1. SUBJECT OF THE CONTRACT

In accordance with the provisions of Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities, as amended by Council Regulation (EC, Euratom) No 1995/2006 of 13 December 2006, and Commission Regulation (EC, Euratom) No 2342/2002 of 23 December 2002 laying down detailed rules for the implementation of the aforementioned Financial Regulation, as amended by Regulations (EC, Euratom) No 1261/2005 of 20 July 2005, No 1248/2006 of 7 August 2006 and No 478/2007 of 23 April 2007, the European Parliament has decided to issue this invitation to tender for the systematic monitoring, collection, recording and analysis of clippings related to the activities of the European Parliament (either by direct mention to it or by referring to its Members) in the written, audiovisual and electronic Greek Press and Media.

2. DESCRIPTION, TASKS, PERFORMANCE AND ESTIMATED VALUE OF THE CONTRACT

2.1 Description

In the framework of its information and communication activities, the Information Office of the European Parliament in Greece (from now on called the "Office") requires daily clippings and review of the Greek written, audiovisual press and electronic press on the news and stories of the day which refer to the European Parliament (either by direct mention to it or by referring to the activity of its members).

The reviews should enable the European Parliament to monitor on a daily basis the way in which these topics are reported in the national and regional press and media (including special or important events such as European Parliament Plenary Sessions in Strasbourg and Brussels, European elections, etc.). Coverage should also include opinion polls concerning the perception of the public concerning the EU and especially the European Parliament.

2.2 Tasks

The successful contractor must work in close cooperation with the European Parliament Office in Greece at all stages during the lifetime of the contract, where services carried out are subject to the approval of the European Parliament. The services will also involve participation in regular meetings with the Office. The services and products must be carried out in English (daily reviews) and in Greek (press clippings).

2.2.1 Identification of keywords

All keywords might be modified as necessary during the lifetime of the contract, in cooperation with the Office.

2.2.2 Media to be monitored

It will be the responsibility of the contractor to ensure that the following news Media sources are followed on a daily basis, Saturdays, Sundays and National Holidays included:

1. All Greek newspapers (economic, political and specialized) providing national coverage.

2. Selection of the most important newspapers of the regional Greek press, which present high readability rates. The final selection of these newspapers will take place in cooperation with the Office (see indicative list Annex 3).

3. The main newscasts of selected television stations of national range and a selection of special broadcasts referring to EU and International affairs. The selection of the specific television stations and newscasts will be decided upon in cooperation with the Office. (see indicative list Annex 4).

4. The main newscasts of selected radio stations as well as special broadcasts that focus on international and European issues. The selection of the specific radio stations and broadcasts will be decided upon in cooperation with the Office (see indicative list Annex 4).

5. Highly visited web portals (They will be selected in cooperation with the Office of EP). (see indicative list Annexe 4).

The language of the press reviews must be English.

The contractor will provide a list to the European Parliament of all media to be monitored.

The contractor will ensure that the list of media monitored is updated regularly and that the European Parliament is informed of all changes.

2.2.3 Format and quality of daily tasks

1. Collection and mailing of clippings of national press (economic, political and specialised) (see indicative list Annex 3) which refer to the European Parliament, must be delivered daily by 11h00, except for Saturdays, Sundays and National Holidays where they should be provided by 11H00 at the latest of the following day. The clippings must be sent via e-mail on a "word format" or as "searchable pdf". In parallel, there might be available on a site designated by the contractor.

2. Collection and mailing of clippings of regional press (see Annex 3) which refer to the activity of European Parliament, on a daily basis by 11:00 am except for Saturdays, Sundays and National Holidays where they should be delivered at the latest by 11H00 of the following day. The clippings must be sent via e-mail on a "word format" or as "searchable pdf". In parallel, there might be available on a site designated by the contractor.

3. Monitoring of main newscasts of selected TV and radio stations as well as of specific programs (TV and radio broadcasts) that will be defined in cooperation with the Office (ad-hoc). (see indicative list Annex 4).

4. Monitoring of selected web portals (see indicative list Annex 4). The contractor will be obliged to monitor and report on a minimum list of online media to be agreed together with EPIO. In addition, candidates will be assessed on the methodology they propose for maintaining and updating such a list with a view to including to this list the most relevant and popular web portals.

5. Drafting of a daily bulletin of written, audiovisual and electronic Press . The drafting of the relevant bulletin will be based on the above mentioned clippings as well as on the relevant references in the audiovisual and electronic press as defined above (1, 2, 3, 4). The structure, size and contents of the bulletin will be based on a relevant model which the Office of the European Parliament in Athens will provide to the contractor (see Annex 1). Furthermore, the relevant bulletin will be mailed daily at the latest by 11.00 a.m., except Saturdays and Sundays and Public Holidays, when they will be mailed at the latest by 11H00 of the following day. Please note that on the bulletin of audiovisual press there should appear the date, time and duration of the mention.

6. Drafting twice a month of special press reviews related to the EP Plenary Sessions.

The drafting of the above bulletins will be based on all of the above described media and will pertain to the press clippings and the reports (television, radio and internet) that refer only to the EP Plenary Sessions, which take place once a month in Strasbourg (with the exception of August. Instead, two sessions are then held in September) and once a month in Brussels The structure, size and contents of the bulletins will be based on a relevant model (see Annex 2). These special review bulletins will be sent via e-mail, on the Monday following the end of the Plenary Sessions in Strasbourg, at the latest by 16:00 pm. Concerning the Plenaries in Brussels (mini-sessions taking place on Wednesday and Thursday), the special reviews must be sent the Friday following by 12H00 pm.

7. Drafting of a bi-monthly special report on web portals references on the above mentioned keywords. These reports must include the themes, the number of references, a short qualitative analysis of the perception and views of the citizens regarding the EP action, as well as statistical analysis of the most important references.

8. Drafting of a monthly report which will include statistical data regarding the number of articles of TV clippings, radio and electronic press references related to the European Parliament.

9. On the basis of the above mentioned monthly statistical data, a bi-annual special report must be drafted and sent on a mutually agreed date. This report will include a concise qualitative analysis regarding the themes and positioning of mass media towards EP.

10. The above-mentioned reporting obligations may be adapted at the request of the Office in order to comply with reporting requirements of DGCOMM, in a way that will not entail a substantial alteration of the overall reporting workload described above.

IN YOUR OFFER YOU MUST DECLARE EXPLICITLY THAT YOU HAVE THE ABILITY TO PROVIDE AN EFFICIENT AND EFFECTIVE MONITORING AND RECORDING OF ALL OF THE ABOVE MENTIONED SERVICES.

2.3 Performance and estimated value of the contract

Provision of the services must be completed on a daily basis as set out here above.

The duration of the initial contract shall be 12 months. Performance of the contract shall not begin until the contract is signed. Any renewal of the contract shall take place in accordance with the terms laid down in the contract.

The value of the contract is estimated at 30.000 EUR (exclusive of VAT) per annum or 120.000EUR (exclusive of VAT) over the maximum lifetime of the contract i.e. 4 years maximum duration.

3. PARTICIPATION IN THE TENDER PROCEDURE

Participation in competitive tendering is open on the same terms to all natural or legal persons and public entities coming within the scope of the Treaties and to all natural and legal persons and public entities of a third country which has concluded a specific agreement with the Communities concerning public procurement, on the terms laid down by that agreement.

If a potential tenderer is not eligible pursuant to the aforementioned agreements, he may exceptionally be permitted by the European Parliament to participate in the tender procedure on an ad hoc basis, without this creating any precedent or obligation for the future.

In order to ascertain the eligibility of tenderers, they must indicate in their tenders the country in which they have their registered office or in which they are domiciled. They shall also submit the evidence required under their national law.

4. PROOF OF STATUS

1. Any tenderer may be asked by the European Parliament to furnish proof of his authorisation to produce the subject of the contract under his national law. To do so, he shall submit the relevant supporting documents. By way of example the European Parliament may accept enrolment in the trade or professional register; a declaration on oath or a certificate attesting membership of a specific organisation; or inclusion in the VAT register. If none of these documents provides the requisite proof to substantiate and assess the existence of such authorisation, the European Parliament may accept other equivalent official documents furnished by the tenderer.

2. In the case of consortiums, each member will be asked to furnish proof of authorisation to produce the subject of the contract.

5. CONSORTIUMS

Consortiums of economic operators may submit a tender. The European Parliament reserves the right to require the consortium retained to have a given legal form if this is necessary for the proper performance of the contract. This requirement may be communicated by the European Parliament at any time during the contract award procedure, but in any case before the contract is signed.

The tenderers who are members of the consortium shall describe in detail the contractual arrangements or agreements between them.

The consortium of economic operators shall furnish proof of its legal form in the tender. This may take one of the following forms:

- an entity with legal personality recognised by a Member State;

- an entity without legal personality but offering sufficient protection of the European Parliament’s contractual interests (depending on the Member State concerned, this may be, for example, a consortium or a temporary association);

- the signature by all the partners of a type of 'power of attorney' or equivalent document confirming a form of cooperation.

The document supplied must prove the consortium's actual status.

The European Parliament may accept other legal forms not referred to above, provided that they ensure the parties' joint and several liability and are compatible with performance of the contract. However, in the contract to be signed with the consortium the European Parliament will refer expressly to the existence of such joint and several liability. In addition, it reserves the right to require, contractually, the appointment of an authorised representative who may represent the members and who is empowered, inter alia, to issue invoices on behalf of the other members.

Tenders from consortiums of economic operators must specify the role, qualifications and experience of each of the members of the consortium. The tender shall be submitted jointly by the economic operators, who shall also assume joint and several liability for the tender submission.

In the case of a consortium of economic operators, each member will furnish proof of the right of access to the contract (eligibility), as well as proof concerning compliance with the exclusion and selection criteria. With regard to the selection criteria, the European Parliament may rely on the capacity of the other members of the consortium in order to establish whether the tenderer will have the resources needed to perform the contract. In this case an undertaking will be required from those members stating that they will make available to the other members the resources needed to perform the contract.

6. SUBCONTRACTING

Subcontracting is permitted. The tender must give details, as far as possible, of that part of the contract that the tenderer proposes to subcontract and the identity of the subcontractors. During the contract award procedure or performance of the contract the European Parliament reserves the right to require tenderers to supply information about the financial, economic, technical and professional capacity of the proposed subcontractor(s). Likewise, the European Parliament may demand the requisite proof to establish whether the subcontractors comply with the requisite exclusion criteria. Tenderers are hereby informed that proposed subcontractors may not be in one of the situations described in Articles 93, 94 and 96 of the Financial Regulation, which entail exclusion from participation in a contract issued by the European Union.

The European Parliament is entitled to reject any subcontractor who does not comply with the exclusion and selection criteria (see points 12 and 13, respectively).

Furthermore, the European Parliament must be informed by the contractor of any subsequent use of subcontracting not envisaged in the tender. The authorising officer responsible reserves the right to accept or reject the proposed subcontractor. In order to do so he may the requisite proof to establish whether the subcontractor(s) complies/comply with the requisite criteria. The European Parliament’s authorisation will always be granted in writing.

If a contract is awarded to a tenderer who proposes a subcontractor in his tender, this equates to giving consent for the subcontracting.

7. PROBABLE TIMETABLE OF THE INVITATION TO TENDER

Deadline for receiving questions: The European Parliament is not required to respond to requests for information submitted less than five working days before the closing date for the submission of tendersDeadline for sending replies: The general rule is to reply no later than six calendar days before the closing date set for the submission of tendersClosing date and time for the submission of tenders: 29/10/2012, 12.00.Date and time of opening of tenders: 09/11/2012, 11.00.

8. VARIANTS

Variants are not permitted.

9. PRICES

Prices shall be revised in accordance with the terms set out in the contract.

Pursuant to Article 3 of the Protocol on the privileges and immunities of the European Communities of 8 April 1965, the price quotation shall be submitted excluding VAT and other equivalent indirect taxes.

The price quoted must be all-inclusive and expressed in euros, including for countries which are not part of the euro zone. For tenderers in those countries, the amount of the tender may not be revised in line with exchange rate movements. It is for the tenderer to select an exchange rate and accept the risks or the benefits deriving from any variation.

10.ENVIRONMENTAL ASPECTS

The European Parliament's environmental policy

Tenderers shall undertake to comply scrupulously with the environmental legislation in force in the field of the contract, should it be awarded to them. It should be noted in this connection that the European Parliament applies the EMAS environmental management system. Information about EMAS is provided by the authorising department in Annex 6 to these specifications. The successful tenderer will be required to ensure that the information provided by the European Parliament on the EMAS programme in general, and more specifically on the implementation of environmental measures in practice, is known by all his staff working for the European Parliament. At the European Parliament's request the successful tenderer may be required to certify that anyone assigned to work under the contract has received the appropriate professional training required (technical, safety and environmental training) concerning compliance with safety rules and correct handling of the equipment and products to be used, including action to be taken in the event of incorrect handling or any other incidents.

11.POLICY ON THE PROMOTION OF EQUAL OPPORTUNITIES

Tenderers shall undertake to observe a policy on the promotion of equality and diversity in the performance of the contract, should it be awarded to them, by applying the principles of non-discrimination and equality set out in the Community Treaties in full and in their entirety. promote an open and inclusive working environment which respects human dignity and the principles of equal opportunities, based on three main elements:

- equality between men and women; - employment and integration of disabled persons; - the removal of all obstacles to recruitment and all potential discrimination based on

sex, race or ethnic origin, religion or convictions, disability, age or sexual orientation.

12.EXCLUSION CRITERIA

Article 93 of the Financial Regulation

1. Tenderers shall be excluded from participation in procurement procedures if:

(a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;

(b) they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;

(c) they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify;

(d) they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;

(e) they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Communities' financial interests;

(f) they are currently subject to an administrative penalty referred to in Article 96(1)1.

Points (a) to (d) shall not apply in the case of the purchase of supplies on particularly advantageous terms from a supplier who is definitively winding up his business activities, or from the receivers or liquidators of a bankruptcy, through an arrangement with creditors, or through a similar procedure under national law.

Article 94 of the Financial Regulation

2. A contract shall not be awarded to tenderers who, during the procurement procedure for that contract:

(a) are subject to a conflict of interest;

(b) are guilty of misrepresentation in supplying the information required by the contracting authority as a condition of participation in the procurement procedure or fail to supply this information;

(c) find themselves in one of the exclusion situations, referred to in paragraph 1, points (a) to (f), for this procurement procedure.

12. 1. Evaluation of the exclusion criteria

1. Tenderers shall furnish the following documentary evidence:

- a recent extract from the judicial record or, failing that, a recent equivalent document issued by a judicial or administrative authority in the country of origin or provenance showing that the tenderer to whom the contract is to be awarded is not in one of the situations referred to in Article 93(1)(a), (b) or (e) of the Financial Regulation;

- a recent certificate issued by the competent authority of the State concerned

proving that the tenderer is not in the situation referred to in Article 93((1)(d) of the Financial Regulation.

- Where the documents or certificates referred to above are not issued in the country concerned, and in respect of the other exclusion situations referred to in Article 93 of the Financial Regulation, they may be replaced by a sworn or, failing that, a solemn statement made by the interested party before a judicial or administrative authority, a notary or a qualified professional body in his country of origin or provenance;

- an attestation on the tenderer's honour, duly dated and signed, in which he declares that he is not in one of the situations referred to in Articles 93 and 94 of the Financial Regulation; the requisite model declaration on the tenderer's honour is appended to the Invitation to Tender (Annex C).

2. Tenderers shall be exempt from the requirement to submit the documentary evidence referred to in paragraph 1 if that evidence has already been submitted for the purposes of another European Parliament procurement procedure and provided that the documents in question were not issued more than one year previously and are still valid. In such cases, tenderers shall attest on their honour that the supporting documents have already been provided in a previous procurement procedure, which they shall identify, and that no changes in their situation have occurred.

13.SELECTION CRITERIA

13. 1. Financial and economic capacity

Tenderers must have sufficient economic and financial capacity to enable them to perform the contract in compliance with the contractual provisions. If, in the light of the information supplied, the European Parliament has serious doubts about a tenderer's financial capacity, or if this is clearly insufficient for performance of the contract, the tender may be rejected without the tenderer being able to claim any financial compensation.

In respect of the contract which is the subject of this invitation to tender the European Parliament requires tenderers to have a minimum financial and economic capacity which will be assessed on the basis of the following information:

- minimum turnover of € 100.000, for the last year

- a positive operating result (profit) for each of the last two years for which the account have been closed;

Financial and economic capacity will be assessed on the basis of the information included in the following documents, to be supplied by tenderers:

- a statement of overall turnover and turnover relating to the services associated with the field covered by the contract for the last two years for which the accounts have been closed

- Profit and loss account statement for the last 2 years for which the accounts have been closed

If the tenderer is unable to provide the references requested, he may prove his economic and financial capacity by any other means which the European Parliament considers appropriate.

The tenderer may also rely on the capacity of other entities, irrespective of the legal nature of the links between himself and those entities. In that case he must prove to the European Parliament that he will have the resources needed to perform the contract, for instance by providing an assurance of the undertaking by those entities to make them available to him. In that case the European Parliament is entitled to refuse the application or the tender submitted if it has doubts about the undertaking by the third party.

13.2. Technical and professional capacity

Tenderers must have sufficient technical and professional capacity to enable them to perform the contract in compliance with the contractual provisions. If, in the light of the information supplied, the European Parliament has serious doubts about a tenderer's technical and professional capacity, or if this is clearly insufficient for performance of the contract, the tender may be rejected without the tenderer being able to claim any financial compensation.

In respect of the contract which is the subject of this invitation to tender the European Parliament requires tenderers to have the following technical and professional capacity2:

- at least three years' experience as a service provider in services similar to those required by the contract concerned, demonstrating in particular the capacity to monitor all Greek national television stations, radio stations and on-line media.

- the tenderer must have sufficient technical support and expertise to ensure efficient operation and maintenance of the service.

- a sufficient knowledge of the European Union and of the role of the European Parliament and the parliament's relationships with the other Institutions of the European Union, to the extent necessary to perform the tasks under the contract, at least for the personnel responsible.

- excellent knowledge of the Greek and English language for the personnel responsible for delivering of the service and liaison with the IO.

- the project leader must have at least 3 years of experience in the field of monitoring media related to politics and current affairs.

The technical and professional capacity of economic operators will be substantiated by the following documents:

- a list of the principal services provided and supplies delivered in the past years, with the sums, dates and recipients, public or private. If the recipient of those services and supplies was a department of an European Union institution, economic operators shall furnish proof in the form of certificates issued or countersigned by the competent authority;

- the educational and professional qualifications of the service provider or contractor and those of the firm's managerial staff and, in particular, those of the persons responsible for providing the services (project leader), in the form of Curriculum Vitae; (including the CV of the person (s) replacing the responsible staff in case of an emergency). Professional experience relating to the services required and/or background in Media and journalism of at least 3 years must be proven.

- a statement of the average annual manpower and the number of managerial staff of the service provider or contractor in the last three years;

- a description of the technical equipment to be employed to perform the contract.

- an indication of the technical support available to the tenderer, whether or not belonging directly to the firm, especially those responsible for quality control.

- a team of experts in the field covered by the contract comprising at least 3 persons, among whom at least the project leader must have 3 years' proven experience in the field covered by the invitation to tender. The other members of the team will have at least 2 years' experience;

The tenderer or candidate may also rely on the capacity of other entities, irrespective of the legal nature of the links between himself and those entities. In that case he must prove to the European Parliament that he will have the resources needed to perform the contract, for instance by providing an assurance of the undertaking by those entities to make them available to him. In that case the European Parliament is entitled to refuse the application or the tender submitted if it has doubts about the undertaking by the third party.

14. AWARD CRITERIA

The contract will be awarded to the tender offering the best value for money.

Tenders will be evaluated on the basis of the following criteria:

1. QUALITY: Under this criterion, the text quality of the media review in terms of: linguistic quality, concise but complete presentation, appropriate style, readability and comprehensibility of the text, as well as familiarisation with EU terminology will be taken into consideration. The evaluation will be based on the sample media review, sample press review of a Plenary session and press cuttings which must be submitted along with the offer, and according to the following elements:

- a sample media review and press clippings, using the keywords supplied in point 2.2.1 Identification of keywords, of coverage on 27/9/2012. The sample update should follow

Furthermore, it should be delivered on an accompanying CD (in order to verify practical operation of electronic links).

- a sample media review of the Plenary Session in Strasbourg taking place between 10 & 13 September 2012 of all media coverage until noon Tuesday 18/9/2012, using the keywords supplied in point 2.2.1 Identification of keywords, of all media coverage until noon Tuesday 18/9/2012. The sample update should follow the format outlined in point 2 and on the style and sample that is provided in Annex 2 and should include a comprehensive list of the media monitored in order to provide the sample update. Furthermore, it should be delivered on an accompanying CD (in order to verify practical operation of electronic links).

- Due to the fact that the titles and leads will have to be translated into English on a daily basis, and in order to assess linguistic capability of the contractor, the sample must be submitted in English

- Please bear in mind the recommendations given in point 2 of the specifications as to:

the structure of the media review, respecting the list of European headings as set up above in these specifications;

the lay-out of the media review with respect to “style guide” as specified in Αnnex 2 to these specifications;

the comprehensive presentation on the nature of articles and tv/radio clipps as well as internet references (labelled positive, negative or neutral)

the presentation and completeness of the press clippings.

2. METHODOLOGY: Quality and relevance of the tenderer's proposed methodology. A special part of the offer should be dedicated to the Methodology that the contractor will follow in order to guarantee that the required services will be delivered in the most efficient and effective way, including the issues of web portals. The offer will be assessed according to whether the methods proposed are in conformity with the needs of the European Parliament. The quality control system to deliver the product in time and the assurance of continuity of service must also be presented. .3. UNDERSTANING: understanding of the objectives of the contract and the assignments to be carried out; A brief presentation of the way the tenderer intends to carry out the contract obligations should be included.

The weighting given to the various criteria is as follows:

- qualitative criterion 1 50 points maximum / minimum to be scored 35- qualitative criterion 2 30 points maximum / minimum to be scored 20- qualitative criterion 3 20 points maximum/ minimum to be scored 15

To be selected for the stage of calculation of the best quality/price ratio, tenders will be required to obtain at least 70 points for criteria 1, 2 and 3 combined.

4. Price: The bid offering the best value for money will be retained, provided the minimum number of points is achieved. The price/quality ratio is calculated by dividing the yearly price (as quoted in the Annex B to the invitation to tender) by the number of points awarded. The tender selected will be the one obtaining the lowest quotient.

The European Parliament will inform all unsuccessful tenderers, simultaneously and individually, by mail and by e-mail or fax, that their tender has not been accepted. In each case the European Parliament will indicate the reasons for the rejection of the tender, and possible means of appeal.

Simultaneously with the notifications of rejection the European Parliament will communicate the award decision to the successful tenderer, stating that this does not constitute an obligation on the part of the institution. The contract may not be signed until a period of 14 calendar days, commencing the day after the date of simultaneous notification of the rejection and award decisions, has elapsed.

Any contract which is signed before the above period of 14 calendar days has elapsed is null and void.

Any unsuccessful tenderer may obtain additional information about the grounds for the rejection of his tender by requesting this in writing, by letter, fax or e-mail. Only tenderers who have submitted an admissible tender may obtain information about the characteristics and relative advantages of the tender chosen, together with the name of the tenderer awarded the contract. Tenders from tenderers who are not excluded and who comply with the selection criteria are deemed admissible. However, some information will not be communicated if it would hinder application of the law, would be contrary to the public interest or would harm the legitimate business interests of public or private undertakings or could distort fair competition between them.

16.SUSPENSION OF THE PROCEDURE

If necessary, after the results have been notified and before the contract is signed, the European Parliament may suspend the signing of the contract for additional examination if this is justified by the requests or comments made by unsuccessful or aggrieved tenderers or by any other relevant information received. The requests, comments or information concerned must be received during the 14 calendar days commencing the day after the date of simultaneous notification of the rejection and award decisions or, where applicable, the publication of a contract award notice. In the case of suspension all the tenderers shall be informed within three working days of the suspension decision.

Following the additional examination arising from the suspension of the procedure the European Parliament may confirm its award decision, modify it or, where applicable, cancel the procedure. The reasons for any further decision shall be stated and communicated in writing to all the tenderers in contention.

Party leaders close to deal. Troika's demands are met. Today's Eurogroup meeting cancelled until an agreement is reached.Party leaders are close to a deal about new, harsher measures. During their meeting with PM Lucas Papademos yesterday and facing a series of ultimatums, they accepted most of Troika's demands. According to the PM, party leaders agreed on main issues, including the adoption of measures in 2012 to limit state expenditures by 1.5% of the GDP and the adoption of measures to deal with low competitiveness, such as the reduction of non-wage and wage cost and the recapitalisation of banks. The 13th and 14th salary were "saved" after a hash "battle", but the minimum guaranteed wage and auxiliary pensions will drop by 20%. Party leaders will meet anew today to finalise their agreement. Eurogroup Chairman Jean-Claude Juncker had warned of a default if a deal is not reached. In statements with Der Spiegel magazine he said, “If we were to establish that everything has gone wrong in Greece, there would be no new programme, and that would mean that in March they have to declare bankruptcy.” Mr Juncker’s office issued an announcement on Friday saying that the Eurogroup meeting that was scheduled to take place today was cancelled, as there are several pending issues regarding the new memorandum and the PSI. The much anticipated Eurogroup meeting will probably take place on Wednesday or Thursday, provided that the negotiations in Athens are completed. Spokesman for Commissioner Olli Rehn clarified that when all facts are clear and there is a total agreement in Athens, then the euro area ministers will act immediately, even via a teleconference. He said the negotiations are "extremely complicated", adding though that there is strong will from both sides to reach a deal. Furthermore, he said the IMF and the Commission do not have different opinions regarding the sustainability of the Greek debt. Asked to comment on statements by IMF representative in Greece Poul Thomsen, he said the Commission acknowledges the social effects of the Greek consolidation programme, but noted that the country was living beyond its powers. In the meantime, a wire from Reuters caused great tension at the Ministry of Finance, as the news agency said Eurogroup members were dissatisfied with Greek Finance Minister Evangelos Venizelos. "He is preparing his own political future, rather than the future of his country," Reuters reported. Mr Venizelos reacted strongly, speaking of a "ridiculous, if not suspicious wire." Meanwhile, the ECB is looking into the possibility of using the Greek bonds it holds in order to support Greece's second bailout according to Bloomberg. Under one plan, ECB could sell its Greek bonds to the EFSF at the price it paid for them rather than accept a loss along with private creditors.The EFSF is against that proposal because it may stretch its capacity. Kathimerini newspaper reports that the Commission, in cooperation with the ECB, has suggested establishing an “escrow account” in the ECB or a national central bank of the euro area, where euro area members will deposit the funds of the EUR 130 billion aid package for Greece. No one will be able to affect the amount in the account, while Greece will not be able to manage the funds as it wishes. The country will submit its request to its creditors when it needs a specific amount. If the funds are used to pay off interests or bonds, Greece will receive the necessary amount. If they are used for its obligations for salaries and expenses, the country will have to prove that it meets the conditions set in the memorandum. The establishment of this account will be included in the new memorandum.

The February I plenary session received quite extensive coverage by Greek newspapers with 33 articles. More than half (18 articles) referred to the discussion of the European Council’s conclusions and reactions to the proposal for a budget Commissioner for Greece. The European Dimension in sport as well as the statements of President Schulz about Greece came second regarding the Greek media coverage, with 4 articles each. Three articles were found about the waste management Directive, two articles about the nuclear programme of Iran and two articles on the misleading labels in food products.

European Council’s decisionsEighteen Greek newspapers reported on the discussion at the EP plenary session about the conclusions of the European Council. One newspaper, Rizospastis, reported on statements by MEP Georgios Toussas about the fiscal compact stressing that “it is leading people to a modern slavery”, while Naftemporiki newspaper hosted two rather factual articles about the resolution voted by MEPs regarding the fiscal compact. All other articles (15) emphasized on MEP Farage’s statement comparing the appointment of a Commissioner for Greece with the installation of a "Gauleiter" in Athens by the Nazis. Newspapers vigorously reported on the “fight” between German MEPs and Mr Farage and most of them sided with the British MEP. Naftemporiki bears the title “intense criticism”, while Imerisia’s article is entitled “Gauleiter appointed by the Nazis!” Adesmeftos Typos reports on the story saying “Fierce fight in the EP for the Commissioner” and underlines that Mr Farage said that the idea, which came from the German Ministry of Finance, was a "joke". All fifteen newspapers focus on the fact that EP President Martin Schulz was furious and threatened to expel the British MEP from the room accusing him of spreading nationalistic ideas. European dimension in sportFour Greek newspapers reported on the Resolution of the European Parliament, aiming at tackling incidents of hooliganism and “set- up games” in sport events. The titles of Avriani “EP Resolution calls for zero tolerance for hooliganism and set up games” and Eleftheros Typos “Brake to fraud” are very characteristic of the positive way newspapers welcomed the news.(4 Articles: Avriani Makedonia, Eleftheros Typos, Kiriakiatiki Avriani, Typos Chalkidikis)President Schulz about GreeceFour newspapers welcomed the answer provided by EP President Martin Schulz to a question submitted by MEP Dimitris Droutsas. "The Greek people deserve enormous respect for all the sacrifices they have undergone in recent years by paying for things for which the Greek political elite is responsible" Mr Schulz said. All newspapers positively presented the news, while Naftemporiki comments that Mr Schulz “is furious with tax invaders”.(4 Articles: Ethnos x2, Naftemporiki, Isotimia)

Waste managementThree Greek newspapers commented on EP’s decision regarding waste management. Adesmeftos Typos emphatically reported that the European Parliament called on Member States to implement all Community legislation on waste management without further delay. “Implement now the EU legislation” is the title of the relative article. Rizospastis reported on the news, stressing that MEP Charalampos Angourakis made an important intervention on the matter. (3 Articles: Adesmeftos Typos, Kiriakatiki Avriani, Rizospastis)

Iran and its nuclear programmeTwo newspapers focused on Iran and its nuclear programme. Rizospastis hosted a very critical story, praising MEP Charalampos Angourakis for denouncing the new EU imperialistic intervention in Iran and the escalation of aggression in the region. Typos Chalkidikis welcomes the news, with the title “the EP in favor of sanctions imposed to Iran”.(2 Articles: Rizospastis, Typos Chalkidikis)

Misleading labels in food productsTwo newspapers reported that the EP plenary blocked EC’s proposed changes to nutrition labeling that would have allowed new "percentage less" claims on sugar, salt and fat content. Avghi newspaper underlined that MEP Nikolaos Chountis commented on EC's proposal saying that food labels must not be misleading as to the characteristics, the nature and the identity of the product, and accused the EC of promoting these reforms in order to satisfy the food industry. THE EUROPEAN PARLIAMENT'S ENVIRONMENTAL POLICY

The European Parliament recognises that it has a duty to make a positive contribution to sustainable development as a long-term goal, not only through its political role and its role in legislative procedures, but also in the context of how it operates and the decisions that it has to take on a day-to-day basis.

The European Parliament has therefore decided that its Administration will embark on the path of applying the EMAS (Eco-Management and Audit Scheme) standard, with the aim of continually improving its environmental results with regard to activities, products and services.

In doing so the European Parliament hereby undertakes to:

reduce carbon dioxide emissions

promote the efficient use of energy, water and paper

introduce best practices with regard to waste management

incorporate environmental guidelines into procurement procedures

encourage responsible and appropriate behaviour by training, providing information and increasing the awareness of all its staff, Members and their assistants about those aspects of their activities relating to the environment

take preventive measures to counter pollution

ensure compliance with requirements laid down by environmental legislation and regulations

ensure that everyone within Parliament is committed to EMAS and to the measures to improve the environment which it entails

provide sufficient resources for its environmental management system and activities relating thereto

promote transparent communication and dialogue with interested parties, both internally and externally.

The European Parliament undertakes to describe, implement and pursue its environmental policy, to communicate it to its Members, its staff, its contractors and any other interested parties and also to make it accessible to the public.

The European Parliament's environmental policy is implemented through its environmental management system. The environmental policy and the environmental management system cover the main environmental aspects, both directly and indirectly, as well as their impact on the sites concerned, and make it possible to establish corresponding objectives.

Environmental protection (EMAS) in the European Parliament

What is EMAS?EMAS is the system used by the European Parliament (EP) to reduce the impact of its activities on the environment. EMAS is an environmental management system (EMS) based on ISO standard 14001:2004 and EMAS regulations 1221/2009. The Parliament began to apply EMAS following a Bureau decision in 2004.

The President and the Secretary-General of the EP signed the EMAS policy. This document committed the Parliament to continually reducing its impact on the environment in areas such as the production of office and kitchen waste, the handling of dangerous substances, CO2 emissions to fight global warming, energy, water and paper consumption, respect for environmental legislation, staff training etc.

How can my company contribute to improving the environment at the European Parliament?You contribute by respecting current environmental legislation, as well as all environmental instructions and procedures. Your company should ensure that all staff who perform tasks which have a significant environmental impact have received the necessary training. Your company therefore plays an essential part in improving environmental quality at the EP.

Our environmental commitment is also set out in the obligations that appear in our new contracts: ‘The contractor undertakes to respect (…) the environmental characteristics of the contract and any other similar condition imposed by the specification and explained, where necessary, in the contractor's tender. The European Parliament reserves the right to carry out any checks and inspections direct with the contractor, necessary to ensure that the environmental requirements imposed are being respected (…) Any failure on the part of the contractor to comply with the environmental obligations imposed or any refusal to be checked by the European Parliament or a duly authorised body will allow the European Parliament to terminate the contract’.

If you use substances that are dangerous for the environment, you are obliged to respect the legislation in force and to know the EP's environmental procedures. For more information, please consult your contact at the European Parliament.

If you are in one of our buildings and you discover an accident with significant environmental consequences (such as a fire, explosion, leak of water, fuel oil, gas, oil or any other dangerous substance), please inform the Security Service ( 85112). The same number can be used for medical emergencies.

We are grateful to the European Parliament's contractors and subcontractors for their valuable contribution to the sorting, storage and recycling of waste. We would remind you of the importance of sorting waste properly and kindly request that you make your colleagues aware of the importance of your role for the environment.

And what can my company do if it causes other types of environmental damage?If your company's activities for the European Parliament cause other types of environmental damage (consumption of paper, fuel, electricity, water, production of other types of waste etc.) you can consult your contact at the European Parliament in order to try and improve your environmental performance (the EMAS coordination team will also be happy to help you).

Some tips for every day:

Has the European Parliament already made real progress for the environment? The EP has long been working to improve the environment. Here are some of its achievements:

- The EP has undertaken to reduce its CO2 emissions by 30% by 2020. - The Parliament sorts and recycles its waste, paying special attention to hazardous products. - The Parliament uses electricity from 100% renewable sources, at all three of its sites. - The EP integrates environmental clauses into its public procurement contracts.

Did you know that the Parliament has obtained EMAS and ISO 14001:2004 certification? So external environmental audits will be carried out each year and your involvement in the environmental management system will also be evaluated.

Save energy. Turn off the light when it isn't needed and save electricity.

Save water. Turn the tap off completely and alert the appropriate department if you discover a leak.

Take the stairs instead. It's better for your health and better for the environment!

Use public transport for your journeys. Transport is one of the largest sources of CO2 emissions.
