Busking bylaw bluesAbusking bylaw was passed as a pilot
program 2 years ago, but has since beenchanged from a bylaw to a policy.
In protest of the restrictive & expen-sive policy, portrait artist MK Dalquist-Gray has not been participating in City-organized art events. And that presentsa dilema for her & those artists whosupport her in her efforts, as the 100thanniversary celebrations approach withits substantial arts component.
This is a frivolous policy and needs
to be done away with. The fee for a per-mit for music or art is $25 per year. Thatmay seem reasonable, except that there isreally only 3 months of use, and buskersare lucky to make $20 a day, if that. Thenyou have the worth of the policy: lastyear 2 people bought busking permitsand this year it was 3, she said. Mostcommunities of the same size dont havea policy or bylaw or license for busking.
As a portrait artist & teacher, shesrestricted to 3 drawings in addition to thecurrent working drawing, and the sale ofpre-drawn work or copies is prohibited.If her students joined her, each would berequired to have the $25-license. There isalso a clause to relocate every 90 minutes.
Merritt should welcome their per-formers and artists instead of pickingtheir pockets and harassing them withmoving every 90 minutes. If the Citywants to attract people and business,they should want to make the city lookas if people who live here are having funand can enjoy casual culture, she said.
