Division II – Administration

102.0 Applicability.

102.1 Conflicts Between Codes. Where the requirements within the jurisdiction of this mechanical code conflict with the requirements of the plumbing code, the plumbing code shall prevail. In instances where this code, applicable standards, or the manufacturer’s installation instructions conflict, the more stringent provisions shall prevail. Where there is a conflict between a general requirement and a specific requirement, the specific requirement shall prevail. OSHPD [1, 2, 3 &4] See Chapter 1, Division I, Section 1.1.7.

105.2 Required Inspections. New mechanical system work

and such portions of existing systems as affected by new

work, or changes, shall be inspected by the Authority Having Jurisdiction to ensure compliance with the requirements of this code and to ensure that the installation and construction of the mechanical system is in accordance with approved plans. The Authority Having Jurisdiction shall make the following inspections and other such inspections as necessary. The permittee or the permittee’s authorized agent shall be responsible for the scheduling of such inspections as follows:

105.2 Required Inspections. continued …(1) Underground inspection shall be made after trenches or ditches are excavated and bedded, piping installed, and before backfill is put in place.

(2) Rough-in inspection shall be made prior to the installation of wall or ceiling membranes.

(3) Final inspection shall be made upon completion of the installation.

105.2.1 Uncovering. Where a mechanical system, or part thereof, which is installed, altered, or repaired, is covered or concealed before being inspected, tested, and approved as prescribed in this code, it shall be uncovered for inspection after notice to uncover the work has been issued to the responsible person by the Authority Having Jurisdiction. The requirements of this section shall not be considered to prohibit the operation of mechanical systems installed to replace existing equipment serving an occupied portion of the building in the event a request for inspection of such equipment has been filed with the Authority Having Jurisdiction not more than 72 hours after such replacement work is completed, and before a portion of such mechanical system is concealed by a permanent portion of the building.

Chapter 4 – Ventilation Air

These are new section of the code 403.7.2 Enclosed Parking Garages. Mechanical ventilation systems for enclosed parking garages shall operate continuously.Exceptions: (1) Mechanical ventilation systems shall be permittedto operate intermittently where the system isdesigned to operate automatically upon detection ofvehicle operation or the presence of occupants by approved automatic detection devices.

Chapter 4 – Ventilation Air

403.7.2 Enclosed Parking Garages. Exceptions: continued (2) Approved automatic carbon monoxide sensing devices shall be permitted to be employed to modulate the ventilation system to not exceed a maximum average concentration of carbon monoxide of 50 parts per million during an eight-hour period, with a concentration of not more than 200 parts per million for a period not exceeding one hour. Automatic carbon monoxide sensing devices installed to modulated parking garage ventilation systems shall be approved in accordance with Section 301.2.

This is applicable for both Acute Care and SNF Facilities.

Be aware of the SNF who puts the Generator (and or temporary generator ) in the basement parking. Where there might be an office for the maintenance or offices etc…

Chapter 5 – Exhaust Systems

508.5 Supports. Hoods shall be secured in place [OSHPD 1, 2 & 4] to resist the lateral loads given in the California Building Code, Title 24, Part 2 by noncombustible supports. The supports shall be capable of supporting the expected weight of the hood and plus 800 pounds (362.9 kg).

Chapter 6 – Duct Systems

602.0 Material

602.1 General. Supply air, return air, and outside air for heating, cooling, or evaporative cooling duct systems constructed of metal shall comply with SMACNA HVAC Duct Construction Standards-Metal and Flexible or UL 181. Exception: [OSHPD 1, 2, 3 & 4] See Section 407.4.1.3 Not permitted for [OSHPD 1, 2, 3 & 4] Concealed building spaces or independent construction within buildings shall be permitted to be used as ducts or plenums.

Chapter 6 – Duct Systems

604.0 Insulation of Ducts.

604.1 General. Air ducts conveying air at temperatures exceeding 140°F (60°C) shall be insulated to maintain an insulation surface temperature of not more than 140°F (60°C). Factory-made air ducts and insulations intended for installation on the exterior of ducts shall be legibly printed with the name of the manufacturer, the thermal resistance (R) value at installed thickness, flame-spread index and smoke developed index of the composite material. Internal duct liners and insulation shall be installed in accordance with SMACNA HVAC Duct Construction Standards-Metal and Flexible. [OSHPD 1, 2, 3 & 4] Cold air ducts shall be insulated wherever necessary or to prevent condensation.

This section will cover the How To Manual #2

Water Heaters and will include the Plumbing , Mechanical and Structural anchorage for water heaters installation in a SNF.

• There are no OSHPD stamped approved plans for work covered under the How to Manual.

• The OSHPD details included in the How to Manual are the plans.

• Typically, there is no DPOR for the How to Manual.

• The TIO is generated by applicant during the permit process electronically.

• The permit is issued as expedited permit, or by AB 2632 by the RCO.

A water heater replacement requires a Building Permit. Replacement of existing water heaters in qualifying Skilled Nursing Projects at the SNF facilities can be considered maintenance projects if all listed criteria are met. This Expedited Building Permit Guide presents those criteria in a checklist format for general assessment of the specific project conditions. Installation of a replacement water heater without a permit is subject to an investigation fee, submittal of a project to the Office for plan review, demolition and/or rework of defective non-code complying work, etc. in accordance with the California Administrative Code, Title 24, Part 1, Section 7-128 “Work performed without a permit.”

The facility owner or its authorized representative should review this checklist with their OSHPD Compliance Officer to determine qualification, assessment of specific project conditions and determination of possible approaches to the application, review, permitting, and construction process. Possible approaches include, but are not limited to:

Straight Replacement – For just removal and replacement of an existing water heater, where all existing conditions are fully compliant with current code and no modifications, repair, or remedial work is necessary, the facility may have the work performed by its maintenance staff or by a California Licensed contractor.

Replacement with Minor Repair Work. – For relatively simple removal and replacement of an existing water heater, where minor modification, repair, or remedial work is necessary to bring the system into compliance with current code, the facility may pursue the project with a General Contractor or Plumbing Contractor, licensed in California, dependent upon the scope and nature of the remedial work involved.

More Involved Work – For more involved removal and replacement of an existing water heater, where modification, repair or remedial work is necessary to bring the system into compliance with current code, the facility may need to involve a design professional (architect and/or mechanical engineer dependent upon the scope and nature of the remedial work). This work might be of sufficiently limited scope that field review by the Compliance Officer can be used. More involved work may require review by the OSHPD under the Rapid Review Unit or by the Regional Architectural & Engineering Unit.

Determination of Eligibility - Determination of eligibility and appropriate permitting process is the responsibility of the OSHPD Compliance Officer. Facilities are encouraged to work with their Compliance Officer prior to assuming eligibility or an approach to permitting.

New Project/Building Permit Application Requirements

Step 1. Verify that the project is eligible for this program. Consultation with the OSHPD Compliance Officer is recommended.

Step 2. Download and print the Expedited Building Permit Guide and complete the Existing/Replacement Water Heater Code Compliance Checklist for Maintenance Projects beginning on page 4 of this Guide and complete the Application for New Project/Building Permit beginning on page 20 of this Guide. These documents may be filled-in electronically or manually.

New Project/Building Permit Application Requirements; Continued

Step 3. Prepare a plan/sketch showing the location(s) of where the water heater will be installed (a reduced copy of the building floor plan may be used for this purpose).

Step 4. Print two (2) complete sets of the entire package (the “How to” Guide with completed checklist and applications, and the plan/sketch), sign and date where required, and mail or deliver to:

Inspections – The approved Inspector of Record (IOR) must inspect the work. Interim inspection will be required when walls, ceilings or other construction materials will cover the finished work. Any deficiencies identified through inspection shall be corrected before use of the water heater is permitted. Also, a “Construction Final” issued by the OSHPD Compliance Officer is required prior to use of the water heater. Responsible parties shall file Verified Compliance Reports in accordance with the requirements of the Testing, Inspection, and Observation (TIO) Program. (See Appendix A)

Manufacturer's written installation, operating, and maintenance instructions. The installation shall comply with the manufacturer’s written installation instructions. The installer (facility’s maintenance staff/contractor) shall leave or submit to the Compliance Officer the manufacturer's installation, operating, and maintenance instructions in a location on the premises where they will be readily available for reference and guidance for the IOR, OSHPD staff, service personnel, and the owner or operator (Section 507.24, 2013 CPC). Plumbing systems shall be installed in a manner that is in accordance with the CPC, applicable standards, and the manufacturer’s installation instructions (Section 309.4, 2013 CPC).
