It’s hard to know who to believe these days. Everyone – from politicians and economists to professors – has an opinion on the future of Australia’s economy. Undeniably, the dire economic state in the US has everyone questioning what the repercussions will be Down Under, and with so many confl icting ‘expert’ opinions around, it’s hard to judge what’s going on. Some predict doom and gloom, some predict sunshine and boom years ahead, but whatever you choose to believe, when it comes to property investments here on the Coast, there’s still strong confi dence in our local market. Will fi rst time buyer boost the marke

The shock’s worn off after the Federal Government announced it was slapping $14,000 on the table to help fi rst-time buyers purchase their dream homes. And the kitty hits $21,000 if you want a newly built house. So will the changes to the fi rst-home owners grant pump up the Sunshine Coast market and economy? Julie Gatehouse talks to the experts.

latest initiative is likely to stimulate the housing market and strengthen the economy, but unlikely to push up prices. “Australia’s economy has been aff ected by the global fi nancial crisis,” Dan says, “with lower consumer spending and business confi dence, a subdued housing market and the risk of higher unemployment.”

Th e new grant could result in up to 6000 more dwellings fi nanced by Queensland fi rst-home buyers each year. Dan says these people account for about 15 per cent of the state’s buyers, which is about fi ve per cent below historic fi gures, due to the lack of housing aff ordability.

It will be a potent mix for the market, especially when coupled with falling interest rates, says KPMG demographer Bernard Salt. “Th e demand for property would never be as high as at the moment, and that applies equally on the Sunshine Coast as in Melbourne or Sydney,” says the Melbourne-based author, business adviser and trend forecaster for the property and fi nancial services industries.

“Th e bottom line is we have record rates of population growth underpinned by record overseas migration that has been pumping up the rental market because no one can aff ord to get into property,” he adds. “Th e falling of the Aussie dollar also means visitation to Australia will accelerate and that has positive implications for the Sunshine Coast economy.”

But Bernard is cautious, adding that it will be a delicate balancing act over the next six months as we focus on the capacity of the labour market to allow expansion of the home-building industry. “Priming the property industry with incentives and lower rates will make it more achievable

purchasing established homes and brand-new houses respectively. Would-be homeowners are now excitedly tapping their calculators and busily stomping through open homes and land.

Agents such as Stephen Schindler of Vic Murphy Real Estate say the cash injection is the boost we all needed. “First-home buyers have been scarce and I think this will give them confi dence to get back into the market,” Stephen says. He expects to see them trawling aff ordable areas such as Chancellor Park, Bli Bli and Kuluin or those further from the beach, looking for “units or three-bed, one-bath, brick-and-tiles from the mid $300s to low $400s”.

In the past week, developers have been busy fi elding inquiries about packages on new estates. Ron Silberberg from the Housing Industry Association believes the increases to the grant will lift construction activity while addressing the nationwide shortage in new housing.

Dan Molloy, managing director of the Real Estate Institute of Queensland, says it is a great incentive on top of the recent changes to stamp duty rules. (First-home buyers purchasing properties of less than $500,000 value in Queensland do not have to pay any stamp duty.)

Of course, the biggest talk is among potential buyers themselves – young professionals and skilled workers, families on average household incomes, and tenants who’ve saved almost enough for their deposits. Th ey’re consulting

banks, fi nancial advisers and agents. Th ey know the current six per cent interest rate is 1.25 per cent lower than a month or so ago and could drop again soon. Th ey also know the share market has recently suff ered massive volatility and are wary about putting their money there.

So do we really know what the grant will do to our property market? A look back might tell us more. In July 2000 the Howard government introduced the First Home Owner Grant to off set the introduction of the GST. “Within

18 months, interest rates were at a 30-year low at 4.25 per cent and demand was strong from all sectors of the market, partly driven by a downturn in the stock market,” says Dan.

History shows that these factors proved a precursor to several years of incredible house price rises, particularly in south-east Queensland. On the Sunshine Coast in 2003, the median house sale price had jumped by almost 48 per cent in 12 months to $325,000. Our median price is now $470,000 (see the accompanying graph).

for people from a fi nancial point of view, but that doesn’t manage the [supply] issue,” he says.

As for prices? “You can’t have that degree of stimulus and not have it impact on the value of property,” Bernard says. But he acknowledges the measure is a counterweight to off set bad news elsewhere. Eager Coast buyers and sellers will just have to wait and see how far the pendulum swings back because we’re in a diff erent part of the cycle compared with the upswing in the economy earlier this decade when the grant was fi rst introduced.

If you’re renting and can’t wait to turn this page to search for your slice of paradise, Bernard’s big tip is, “Don’t speculate.” Don’t view real estate as an exploratory opportunity. “If you can,” he advises, “stay in a job, reap the rewards, get into the market and stay there for fi ve to seven years. Lock your money away.”

Property information service RP Data reports the number of new real estate listings nationally rose for the third week in a row this week to 11,760, although this is below the 12-month average. It expects the new grant “to improve confi dence levels and encourage more buyers back into the market”, but we’ll need more stability in global equity and fi nancial markets before we see a marked increase in volume. RP Data also urges people not to heed US property market movements because they are far removed from our local system.

Th e government’s new $1.5 billion investment in fi rst-home buyers is part of a $10.4 billion strategy designed to secure our economy from the global crisis. So how will it work? Federal housing minister Tanya Plibersek says the housing sector accounts for about six per cent of the Australian economy, so this funding injection will have “a large multiplier eff ect” on the broader economy.

With fi rst-home buyers fi nding it diffi cult to enter the market, the extra cash will increase purchases of both new and established homes. “Th e housing market is currently a buyers’ market,” the minister says, “with many builders and developers reporting diffi culty selling properties at the price

they would like, particularly due to low levels of confi dence. Th is [the grant increase] will support housing demand.”

Th e government strategy also includes more money for lower- and middle-income families, pensioners and training places, plus the fast-tracking of infrastructure. As you would have learned in MPR’s recent infrastructure series, this will be vital to boost jobs and activity in construction and related industries.

However, Tanya expects the “extraordinary economic circumstances” to prevent false infl ation of house prices.

Herron Todd White valuer Peter Degotardi, who is based at Mooloolaba, says the tripling of the grant for brand-new homes is well-targeted to spur the market and economy on the Coast. “To stimulate the economy we should focus on new housing starts or taking up existing new houses rather than second-hand ones,” he says. “On the Sunny Coast we’ve generally seen it’s cheaper to buy second-hand than new homes, so this will be an advantage.”

Peter says it’s a positive move in a tough environment and could build consumer confi dence while boosting trade, turnover and jobs in related industries.

Agent Stephen Schindler says 15 years in Sunshine Coast real estate have shown him an obvious link between housing and the greater economy. “When our housing market is fi ring along, it has many fl ow-on eff ects.”

His word to the wise? “Do your sums on what you can aff ord. Th at four-bedroom, two-ensuite home with double lock-up garage 200 metres from the beach may not be reality,” he says with a smile. “Start smaller and a bit further back.”

First Home Owner GrantWhat is it? The First Home Owner Grant (FHOG) is paid by the Queensland Government through the Offi ce of State Revenue. It was introduced by the Howard Government in 2000. On October 14, 2008 the $7000 grant was boosted to $14,000 for existing homes and $21,000 for new homes.

Despite increases to the fi rst-home buyers grant and falling interest rates, it’s tough out there for fi rst-time buyers. But you can give your kids a helping hand into the property market, and it doesn’t necessarily mean re-mortgaging the family home.

Help your kids climb the property ladder

You’re never too young to start a solid savings plan, so get your children signed up to a regular savings arrangement for their future home loan as soon as they begin to earn an income. Set up a regular direct debit into a high-interest savings account and they won’t even miss the money, and they’ll be surprised how quickly the cash stacks up. Th is is a great habit to get into at an early age.

Start saving early 1

If your pride and joy is over 18, he or she should consider a First Home Saver Account (FHSA), which was introduced by the Federal Government to help buyers save for their fi rst home. Th ese superannuation-style investment accounts maximise savings through tax breaks and government co-contributions. One of the main conditions is that the individual has to deposit at least $1000 a year into the account in at least four fi nancial years (they don’t have to be consecutive years) before he or she can access the funds for the purpose of buying a home. Th e biggest drawcard to the scheme is the tax-free 17 per cent government co-contribution when an individual makes contributions of up to $5000 to an FHSA during a year. For would-be home buyers on higher incomes, another drawcard is the concessional tax rate of 15 per cent on the earnings derived from the FHSA. Of course, the 15 per cent tax rate on earnings is not so attractive if your child pays 15 per cent tax or less on income anyway (that means they earn less than $34,000 a year for 2008-09). If you’re able to draw on equity from your family home, you could consider going into a partnership or joint investment with your children for their fi rst home. Th is will not only provide them with a foot into the property market, but will also expand your personal investment portfolio. Remember, though, that if you do this your child won’t quality for the First Home Owner Grant and you will be liable for capital gains tax when you sell your part of the property, as it isn’t your primary place of residence.

If you think it will be easier to just hand over some cash, think carefully about lending or giving your kids a considerable amount of money towards their home deposit. While it is an incredibly generous off er, make sure you’re all on the same page with regards to the terms of the gift or loan. Are you going to ‘gift ’ them the money or do you need them to pay back the cash? Draw up any supporting paperwork so that there isn’t any confusion or disagreements in the future. Remember also that there are additional social security considerations when gift s are involved. Under Centrelink gift ing rules, aged pensioners can give away $10,000 a year, with a limit of $30,000 over a fi ve-year period. Anymore, and your pension entitlements may be impacted.

It’s no secret that children are staying home longer than their parents or grandparents ever did – sometimes into their late twenties and early thirties. Th anks to skyrocketing rents and the increasing cost of living, it’s near impossible for many Australians to save for a home loan while paying rent. While you may be tempted to ask them to empty out the nest, letting your kids stay with you a few more years may give them the fi nancial headstart they need. But if you do, always ask them to pay rent or board, as this will help them better understand the realities of paying off a home loan and will prepare them for the future.

If you have paid off your home, you could consider using the equity if your house to guarantee all or part of your child’s mortgage. Th is equity can work in a number of ways, but the bottom line is that while your child will be responsible for the loan repayments, if they default on the loan you will be responsible for the debt and the lender will seek to recoup any outstanding money from you. Speak to your local bank manager or fi nancial advisor for further information.

Another way to help your children is to pay for the expenses associated with buying a home, which can be costly. In addition to the deposit, your child will need money for legal fees and lender’s mortgage insurance (if they are borrowing more than 80 per cent of the purchase price), so a contribution towards these costs would be a huge help.

For Evans Harch company director Sean Evans and wife Maree, family is everything. Luckily, their renovated Buderim home is the perfect place to raise four young children.

Just the idea of having four children under the age of four would strike fear into the heart of many a parent, but not Sean and Maree Evans. Th e couple loves having a big

family and is even considering a fi ft h addition to their happy clan, a considerable achievement in anyone’s books.

“Th ere’s still time to have fi ve under fi ve I guess, if we work fast,” Sean jokes. He is clearly a dedicated family man. You only have to watch Sean, Maree and the children, Chloe, aged four, twins Hannah and Liam, aged two, and Molly, one, to understand how committed Sean is to family, but this commitment fl ows on to his career as well.

Sean is the son of Pat Evans, co-founder of Sunshine Coast construction company Evans Harch. Seven years ago Sean joined the family business. He is now a director of Evans Harch, working alongside his father Pat, his brother Matthew and long-time family friend Trevor Harch.

A structural engineer by trade, Sean always fi gured he would one day join the family business – a company that has been around for some 31 years – but the opportunity only came up seven years ago. “Dad didn’t have a job for me until then,” says Sean. “Even 12 months earlier when I was looking for something new he couldn’t off er me a job, so I guess the timing was just right.”

While Pat is still chairman of the board, he no longer has a day-to-day role in the company, allowing Sean and Matthew to take on more responsibility. As a director, Sean oversees construction and design and also manages legal issues and provides support to the other directors. Matthew is development director.

So, does working for the family business mean a more relaxed working environment? “My job is demanding,” says Sean, “but it makes it easier when you know the other partners so well. It’s great

Th e fi ve-bedroom home has been clearly designed with a big family in mind. Th ere’s a pool and spa (or hot pool as Chloe calls it), a garden complete with deluxe cubbyhouse and slide, a back deck and play area and rumpus room.

For the family’s big kid (ie dad) there’s an extensive media room and massive pool room, complete with plasma and fully stocked bar.

Th e key feature of the house is the expansive deck, perfectly positioned to capture the north-easterly views that Maree initially fell in love with. From the deck you can see north past Mount Coolum and south over Mooloolaba, and directly out over the ocean. Maree oft en sits on the deck and paints with four-year-old Chloe while taking in the breathtaking views.

So how does she manage four children under the age of four? “It’s a busy life,” Maree says, “but we’re well-organised – it’s about structure. I’m a routine person. Th e kids have slept through the night since they were six weeks of age. I couldn’t have managed as easily if we weren’t in such a great routine.”

She adds, “I’m the baby of six kids, so I always wanted a big family. Poor Sean knew I’d want heaps of kids.”

Does this mean that we’re likely to hear the pitter-patter of two more little feet in the Evans household? “Five is still a possibility,” Sean says. “We still have room in the car for one more and a pram.” He looks lovingly at one-year-old Molly sitting on his lap. “Why wouldn’t you want fi ve when you have a child as perfect as Molly?”

It seems that it’s also important to the employees, with more than 20 of them celebrating 15 years or more with the

company this year. “By the end of 2008,” Sean says, “two of our employees will celebrate 30 years with us.”

Born and bred on the Sunshine Coast, Sean moved to Brisbane to study engineering. It was there that he met Maree and started his career as a structural engineer, living in Brisbane for many years. But he always knew he would bring his family back to the Sunshine Coast. Six years ago,

Maree and Sean agreed it was time to move back to the Coast. Maree went on the hunt for their dream home, fi nding it on top of Buderim.

“I wanted a house with views over to the ocean and I immediately fell in love with this tree house in Buderim,” Maree says. “We thought it was our dream house, but we knew we’d have to renovate. At the time we didn’t realise just how much renovation we would actually do.”

Unfortunately, the house was riddled with termites, so an extensive renovation was a must. What started as a simple job ended in a rebuild, with the couple deciding mid-way through the planning to change tack and redesign the home. While several of the

original walls and some of the fl ooring remains, an impressive modern home designed by Ken Down now takes pride of place where the quaint tree house once stood.

Q: You and colleague John Skerlak hold the record for both the highest house sale and highest apartment sale in Alexandra Headland. Is Alex an area you particularly focus on?I started working in this area with John a few years ago and it has really become

our niche market. I sell property in other areas of the Coast too, but when it comes to Alexandra Headland I pretty much have my finger on the pulse there.

Q: Real estate is a demanding industry. How do you stay motivated?One of my favourite sayings is, ‘Life is what you make it’. Sometimes I have to remind myself of that, but it is something I try to live my life by. It helps to keep everything in perspective.

Q: At the age of 22, you’ve quietly managed to build an exceptional track record of sales. Are people surprised by your age and your success? I’ve been in the industry for almost four years now and was lucky enough to train under Loren Wimhurst, so I’ve learnt from the best! I guess some

people are surprised to learn that I’m only 22 because of how focused and driven I am, but they quickly realise age is no barrier. I have a good repeat clientele and I don’t really do a lot of self-promotion – I’m too busy selling real estate.

Q: When you’re not working, what do you do to switch off? I love to go to the beach. I walk over the headland almost every morning. That’s why I have no problem selling property in Alexandra Headland – I love it there.

If the rate drop has you rethinking your loan repayments, think again.

A big pay off

W ith lenders dropping their interest rates in recent weeks, it’s tempting for investors and homeowners to

loosen the belt and lower repayments. But what would it mean to your fi nancial future if your repayments were kept at the previous higher level?

Due to the ‘magic’ of compound interest, a seemingly small increase above

the minimum required repayment can potentially cut years off your loan and save you tens of thousands of dollars.

Let’s take the example of a home loan of $280,000 and assume a loan term of 30 years and an interest rate of nine per cent. A 0.25 per cent cut in interest rate works out to a drop of just over $51 per month in the minimum monthly repayment. If, however, this homeowner kept the repayment at the current level, it would take three years off the loan term and save an incredible $63,000 in interest over the course of the loan. All this for less than $2 a day!

Th e next time interest rates on your loan comes down, take a minute to think about whether or not you keep your repayments where they are. For the price of a couple of coff ees a week, you may fi nd that you can’t aff ord not to. Brad Nolan is from Eastern Financial Solutions.

A member of the Maroochy Shire Council who made the 1985 decision to build the Baroon Pocket Dam says

that a second site downstream on Obi Obi Creek had superior potential for another dam, but was blocked by the State Government in the early 1990s.

Baroon Pocket Dam became one of the state’s most successful, when water poured over the spillway less than fi ve months aft er it was completed in December 1988.

Arn Barnes, who was a member of the Caloundra-Maroochy Water Supply Board for nine years, said the Baroon Pocket Dam project had been so successful that the board had allowed for a second site further down the Obi. Obi Obi Creek is a tributary of the Upper Mary River, which drains the Maleny plateau. Th e area has an extremely high rainfall catchment compared with much of the rest of Queensland.

“Th en the State Government stepped in and said there would be no more dams on the Obi Obi,” says Arn. “Had we gone ahead with that dam further down the Obi valley,

we would never have any water problems. It would have held twice the amount of water that Baroon Pocket holds.”

He says Noosa Shire had been invited to be part of the Baroon Pocket Dam project but declined, saying it had suffi cient stocks of its own at Lake Macdonald. Maroochy Shire and Caloundra City then went ahead and built the dam, which is now being connected to boost Brisbane’s supply.

“Construction went more smoothly than expected and we saved a million dollars on the original construction estimates,” Arn says. “A tunnel was built through the Blackall Range and that went a lot easier than expected. We never needed the second dam because Baroon Pocket seldom stops running over. In the long-term we may need more water but we don’t need it now.”

Former Maroochy Shire chairman Fred Murray, who was instrumental in the decision to build Baroon Pocket Dam, said later that the fact that it took less than six months to fi ll the dam “lent credence to the possibility of establishing a further dam for

water supply purposes in the upper reaches of the Mary River”. “Satisfactory sites are in the lower reaches of the Obi Obi at Kidaman Creek and on the Mary River just north of Conondale,” he said.

Queensland Water Commission chair Elizabeth Nosworthy says the Coast had been reliant on relatively small water storages in the past but climate change means there is a need to secure sources now and to adopt a regional approach to water saving.

“Th e operation of the $9 billion water grid will provide an unprecedented ability to plan for Sunshine Coast’s future water needs and to implement drought-response infrastructure as required if the coast faces severe water shortages,” she says.

And it looks like Sunshine Coast water restrictions will be brought into line with the rest of South East Queensland, despite assurances that construction of the Northern Pipeline Interconnector, which will transfer up to 65 megalitres a day from the Sunshine Coast to greater Brisbane, would not aff ect existing restrictions.

Th e Queensland Bulk Water Supply Authority’s project brief was to maximise the sustainable take of water “without aff ecting existing water restrictions, if any, imposed by the Sunshine Coast Regional Council on the residents of its local government area”.

However, while the QWC has ruled out the Sunshine Coast having the same restrictions as the rest of south-east Queensland immediately, residents have been warned to be ready to move to target 200 medium-level restrictions from the end of next year’s wet season.

Elizabeth says it was proposed that there be a phased approach over the next two years. She says the Coast had been exempt from extreme and high-level restrictions and given a discounted rate for its bulk water purchases, as a concession to Sunshine Coast Regional Council’s established water infrastructure and supply, but if South East Queensland was still on high-level restrictions in March 2010, the Sunshine Coast would move to high restrictions.

Due to limited water supplies in the rest of South East Queensland, Coast residents and businesses are bracing themselves for possible future water restrictions. It could have been a different story if, 20 years ago, the Obi Obi had been dammed.

Q. Victor Realty appears to have had a positive impact on the Hinterland Market, is this your first foray into Real Estate?

A. No, I have worked in the industry in Nambour and the Hinterland for the last four and a half years. Prior to that I spent a year selling homes in Buderim.

Q. What has been the secret of your success over the last few years?

A. Focussing solely on the needs of my clients, working only toward win-win outcomes and removing all or any negative influences from my working environment. Also having a great team behind you helps immensely – that’s what I have at Victor.

Q. What did you do before Real Estate?

A. I was a Detective Sergeant in the NSW Police. Did that for nearly 14 years, then my wife Karen and I developed and ran three businesses in Sydney. We moved to the Coast over 6 years ago and I was unsure of my next

venture when Karen suggested that I should give real estate a go and she would get involved when the kids were settled. So far it has all gone to plan

Q. A cop to real estate agent, that’s a very different career path isn’t it?

A. No it isn’t really. The instincts and skills that I gained whilst I was a Detective have actually helped me to be a success at Real Estate. I love what I do now, it’s a lot of fun –and I don’t have to handcuff people anymore!

Q. What do you do away from work?

A. In one word, family. I love relaxing with Karen, my wife and business partner, and our three sons. We love sport (I am a tragic Cronulla Sharks fan), movies, eating out, but most of all just unwinding at home. I love to read as well, I have been known to have two books on the go at once.

Q. You are to host the ultimate dinner party. Who do you invite?

A. Gene Simmons; he is one of the greatest exponents of self branding I have ever seen. Richard Branson; built one of the biggest business empires from a little record shop full of pillows and hippies. Madonna; she has evolved herself to be relevant to three generations - a brilliant business woman and I love her music! Oh, and of course my wife Karen – she is everything to me.

Q. What is your prediction for the local property market in the next 12 months?

A. Steady as she goes. Sales volume should pick up a bit and prices will remain fairly stable. Properties that represent the best value and are effectively promoted will sell quicker. The key comes from the great Investor, Warren Buffet, “Be greedy when others are fearful; be fearful when others are being greedy.” Also, here’s my best tip – turn off ‘Kochie’ and all the other Prophets of Doom who seem to inhabit our screens at the moment. They should be locked up for treason.

10 things you must know before buying a business

1. Always insist on seeing the accountant’s profi t and loss statements for the business – never just settle for the owner’s MYOB fi gures.

2. Have your accountant check these fi nancials during the ‘due diligence’ process on the whole business. It might uncover some nasty surprises.

3. Use a business broker to handle the transaction. A broker can be held liable if there are any misrepresentations or falsehoods and most have professional indemnity insurance, so you’re protected.

4. If a lease on the premises is involved, have a solicitor check all aspects of it.

5. Check out the competition. See who else is in a similar business close by and gauge how good they are.

6. Remember that there is no such thing as a risk-free business. You have to be brave to run any business and that

involves taking a calculated risk and having confi dence in yourself.

7. Satisfy yourself that you can run the business with the skill sets that you have, but don’t be too limiting. Sometimes we have to bite off more than we can chew, but you must weigh up how much is too much.

8. Take the advice of experts, but don’t pay too much attention to doom-sayers and armchair experts. Some people are overly cautious and risk averse.

9. Don’t try to ‘steal’ the business by off ering a ridiculously low price. Ask the broker how they have arrived at the value of the business and make a decision on the price you are prepared to pay based on the information supplied and the advice you have received.

10. Don’t procrastinate. Be decisive and make a decision, then stand by that decision.
