1. INTRODUCTION

777 Demolition have been contracted by PegasusLife to carry out the demolition works located at the Wildernesse Estate, Sevenoaks. There has been R&D Surveys undertaken of the buildings and all asbestos based products identified will be removed by fully licenced contractors prior to the demolition works commencing. 777 Demolition will be acting as principle contractor for the duration of the works. Programme dates may be subject to change in the event of unforeseen delays. The site is only to be accessed using the Client’s proposed access route indicated below; this information will be circulated to all relevant parties;

The construction route for the Demolition & Enabling works, demolition works and initial construction activities will be from the A25 via Seal Drive and into Wildernesse Ave. This route will remain in use until such time as the construction access plan for the Construction Phase has been agreed by Kent County Council and the proposed new Access Road has been constructed.

This route is expected to be utilised during the Enabling and Demolition package works as well as the new Construction Works up until the new access road off Park Lane is constructed (July 2015 up until the end of February 2016), at which point the access route will be switched to the approved option set out in the Construction Management Plan.

The Deed of Easement dated 19 July 2013 relating to Wildernesse Avenue and Seal Drive, Seal, Sevenoaks Kent between the Trustees and RLSBP (and subsequently Pegasus Life) permits Pegasus Life the right to pass and repass with or without vehicles of all descriptions, plant, machinery at all times and for all purposes connected with the use of the Land including development or redevelopment of the Land over and along the Trust’s Land

The vehicles accessing the site will vary between small vans, 40ft skip lorries, four axle trucks to flatbed articulated vehicles. The weights of these vary depending on the load.

In relation to large loads that require escorts, contact will be made with KCC in advance of the arrival of these vehicles and appropriate measures will be implemented in order to minimise disruption for both vehicular traffic and pedestrians in the surrounding area.

A portable jet wash will be located at the site entrance to operate a wheel wash to ensure that mud and debris is not trafficked onto the estate roads from vehicles exiting the site. Regular monitoring of the highways and footpaths will take place to ensure that the surrounding areas are maintained free of debris.

The Principal Contractor will co-ordinate all deliveries and collections to/from the site; and ensure that:

All delivery and collection vehicles will be made aware of the proposed routing; Deliveries will be made where possible on a ‘just in time’ basis.

All deliveries will be made to the designated areas within the site. If for any reason it is necessary to load and unload outside the site boundary, the details and procedures for this will be agreed in advance with KCC and occupants of neighbouring residential houses.

The communication between vehicles accessing site and the site itself will be maintained to minimise congestion around the site and any possible stacking. Mobile phones will be used to ensure communication is maintained between drivers and the site such that the arrival of vehicles can be suitably planned.

A pre-commencement site meeting shall be held prior to any works commencing on site in order to agree all approved processes with the project team and construction personnel. No notice boards, cables, nails or other items shall be attached to any part of any retained trees. Site operations, such as deliveries or machine operation shall be organised to avoid damages to the trunk of trees or crown of trees on or off site trees.

Proposed measures to manage impact on surrounding residents

• Prior to the commencement of any works a condition survey of Seal Drive, Wildernesse Avenue from the western edge of the site eastwards to Park Lane will be carried out. A record of the survey will be given to the Roads Trust.

• On completion of the works the roads will be surveyed and all necessary repairs caused by the construction traffic will be undertaken.

• A speed limit of 10mph will be imposed on the construction vehicles, once they come off the A25

• In order to protect the verges along the route, timber posts will be planted, every 3 m along the route on both sides of the route. These will match those recently installed along Wildernesse Avenue. See attached plans LL 454-400-0028, LL 454-400-0051, LL 454-400-0052, LL 454-400-0053, LL 454-400-0054, LL 454-400-0055.

• Three trees at the junction of A25 and Seal Drive on the eastern side are very close to

the road and we propose to protect these trees by wrapping the trunks with chestnut pailing fencing up to a height of 1.5-1.8m above ground.

• The speed bumps on Seal Drive and Wildernesse Avenue will be slightly extended to reduce impact of noise when vehicles cross over them. These will be reinstated on completion of the use of the route.

• Vehicles will not be allowed to queue on the highway. • A wheel wash operation will be located at the site entrance to prevent the spread of

any mud/debris onto surrounding roads. • Management of vehicles on site will be in accordance with guidelines (HSG144 and

INDG199 – HSE guidelines on vehicle movement and management). All site plant/vehicles will be banked by a trained banksman and signs indicating vehicle routes will be posted on site.

• All drivers will be issued with a copy of the traffic route plan prior to coming to site and will receive at traffic management induction at Demolition Contractor’s haulage yard prior to attending site.

• At present visibility when exiting Seal Drive onto the A25 is poor. This is in part exacerbated by the lack of a formal marked give-way line. Cobbled setts provide the demarcation and these are positioned slightly back from where the give-way line could be marked. As a result existing traffic either waits further back than they could or appears to be encroaching onto the carriageway of the A25. Prior to use by construction traffic the visibility could be improved by formally marking the give-way line, refer Drawing 14-345-004; this would enable visibility of 32m to the right and 21m to the left. That to the left is of course measured to the nearside kerb whereas 42m is available to the centreline or 50m to the centre of the oncoming traffic lane. To the right an offset of 1m from the kerbline increases the visibility to 55m whereby oncoming cyclists would be observed or 73m to the centre of the oncoming traffic lane. If desired the existing change in speed limit from 40mph into 30mph which is immediately adjacent to the eastern side of the junction bellmouth could also be relocated further west to cover the whole junction

2. SCOPE OF WORKS 2.1 Demolition Sequence 2.1.1 Prior to Works Commencing

The Manager will brief supervisors and staff / operatives on the method statement, risk assessment (including controls), COSHH and other assessments associated with the works.

Arrange a site meeting, involving the relevant parties to the project, in order to finalise project details and determine any outstanding information, traffic issues, access/egress routes, etc.

Site Supervisors will carry out all work activity briefing sessions. All staff whom attend the briefing shall sign the briefing sheets to confirm that they

attended and understood the briefing. Briefing sessions of non-English speaking labour will be carried out by a competent

English speaking interpreter. This document will be reiterated and referred to in detail on commencement of each

activity. 2.1.2 Sequence of Works:

The company will maintain suitable and sufficient segregation from members of the public to allow for the execution of the works.

2.1.3 Conditions Survey

A Condition Survey of the surrounding roads, footpaths/pavements and adjacent structures. This will be in a document format including photographs and issued to the client before works start.

2.1.4 Welfare Establishment The welfare compound will have Heras fencing erected around it to segregate it from our area of works. Pedestrian routes will also be erected to give operatives safe access to their area of works - these routes will be created by erecting Heras fencing as and when needed. These facilities will fully comply with current CDM Regulations and the proposed position is in the area of the “Ice House”.

The ice house will have a scaffold crash deck erected over the top of the building to protect against the unlikely event of any falling debris, this will be installed by 777s scaffold contractor who will provide all RAMs and design to carry out the works.

2.1.6 Erection of Tree Protection All required tree protection within the site will be erected in accordance with the issued drawing No LL454-400-0028.

2.1.7 Service Isolations. 777s electrical contractor, MAG Demolition Site Services will carry out this work. They will be responsible to supply all of their own method/risk assessments and will isolate all buildings for demolition.

2.1.8 Asbestos Identification All asbestos indicated within the demolition surveys will require identifying prior to any operatives entering the buildings. The site supervisor will escort the Asbestos supervisor around each of the buildings; all asbestos products will be sprayed red with line paint to clearly show their locations. Any disturbed areas of asbestos will be fully cordoned off and appropriate signage posted. This will be carried out on all floors of all buildings.

2.1.9 Enabling Soft Strip This will be carried out prior to the removal of any asbestos, the aim of this is to ensure a safe and clear access/egress route is available around the building for the asbestos operative’s transit routes. All waste from this will remain in the buildings at this time.

2.1.10 Asbestos Removal The items of asbestos notified to the HSE will be removed by specialist licensed contractors. A separate method statement will be written for this. A 14 day notification period (ASB5) will be submitted to the HSE prior to these works commencing.

In accordance with the demolition phasing the buildings will require soft stripping prior to demolition to remove rubbish, fixtures and fittings and non-load bearing walls, soft stripping of the building will enable the concrete/hard-core to be processed more efficiently and the contamination of the recycled hard-core is minimised. When all known hazardous materials have been removed and live services terminated the soft stripping of the building can commence. Redundant M/E can be removed upon disconnections being issued by the Client. The M/E removal will be carried out using reciprocating saws fitted with demolition blades and powered by a portable petrol generator. Working progressively through the building the items below will be removed using a combination of hand tools, mattocks, crowbars and alike in a general soft stripping exercise;

Floors, Removal of all floor coverings and carpets etc Removal of all rubbish, furniture, equipment and stockpiled Materials Walls, Removal of non-load bearing walls, plasterboard and partitions, cills, light

fittings and fixed shelving Panelling and sheet finishes to the walls. Ceilings, Removal of any suspended ceiling tiles, plasterboard finishes,

suspension systems and light fittings. Toilets, Stripping out and removal of all toilet fixtures and fittings including toilet

pans, sinks and cubicles. Removal of all surface mounted electrical and mechanical cabling and pipe work.

All waste will be removed from the buildings using the access doors. No material will be thrown out of any windows. The operatives will load wheelbarrows and walk all of the material out of the building to a recycling container positioned in a segregated area to be agreed with the 777 Manager. The operatives will deposit the material on the ground. The material will then be picked up using a 360 machine fitted with a selector grab attachment for the loading of the skip.

2.1.12 Demolition of Buildings The buildings will be demolished using a 360 excavator fitted with a selector grab attachment, at all times of demolition water will be sprayed from a hose and directed onto the area of work to act as a dust suppressant. The 777 supervisor will ensure all segregation is in place and all buildings are empty prior to works commencing. The machine operator will begin by removing a section of the roof, this material will be allowed to fall to the floor. The machine will work from left to right using the selector grab to remove the roof uniformly. With a section of the roof removed the machine will start to demolish down the front elevation of the building, the debris will be allowed to fall onto the floor and slab area of the building. At this stage any window frames, steel beams will be removed and placed into a segregated area for disposal. The buildings will be demolished as sequenced below;

The machine will then commence on the side walls of the building. These will be reduced down equally to maintain the stability of the building. The side walls will be reduced back to the next section of the roof to be demolished. Works will cease periodically for the slab area to be cleared of debris to maintain a clear working area. Demolition work will then cease to allow a further 360 excavator fitted with a bucket attachment to enter the area and remove all debris for processing. This material will be stockpiled. The processing will separate any timber or metal from the hard-core with the clean hard-core being stockpiled prior to being crushed and left on site for future use by the Client (area to be agreed). All debris removed will be placed into the relevant skip for disposal and recycling. The operator will work along the building continuing the demolition using the same process. All buildings will be left in a safe and stable condition at the end of each working day. This method of demolition will be repeated until the entire building has been demolished down to the ground floor slab.

2.1.13 Slabs & Foundations The 777 Supervisor will issue the machine operator a permit to dig on a daily basis. The area will be CAT scanned with a fully trained operative. The machine will pepper the entire slab of the building breaking the concrete into manageable size pieces; this can then be pulled up and stockpiled using the excavator fitted with a bucket attachment. This material will be processed to remove any metal reinforcing and moved to a separate area for

removal from site using eight wheeled tippers. The foundations of the building will be broken up using the hammer attachment; the local area will then be probed for any further obstructions. The foundations will then be removed using the bucket attachment; this will also be processed and stockpiled at the agreed area for crushing.

2.1.14 Crushing

After the demolished material is sorted and the suitable for crushing separated, the material for crushing will be stockpiled in the appropriate location. This stockpile will be watered down on a regular basis. The material will then be loaded into hopper of the crushing machine, which has water jets to mitigate dust spread, material will go through crusher and onto a conveyor belt, which also has water jests, to a stockpile. The stockpile will then be watered down at regular intervals. From the stockpile the material will be used for the construction of the new access road.

Machine above is indicative of crusher to be used.

2.1.15 Working hours

08.00am – 18.00pm Monday to Friday. 08.00am – 13.00pm Saturday.

No noisy work will be carried out outside of these times or on Sundays or Public holidays without written consent.

3. LABOUR FORCE The workforce envisaged for this section of work will be structured but not limited to the following: 1 x SMSTS Site Supervisor 3 x CPCS 360o excavator operator 6 x CSCS/CCDO General operatives This list is not exhaustive. 4. TRAINING All operatives will be competent and trained for the tasks undertaken. The arrangements for on the project training shall take the form of appropriate toolbox talks, work and or task briefings.

Prior to works commencing, the Supervisor will brief all operatives on the content of the method statement, PPE requirements and drugs & alcohol policy. All Personnel will attend the 777 demolition Induction. Records required: All machine / plant operators are to provide a valid original copy of their proof of training before commencing any machine operation, a copy will be kept on file in the main site office. All other personnel will provide a copy of their proof of training. 5. LIFTING EQUIPMENT None required. 6. PORTABLE TOOLS Portable/Small tools that will be used for this works are as follows: Hand Tools, mattocks, crowbars, reciprocating saws, portable generator & drip tray. 7. MECHANICAL PLANT REQUIREMENTS FOR THE WORKS All plant and equipment used shall be in serviceable condition and subjected to daily or weekly checks in accordance with the relevant procedures and regulations. Copies of all relevant test certificates shall be retained in the main site file. 3 x 360o excavators & attachments 1 x crushing machine with built in waterjets 8. PROTECTION OF EMPLOYERS ASSETS Throughout the works period all practicable measures shall be taken to protect the Employers Assets in accordance with the requirements of the contract. Good housekeeping will be maintained throughout the works. 9. WELFARE FACILITIES The Company will have suitable facilities to fully comply with current CDM Regulations, this will include a site office, drying room, sufficient toilets for both male/female and canteen area with hot/cold water, hand washing facilities and microwave and kettle. These facilities will be available on Day 1 of the works and will remain in place until all works are complete 10. STORAGE AND HANDLING OF HAZARDOUS SUBSTANCES AND MATERIALS During the course of the works it may be necessary to use certain substances and materials which are considered hazardous to health if not used properly. All persons involved in the direct storage and handling of such materials shall be made fully aware of the risks and hazards outlined in the COSHH assessments, and the correct methods of working with such materials. Relevant COSHH data sheets are listed in the Appendix section.

11. TEMPORARY SUPPORT/STRUCTURES/FALSEWORK Scaffold crash deck to Ice House (By others). Tree Protection. All will be entered into 777s temporary works register. 12. WORKING AT HEIGHTS From suitable size access platforms erected by fully trained PASMA operatives 13. WORK PERMITS AND LICENCES The following permit systems shall be used for the work:- A permit to dig is to be self-issued on a daily basis. 14. FIRST AID A list of the First Aiders shall be displayed on the site Notice Board placed in the Welfare Unit. Trained First Aid personnel will be available on site on each and every shift. The company Accident book and First Aid facilities are located within the site welfare and site managers facilities. 15. FIRE A Fire point will be set up in close proximity to the works. To ensure risks of fire is addressed for each site operation, any hot works will be carried out once all combustible materials have been removed. The Supervisor will be immediately informed in the event of a fire and the Fire brigade and company management contacted as necessary. 16. EXCAVATION There is no deep excavation planned in this section of work other than removal of the concrete slab and the footings. Gloves to EN 388 Safety Glasses to EN1661F Other PPE to be worn shall depend upon the particular task undertaken. 18. ACCIDENTS, INCIDENTS, AND REPORTING OF INJURIES, DISEASES AND DANGEROUS OCCURRENCES (RIDDOR) 2013 Any of the above occurrences will be notified to the 777 Manager/Supervisor. The Manager will take the appropriate measures to record the occurrence and notify the appropriate bodies, as required. Site Accident / Incident book will be located in the Site Manager’s office. 19. EMERGENCY PROCEDURES In the event of an emergency, operatives are advised to:

Clear the area Raise the alarm Notify the Site Manager who will coordinate the emergency services and facilitate first aid

if appropriate All operatives will go to the designated assembly point: as indicated in Site Induction.

20. TRANSPORTATION & SITE OPERATIVE PARKING All vehicles are to observe the surrounding highway speed limits and the traffic management when travelling off road to reach the accommodation blocks. Vehicles will only use the access/egress route as indicated in Section 1. Site operatives will be provided parking on the western side of the main house. It is envisaged that there will be approximately 10 operatives’ cars

21. HOUSEKEEPING Good housekeeping practices will be required at all times. The importance and methods of housekeeping shall be relayed to the workforce in the site induction and in toolbox talks. In the event of a complaint from a neighbour or a member of the public in relation to any site activity, it will be recorded in a designated logbook, stating the nature of the complaint, the cause and where appropriate, the remedial action taken. 22. ACCESS AND EGRESS TO AUTHORIZED PERSONNEL Access and egress will be controlled. Only personnel who have received a site induction will be allowed to enter the site works area. Clear and unobstructed access to the section of work will be maintained at all times. 23. NOISE AND VIBRATION Works/operations are not expected to produce noise levels beyond 75dba.

24. AIR QUALITY AND DUST The work area will be dampened down using water hoses to prevent dust from being generated. Items of plant that may emit air pollution shall be minimised by utilising modern plant in good working order and only running the plant for the time required and to avoid unnecessary idling of plant. 25. WASTE MANAGEMENT All Materials to be relocated off site will be stockpiled on site then removed in skips to an approved waste transfer station.

26. TRAFFIC MANAGEMENT A Banksman will be in attendance to maintain safe access and egress. Vehicles will be banked safely in and out of site with the aid of the Banksman. A portable jet wash will be located at the site entrance to operate a wheel wash to ensure that mud and debris is not trafficked onto the estate roads from vehicles exiting the site. Regular monitoring of the highways and footpaths will take place to ensure that the surrounding areas are maintained free of debris 27. FUEL On site refuelling will be facilitated at a cordoned refuelling point. The location of this will be decided by the site Supervisor. The fuel will be contained within a double bunded tank with a lockable hose. Spill kits and fire extinguishers will be sited at the location and the appropriate signage put in place. 28. RECORDS AND DOCUMENTATION All records generated on the Project shall be maintained on site for the duration of the work and then archived. Relevant records are to be included in the Health and Safety File.

Notes:Pre Construction Works:A pre-commencement site meeting shall be held prior to any works commencing on site, to agree all approved processes with the arboricultural consultant, tree works contractor, construction personnel and Seven Oaks District Council. This meeting should formally agree the methods of work, position of site facilities, material storage, compounds and tree protection measures prior to commencement of works on site.

No notice boards, cables, nails or other items shall be attached to any part of any retained tree.

Site operations, such as deliveries or machine operation shall be organised to avoid damage to the trunk or crown of the off site boundary trees. A Banksman shall be employed if machinery is passing or working close to retained trees.

Materials which could contaminate the soil e.g. concrete mixing, fuel, vehicle washing etc., shall not be discharged within 10m of thee stem of the retained group of trees and not on ground that slopes down to existing trees. Phytotoxic materials for use on site will be kept to an absolute minimum and stored on the hard standing to the south east corner of the site. All fuels will be held in bunded containers to prevent accidental spillage or leakage.

Fires will not be permitted on site.
