THE KZN Department ofEducation condemns bullyingin schools, following the viral

video of a Grade eight pupil being

bullied by her school mates atVukuzakhe High School in Durban.

The three pupils, who wererecorded kicking, slapping andshoving the Grade eight pupil, havebeen expelled.

KZN education spokesperson

SihleMlotshwa said that the incidenttookplace last year, but only receivedattention this year through the videobeing made public.

He urged pupils who are beingbullied at schools to take a bold stepand report such incidents.

“As the department, we condemnbullying. It is a backward andbarbaric act. There is no space for itin our education system,” said Mlot-shwa.

He said that through the lifeorientation subject, which is part ofthe education department’scurriculum, pupils are taught how tobehave, have respect for the youngandoldandhowtodealwithbullying.

“Pupils who are being bullied atschoolshave theright to report this totheir school authorities. They shoul-dn’t hide,” said Mlotshwa.

He called on all parents, andsociety at large, tohelp raise childrenin a appropriatemanner, adding thatdealing with bullying is not only thedepartment’s responsibility, but thatof society.

Clinical psychologist Dr BevKilliansaidthattherearemanyfacetsof bullying, with the most frequentbeing cyberbullying.Killian said thatcyber bullying is bullying and the

abuse of power through the use oftechnology including social network-ing, SMS, WhatsApp, Mixit andsexting, to mention but a fewexamples.

“Physical, emotional, sexual andfinancial or material bullying are theother main categories. The essentialelements of bullying are actionswhich causehurt orharm,deliberateintent on the part of a bully.

“Repetition of bully behaviourinvolves some sort of gain orsatisfaction on the part of the bully,”said Killian.

She mentioned low self-esteem,depression, suicidal ideation, fear,distress, withdrawal, decrease inschool performance and physicalillness as some of the main causes ofbullying.

“Roughly, one in five children isbullied in South Africa. In thoseschools where there is an active andwell-discussed and publishedanti-bullying programme, thisincidence decreases. South Africa isoneof themostviolent societies in theworld, and our children are often notwell socialised.

“Problemsathomegettransferredto school. Children see fathersbeating mothers and vice versa and

thechild followstheexample,”Killianexplained.

Shesaidthatbullyingissomethinga child should not learn to tolerate.

“It is not character building, nor apart of normal childhood. It involvesa bully, victim and bystanders.Bystanders can be empowered tospeakoutandreport.Oftenthevictimis too embarrassed and ashamed totalk out,” said Killian.

She said that bullying can bestopped in its tracks by developing azero tolerance level for violence.

“Bullying in South Africa veryfrequently takes the form of gangrape, meanness using the internet,posting abusive and horrible photosof friends on the internet, beatingchildren up, forcing children to handover their tuck shopmoney or lunch,stealing or forcing a child to giveanother child stationary, clothing,lunch, even money.”

She said that it is important thatchildren are made aware of whatbullying is.

“Whenapersonobservesbullyinggoing on, the response should be tohelp thevictim,not tovideorecordonthe cell phone. It is a crime to recordon a cell phone a crime against achild,” she said.

“Reservoir malfunctions a priority”

THE Msunduzi municipality said thattheir priority on water reportedincidents are reservoir malfunctions,overflows and pump station failures.

Municipality spokespersonThobeka Mafumbatha said that theyalways try to respond to every brokenstandpipe reported to them.

Mafumbatha was responding to astory published in the Echo last weekabout water wastage in Copesville.

One resident, Moosa Ismael,said that he had phoned themunicipality about the leaking waterbut to no avail.

However Mafumbatha said theyhave checked through their call centrerecords and have no such report.

“I am unsure if there are anyreference numbers, however (thewater department) will get it logged.If we have six plumbers on duty, andwe have faults of four burst mains, two

reservoir malfunctions and one pumpstation failure, the plumbers will clearthese priorities faults first then moveonto broken standpipes,” she said.

‘Whilst I understand that water isbeen wasted, we have to balance thiswith the severity of loss and thecustomer care component,’ she said.

“Withthebrokenstandpipe,peoplewill still have water; however a burstmain or reservoir malfunction willrender an entire area with no water.

“We are taking standpipes veryseriously, and we are in the processof testing for the most robuststandpipe in order to retrofit orchange all in the city to eliminatemaintenance, save water whilstsimultaneously ensuring that ourcommunities have water,” addedMafumbatha.

She said standpipes have beenbudgeted for in the current financialyear.

“We are giving ourselves nextmonth to come up with firmrecommendations,” she said.

APARTNERSHIP will soon be formed betweenthe Msunduzi Municipality and the DuziuMngeni Conservation Trust (DUCT) to

facilitate the care of the PMB river system.Duct chairman David Still said that the partner­

ship has not yet been formally agreed, adding, “Weare still working towards it, but the signs arepositive that the city is going to agree to it.

“The long term trend in the pollution of theuMsunduzi River is not good, with the levels ofpollution getting worse each year.

“What we are working towards is a partnershipwhere DUCT helps with the monitoring of the sewersystem and with reporting and mapping ofproblems. The city’s maintenance staff will still bethe ones who will fix the problems.

“The programme also includes general rivercare work, maintenance of trails along rivers andyouth development work.”

Msunduzi municipal manager Mxolisi Nkosirecently told the municipal Executive Committee(Exco) that the infrastructure and communityservices business units will draft a partnershipagreement between DUCT and the municipality.

“Theywanttoassistusincleaningtheriversandalso in addressing some of the municipal sewersthat run through the forest and they leak…and theygo unreported for a long time.

“The deputy municipal manager forinfrastructure [Sabatha Nomnganga] jointly withthe deputy municipal manager for communityservices [Boniwe Zulu] should identify funds forthe project and draft a partnership agreementbetween the Msunduzi and DUCT,” said Nkosi.

Still said that rivers should be free of weeds,trash and pollution.

“We want to change that mindset. Rivers andstreams should be places of beauty which areincorporated into the open space management ofthe city. They should be places where one can walk,run or cycle in safety and enjoy a beautifulenvironment,” he said.

He further said that various parties cometogether to ensure the cleanliness of the rivers.

“DUCT and the Department of EnvironmentAffairs share the goal of improved river health.Where we see infringements of the law, we reportthese to the Department of Environment Affairsand their inspectors get involved, even involvingthe police where necessary.

“We also have a long term partnershipagreement with the department in terms ofwhich they are funding much of our River CareTeam work. These teams work along particularsections of river clearing invasive weeds, removinglitter, and reporting pollution and illegal dumping,”said Still.

WITH over one million smartcard identity documentshaving been issued across

the country since last year,more people are to benefit fromthe system following a partnershipbetween the Department of HomeAffairs and major banks.

Last week, the Minister ofHome Affairs Malusi Gigabaannounced that a pilot project isto start in April this year, wherepeople can make applicationsfor smart card ID’s at theirprospective banks without going to

home affairs offices.Headof retailbankingatStandard

Bank, Sibongiseni Ngudze, said thatthe bankwill commence its pilotwiththeir staff with effect from nextmonth.

“This form of public and privatecollaboration marks a moveto cement our strategy of becominga truly innovative customercentric institution, that looksoutside of traditional businessboundaries to meet the everchanging needs of our customers.

Not only is it an extremelyconvenientwaytoaidanddeliver thiscrucial service to South Africans, butit will also be safer, quicker andmore

efficient.“Existing customers will be able

to apply for their new smart card ID’sas from April. As we are in a pilotphase,wewill be starting theprocesswith our commercial and businessbanking customers, as well as ourprestige and private bankingcustomers.

“Customers will be invited byappointment to make applicationsand the entire process will behandled by the Department ofHome Affairs who will have adedicated office at the bank.

“Due to safety and securityreasons, customers will need tocollect their cards in person. This

is the biggest step towards ensuringthat all South Africans areempowered to obtain their legaldocuments in an efficient andconvenient way.”

Ngudze further said that the pilotproject will take six months.

South African Banking RiskInformation Centre (Sabric)spokesperson Kalyani Pillay said:“We believe that this is a greatinitiative andparticipatingbanksareat different stages of readiness”.

So far only Standard Bank,Nedbank and First NationalBank have signed a memorandumof understanding.

“The bank has committed to asingle site pilot to test therequirements as set out in theproposed memorandum ofunderstanding.”

“This means that the banks willnow have all your data and thatwill be a link to both the bankand the Department of HomeAffairs. It will be easier for thestudents too. With the newsystem, one wouldn’t have toworry that a lost ID could be inthe wrong hands.”

“This is like getting twoservices at the sametime. The bank willoffer their serviceswhile the depart­ment is offering itsservice. It’s agreat idea and Isupport it.”

THE Msunduzi Disabled Club returned home aswinnersofthewheelchaircompetitionthatwasheld in Cape Town over the weekend.

The annual event is hosted in different cities ofthe country.

Seven members of the Msunduzi Disable Clubcame back with gold, silver and bronze medals.

Twenty six members should have entered thecompetition but only seven were allowed toparticipate due to hiccups they encountered whenthey arrived in Cape Town.

The club’s team leader, Sandile Luvuno, said theyare excited to have put Pietermaritzburg on the mapthrough sport.

“Our male and female athletes did us very proudand they have proven that anything is possible,” hesaid.

“We came back with gold medals in the 10km and5km race in the male category. In addition to that,we have silver medals that were won in the malecategory.

“In the female category, the athletes came backwith one gold and one bronze medal in the 10km and5km race.

“It is always a great experience to win. Only twofemale members participated,” said Luvuno.

In May, the team will be heading to Hermanus onthe south coast of the Western Cape.

Luvuno said they are positive that they will comeback as heroes and heroines again.

“We are thankful to all the sponsors whosponsored the team. They are the ones who madeour journey possible. We thank all of them for theirsupport,” said Luvuno.

The Witness Maritzburg CityMarathon the bestASexpected,theycameindifferentsizes,shapes and colours.

The Witness Maritzburg CityMarathon, hosted by Natal CarbineersAthletics Club (NCAC), proved to be thebest road running event and a crowdpuller in the country.

On Sunday, Pietermaritzburg waspaintedwithassortedcoloursasathletesfrom different athletics clubs and socialrunners hit the road in the popularannual race.

Cool and wet weather made theconditions perfect for runners.

The event was divided into two, thehalf marathon (21,1km) and thestandardmarathon (42,2km)whichwasthe main race.

NCAC event organiser John Hall told

Echo that the race was smooth and allwent according to plan.

“Ourmain aimwas simple, easy andstraight forward- tostageorproducethebest road event in the City of Choice.

“Thanks heavens the weather wasperfect and suited everybody. I stillbelieve this offers the best route in thecountry and always the nearest one toqualify for Comrades and Two OceansMarathon,”said Hall.

The main race, the marathon(42,2km), was won by TsepangRamonene from Gauteng in2hrs:20min:24secs. In secondplacewasNkosikhonaMhlakwane(2:21:10)andinthird position was Phatlala Mohlotsi(2:27:07).

The women’s marathon event was

won by Fikile Mbuthuma (3:00:55), therunner upwasDanielle Adlam (3:12:36)and Cary-Ann Smith clocked 3:13:25 tosecure third place.

Men’s 21,1km results:Philani Buthelezi (1:06:24), Ayanda

Mncube (1:06:47 and Anele Dlamini(1:07:48).

Women: Jenna Challenor (1:17:47),Ntebaleng Letsela (1:23:25) andLebohang Motsotsoana (1:23:35).

Wesee those thathavedifferentopinionsasenemies or less patriotic. It would beinteresting to find out the meaning ofpatriotism within the football community inthis country. Political power, money and jobopportunities have created a situation wherepatronage is used to retain positions. There isa lot of jostling for positions and infightingamong football officials. We fail to understand

that the game needs everyone if young peopleare to make significant progress.

WeclaimtobetrueAfricansyettheoppositeis true. We speak against apartheid, colonial-ism,Euro-centric ideasetc. andyetmostBlackleaders are more white than the Europeanthemselves.

When you speak against importing footballeducation ideas, one becomes the enemy ofthose in power. We still live in a society wheretheuseofforeignlanguagesismoreconvincingto leadership than local languages.

TheissueofLiverpoolInternationalfootballschools is very interesting. What is theLiverpoolwayof playing football? Is it possibleto produce an Englishman out of a youngAfrican boy? What are biological, psychologi-calandculturalsimilaritiesbetweenusandtheEnglish?

The reality is that this is just a money-making scheme. The idea of offering a fewgifted children scholarships from poorcommunities is nonsensical. The mixing ofgifted players and average talent will result inmediocrity.

Hey, who are we to criticise and complainabout injustices?

We have no right to be questioning those inpower. They know better what those of us atlower levels need. This is a new democraticSouth Africa where the will of a few prevail.Football today belongs to those with politicaland financial power.

became instant hits after theiroutstanding performances during theNedbank Cup fixtures.

The Msinga-based outfit rudelysurprised the PSL team away inPort Elizabeth when they ousted them4-2 after a penalty shootout during theNedbank Cup last 32.

Their slogan and motto mightsound strange, but teams campaigningin the Safa’s ABC Motsepe League (Old

Vodacom League) fully understand themeaning of it.

“Uyoze ukubone okwakhweza ikatiesihlahleni” (One day you willunderstandwhatmade the cat climb thetree).

According to their supporters, it alsomeans most of their opponents in theleague always try to stay away fromtrouble in order to avoid a maulingfrom the side.

“If the cat senses danger or issurrounded by enemies, it stays upin the tree,” saidoneof the teamofficials,

Dumisani Cele.Cele said that Natal United were

motivated by their passionatesupporters who travelled all theway to Port Elizabeth to rally behindthem.
