Confirmation of the minutes of 263rd meeting of the Finance and Contract Committee held on 14072016 at 300 pm in the Committee Room of the Municipal Corporation Chandigarh

The Secretary placed agenda item No1 before the Committee for

confirmation of minutes of 263rd meeting of the Finance amp Contract Committee

Sh Subhash Chawla said that he left the venue of meeting at 345 pm

after waiting for 45 minutes He further said that all the agendas of this meeting had

been passed in his absence therefore he has nothing to say on the resolutions He

further said that it should be recorded in his statement

Smt Aruna Goel suggested that the meetings should be started in time

we should recognize the value of time

To make the paid parking areas of whole city into Smart Parkings

The Secretary placed agenda item No2 before the Committee for

consideration

The Joint Commissioner-II apprised the Committee that the Municipal

Corporation Chandigarh auctioned all the paid parkings in the month of May amp June

2016 on the existing terms amp conditions as per decision of the FampCC for a term of six or

less months or extendable upto one year till the introduction of smart parking Recently

local news papers started publishing news that the contractors are violating the terms amp

conditions of allotment of contract The officers of MCC personally checked all the

parkings and found some violations in almost all of the paid parkings The news about

over-charging and other violations by the contractors were being published in the

newspapers regularly He further informed that with a view to streamline the

functioning of paid parkings a meeting of all the contractors was called on 08072016

in which they were asked to strictly follow the terms amp conditions failing which action

will be taken against them Keeping in view the strict action taken by the Corporation

the contractors of six paid parkings surrendered the parking lots

The Commissioner informed that a meeting was held under the

Chairmanship of HE the Administrator UT Chandigarh on 1152016 at Punjab Raj

Bhawan in which it was decided to introduce Smart Parking in Chandigarh

Smt Asha Jaswal appreciated the idea of smart parking

The JtCommissioner-II invited the attention of the Committee towards Sr

No13 page No17 of Smart Parking Solution vide which the contractor would start the

smart parking mentioned at (a) to (f) at page 17 amp 18

The Mayor enquired about the earnest money amp bank guarantee etc

The Joint Commissioner-II replied to the question of Mayor

Sh Subhash Chawla said that it was discussed in the last meetings that

the concept of advertisement would be introduced vide which the contractor would pay

the Corporation in lieu of the advertisement displayed at parkings He further said that

this model is totally different to that model He further said that the only change would

be for allotting all the sites to a single company instead of different companies

The Mayor said that a meeting was held under the Chairmanship of

Governor on 1152016 in which it was also discussed that the rates of the paid parking

should be increased to avoid the traffic congestion but that could not attain finality He

further invited the attention of the committee at page No6 para No3 of the minutes of

the meeting vide which it was directed to carry out pilot projects at different sites on

different models for a reasonable period of time and to put a final proposal incorporating

all the aspects of leasing out the parking places with or without advertisement rights

He further said that the permission for displaying the advertisement on surface and

basement is to be obtained from the Administration and exemption of fee on

advertisement He further told that permission for advertisement in basement of multi

level parking Sector-17 has been granted by the Administration and the permission on

surface was denied He further told that he had contacted a company which would do

3D mapping of all the parking on complementary basis free of cost and it would start its

3D mapping on trial basis on multi level parking Sector-17 and a presentation would be

shown by the said company The permission in this regard has been obtained from the

D C Office He further told that the Municipal Corporation would have a right to

display the advertisement in any parking lot

Sh Subhash Chawla asked whether the rates of parking would be

unchanged in future or these would be increased amp on what basis the tender document

would be prepared

The Commissioner told that the right to increase the rates of parking is

vested in the House or in the Administration He further clarified that if in future the

rates of the parking are increased the contractor also could increase the rates

proportionately He further said that all the rates have been mentioned at page No18

of the agenda

Sh Subhash Chawla said that this agenda should be brought in the

House also for ratification

The Mayor said that no parking fee shall be charged from cycle rickshaw

also and it should be added in the SrNo16 regarding parking fee exemptions

ldquoThe Committee considered amp approved in principle that the paid parking areas of whole city be made as Smart Parking along with terms amp conditions Further it was also resolved that the tender for all of the parkings be invited and allotted in single lot Further it was also resolved that no parking fee shall be charged from cycle rickshaw also and it should be added in the Sr No16 regarding parking fee exemptionsrdquo

The Chief Engineer apprised the Committee that there was an urgent

requirement of development of green belt in Pocket No9 Indira Colony Manimajra

Chandigarh (under landscaping) He further informed that there was dire need for the

development of the same for the welfare of the people residing in the surrounding area

45thCelebration of Rose Festival 2017 of Municipal Corporation Chandigarh

The Secretary placed agenda item No7 before the Committee for

consideration

The Mayor said that the Corporation should try for maximum sponsorship

so that the expenditure incurred on Rose Festival could be met from the amount of

sponsorship He further said that a new event of Rose King amp Queen for the senior

citizens was added in the year 2012 on his suggestion when he was member of FampCC

He desired any new event should also be added this time too He further said that this

year the number of footfall of youngster increased in large quantity because of free wifi

in Rose Garden amp Selfy Zone

Sh Subhash Chawla said that earlier there was a competition of Roses

during the festival He further suggested we should invite the neighbouring states for

culturalcraft activities in the festival like Suraj Kund Mela (Haryana) It will create the

courage among the residents of the city and natives of the respective states He gave

the example of Teej Festival celebrated in the Haryana Raj Bhawan in which different

kinds of activitiescultural programmes were shown

The Mayor suggested that the songgidda competition should be

organized at the inter college level as well as inter school level He further suggested

that there should be a competition among the newly married couple those married

within one year or whose anniversary falls during the festival He further said that the

1st 2nd amp 3rd prize winner couple would be given three days holiday package He

further said that the prominent citizens of Chandigarh should be invited as Chief Guest

in the festival

ldquoThe committee considered and approved the estimate 45thof Rs4865 for the celebration of Rose Festival

2017 of the Municipal Corporation Chandigarh Further it was also resolved that a competition be got done among the newly married couple within one year and decided that three days holiday package be given to the couple of 1st 2nd amp 3rd prize winner Further it was also resolved that a competition of SongGiddaBhangra be organized at inter college level as well as inter school level It was also resolved that the teams from the neighbouring states be invited for culturalcraft events in the festival It was also resolved that an event management company be hired for proper and high quality management of the eventsrdquo

along with Coin Operated Washing Machines in Sector 15 Chandigarh was handed

over to Chandigarh Washerman Workshop Cooperative (Regd) Industrial Society Ltd

at the monthly charges of Rs8000- per month Later on in the 255th meeting of FampCC

the lease was extended from 31072015 to 30072016 with 10 increase of lease

money per annum He further said that the lease period of the Society had expired and

further extension was required

ldquoThe Committee considered and accorded approval for extension for renewal of licence agreement to the Washerman Workshop Cooperative (Regd) Industrial Society Ltd Sector 15-D Chandigarh from 01082016 to 31072017 with 10 annual increase of licence fee on the same terms and conditionsrdquo

are no light points on the said road The residents and general public of nearby areas

are also facing inconvenience due to darkness on the road

install LED lights throughout the city He further told that the different kinds of lights

had been installed in the city He suggested the uniformity of the types of lights be

maintained He further said that an agenda should be brought for installing LED lights

throughout the city He further said that in case of electricity Mohali is better than

Chandigarh
