Program DescriptionHave you ever wondered why certain utility programs succeed while others fail? Is it funding, insufficient research, over-estimation of internal resources or lack of customer awareness? Successful pro-grams do not happen by accident—success requires an understand-ing of the industry, marketplace, customers and many otherelements.

The Energy Efficiency Management Certificate Program (EEMCP)will give participants a firm grounding in all aspects of energy effi-ciency program development, implementation, budgeting, marketingand management.

To earn an Energy Efficiency Management Certificate, each partici-pant must complete the six required courses and then, within a yearof completing the coursework, pass an online exam and submit anenergy efficiency program business plan. To maintain certification,participants must complete 20 hours of additional approved continu-ing education training (not limited to APPA offerings) every two years.

Who Should ParticipateThis program is designed for utility personnel interested in starting orenhancing an energy efficiency program. Utility staff and other individ-uals who work or have interest in the multiple aspects of energy effi-ciency, or those who would benefit from a credential for professionaldevelopment, may also find this program beneficial.

Course OverviewAs power supply and delivery are highly technical and complex is-sues, it is important for public power employees to understand basicindustry operations. This course provides a broad, non-technicaloverview of how the components of an electricity system function to-gether to provide reliable and environmentally sustainable service tocustomers. The course covers generation, transmission, substations,distribution, reliability, customer service, long-term planning, legisla-tive and regulatory overview, and issues that are facing the industry.

Course OverviewIdentifying the goals, potential, costs and benefits of implementing anenergy efficiency program is an important step toward building a suc-cessful plan. Learn how to establish these components in order tocreate a program that aligns with your utility’s strategic plan and yourcustomers’ needs. InstructorWallace Barron has over 40 years of experi-ence in the electric energy industry. He is presi-dent of the Atlanta-based consulting firm,Barron & Associates, Corporate Solutions,LLC, which serves the energy industry in theareas of management consulting, strategicplanning, marketing, customer service, key ac-counts and competitive issues. He previouslyworked as the vice president of marketing, cus-tomer service and distribution technology at Florida Power Corp. Hisresponsibilities have included key accounts, competitive marketing,market research, customer service, economic development, demand-side management, load management, load research and distributionengineering. Wallace has also served as an expert witness on manyof these topics.

Certificate Completion RequirementsAfter completing the required coursework, participants must:

1. Pass an online exam� The online exam, made up of 100 multiple choice questions,

will assess the participant’s comprehension of the six requiredcourses.

� Participants can take the exam at their convenience, after finishing the coursework requirement.

2. Submit an energy efficiency program business plan� The plan will be a model for any energy efficiency program the

utility undertakes. It will include all of the topics, actions, and issues that a project manager must address while managing anenergy efficiency project.

� The plan is graded on nine different components: executive sum-mary, program description, goals, budget, contract management,organizational analysis, program reporting, marketing and exitstrategy.

� Participants will receive plan guidelines that outline what is expected in each section.

TimingParticipants must complete the program requirements within one yearof attending their last course in the certificate program curriculum.

Continuing Education RequirementThose who wish to maintain their designation must complete 20hours of additional approved continuing education training (not limitedto APPA offerings) every two years.

APPA will accept hours earned through participation in confer-ences and live or online courses that participants have attended or instructed. Candidates should submit via e-mail ([email protected]) the following information for each event by Dec. 31in the year that their 20 hours are due:
