Board Members in Attendance: Ken Bayless, Greater LA County VCD D. Andrew Cox, Tehama County MVCD Robert Gay, San Mateo County MVCD Greg Hebard, Saddle Creek CSD Craig Downs, Contra Costa MVCD Matt Ball, Butte County MVCD Erik Hawk, Marin/Sonoma MVCD Mike Alburn, Delta VCD Michael Hearst, Orange County VCD Tamara Davis, Marin‐Sonoma MVCD Staff/Consultants: Catherine Smith, Executive Director Simone Parker, Meetings & Membership Specialist The meeting of the Board of Directors of the Mosquito and Vector Control Association of California (MVCAC) was called to order at 9:01 a.m. by President Kenneth Bayless. Roll was taken and a quorum was confirmed. Bayless announced new district managers:

Eddie Lucchesi, San Joaquin County MVCD Eddie Lucchesi announced Jon Fritz as the new assistant manager at San Joaquin MVCD. Guangye Hu, Ph.D. was announced as Shasta MVCD’s new assistant manager. Michael Hearst moved to approve the July 19, 2012 Board of Directors Meeting minutes as presented and the 2011‐2012 FY Audit; seconded by Craig Downs. Motion carried. Executive Director Smith requested that items 7.03 and 7.04 be noted that action needs to be taken. President’s Report President Bayless explained that to date MVCAC has not received the required 2/3 votes for the board election. He asked that district managers please follow up with him or staff to verify if their district voted. Impeding the votes, Bayless announced Joel Buettner as the 2013 MVCAC Vice President. Bayless thanked the NPDES, Regulatory Affairs and Legislative Committees for their hard work this year. Jamesina Scott gave a brief report on CalPERS regarding pension reform. Scott attended a presentation put on by CalPERS regarding the interpretation of the pension reform bill. CalPERS anticipates a cleanup
bill, however they won’t expect anything until after January. Scott reported that changes will only affect new hires. However, in five years districts will have the option to require employees to pay the member contribution. If districts hire a new employee who was previously employed with CalPERS retirement, the district will have to honor the 2012 pension plan. Executive Committee Report Incoming President Cox reported that the executive committee meets monthly. The Planning Session will be December 6‐7, 2012 in Milpitas. Cox requested feedback for the Planning Session and encouraged attendance. Cox attended the North West meeting and gave a presentation inviting attendees to participate at the MVCAC Annual Conference. Cox briefly discussed the 2013 Annual Conference. New this year there will not be a banquet and there will be a State of the State session on Wednesday morning before the Board Meeting. In addition, there will be a luncheon on Tuesday afternoon and a Super Bowl Sunday party in the exhibit hall on Sunday. The IT Committee will put on a Gateway Training Sunday afternoon before the Super Bowl Party. An additional nominal fee will apply for gateway participants. Registration for the Gateway Training will be available when conference registration opens. Cox reminded attendees that the deadline to submit presentations to present at the conference is October 31, 2012. Executive Director’s Report Executive Director Smith explained that the MVCAC office has received a number of NPDES payments since the distribution of the board packet; a current copy of the payments received is available in the back off the room. The executive committee voted to approve the regulatory affairs specialist contract through the end of October 2012. Smith presented the new membership application for Ventura County Environmental Health Division, Vector Control. Tamara Davis moved to approve Ventura County Environmental Health Division, Vector Control’s Corporate Membership; seconded by Erik Hawk. Motion carried. Smith reported that Jon Blegen volunteered to serve as the MVCAC CSDA representative. Erik Hawk moved to approve Jon Blegen as the MVCAC CSDA representative; seconded by Craig Downs. Motion carried. Since the distribution of the agenda packet, AMCA has selected the site for their 2017 meeting. It will be held in California at the San Diego Town and County. Becky Cline informed the Board that the hotel will undergo a complete renovation, with completion by the end of 2013. Smith explained that a site selection for the 2015 Conference was conducted in August. Tamara Davis, Robert Gay, Simone Parker and Jennifer Roth viewed the Hyatt Monterey and Monterey Marriott. After reviewing the locations and proposals from each hotel, the group unanimously decided to hold the 2015 event at the Hyatt Monterey. Craig Downs moved to change section 3.3.2 of the Manual of Administrative Policies to “the financial review shall be distributed to the Board of Directors for their review and considerations of any recommendations by the Fall Board of Directors Meeting.”; seconded by Tamara Davis. Motion carried. Mike Alburn requested that the Board review Appendix B of the Manual during the 2012 Planning Session.
Treasurer’s Report Treasurer David I’Anson reviewed the MVCAC financial statements as of September 30, 2012. Dave Brown gave a brief update on the Regulatory Affairs Specialist. He suggested that the Board approve renewing Alston + Bird’s contract through December 2012. He discussed the activities of Alston + Bird. Tamara Davis moved to approve the extension of Alston + Bird’s contract ($30,000) through December 2012; seconded by Matt Ball. Motion carried. The Regular Affairs Committee will review the contact with Alston + Bird for discussion during the 2012 Planning Session. Cox moved to approve the September 30, 2012 MVCAC Financial Statements as presented; seconded by Michael Hearst. Motion carried. Matt Ball moved to approve the September 30, 2012 MVCAC PBB, NPDES Financial Statements, NPDES PBB and Investment Matrix as presented; seconded by Michael Hearst. Motion carried. David I’Anson informed the board that MVCAC reinvested $200,000 into two new CDs; rates secured were 1.35% and 1.5%. Trustee Council Report Tamara Davis announced that Chet Miller was nominated as the Southern San Joaquin trustee representative. She was nominated as the Coastal trustee representative. Pete Esraelian will serve as the 2013 Trustee Council Chair; Doug Walker as co‐chair. Committee Reports Finance Committee Mike Alburn reported that the committee will work with Treasurer I’Anson on the budget. IT Committee Peter Bonkrude announced that the IT Committee will meet this afternoon after lunch with discussion of the Gateway Training. They will also review PART proposal, webinar archiving and voting/nominating a new chair for 2013. Integrated Vector Management Committee Jamesina Scott reported that the PESP questionnaire will be sent out. Legislative Committee Matt Ball announced that the Legislative Committee will meet today at 1:00 p.m. to review 2012 legislation. Ball has been reappointed as the leg chair for 2013. Public Relations Truc Dever informed the Board that the Public Relations Committee chair will change for 2013. The committee held a Strategic plan and thanks to Ada Barros for her work on putting the workshop together.
Training & Certification Charlie Smith announced that the Training and Certification Committee will meet tomorrow. They will discuss the use of webinars; Brian Reisnger put together a webinar since the last meeting in May. Vector and Vector‐borne Disease Suzanne Kluh announced that the Vector and Vector‐borne Disease Committee will meet tomorrow. A webinar will be held on November 15th on preparing lab staff. A lengthy document will be sent out to review before the webinar.. Vector Control Research Paula Macedo announced the Vector Control Research Committee meeting will be held tomorrow. The committee will review the proposal review process. In addition, the committee will discuss the newsletter. Nominating Robert Gay thanked Joel Buettner for stepping up to serve on the Board. NPDES Gary Goodman reported that sampling when smoothly. The committee is looking at how to work out glitches for 2013. Annual Report temp will be developed for the March 2013 reporting. Reeves New Investigator Award Jamesina Scott reminded those in attendance that Reeves applications need to be submitted no later than October 31, 2012. Information is on the MVCAC website. Regulatory Affairs David Brown asked for direction on how the regulatory affairs contracts are working. Ad Hoc RT‐PCR/In‐House Testing Piper thanked Bill Reisen as a new member of the committee. The In‐House Testing Committee will discuss the upcoming workshop that will be held February 6, 2013. Reports from MVCAC Regions Southern Michael Hearst reported that albopictus continues to be an issue and hot topic in the Southern region. The region discussed HR872, pension reform and continuing education. Southern San Joaquin Written report. Northern San Joaquin Written report. Sacramento Written report submitted. Matt Ball has been assigned as the regional representative for another year. Coastal Written report will be submitted.
Reports from Other Agencies CVEC Bill Reisen reviewed his written report that was submitted and included in the board packet. CDPH/VBDS Vicki Kramer explained it’s been a busy year with 326 cases of WNV with 11 of those resulting in fatalities. The dead bird hotline is only open Monday through Friday. Next year there will be a pilot program with a FTA Card. Chicken testing costs will remain the same for 2013. To date there have been 11 huntavirus cases, with 3 fatalities. Kramer announced that Tim Howard will be leaving CDPH. VCJPA Robert Gay will submit a written report. AMCA Becky Cline informed the board that AMCA had their interim board meeting. They really need input on costs for complying with the permit. A complete report is available in back of the room. CSDA Executive Director Smith announced that aggrieves growth plan for the next two year has been developed for CSDA. They are looking to hiring seven new staff members. CCDEH No report. MRF Craig Downs request for research proposals is out, due by December 12, 2013. The Vector Research Committee will review and give recommendations. Old Business President Bayless congratulated Bill Reisen for receiving the 2012 Harry Hoogstraal Award. New Business Craig Downs made the announcement that in the past the committee meeting were held Wednesday and Thursday and then the board meeting on Friday. Given low attendance, the Board meeting was moved to Thursday. Student Competition Held annually at the AMCA Annual Meeting
In 2012, 6 students from around the country participated.
The winner received the Hollandsworth Prize in the amount of $2,000! Two students
also received monetary awards for Honorable Mention.
In 2010, first student competition for Latin America Symposium was held.
AMCA Young Professionals Group At the 2010 Annual Meeting, the AMCA Board of Directors created the Young
Professionals Group.
o To promote interaction among young professionals in the field of mosquito
control and research. Members may be students (undergraduates/graduates)
with an interest in medical entomology, mosquito control/industry employees,
research scientists/post docs in government/private institutions new in the
professional world (~5 years or less).
o To promote interaction between young professionals and well-established,
experienced and well known professionals in the field of mosquito control and
research.
o To promote already existing student activities during the AMCA annual
meeting and create new activities to increase participation of AMCA Young
Professionals.
o To highlight research/professional achievements of AMCA Young
Professionals.
