The Swedish Black Hawk history

Page 13: MAWA MILITARYY AIRWORTHINESS CONFERENCE 2014 SE and …

• Urgent operational requirement for SE

• Short lead time

• In-service experience necessary

Selection of the Black Hawk (UH-60M)

• Present SE aviation rules not adequate

• Implementation of the Military Type Acceptance, MTA

100 weeks from contract to in-service in Afghanistan!

Page 14: MAWA MILITARYY AIRWORTHINESS CONFERENCE 2014 SE and …

Basic evaluation questions before one-sided

acceptance (issue of the MTA)

• Is there a competent AA? – Yes, US Army (AED)

• Do we understand their system? – Yes, after evaluation and document control

• How do we approve the type? – Via MTA (Military Type Acceptance), which imports another

nations approval and oversight

• What does that mean in reality? – Must be operated and maintained according to US manuals

• Config control, how? – Via AW Releases (AWR)

• Any conditions? – No SE-unique solutions allowed without an US AWR

Page 15: MAWA MILITARYY AIRWORTHINESS CONFERENCE 2014 SE and …

Time for mutual recognition

Immediate benefits for SE

• Gives better flexibility regarding config

control of UH-60M

• Gives operational advantages during US-

SE cooperation

• Opens up regarding other aviation

equipment

Page 16: MAWA MILITARYY AIRWORTHINESS CONFERENCE 2014 SE and …

The MR agreement

• Includes three US Services

• Will be based on the EMAD R and MARQ

• Tools:

– Selfassessment

– Evaluation

– Visits

– Documentation

• Continuation

Page 17: MAWA MILITARYY AIRWORTHINESS CONFERENCE 2014 SE and …

SE expected outcome

• Easier handling of operational

cooperation planning

• More reliable configuration control of a/c

and equipment of US origin

• Expanded personal network

• Future potentials for deeper cooperation,

e g the Gripen E engine (GE F414G)

• Maybe also for the C-130?

Staff possess

professional

qualifications,

aeronautical

licences,

certificates or

academic degrees

commensurate with

their job

responsibilities

A minimum of a Bachelors degree from an accredited university in a

science or engineering degree program or similar within the military

system is common for all personal. In special cases a formal degree to

this level can be compensated for with extensive experience in the work

field. Within SE MAA staff several persons have a backgorund as pilots

and licenced engineers mainly within the Swedish Military System but

also from the Civil System. There are also persons with experience from

other Avition Authorities.

To ensure that individuals are sufficiently experienced for the types of

assessments and decisions being made each individual in the

organisation.

Job descriptions are found in FLYGI ArbO, AF Doc FM2014-3631:1

Learnings so far

• The template for the Agreement is well adapted

• EMAD mostly AW-oriented

• Ops items requires additional consideration, included in our process

• Some of the EMAD R MARQ questions:

– hard to adequately answer, due to different legal systems and the detailed level

– Not totally adapted to the military aviation system

• Do not change EMAD too often!

Page 21: MAWA MILITARYY AIRWORTHINESS CONFERENCE 2014 SE and …

Overall conclusion

• The recognition process is very positive,

mainly because:

– The exchange of knowledge with a very

competent partner

– The selfassessment leads to learnings

– A better understanding of ”the big picture”

– Necessary with good personal relations
