CONSEQUENCES OF COMPLEX CRISIS
CAPRADE
“DESPLAZAMIENTO INTERNO: RESPUESTAS INMEDIATAS”
Franklin Condori
GENEVE - 24 ABRIL 2012
SOME BASIC QUESTIONS
What is the real importance assigned in terms of public policies to Complex Migration and Internal Displaced forced by emergencies and / or natural disaster?
How the "displaced" is assisted in terms of rights and citizenship card?
What elements and strategies can be identified between the Migration Management and Disaster Risk Management, to mitigate the problems faced by families as a result of natural disasters?
How does the mobility of people strengthens or alleviates the vulnerability?
How can States and the international community to prevent forced migration, prepare for it and protect migrants, while supporting mobility in the interests of populations affected by crisis?

BOLIVIA
Escenario del riesgo de desastres en Bolivia
In Bolivia is characterized by the location of
human settlements and productive and
social infrastructure in areas exposed to
hazards, vulnerability of communities and
low capacity for population sectors to
absorb the impact of threats and recover
from them.
- Socio-economic vulnerability (or
human).
- Physical vulnerability (or exposed
elements).
- Vulnerability institutional (capacity).
- Environmental Vulnerability
(degradation of ecosystems)
-WHO MIGRATE? WHAT ARE THE CAUSES? WHAT ARE THE CONSEQUENCES?

PRIORITIES
1. Strengthening institutional capacities at all levels to ensure that
disaster risk reduction a national priority and sub-Andean. (PERU)
Promotion of research and knowledge for the identification,
monitoring and evaluation of disaster risks and enhance early
warning (BOLIVIA)
Promoting education, communication and participation to build a
culture of safety and resilience at all levels (ECUADOR)

and mutual assistance in case of disaster, all levels (ECUADOR)

ALCANCE DE APLICACIÓN DE LA GUIA:
• Approved the month of September 2008, XII
Reunión CAPRADE en Ecuador (OPS/OMS, FICR)
• Establishes operational procedures for mutual
assistance disaster in the Andean countries.
It does not replace agreements, standards,
guidelines or mechanisms
His time of application shall be limited to the first
weeks of disaster response
BACKGROUND AND GENERAL REFERENCES FOR elaboration AND application of the guide A OF OPERATION FOR MUTUAL
ASSISTANCE DISASTER IN THE ANDEAN COUNTRIES
15
BASIC CRITERIA FOR GUIDE
APLICATION
16
Some conclusions:
Concern for the internally displaced and forced migration due to
natural disasters
Not only should consider the immediate response, but the return of their identity,
their social, environment (rights and citizenship card).
In the post disaster, should mitigate irregular forms of migration to urban centers,
traffic and trafficking.
Prevention plans in the Andean countries even do not need programs or projects to
mitigate the complex migrations.
The IDP status and forced by emergencies and / or disaster may worsen the
conditions of vulnerability and exposure of the affected groups-
Environmental factors including natural disasters CC have an impact on poor regions
of the Andean countries, leading to greater exposure and vulnerability of these.
