    Minutes of the Public HearingEast Sac County Community School District

    Board of EducationApril 13, 2015

    The public hearing was called to order by Rodman at 5:00 p.m. at the East Sac County High School – LakeView. Present were Rodman, Wilhelm, Drost, and Stoltenberg. Lynch was absent. Also in attendance wereSupt. Kruthoff, Principals Fischer and Olhausen, one staff member, and two media representatives.

    The purpose of the hearing was to hear public input regarding the proposed budget for 2015-16. The proposed budget for 2015-16 under consideration has a tax rate of $12.08 and total expenditures of $12,455,225.

    There was a short discussion regarding the budget. There were no objections to the proposed budget.

    Wilhelm moved to adjourn the public hearing, Stoltenberg seconded; motion carried 4-0. Hearing wasadjourned 5:03 pm.

    Minutes of the Regular MeetingEast Sac County Community School District

    Board of EducationApril 13, 2015

    The regular meeting was called to order by Rodman at 5:03 p.m. at the East Sac County HighSchool – Lake View. Present were Rodman, Wilhelm, Drost, Lynch, and Stoltenberg. Also inattendance were Supt. Kruthoff, Principals Fischer and Olhausen, one staff member, and 2 mediarepresentatives.

    Rodman read the mission statement to open the meeting.

    Item 7e. Discuss and/or Approve 2015-16 Master Contract was added to the published agenda.Stoltenberg moved to approve the agenda as amended, Wilhelm seconded; motion carried 5-0.

    The consent items were reviewed and discussed. Stoltenberg moved to approve the bill toAlbrecht Oil for $778.70, Wilhelm seconded; motion carried 4-0, Drost abstained. Drost movedto approve the consent items including Minutes of the March 16 Regular Meeting, financialstatements, and bills on account of $191,089.10, Lynch seconded; motion carried 5-0.

    Supt. Kruthoff updated the Board on professional development, middle school technology plans,and the calendar for next year.

    The Board again reviewed information regarding the 2015-16 proposed budget. The proposed budget would have the same tax rate as the current year ($12.08) and total expenditures of$12,455,225. Drost moved to approve the budget as proposed, Wilhelm seconded; motioncarried 5-0.

    Wilhelm moved to approve the following resolution: RESOLVED, that the Board of Directorsof the East Sac County Community School District, will levy for property tax for the fiscal year2015-16 for the regular program budget adjustment as allowed under section 257.14, Code ofIowa. Lynch seconded the motion which carried 5-0.

    Stoltenberg moved to approve the list of graduating seniors as presented pending successfulcompletion of all requirements, Drost seconded; motion carried 5-0.

    The Board reviewed prices for MS technology purchase of notebooks/laptops for next year.Drost moved to approve the purchase of Chromebooks for 5/6 th grades and Mac laptops for 7/8 thgrades as presented, Lynch seconded; motion carried 5-0.

    Stoltenberg moved to approve the DDSDP (Special Education Plan) as presented, Drostseconded; motion carried 5-0.

    Wilhelm moved to offer a total package increase of 4.0% for the 2015/16 master contract. Otherlanguage changes were in the areas of: addition of MS/HS FFA to Schedule B, definition oflength of ½ day of work for licensed staff to be used if needed during late starts/early outs, andchange of some language in the article pertaining to reduction of staff. Stoltenberg seconded themotion which carried 5-0.

    Wilhelm moved to approve the resignation of Sarah Voyles as elementary teacher, Lynchseconded; motion carried 5-0.

    The following contracts were presented for approval: Maggie Gross – HS English Teacher(salary per 15-16 Master Contract), Greg Villegas – K-12 PE and Health Teacher (salary per 15-16 Master Contract), and Ryan Peterson – HS Math Teacher (salary per 15-16 Master Contract).Drost moved to approve the contracts as presented, Stoltenberg seconded; motion carried 5-0.

    The next regular meeting has been scheduled for 5/18/15 at 6:00 p.m. in the East Sac CountyElementary School – Sac City.

    Wilhelm moved to adjourn, Stoltenberg seconded; motion carried 5-0. Meeting adjourned at5:53.

    The public hearing was called to order by Rodman at 12:07 p.m. at the East Sac County SacElementary building. Present were Rodman, Wilhelm, Drost, and Stoltenberg. Lynch was absent.Also in attendance were Supt. Kruthoff, Principal Fischer, and one staff member.

    Lynch joined the meeting at 12:09 p.m.

    The purpose of the hearing was to hear public input regarding the 2015-16 school calendar.There was no public input on the school calendar for next year and no objections to the proposed2015-16 school calendar. The Board had a short discussion regarding the calendar.

    Drost moved to adjourn the public hearing, Stoltenberg seconded; motion carried 5-0. Hearing

    was adjourned 12:14 p.m.

    Rodman read the mission statement to open the meeting.

    Item 5d. Approve Contract was added to the published agenda. Wilhelm moved to approve theamended agenda, Stoltenberg seconded; motion carried 5-0.

    Supt. Kruthoff updated the Board on several items. A recognition brunch will be heldWednesday, May 27 at the high school building honoring staff leaving the school district. Board

    members are invited to attend as well as staff. Supt. Kruthoff gave an update on the recent sitevisit, the planned fireworks display to be held on school grounds of the SES building in July, andalso an update on the recent nutrition audit.

    Stoltenberg moved to approve the 2015-16 School Calendar as presented, Drost seconded;motion carried 5-0.

    Stoltenberg moved to approve the new DDSDP as presented, Wilhelm seconded; motion carried5-0.

    Stoltenberg moved to approve policy changes to: Policy 103 Equal Educational Opportunity,Poli cy 103.E1 Notice of Nondiscrimination, Poli cy 103.R1 Grievance Procedure, Policy 500 Objectives for Equal Educational Opportunities for Students, Poli cy 501.16 Homeless Childrenand Youth, and Poli cy 603.4 Multicultural/Gender Fair Education as discussed, Lynchseconded; motion carried 5-0.

    The following contracts were presented for approval for the 2015-16 school year. Chaps Wilckeas High School Science Instructor ($33,887), JV Football Coach ($1,819), and JV WrestlingCoach ($1,819). Stoltenberg moved to approve the three contracts for Chaps Wilcke, Drostseconded, motion carried 5-0.

    The next regular meeting has been scheduled for 5/27/15 at 12:00 p.m. in the high school building in Lake View. The June board meeting has been set for 6/24/15, 12:00 p.m., locationTBA.

    Wilhelm moved to adjourn, Stoltenberg seconded; motion carried 5-0. Meeting adjourned at12:35 p.m.

    Carroll Control Systems is pleased to present you with this proposal for the replacernent of the two heatingboilers at East Sac Elementary School.

    The old boilers will be cut up and removed as part of this project, The new boilers will set on the existingconcrete housekeeping pad where the existing boilers currently set. The system will be piped as a primarysecondary piping arangement.

    The proposed boilers are manufactured by'lhermal

    Solutions Corporation Model #EVS- 1 500 gas fired hotwater heating boilers with a capacity rating of 1,500MBH each. The EVS boilers each and have an overallefficiency rating of 88%. The boilers will be vented through the roof in 6 Stainless Steel piping.

    The Boilers will be installed to meet the current CSD-1 codes. The existing expansion tanks will remain inplace and be reused with the new boilers.

    This proposal does not include the removal of any asbestos insulating materials should it be discovered.
