The Menomonee Falls VillageBoard unanimously approved the2015 budget Nov. 17.
The approved tax levy will be$22,411, 653, a 1 percent increase. The village tax rate will remain thesame at $5.20 per $1,000 assessedvaluation. Under the budgetapproved by the board, the residentof a home with an assessed value of
$250,000 will pay $1,300 in the vil-lage portion of the property tax, thesame as last year.
Village Manager MarkFitzgerald noted the village couldhave sought a 1.03 percent increasedue to the increase in new construc-tion but went for less to preserve aflat tax rate. The tax rate has beenthe same for the past three years.
"There's absolutely no change intaxes," Fitzgerald said.
Under the budget, the generalfund will increase 1.1 percent, or$193,033. That area includes themajority of village services, includingpolice and fire operations. The vil-lage debt service will increase 1.4percent to $2,374,220.
In reviewing expenditures,Fitzgerald said the 3.8 percent
increase in public safety (up$522,467 to $14,297,089) is due tochanges in the Fire Department, which will included 24-hour staffingat two new fire stations.
"That is the single-most significantchange in this year's budget,"Fitzgerald said. He added that vil-lage staff has been planning for thechange.
Director of Public Safety AnnaRuzinski said that while FireDepartments have relied on "paid on
call" staff staff that responds to spe-cific situation that has graduallygone away because it requires thatstaff to be near the stations. Inresponse, the village has built up thenumber of part-time firefighters.
For the two new stations, Ruzinskisaid a new station at Main Street andMenomonee Avenue will replace theexisting station on Appleton Avenue. While the Appleton Avenue stationdoesn't have sleeping quarters, thenew station will, which allow it to bestaffed by part-time staff duringovernight hours.
The Silver Spring station, whichwill be completed in late spring2015, is the village's fifth stationwhich also will be staffed at allhours. She said paid on call staff willaugment part-time staff, both of
which will allow the village to keepthe number of full-time staff low.
As a result of the added staff, thenumber of full-time equivalent staffwill increase by 7.1 in the FireDepartment staff.
Also under the budget, the solidwaste charge for refuse collectionand recoiling will remain unchangedat $100.12.
No one spoke at a public hear-
ing for the budget.

The Menomonee Falls Village Boardlast week approved a conditional use per-mit that will allow for construction of a KwikTrip gas station near the northeast corner ofMain Street and Pilgrim Road.
The approval will allow the new stationto be constructed. It will be comprised of a
5,700-square-foot convenience store and a95-foot canopy that would cover 11pumps.
During the Nov. 17 meeting, the keypoint of discussion involved a fence thatwas recommended along the front of thebuilding. The recommendation include awrought iron fence with brick columns. TroyMleziva, real estate manager for Kwik Trip, said that customers like to be able to seeinto the store during the evening hours andfeel safe going into the site.
"This is the one issue we have a con-cern with," Mleziva said.
Village President Randy Newman saidthe area is a "landmark area" for the vil-lage and said the wrought iron wouldallow customers to see through andobserve the building.
"We said in this area at least I alwaysdid that we expected a higher develop-ment in the area," Newman said.
A motion to remove the fence from theconditional use requirements was defeatedby a 4-3 vote.
Also mentioned was the hours for thestore. While Kwik Trip stations elsewhereare open 24 hours, the condition approvedby the board will allow the station to beopen from 5 a.m. to midnight while allow-ing "pay at the pump" 24 hours.
Newman said that nearby residentswere concerned about the building beingopen 24 hours while other supported it. Hesaid allowing "pay at the pump" was a rea-sonable compromise to get the business inthe area. He added that there was only onegas station in the village was open 24 hourswhile the others allow pay at the pump.
A motion to allow 24 hour operation
for the store was defeated by a 4-3 vote. The final motion was approved 7-1,
with Bonnie Lemmer voting in dissent."I think Kwik Trip is a wonderful compa-
ny, it's a wonderful Wisconsin company, Ithink it would be good for MenomoneeFalls," Lemmer said. "My concern really is
that corner."Lemmer said she was conce

Menomonee Falls Village PresidentRandy Newman will not seek anotherterm as village president.
Newman confirmed he will not seekanother term when reached for commentfollowing the Nov. 17 Village Boardmeeting.
Im not running again, Newmansaid.
Newman was first electedMenomonee Falls village president in2009 and was re-elected in 2012. Hewas elected village president after serv-ing two terms as a trustee.
Newman said when he was elected
village president he said he planned toserve two terms.I think thats enough time for me on
the board, four as a trustee, six as a vil-lage president, Newman said. Its timefor other peoples ideas to come for-ward. This isnt a lifetime job for me. Mydecision was back then, six years ago, that if I was elected to two terms thatwould my self-imposed term limit. Let
someone else move on step forwahopefully do a better job.

History of St. NicholasThe true story of Santa Claus
begins with Nicholas, who wasborn during the third century inthe village of Patara. At the timethe area was Greek and is now
on the southern coast of Turkey. His wealthy parents, who raisedhim to be a devout Christian, diedin an epidemic while Nicholaswas still young. Obeying Jesus'words to "sell what you own andgive the money to the poor,"Nicholas used his whole inheri-tance to assist the needy, thesick, and the suffering. He dedi-cated his life to serving God andwas made Bishop of Myra whilestill a young man. BishopNicholas became known through-out the land for his generosity tothe those in need, his love for chil-
dren, and his concern for sailorsand ships.Under the Roman Emperor
Diocletian, who ruthlessly perse-cuted Christians, Bishop Nicholassuffered for his faith, was exiled
and imprisoned. The prisons wereso full of bishops, priests, anddeacons, there was no room forthe real criminalsmurderers, thieves and robbers. After his
release, Nicholas attended theCouncil of Nicaea in AD 325. Hedied December 6, AD 343 in Myraand was buried in his cathedralchurch, where a unique relic, called manna, formed in hisgrave. This liquid substance, saidto have healing powers, fosteredthe growth of devotion toNicholas. The anniversary of hisdeath became a day of celebra-tion, St. Nicholas Day, December6th (December 19 on the JulianCalendar).Through the centuries many sto-
ries and legends have been told
of St. Nicholas' life and deeds. These accounts help us under-stand his extraordinary characterand why he is so beloved andrevered as protector and helper ofthose in need.
