The Public Meeting to present the Annual Report was broadcast live on Cable Access TV,

Verizon Channel 32/35 and Cablevision Channel 75. This broadcast is repeated daily for two

weeks. Twelve people were in attendance at the Village Board Meeting: Village Manager

George Calvi, SMO/Building Inspector Larry Tomasso, Mayor Peter Porcino, Trustees Malone,

Nardecchia, Minore and Kaboolian, Village Attorney Ponzini, Cable Access TV Chief Malone,

local business owner Maurice Hyacinthe, and two other Ardsley business owners.

Trustee Nardecchia asked whether outfall testing included water analysis. L. Kuhn explained

that an Outfall Reconnaissance Inventory (ORI) form, obtained from NYSDEC, is used to assess

every outfall during every inspection. Inspection is done during dry weather, and includes pH,

ammonia, turbidity, temperature and flow rate for all flowing outfalls. An OBM pad is placed at

all flowing outfalls, and retrieved no less than 24 hours later. It is examined for UV fluorescence

and any other stains which would indicate an illicit discharge, such as paint or oil.

Trustee Minore asked how many catch basins were in the Village of Ardsley. During the Storm

Drain Mapping Consortium survey, 810 street items were located. These included storm drain

access manholes, a few sanitary sewer manholes, and all catch basins and storm drains. Of these

items, 561 were marked as storm drains or catch basins.

No specific changes to the SWMP were required based on these comments.

Removal of invasive growth from Saw Mill River and Sprain Brook stream banks allows nativespecies, especially beneficial trees and shrubs, to grow and better stabilize the banks. Also, whileclearing out excess vine growth, trash is collected, thus reducing the load of floatables.

Spring 2012 Highway Dept cleared 7458 sq ft of Saw Mill River stream bank at Bridge St, 3349 sqft of Bramble Brook stream bank (tributary of the Saw Mill River) at Ridge Rd, and 15,765 sq ft ofSprain Brook stream bank (tributary of the Bronx River) at Pascone Park.

Highway Department has a regular program of Catch Basin Head Cleaning, Roadside Debris Pickupand Bulk Leaf Pickup which reduces floatables and debris in local waterways. Super storm Sandyposed a huge challenge, and Highway Dept did extra work this year to clean up.

There were 22 Catch Basin Head Cleanings, twice as many as last year. There were 29 RoadsidePickups, 3 more than last year due to storm damage. There were 32 Bulk Leaf Pickups, and 15(almost 1/2) were for the entire Village. Village listserv notice promoted grass and leaf mulching,and directed residents to the www.leleny.org website.

Highway Department will continue regular collection of debris, especially following heavy storms.Outreach efforts to increase mulching of leaves and garden waste will be expanded.

Highway Department provides routine maintenance and repair for Sanitation, Police and FireDepartment, Senior Bus and Building Inspector vehicles, including prevention of fluid leaks. Agingvehicles are replaced as budget allows.

There were 137 vehicle maintenance procedures this year. Maintenance is done indoors at theHighway Department garage. Any and all spills are completely contained, cleaned up with solidabsorbent material and properly disposed of as automotive waste material. Vehicle wash water isdirected to a drainage swale and does not enter storm drains. An upgraded used oil container is nowin use. All vehicular fluids are properly contained and disposed of in appropriate containers.

Village of Ardsley Highway Department garage is a municipal facility and the Highway Deparmentand all of its operations are covered under the Village of Ardsley MS4 SPDES permit. Sector AE isnot applicable to the Village of Ardsley Highway Department.

The Highway Department yard is less than 0.3 acre (approx 0.26 acres).Ongoing outfall monitoringis conducted. Salt is stored in a salt shed. There are no underground storage tanks.All maintenance isdone indoors, spills cleaned with absorbent, thus oil and grease are below benchmark cut-off.Thereare no chemicals listed on Table VIII-AE-1 stored at the Highway facility; 3/29/2012 & 12/4/2012Facility Inspection; fluid storage, spill kits, fire extinguishers (Appendix pp 26 & 27)
