April Meeting Minutes 4/10/17
Attendees (Meeting): Claudia McCalley (Volunteer), Tracy Yelden (Substance Abuse Agency), Adam
Sadewasser (Substance Abuse Agency), Thomas Purcell (Substance Abuse Agency), Merry French
(Substance Abuse Agency), Brian Berger (Law Enforcement), Rachael Hach (Substance Abuse Agency),
& Marvin Duff (Volunteer)
The group reviewed the meeting packet and current funds. The community coalition grant is up again to
apply. The coalition discussed applying and what could be the focus. The group identified a need in the
community for the alcohol compliance check funding. The focus may be on off-premise sales. Merry
will send out the application overview and ask for input on items that the coalition could focus on by
April 21st. Please send responses to Tracy to compile. The group also discussed 5C logo decals which
could be used to promote 5C in various ways. Marvin motioned to approve the purchase of decals (up to
$50), 2nd by Brian, motion passed. Marvin mentioned that next year the coalition could think about
sponsoring a gift bag for local Easter egg hunts at local towns. Rachael will add the event to the calendar.
The group continued with the training on coalition capacity building. Highlights including the Strategic
Prevention Framework, logic models (or our road map), review of members and potential members, skills
of members, organizational chart, & breakdown of member responsibilities. Thank you to everyone that
was able to participate in the day’s activities.

Event/Meeting Summary
Hidden In Plain Sight– Outside of Clayton County – North Fayette Valley Community Coalition had
over 40 participants. All attendees said they learned something from the exhibit and would recommend
this experience to others. Some comments from the staff (Jen Stolka) “we didn't fix the one part - the old
elbow piece is glued on and we didn't have any tools to pry it off. So the new elbow piece is still in the
tote. Iowa Workforce and NE Behavioral Health both had several questions about renting the room and I
gave them brochures/info out of the binder. A couple notes from Fayette Co. Sheriff deputy that worked
it. He suggested have more alcohol products to share and also said with the prescription drug increase -
maybe pill bottles and/or a bag of assorted pills to also show parents.” Thank you to Helping Services for
Youth and Families for renting the materials to reach more people in our area.
Prescription Drop Off Day – 4/29/2017 – Thank you to all local law enforcement for participating in the
drug take back day. Monona, Mar Mac, Guttenberg and Elkader PDs had sites for community members
to drop off prescriptions.
Mannequin Challenge – The 5C Coalition is in the process of producing a “Mannequin Challenge”
which is being videotaped and will be available for public use in the next few weeks. A Mannequin
Challenge is an incident when people’s actions are captured in a moment in time. It occurs when people
are asked to “freeze” while in motion, and become a mannequin. 5C has developed a scenario, where
youth from school districts throughout Clayton County receive a text invitation to a party. The scenario
then moves to a party scene where youth are “partying”, consuming alcohol and tobacco products and
then three youth are leaving the party, heading for a vehicle. An accident occurs, where the youth are
injured and a fatality occurs. Back at the party scene, law enforcement arrive to “bust” that event. The
video moves to a hospital scene where a family waits in the ER for information about their child. The
final scene is a wake service, where family and friends gather to mourn the loss of the child. The taping
has been completed for several scenes and has involved youth and agencies from throughout Clayton
County. Final taping will take place on May 16th when the wake will take place. 5C will be working with
the Elkader Cinema to determine if a “premier showing” can take place on May 22nd at the theatre before
the video is made available to the general public. (Submitted by Claudia McCalley)
Training on Capacity and Evaluation – 4/10 & 11/2017 - On April 10th, coalition members met with
Kelli Keck of Epiphany Community Services for a capacity planning workshop. Kelli led the group in
discussion of the different ways to effect community change and engaged everyone in exploring how
members viewed the role and function of 5C in addressing the coalition's mission. After wrestling with
those topics, the focus moved to building the coalition; recruiting new members and the skills needed to
increase the influence of 5C. On the following day, Kelli directed the future members of an evaluation
committee in how best to align the coalition's activities with its objectives, keeping a weather eye on
societal changes and 5C's performance in order to ensure the coalition will be a force for good for years to

Governor’s Conference on Substance Abuse - 4/18 & 19/2017 – Tracy and Rachael attended the
conference to learn more information on drug specific trends, issues, as well as related topics. This is an
opportunity for all coalition members and will be available again next year.

Grant Reports
Tobacco - Adam Sadewasser is working on collecting store scans from all Clayton Co. retailers. This
information will be collected as a way to see what is being sold in Clayton Co. and average prices of
tobacco products. The information should be available to the coalition around the end of the summer.
Pregnancy Prevention - Adam Sadewasser is currently finishing classes at Starmont, Central and
Clayton Ridge. All Draw the Lines classes will be completed in the next couple weeks as school year
come to an end.
Iowa Partnership for Success (IPFS) – Rachael Hach – We have received written documentation that
Starmont will continue implementing the LifeSkills curriculum to 6th grade students for the 2017-2018
school year. Conversations are still in the works with Central regarding possible implementation for their
6th grade students as well. Conversations have started with Clayton County Sheriff Office regarding the
implementation of safety check points at various locations in the county. We continue to stay in contact
with them regarding the implementation of river saturation patrols as well. Contact has been made with
the Estherville Chief of Police in Emmet County regarding the process their county went through to
implement their own Juvenile Referral Process. Social Host table tents were distributed at the Wellness
Fair at Upper Iowa, along with Media Campaign posters. There continue to be Media Campaign posters
available if anyone would like to help distribute around the county.
Drug Free Communities (DFC) Grant – Tracy Yelden – The Youth IMPACT Group developed
Riskopoly display highlighting alcohol risks, tips, and resources. The group also sponsored a field day
where they designed the stations and invited the middle school students. Thank you to Claudia and
Rachael for leading our rest and relaxation station as well as Lynette at the “would you rather” station.
DFC will also be supporting summer opportunities for youth in the Clayton Ridge district.
