major General Mark Kelly
AO, former Commander of Australian Forces in the Middle
East, as the new Repatriation Commissioner.
The Repatriation Commissioner is the services representa-
tive on the Repatriation Commission and the Military Reha-
bilitation and Compensation Commission and is appointed
from nominations received from the ex-service community.
With the support of the Department of Veterans‘ Affairs,
the Repatriation Commission delivers compensation, health
care and other support to our current and former servicemen
and women.
Major General Kelly graduated from the Royal Military
College Duntroon in 1978 with the Sword of Honour and
has since commanded at every level in the Australian Army. His operational experience
includes service with the Commonwealth Monitoring Force in Zimbabwe/Rhodesia,
Chief of Staff of INTERFET during Operation Stabilise in East Timor, and Commander
Joint Task Force 633 in the Middle East Area of Operations and Afghanistan, conclud-
ing on 15 January this year. His five-year appointment as Repatriation Commissioner
begins on 1 July 2010, when the current Commissioner retires.

who has provided outstanding service during his period as Commissioner. It has been a
privilege to work with such a highly regarded and genuine leader who has demonstrated
dedication and compassion in helping the men and women of the defence and veteran
community,‖ Mr Griffin said.
A PPPOINTMENT OF NEW REPATRIATION COMMISSIONER
N EW VETERANS’ REVIEW BOARD HEAD
Minister for Veterans‘ Affairs Alan Griffin has announced that Doug Humphreys has
been appointed as the Principal Member of the Veterans‘ Review Board for five years,
beginning on 22 March.
The Veterans‘ Review Board is the first avenue of appeal for decisions about veteran‘s
benefits and entitlements, after internal review options have been exhausted. Veterans‘
Review Board decisions can be appealed to the Administrative Appeals Tribunal.
Mr Humphreys is an experienced senior public servant with an extensive background in
government tribunals. He is currently the Principal Registrar of the Commonwealth
Appeals Tribunal, a position he has held for the past six years. He is also an alternate
member of the NSW Legal Aid Commission Board, and has served as an infantry officer
in the Army Reserve since 1976.

PARKING IN SOUTH BRISBANE & WEST
END
Members visiting Legacy House or other venues
in the South Brisbane/West End area should be
aware that South Brisbane and some areas of West
End are part of the ‗Brisbane Central Traffic
Area‘.
The Brisbane Central Traffic Area is a regulated
parking area i.e. you can park for a maximum of
two hours on unsigned streets unless there are
parking meters or signs showing otherwise. The
two hour limit applies as follows:
Monday to Friday 7am to 6pm
Saturday 7am to 12 midday
Members should be aware that parking inspectors
operate daily in the area and in addition to
targeting those vehicles overstaying the two hour
limit or at expired parking meters, have been
concentrating on vehicles parked across driveways
and facing the wrong direction.
Members intending to drive to Legacy House or
wanting to use the Legacy House parking facility
should first check with Sue at Legacy House on
3846 4299 to ensure that space is available.

G O BETWEEN BRIDGE
Named after the rock band, the Go-Betweens, the Go Between Bridge is a twin concrete
box girder balanced cantilever structure of 117 metres supported by two river piers
located 74 metres north and 80 metres south of the abutments on each river bank. It
includes a pedestrian pathway on the eastern (city) side and a cycle path on the western
(Toowong) side of the bridge. When opened mid year, the bridge will provide a four-
lane tolled cross-river connection from Coronation Drive and Hale Street in Milton to
Montague Road, Merivale and Cordelia streets in South Brisbane.
When travelling towards the CBD (inbound) traffic will be able to access Go Between
Bridge from a right turn on Coronation Drive. Traffic will then travel across the bridge
to either Montague Road or Merivale Street in South Brisbane.
When travelling south from the northern suburbs (ICB) traffic will travel through the
intersection with Coronation Drive and straight across the bridge to either Montague
Road or Merivale Street in South Brisbane.
When travelling north from South Brisbane/West End traffic will be able to access the
bridge from Montague Road or Cordelia Street. When travelling towards the CDB on
Montague Road a left turn will take traffic over the bridge to either Hale Street (north
bound) or Coronation Drive (towards Toowong).
