Title I Targeted Assistance Program
Eligibility of students
• multi-criteria approach
• use same criteria for all students in the same grade level
Use minimum of two criteria
Each criterion must be objective and academically related
Teacher judgment should be quantified on a rating scale or checklist
Criteria should be consistent within each grade level served
Criteria may vary from school to school in multiple attendance centers and for participating nonpublic schools
MAP scores should be used as one of the criteria for all grades in which MAP is administered
If available, other standardized test scores may be used in addition to MAP
PRESCHOOL must be selected based on objective, developmentally appropriate criteria
EXAMPLES:• PAT screening• DIAL III• Denver Developmental Screening• Parent questionnaire
KINDERGARTEN THROUGH GRADE 2
EXAMPLES• teacher rating scales• Project Construct assessments (School Entry Profiles)• other developmentally appropriate measures
GRADES 3 through 12
EXAMPLES• MAP and EOC scores• teacher checklists• grades• locally developed assessments • other standardized test scores
• Point values will be assigned and an overall cutoff score established.
• Point values and cutoff scores should ensure that no student qualifies (or disqualifies) based on a single criterion.
Title I Reading for 4th grade:
• District selects MAP scores, grades, and teacher checklist.
• Criteria are assigned point values.• Criteria may be assigned any point
values deemed appropriate.• The cutoff score should be established so
that a student cannot qualify based on one criterion.
Student proficiency level for MAP• advanced = 0 points• proficient = 0 points• basic = 15 points• below basic = 20 points
Grades:• C or above = 0 points• D or below = 10 points
Teacher checklist• 14-32 points on checklist = 0 points• 33-51 points on checklist = 5 points• 52-70 points on checklist = 10 points
Student Eligibility Profile
• Contains data about each student in relation to multiple criteria • Is used to rank students in order of need
• Is used to develop master list of eligible students

3.eligible students’ names
4.served (+) or not served (-)
5.reason for exclusion
• Students ranked according to educational need
• Establish overall criteria cutoff score
• Students must be served in order of greatest need
• Master list for each grade level served
