It wis expooted that' Mr. Goff's ordnance of exposure would be di- rected toward breastworks that have hith- erto Withstood all assaults, and that the startling sensation of Friday would be rendered trivial beside the day's events. And though the testimony adduced did point the finger of, wrong toward, an eX- inspector of police whose official reputa- tion was hitherto regarded as immaculate, the popular appetite for sensational devel- opments has not been appeased. Byrnes Was Amazed. Still in official circles the lifws of the day's exposures has brouglu) JMnazemenJ unbounded. Superintendent Byrnes, when told of Sergeant Taylor's testimony against ex-Inspector Steers, manifested great as- tonishment. "I am amazed—astdtmded." was his only comment, and no argument could induce him to pronounce an opinion. Inspectors Williams and Conlin evinced similar feelings. Sergeant John Harley, who was former- ly detailed to duty in Inspector Steers' office, said: "I have always and do now consider Inspector Steers a man of un- blemished character. I cannot believe that he ever accepted any bribe money." . And so many other officials of the police depart- ment expressed themselves. Steers for many years was captain of the city hall squad. Ho was made inspect- or when Superintendent Murray took charge of the department and.retired two years ago. At that time be was, as.chiel inspector, in command of the detective office. His pension of $2,500 per annum goes with the now defunct rank'of chief inspector^ He is a conspicuous and pop- ular member of the Washington Heights Methodist church. The sensational evidence against Steers was not brought forward until Jate in the afternoon, Counsel Goff having paved the way with a number of witnesses, who swore that steamship atid railroad com- panies had paid tributes' to the police for -guarding their property. One after anoth- _er a stream of policemen swore to this ffact, and then the big sensation of the | session was sprung as a fitting climax to the day's proceedings. Before any business was transacted by. the committee the senators and their coun-; sel indulged in a public discussion, the **rpshot of which was a decision tha't any action, criminal or civil, against Captain Creeden was barred and illegal; that the testimony and proceedings of the Lexow committee are privileged, and that Cap- tain Creeden's reinstatement by the police board was a commendable proceeding. At the request of Harry Hill, who some months ago testified that he had seen Gov- erned Shepard in a disorderly house in this sity, this testimony was expunged from the record. Captain Strauss of the East Sixty-Sev- enth Street police station was the first witness of the day. He was questioned about his bank account, but made no ad- missions of consequence. The audience meanwhile was charged with breathless excitement, and when John W.'Keppen- hagen took the stand even the senators ap- peared unusually interested. But Reppenhagen, didn't swear to.any- thing that had not been previously shown. He related that he had been given $5,000 of the $15,000 paid by T- J. Creeden for a captaincy; that he had frequently loaned policemen money; that saloon keepers in his district frequently, paid for police pro- tection. Captain Allaire Implicated. The meet ing of the inqu//itorial sena­tors bad been fraught with # o a t possibili­ties, and hence the intense t jnxiety which moved the large throng in attendance on the session. I t w i s expooted that' Mr. Goff's ordnance of exposure would be di­rected toward breastworks that have hith­erto Withstood all assaults, and that the startling sensation of Friday would be rendered trivial beside the day's events. A n d though the testimony adduced did point the finger of, wrong toward, an eX-inspector of police whose official reputa­tion was hitherto regarded as immaculate, the popular appetite for sensational devel­opments has not been appeased.

Byrnes Was Amazed.

Superintendent Byrnes, when told of Sergeant Taylor's testimony against ex-Inspector Steers, manifested great as­tonishment. " I am amazed—astdtmded." w a s his only comment, and no argument could induce h im to pronounce an opinion.

Inspectors Williams and Conlin evinced similar feelings.

Sergeant John Harley, who was former­ly detailed to duty in Inspector Steers' office, said: " I have always and do now consider Inspector Steers a man of un- • blemished character. I cannot believe that he ever accepted any bribe money ." . And so many other officials of the police depart­ment expressed themselves.

Steers for many years was captain of the city hal l squad. Ho w a s made inspect­or when Superintendent Murray took charge of the department and.retired two years ago. A t that t ime b e was, as.chiel inspector, in command of the detective office. His pension of $2,500 per annum goes wi th the now defunct rank'of chief inspector^ H e is a conspicuous and pop­ular member of the Washington • He ights Methodist church.

The sensational evidence against Steers was not brought forward unti l Jate in the afternoon, Counsel Goff having paved the way wi th a number of witnesses, who swore that steamship atid railroad com-panies had paid tributes' to the police for -guarding their property. One after anoth-_er a stream of policemen swore to this ffact, and then the big sensation of the | session was sprung as a fitting cl imax to the day's proceedings.

Before any business was transacted by. the committee the senators and their coun-; sel indulged in a public discussion, the

**rpshot of which was a decision tha't any action, criminal or civil, against Captain Creeden was barred and il legal; that the testimony and proceedings of the Lexow committee are privileged, and that Cap­tain Creeden's reinstatement by the police board was a commendable proceeding.

A t the request of Harry Hill, w h o some months ago testified that he had seen Gov­erned Shepard in a disorderly house in this s i ty, this testimony was expunged from the record.

Captain Strauss of the East Sixty-Sev­enth Street police station was the first witness of the day. He was questioned about his bank account, but made no ad­missions of consequence. The audience meanwhile was charged with breathless excitement, and when John W.'Keppen-hagen took the stand even the senators ap­peared unusual ly interested.

But Reppenhagen, didn't swear to.any­th ing that had not been previously shown. H e related that he had been given $5,000 of the $15,000 paid by T- J. Creeden for a captaincy; that he had frequently loaned policemen money; that saloon keepers in his district frequently, paid for police pro­tection.

Policeman Thomas Q'Neil said that h e would prefer not t o testify, and intimated that he was afraid, lie would suffer for h i s testimony. "Finally,' ndwever, he swore that while he was a patrolman pn the White Star steamship dock the company paid him $10 a week, and of this he gave Wardman Gannon $25 a month for Cap­tain Schmittberger.
