• There is a Clinical Psychologist attached to the team to

offer case formulation, psychological perspective and

support around the impact of the work on the team.

• The First Response team, Missing From Home Hub and

Operation Challenger are all based in the Multi Agency

Safeguarding and Support Hub and work closely with the

Aspire service.

• The Team has the advantage of being located with a

number of agencies to utilising skills, knowledge and input

on cases.

The role of Aspire Social Workers Work across Stockport Family

Complete statutory interventions, Social Work Assessments, CP process,

LAC process, TAC process.

Completion of Phoenix Child Sexual Exploitation Assessments.

Joint work with Locality SW and key SW Worker allocation.

Attending Multi agency meetings, MASE (Multi Agency Sexual Exploitation),

MARAC (Multi Agency Risk Assessment Conference) MAPPA (Multi Agency

Public Protection Arrangements) Channel meetings and Bronze.

Direct work and intervention's with children.

Offer Advice or Consultation to agencies across Stockport Family

Completion of the Domestic Abuse risk assessment jointly.

Complex Safeguarding

Practitioners Forum The Complex Safeguarding Practitioners Forum is a quarterly meeting and is chaired by myself and Andy

Kindness.

Agencies include: health, education, drug and alcohol service, fire service, police, adult social care,

representatives from care homes, sexual health service.

The purpose of the meeting is to share good practice, relevant polices and legislation around complex

safeguarding among professionals and invite key speakers to come and talk about their services etc.

We’ve recently had speakers from immigration, SARC (St Marys Sexual Assault Referral Centre),

Fathers Against Violence and Mosaic (drug and alcohol service). Project Choice have agreed to come

and speak at our next forum in May.

It is also through this forum that the CSE week of Actions are planned. The CSE week of Action is part of

the Greater Manchester-wide 'It's Not Okay' campaign organised by Project Phoenix. Each year a

particular week is identified, and given a particular “theme”, to help raise awareness of this complex

crime, help young people recognise when it is happening to them and get help, support parents and

members of the public in helping to identify CSE and what to do, and empower professionals to spot the

signs and report it. Through the practitioners forum we take the lead on, and work alongside our partner

agencies , to organise awareness-raising events throughout this week.

Consultations Duty Social Worker in the office vs Formal consultation

Who are they for? Locality Social Workers as well as other colleagues in Stockport family, such as school nurses, School Age Plus workers (SAPs), Intensive Support workers (ISWs).

Joint consultations with the complex safeguarding nurse and the IDVA.

People can have a consultation about any of the complex safeguarding areas that we cover

Why people book a consultation?

- advice on how to complete specialist assessments i.e. phoenix measurement tool or da risk assessment

- advice and guidance of how to proceed with a case

- help in identify levels of risk

- risk assessment session planning

- direct work/resources

- Consideration around if a case needs allocation

- Consultations also offer space for reflective discussions on cases

The role of the CSE Police

Officers Conduct both reactive and proactive investigations.

We aim to take on investigations at an early stage and use an Intelligence led approach. This allows us to build a full intelligence picture of the child and identify possible offenders so safeguards measure can be put in place to protect them.

Joint visits with Aspire social workers which includes conducting rapport building activates in order to break down barriers the young people may have with the police, this can aid the victim feeling able to make a discloser.

Identify and disrupt offenders, by executing warrants and arresting offenders. If a prosecution is not possible then we will also look to issues CAWN (Child Abduction Warning Notices) or apply for SRO (Sexual Risk Orders).

We also work closely with the Missing from Home Team, Health, YOS (Youth Offending Team), Education, as well as other CSE Teams from across the UK to both safeguard young people.

Joint work around events to promote greater CSE awareness to both public and professionals.

Phoenix Week of Action and we also on social media with our own Facebook pages PhoenixStockport, Twitter @PhoenixJdiv1 and Instagram PhoenixStockport.

Case Study This case involved the grooming and sexual abuse of a 12 year old girl

which took place over a 3 month period.

The 44 year old male offender started grooming the girl after she had visited his house to see his son.

The offender not only groomed the victim but also her mother.

Came to Police following concerns raised by friends of the offenders wife.

Offender was arrested, however victim refused to engage denying anything was going on.

Joint visit and with Aspire and follow up work on CSE with Victim and her parents.

Victim made full disclosure and provide video interview.

Offender charged with 8 offences including sexual assault by penetration and sexual assault, possession indecent images and incite a child to watch a sexual act.

Offender pleaded guilt on first appearance and was sentenced to 9 years in prison. He also give a SHPO and must sign sex offenders register for life.

Aspire and Operation

Challenger Social Workers and Team Leaders will support in

attending warrants that are executed at Stockport addresses where children reside.

Officers and Social Workers work closely when assessing families where parents are involved in Serious and Organised Crime.

Operation Challenger are supporting in cases where children have been identified as being exploited by an Organised Crime Group. Offering advice and support to Aspire Social Workers completing interventions.

What is Child Criminal

Exploitation?Child Criminal Exploitation occurs where an individual or group takes advantage of a

person under the age of 18 and may coerce, manipulate or deceive a child or young

person under that age into any activity (a) In exchange for something the victim

needs or wants, and/or (b) For the financial advantage or increased status of the

perpetrator or facilitator and/or (c) Through violence or the threat of violence. The

victim may be exploited even if the activity appears consensual (i.e. moving drugs or

the proceeds of drugs from one place to another).

Child Criminal Exploitation does not always involve physical contact; it can also

occur through the use of technology.”

What is County LinesIt is believed that gangs and organised networks are exploiting young people to

sell drugs, often across counties and use a dedicated mobile phone ‘lines’ to

supply drugs.

Gangs offer something in return for the young person’s involvement
