INSTRUCTIONS FOR UP-LOADING OF TENDER DOCUMENTS TO BE COMPILED WITH BY THE TENDERER(S)

1. EARNEST MONEY Contractor(s) who are not enlisted with MES/who are enlisted but have not executed the Standing Security Bond, shall submit Earnest Money Deposit as detailed in Notice of Tender in any one of the following forms, along with their tender:-

(a) Deposit at Call Receipt from a Scheduled Bank in favour of GE (AF) Hakimpet (b) Receipted Treasury challan, the amount being credited to the revenue deposit of

GE (AF) Hakimpet.

(c) Scanned copies of Earnest Money shall be uploaded along with the e bid. Note: Earnest Money in the form of Cheque /Bank Guarantee etc will not be accepted.

NON SUBMISSION OF EARNEST MONEY by 1500 hours on 20 Jan 2015 WILL RENDER THE TENDER AS NON BONAFIDE AND CONSEQUENTLY LIABLE TO BE

IGNORED. 2. SECURITY DEPOSIT: In case the tender submitted by such contractor(s) who are

not enlisted with MES/who are enlisted but have not executed the Standing Security Bond is accepted, he will be required to lodge with the Controller of Defence Accounts, Secunderabad. Individual Security Deposit calculated with reference to “TENDERED COST” as notified by the Accepting Officer subject to a maximum `. 18,75,000.00 (See condition 22 of IAFW-2249).

3. CONTRACTORS WHO ARE ENLISTED UNDER CHIEF ENGINEER SOUTHERN

COMMAND AND WHO HAVE EXECUTED STANDING SECURITY BOND AND DEPOSITED STANDING SECURITY DEPOSIT BUT OF A LOWER CLASS

3.1 In case the tender is accepted, the amount of “Additional Security Deposit” will be as notified by the Accepting Officer. This amount would be the difference between the “Individual Security Deposit” calculated with reference to the “TENDERED COST” and the ”Standing Security Deposit” already lodged (Refer Condition 22 of IAFW- 2249). 3.2. CONTRACTORS ENLISTED WITH OTHER CWE:- 3.2.1. The contractor of E classes, registered with any one CWE i.e., CWE Army, CWE Navy or CWE Air Force and who have deposited standing security and executed standing security bond shall be authorized to secure work in respect of GEs working for other services also without depositing separate security deposit, provided the works pertaining to other services are located at same stations (i.e., With in the same municipal corporation/cantonment limit) at which the GEs / AGEs of his enlisting authority are located and also provided such works come under the jurisdiction of the same CDA to which the enlisting authority has furnished standing security & standing security bond for safe custody.

4. CONTRACTORS ENLISTED IN MES FORMATIONS OTHER THAN CHIEF ENGINEER

SOUTHERN COMMAND 4.1 Contractors whose names are on the approved list of any MES formation i.e. other than Chief Engineer Southern Command and who have deposited Standing Security Deposit and have executed Standing Security Bond may tender without depositing Earnest Money with the tender and if the Accepting Officer decides / proposes to accept the tender, such tenderers will be required to lodge security deposit as notified by the Accepting Officer before acceptance of his tender. 4.2 The amount of ‘Earnest Money’ for the work to be furnished alongwith the tender. 4.3 The amount of “Individual Security Deposit” for the work (in case the tender is accepted) would be the amount calculated with reference to the “TENDERED COST” as per the scales laid down by the MES for calculation of ‘Earnest Money’ enhanced

by 25% subject to a maximum of `. 18,75,000.00.

5. GENERAL INSTRUCTIONS FOR COMPLIANCE:

5.1 The tender will only be accepted in the electronic form. All bids to be submitted in “eprocuremes.gov.in” portal. Documents should be scanned and forwarded in “pdf” form or “xls” form as indicated.

5.2 Tenders (quoted Bid of BOQs ) shall be uploaded on eprocuremes.gov.in portal on

or before the bid closing date mentioned in the tender. No physical form of the tender will be accepted.

5.3 All bids shall be digitally signed by the contractor.

5.4 The tender shall be accompanied by the scanned (pdf format) certified true copy of the power of attorney of the signatory to the tender documents. In case the signatory himself is the Sole Proprietor, an affidavit on stamp paper of appropriate value to this effect stating that he has authority to bind the firm in all matters pertaining to contract including the Arbitration clause, shall be attached in pdf form. The person signing the tender on behalf of another partner (s) or on behalf of the firm or company shall attach with the tender scanned copy of a proper Power of Attorney duly executed in his favour by such other person or by the partner(s) or in accordance with constitution of the company in case of company, stating that he has authority to bind such other person or the firm or the company as the case could be, in all matters pertaining to the contract including the Arbitration Clause.

5.5 Even in case of firms or companies which have already given power of attorney

to an individual authorizing him to sign tender and in pursuance of which tender documents are being signed by such person as a routine, fresh power of attorney duly executed in his favour stating specifically that the said person has authority to bind such partner (s) of the firm, or the company as the case could be, including the condition relating to Arbitration clause should be submitted with the tender as a scanned copy.

5.6 Power of attorney shall be executed on stamp paper of adequate value as applicable. Scanned copy of the same will be forwarded along with the bid submission.

5.6.1 In case of an individual, self sworn affidavit shall be executed by the contractor

himself. Scanned copy of the same to be forwarded along with the bid.

5.6.2 In case of partnership concern, power of attorney shall be executed by all partners. Scanned copy to be forwarded along with the bid.

5.6.3 In case of a company, power of attorney shall be executed in accordance

with the constitution of the company.

6. CPM

6.1 The work will be executed based on CPM submitted by the bidder. 6.2 The tenderer is expected to be fully conversant with the CPM technique and employ

technical staff who can use the technique in sufficient details. Sufficient books and other literature on the subject are widely available which the tenderer can make use of.

6.3 The tenderers attention is drawn to special condition of the tender regarding

preparation of the detailed net works and time schedule for the works and his liability for employing sufficient resources to adhere to this schedule. Any inability on the part of the tenderer in using the technique will be taken as his technical insufficiency and will affect his class of enlistment and future prospects of receiving tenders for works.

6.4 The department can issue amendments/errata’s (corrigendum) to the tender documents

before due date of submission of tenders. The tenderer is required to read the tender documents in conjunction with amendments, if any, issued by the department. The tenderer is not supposed to incorporate the amendments/errata’s in the body of the tender documents. In case the amendment/errata issued are incorporated by the tenderer in the body of the tender, they shall not be considered and the amendments/errata’s to tender documents as issued by the department shall only hold good.

6.5 These instructions shall form part of the contract documents and shall be signed and returned along with the tender documents on acceptance of the bid. Accepted firm to submit hard copies of all documents duly signed by the authorised person.

6.6 No out of pocket expenditure incurred by tenderer for quoting the tender will be reimbursed

7.0 Experience Criteria for un-enlisted contractor.

7.1 Past Experience of “similar nature of works” completed in last 5 years.

(a) Three works costing not less than `. 7.50 lakh or

Two works costing not less than `. 10.00 lakh or

One work costing not less than Rs.20.00 lakh

Note:- Please forward details of “similar nature of works” executed by you financial year wise in tabular form giving name of work, Accepting Officer’s details, viz. address, telephone, email etc, date of acceptance of tender and actual date of completion. It should indicate whether extension was granted or compensation was levied. Attested copy of acceptance letter and completion certificate shall be enclosed of each work. In case performance report has been given by the client same shall also be submitted duly attested. Or

(b) Average annual turnover for two consecutive financial years shall not be less than `. 25.00 lakh.

7.2 Financial Criteria

(a) Solvent up to `. 10.00 lakh. OR

7.3 Fixed Assets.

Limit of minimum reserves/total of movable or immovable property or fixed assets

(in case of companies) (80% of minimum reserve/assets shall be in shape of

immovable property) = `. 8.00 lakh.

Note:- (i) Please forward affidavits on non Judicial stamp paper of `. 100/- each duly notarized and supported by copies of present valuation certificates for both immovable and movable property separately. It should also indicate that immovable property is free from mortgages, hypothecation or any other disputes and encumbrances and clearly belongs to your firm and it should indicate that immovable property will not be sold, transferred, gifted or otherwise disposed off without prior intimation to this office.

(ii) Immovable asset value indicated should be supported by Valuation Certificate from

a registered valuer and last tax paid receipt. Valuation Certificate shall be submitted

for immovable property (Other than agricultural lands, plantations, forests, mines and

quarries).

(iii) Movable assets like Scooter/Car etc or NSCs/fixed deposits etc should be

supported by certified photocopies of updated RC books, valid current Insurance

papers, NSCs/fixed deposits.

7.4 Engineering Establishment.

(a) One graduate Engineer from Government recognized institution. or

(b) One diploma Engineer from Government recognized institution with minimum experience of 2 years.

NOTE:- Please forward affidavits on non judicial stamp paper of `. 100/ each duly notarized from your side having employed each engineer and from engineer side of taking your employment duly supported by attested copy of engineering degree / diploma as applicable to the individual.

7.5. T&P / Machinery

7.9 Above documents shall be uploaded in one folder form in sequence as above. Commander Works Engineers (Air Force), Bowenpally Post, Secunderabad – 500 011 on behalf of President

of India invites applications from eligible enlisted contractors of MES and enlisted / Un-enlisted contractors working

with other Govt Departments meeting eligibility criteria for considering the tender. The prospective / likely contractors

are requested to look up the website “eprocuremes.gov.in”. This is an e-tender, manual offered bids for this tender will not be accepted under any circumstances, only electronic offer bids shall be accepted. For detailed instructions,

please refer the website. Tender information is also available in www.mes.gov.in. A condensed version of Notice of

MILITARY ENGINEER SERVICES NOTICE OF TENDER

1. A tender is invited for the work as mentioned in Appendix ‘A’ to this Notice of Tender.

2. The work is estimated to cost as indicated in aforesaid Appendix ‘A’. This estimates however not a guarantee is and is merely given as a rough guide and if the work costs more or less, the tenderer will have no claim on that account.

3. The tender shall be based on, as mentioned in the aforesaid Appendix ‘A’. The work is to be completed within the period as indicated in the aforesaid Appendix ‘A’ in accordance with the phasing, if any, indicated in the tender from the date of handing over of the site, which June be on or about two weeks after the date of acceptance of the tender.

4. Normally contractor whose names are borne on the MES approved list for the area in which the work lies and within whose financial category the estimated amount would fall, may quote for tender but in case of term contracts in categories ‘S’ to ‘E’ may quote for the tender. In case where the tendered amount is in excess of the financial category whether or not the estimated amount was within the financial category of the contractor, the Accepting Officer reserves the right to accept the tender in which event the tenderer would be required to lodge “Additional security deposit” as notified by the Accepting Officer, in terms of conditions of the contract.

5. Contractors whose names are borne on the MES approved list of any MES formations and who have deposited Standing Security and have executed Standing Security Bond can also tender, without furnishing Earnest money along with his tender. If the tender submitted by such tenderer is proposed to be accepted, such tenderer would be require to deposit ‘Individual Security Deposit’, as notified by the Accepting Officer to the Controller of Defence Accounts concerned before acceptance of tender. Not more than one tender shall be submitted by one contractor or one firm of contractors. Under no circumstances will a father and his son(s) or other close relations who have business dealing with one another will be allowed to tender for the same contract as separate competitors. A breach of this condition will render the tenders of both parties liable for rejection.

6. This notice of tender along with Appendix ‘A’ shall form part of the contract.

7. Tender forms and conditions of contract and other necessary documents (together with addressed envelope to be used for the return of tender forms and other documents) will be issued on or after the date as mentioned in the aforesaid Appendix “A”. 8. Submission of bids for the tender does not constitute any guarantee for consideration of tender/ bid of the applicant, even of the enlisted contractors of appropriate class. The applicant contractor shall not become automatically entitled for considering the tender/ bid by virtue of enclosing copy of demand draft along with the application. The accepting officer shall reserve the right to deny considering the financial bid of tender to any applicant contractor. Firms to be considered for financial bid will be decided by the Accepting officer based on, interalia experience of similar works executed by the applicant/contractor. The Accepting Officer shall consider tender/ bids received up to date of receipt of applications/extended date of receipt of tender/ bids. The applicant/contractor will be informed regarding rejection of tender / bid with reasons. The applicant contractor, if so desires, can appeal to the next higher Engineer Authority with copy to the Accepting Officer. No appeal / representation shall be entertained in respect of applications for consideration of tenders/bids as received after the due date of receipt of applications / extended date of receipt of applications. The decision of the next higher Engineer Authority should be final. No applicant/contractor shall be entitled for any compensation whatsoever for rejection of his application.

8.1 In case of contractor who has not executed the “Standing Security Bond” the tender / bid shall be accompanied by the “Earnest Money” for the amount referred to in the aforesaid Appendix ‘A’ in the form of deposit at call receipt in favour of GE (AF) Hakimpet mentioned in the aforesaid Appendix ‘A’ by Scheduled Bank or receipted treasury challan, the amount being credited to the revenue deposit of the GE (AF) Hakimpet. A contractor who is not enlisted for the area in which the work lies, but whose name is in the MES approved list of any MES formation and who has deposited Standing Security Deposit and executed standing security bond can tender, without depositing earnest money along with the tender, but if the Accepting Officer decides to accept the tender, and such tenderer shall lodge security deposit as notified by the Accepting Officer with the Controller of Defence Accounts, concerned in the prescribed form before acceptance of tender.

8.2 THE COMMANDER WORKS ENGINEERS (AIR FORCE), Bowenpally Post, Secunderabad

– 500 011 will be the Accepting Officer here-in- after referred to as such for the purpose of this contract.

8.3 A contractor who has executed the Standing Security Bond but not for the appropriate

category as mentioned above shall lodge with Accepting Officer, additional security deposit as notified by the Accepting Officer within thirty days of the receipt by him of notification of acceptance of the tender, failing which this sum will be recovered from first RAR payment, or from the first final bill in case of term/running contracts. However, in cases where any payment is made to the contractor within thirty days of receipt by him of notifications of acceptance of tender the amount of additional security deposit shall be recovered from such payment.

8.4 The GE (AF) Hakimpet will return the earnest money wherever applicable to all un-

successful tenderers by endorsing an authority to the deposit receipt for its refund, on production by the tenderer of a certificate of the Accepting Officer, that a bonafide tender (vide condition 14 here in after was received and all documents were returned.

8.5 The GE (AF) Hakimpet will either return the Earnest Money to the successful tenderer, by

endorsing an authority on the deposit receipt for its refund, on receipt of an equal amount of security deposit or will retain the same on account of security deposit, if such transaction is feasible.

8.6 Copies of the drawings and other documents pertaining to the work (signed for the purpose of identification by the Accepting Officer or his accredited representatives) and samples of materials and stores to be supplied by the contractor will be open for inspection by the tenderers in the office of GE (AF) Hakimpet as mentioned in the aforesaid Appendix ‘A’ during office working hours.

9. The renderers are advised to visit site by making prior appointment with the GE by giving sufficient time. A tenderer shall be deemed to have full knowledge of all relevant documents, samples, site etc whether he has inspected them or not.

10. Bids will be opened by the ‘THE COMMANDER WORKS ENGINEERS (AIR FORCE), Bowenpally Post, Secunderabad – 500 011 on the date and time indicated in the aforesaid Appendix ‘A’.

11. Any tender which proposes any alterations to any of the conditions laid down or proposes any other condition of any description whatsoever, is liable to be rejected.

12. The submission of tender by a tenderer implies that he has read this notice and the conditions of contract and has made himself aware of the scope and specifications of work to be done and of the conditions and rates at which stores, tools and plants etc, will be issued to him and local conditions and other factors bearing on the execution of the work.

13. Tenderers must be in possession of copy of MES Schedule of Rates-2009 (Part I) and 2010 (Part II) including errata /amendments thereto.

1. The quantities inserted in Column- 3 of this BOQ is approximate and are inserted as guide only. They shall however not be varied beyond the limit laid down in condition 5 of IAFW-1815Z General Condition of Contract.

Drawings referred in the tender shall form part of the contract. Tenderers shall be deemed to have quoted their rates based on drawing, irrespective of whether these were seen by them or not. Any drawing mentioned in the drawing, particular specification key specification but inadvertently not included in the list of drawings shall also be deemed to form part of the tender. The unit rate quoted by the tenderer shall be deemed to include the provision made is in the drawing with latest revision wherever applicable, irrespective of whether date/description of revision of drawing are mentioned in the tender or not.

CONTRACTOR’S LABOUR REGULATIONS 1. SHORT TITLE These regulations may be called ‘Military Engineer Services Contractors’ Labour Regulations. 2. DEFINITIONS In these Regulations, unless otherwise expressed or indicated the following works and expression shall have been meaning hereby assigned to them respectively that is to say:- (a) ‘Labour’ means workers employed by a Military Engineer Services Contractor Directly or indirectly through a sub contractor or other person or by an agent on his behalf on a payment not exceeding `. 400/- per month and will not include

supervisory staff, like overseers etc., (b) ‘Fair Wages’ means whether for time or piece noticed at the time of inviting tenders for the work and where such wages have not been notified, the prescribed by the Chief Engineer for the stations which the work is done. (c) ‘Wages’ shall have the same meaning as defined in the Payment or Wages Act and includes time and piece wages. (d) Contractor shall include every person whether a sub contractor or head man or agent, employing labour and work taken on contract. 3. DISPLAY OF NOTICES REGARDING WAGES ETC The contractor shall …………………………………….. (a) Before commence his work on contract display and correctly maintain, in a clean and legible condition in conscious places on the work, notices in English and in the local Indian languages spoken by the majority of the workers, given the rate of wages which have been certified by the GE’s as Fair Wages and the hours of work for which such wages earned, and (b) Send copy of such notices to the certifying officer. 4. PAYMENT OF WAGES (a) Wages due to every worker shall be paid to him direct. (b) All wages shall be paid in current coin or currency or in both. 5. CONTRACTOR’S LABOUR REGULATIONS (Contd…,) (c) Wages of every workman employed on the contract shall be paid before the expiry of seven days, after the date of the wage period in respect of which the wages are payable. (d) When the employment of any worker is terminated by or on behalf of the contractor, the wages earned by him shall be paid before the expiry of the second working day from the day on which his employment is terminated. (e) All payments of wages shall be made on any works day except when the work is completed before the expiry of the wages period shall be made within 48 hours of the last working day. Note:-The term “WORKING DAY” means on which workmen which the labour is employed is in progress. 6. WAGE BOOK AND WAGES SLIPS ETC (a) The contractor shall maintain a wage book of each worker in such form as may be convenient, by the same shall include the following particulars:-

(i) Rate of daily or monthly wages. (ii) Nature of work on which employed. (iii) Total number of days worked during each wage period. (iv) Total number payable for the work during each wage period.

(v) Any deductions made from the wagers with a indication in each case of the ground for which the deduction is made.

7. FINES AND DEDUCTIONS WHICH MAY BE MADE FROM WAGES (a) The wages of a worker shall be paid to him without any deductions of any kind except the following:- (i) Fines (ii) Deductions for absence from duty i.e., from the place or places whereby

the terms of his employment he is required to work. The amount of deduction shall be in proportion to the period for which he was absent. (iii) Deduction for damage to or loss of goods expressed entrusted to the employed person for custody or for loss of money for which he is required to account, where such damage or loss is directly attributable to his neglect or default. (iv) Any other deductions which the Central Government may from time to time allow.

(b) No fines shall be imposed on a worker and no deductions for damages or loss shall be made from his wages the worker has been given an opportunity of showing cause against such fines or deductions.

CONTRACTOR’S LABOUR REGULATIONS (Contd…,) (c) The total amount of fines which may be imposed in one wage period on a worker shall not exceed an amount equal to three paise in a rupee on the wages payable to him in respect of that wage period. (d) No fine imposed on any worker shall be recovered from him by installments or after the expiry of 60 days from the date of which it was imposed. 8. REGISTER OF FINES ETC (a) The contractor shall maintain a register of fines and of all deductions for damage or loss. Such fines shall mention the reasons for which fine was imposed deductions for damage or loss was made. (b) The contractor shall maintain a list of English and the Local Indian Language clearly defining, wages omissions for which penalty of fines can be imposed. He shall display such list and maintain in clear and legible condition in conspicuous places of the work. 9. PRESERVATION OF REGISTER The wage book, the wage slip, and the register of fines and deductions required to be maintained under these regulations shall be preserved for 12 months after the date of last entry made in them. 10. POWERS OF LABOUR WELFARE OFFICERS TO MAKE INVESTIGATION ENQUIRY The labour welfare officer or any other person authorised by the Govt. of India on their behalf shall have power to make enquiries with a view to ascertaining and enforcing proper observations of the fair wages clauses and the provisions of these regulations. He shall investigate any complaint regarding the default made by the contractor or sub-contractor in regard to such provisions. 11. REPORT OF LABOUR WELFARE OFFICER The Labour Welfare Officer or other person authorised aforesaid shall submit a report of the results of his investigations or enquiry to the GE case indicating the extent if any to which the default has committed, with a note that necessary deduction from the contractor’s bill be made and the wages and other dues paid to the labour concerned. In case an appeal is made by the contractor under clause 12 of these regulations, payment to the labourers will be made by the GE after the Regional labour commissioner has given his decision on such appeals. 12. APPEAL AGAINST THE DECISION OF LABOUR WELFARE OFFICER Any person aggrieved by the decision and recommendation of labour welfare officer or other person so authorised may appeal against such decision to the Regional Labour commissioner within 30 days from the date of decision, forwarding simultaneously a copy of his appeal, the decision of the officer shall be final and binding upon the contractor.

13. (a) A workman shall be entitled to be represented in any investigation or enquiry under these regulations by ___________________________________________.

(i) An Officer of registered trade union of which he is a member.

(ii) An Officer of a federation of trade unions to which the trade union referred to on Clause (i) is affiliated.

(iii) Where the worker is not a member of any registered trade union, by and officer of a registered trade union connected with or by any other workmen, employed in the industry in which the worker is employed.

(b) An employer shall be entitled to be represented in any investigation or enquiry under these regulations by _______________.

(i) An Officer of an association of employers of which he is a member.

(ii) An Officer of a federation of trade unions to which the trade union referred to on Clause (i) is affiliated.

(iii) Where the employer is not a member of any Association of employers, by an Officer of an association of employer connected with, or by any other employed is engaged.

(c) No party shall be entitled to be represented by a legal practitioner in any investigation or enquiry under these regulations.

14. INSPECTION OF REGISTERS The Contractor shall allow inspection of the wage book, the wage slips and the Register of fines and deductions to any of his workers or to his agent at a convenient time and place after due notice is received, or to the labour welfare officer or by other person authorised by the Govt of India on his behalf.

15. SUBMISSION OF RETURN The contractor shall submit periodical returns as may be specified from time to time.

16. AMENDMENT

The Govt. of India, may from time to time add to or amend these regulations and on any question as to the specification, interpretation or effect of these regulations the decision of the Chief Labour Commissioner or Deputy Chief Labour Commissioner to the Govt. of India, or any other person authorised by the Govt. of India in that behalf shall be final.

SPECIAL CONDITIONS

1. GENERAL Following Special Conditions shall be read in conjunction with General Conditions of Contracts IAFW-1815-Z 1969 Print with IAFW 1815–R on agenda thereto. If there are any provisions in these Special Conditions, which are at variance with provisions in the above mentioned document, the provisions in these Special Conditions shall take precedence there over.

2. WATER Water will not be supplied by MES to the contractor. 3. MINIMUM FAIR WAGES

The contractor shall have no claim whatsoever if, of any local regulations or otherwise he is required to wages in excess of the minimum wages shown in the schedule of minimum Fair Wages.

4. SAMPLES OF MATERIALS (REFER CONDITION 8 OF IAFW-1815 (Z)

The successful tenderer shall produce within reasonable time as decided by the GE. Samples of all materials required to be incorporated in the work such as timber, FI clamps, and Nylon Newar etc., for his approval and shall be deposit the samples with him suitably labeled. The samples shall be the property of Govt. and no extra payment shall be made the contractor for the same. The contractor shall ensure that the materials incorporated for the manufacture of supplies shall conform with the approved samples.

5. SAMPLES OF FURNITURE

On approval of the samples of materials and within reasonable time thereof affixed by the GE’s the contractor shall manufacture one sample of each item (for which supply order has been placed) and shall deliver the same at the MES store yard of GE, for the approval of GE. Samples shall be prepared strictly in accordance with the GE. Final finishing such as painting, polishing etc., shall not be carried out to the sample as specified but shall be subsequently carried out as ordered by GE, approved samples shall be accounted for against the supplies required to be made under the contract.

6. APPROVAL OF WORK BY STAGES (REFER CONDITINS 21 OF IAFW-1815-Z)

The articles of furniture being manufactured under this contract shall be open for inspection of the Engineer–in-Charge, GE at the contractor’s workshop (Premises) where the contractor’s manufacture the articles and shall be subject to approval a at each of the following stages :-

(a) When the timber scantling/boarding/planking and plywood particle board etc., are cut and are ready for assembly i.e., before framing.

(b) When the articles are manufactured complete but before application of finishing treatment.

6. APPROVAL OF WORK BY STAGES (REFER CONDITION 21 OF IAFW- 1815-Z (contd….)

The contractor may, if he so desires, bring the components to fabricate the furniture at site. The articles of furniture shall then be brought to the MES store yard of GE. Final finishing treatment such as polishing, painting etc, specified hereinafter shall be carried out only after the untreated articles have been inspected and passed by GE in writing. NOTE :- Not withstanding the fact that the various articles of furniture have been inspected and passed by the Engineer-in-Charge/GE at various stages as aforesaid, it shall be the responsibility of the contractor to ensure strictly with specifications and drawings.

7. LABELLING OF ARTICLES All the articles of furniture supplied under this contract shall be provided with a metallic label of approximate size 50 x 20 mm indicating thereon Contract Agreement Number, Year and Name of the Contractor. The locations for fixing the labels shall be shown in drawings and as directed by the Engineer-in-Charge.

8. PLACE OF DELIVERY All the articles of furniture shall be delivered at the MES store yard of Garrison Engineer (AF) Hakimpet, place of delivery is in un-restricted area. Thorough search of all persons and transport may, however, be conducted by the Military authorities at any time and any number of times.

9. ELECTRIC SUPPLY MES will not supply electricity to the contractor for any purpose whatsoever. The contractor shall have to make his own arrangements for the same.

10. PERIOD OF KEEPING TENDER OPEN The tender shall remain open for acceptance for a period of 60 (SIXTY) days from the date by which the tenders are due to be submitted.

11. MEASUREMENTS: (Reference Condition of IAFW-1815-Z) The contractor shall maintain a measurement book / book similar to IAFW-2261 for the work. All measurements recorded in IAFW-2261 for the work shall also be simultaneously recorded in the contractor’s measurement book which also shall be signed and dated by both the Engineer-in-Charge and the contractor. This is to enable the contractor to prepare his own abstracts and submit his final bill.

12. OCTROI AND SALES TAX

The contractor shall quote all the rates for manufacture and supply of the various items in Schedule ‘A’ inclusive of all taxes, Octroi, Sales Tax and the like which are to be borne by him as stipulated in Conditions of General Conditions of Contracts IAFW-1815-Z. Any tender not complying with this condition is liable to be treated as NON-BONAFIED. Form ‘D’ will be issued by the department in respect of such items, which are required for the work the requirement of which shall involve payment of Inter State Sales Tax by the contractor.

13. SECURITY OF CLASSIFIED DOCUMENTS

Contractor’s special attention is drawn to Condition 3 of General Conditions of Contracts IAFW-1815-Z. The contractor shall not communicate any classified information regarding the works either to sub contractors or others without prior approval of the design, drawings, other documents furnished to him in respect of work and he shall return all documents on the completion of the work or the earlier determination of the contract. The contractor shall along with final bill attach a receipt from Engineer-in-Charge in token of his having returned the classified documents as per Condition 3 of General Conditions of Contract IAFW-1815-Z.

14. BANK GUARANTEE BOND/FIXED DEPOSIT RECEIPT IN LIEU OF

RETENTION MONEY

Reference Condition 38 of IAFW-1815-Z: Add the following as a continuation of Para 1:- “Provide further, the contractor may be paid advance on account of full value

of any supplies delivered on his furnishing Guarantee Bond(s) or Fixed Deposit Receipt(s) from a Scheduled Bank for the amount of Retention Money which should otherwise to recoverable from his bill under the contract.

The Guarantee Bond shall be executed for a period and on a form as directed

by the Accepting Officer. The contractor shall further arrange to extend the period of Guarantee Bond or shall furnish a fresh Guarantee Bond of similar value so as to cover the period till the payment of the final bill.

In the case of Fixed Deposit Receipt the same will be for a period exceeding 6 months beyond the period of contract and shall be endorsed in accordance with the Govt. Securities manual for the time being in force. If the Fixed Deposit Receipts are in the name of the contractor, these shall be transferred/endorsed to the Controller of Defence Accounts concerned in such a way that they can be en-cashed by the said Controller. In the event of delay in the preparation of the final bill, the contractor shall make arrangements with the Bank to suitable extension of the fixed deposit receipt period.”

PARTICULAR SPECIFICATIONS 1. GENERAL 1.1 All articles of furniture to be supplied under this contract shall be in

accordance with the specifications detailed hereinafter and as shown on drawings. Where the provisions in these specifications are at variance with the drawings the provisions in these specifications shall take precedence.

1.2 WORKMANSHIP GENERALLY

1.2.1 Workmanship shall be of very high class expected of recognized good quality cabinet makers/furniture manufacturers.

2. TIMBER

2.1 All timber for the manufacture of furniture unless otherwise specified shown on drawings in the brief specified shall be Indian Teakwood (First class hardwood). Soft wood as shown on drawing shall not be provided, instead teak wood shall be provided.

2.2 Timber should be of nature growth, uniform in texture, column and grain straight in fibre, sound and well seasoned. It should be free from sap, loose knots and dead knots exceeding half inch dia, open shakes, bore holes, soft spots and all other decay and defects. This specification shall take precedence over any notes mentioned in drawings regarding quality of timber.

3. SEASONING OF TIMBER

3.1 Timber should be well seasoned. Maximum permissible moisture content in timber shall not exceed 12% (Twelve percent) i.e., maximum permissible for climatic zone as per IS-287. A relaxation of plus 2% (Two percent) will be permitted. Seasoning of timber be done as laid down in IS-1141

3.2 The contractor shall produce necessary certificate from timber merchants to the satisfaction of GE that the timber used in the manufacture of furniture is well seasoned.

3.3 The contractor shall afford facilities for inspection by MES Officers to satisfy for themselves that the timber is well seasoned at no extra charge.

3.4 Timber board planks and scantlings shall be straight, square sawn and planed true and smooth to dimensions shown in drawings. Boarding/planking/scantling shall be of one length and no joint shall be permitted. Where overall width of boarding planking shown in drawing does not exceed 30 cms, it should be of one width. Where the overall width of boarding/planking shown in drawings is exceeding 30cms, certain definite number of pieces of width of individual board/plank shall be as directed by the Engineer-in-Charge. No board/plank shall be less than 15cms.

3.5 All surfaces of timber shall be wrought, finished with sand paper to a

smooth, true and even surfaces, corners and edges slightly rounded off.

4.1 Teak wood particle board bonded with phenol formal dehyde (with commercial veneering) shown in drawings and/or specified here-in-after shall conform to IS-3087 of 1985, specification for teak wood particle boards medium density for general purpose, flat pressed, single layer board.

4.2 Teak wood particle board with teak veneer facing on one side (decorative veneering one side) and commercial plywood veneering to the other side where shown on drawings and/or specified here-in-after shall conform to IS-3087 of 1985 exterior grade solid core. For fixing of screws on particle board, first drill pilot holes on particle board and dip screws in fevicol, before screwing down into holes.

5. PLYWOOD

5.1 Plywood where shown in drawing and specified here-in-after shall be of ‘BWR’ grade, type ‘B’ conforming to IS-303 of 1980. Makes: Kitply/Swastika (Swati Brand)/Unik/Orchid.

5.2 Where decorative plywood with teak face veneering on one side (decorative face veneering one side) shown on drawing and/or specified here-in-after shall be Grade-I, conforming to IS-1328 of 1982. The plywood used in the manufacture of decorative plywood shall be BWR synthetic resin bonded types.

6. PLASTIC LAMINATED SHEET

6.1 Plastic laminated sheet will be sunglass shade OW 503 or shade T-56 or equivalent and approved. These shades give natural rose wood appearance as against the one with natural teak wood appearance, which is being used at present.

6.2 Plastic laminated sheet be bonded to the particle board with approved adhesive as per manufacturer’s instructions. Wherever plastic laminated sheet is used underside of the particle board/black board shall be given treatment as specified here-in-after or as shown on drawings.

7. STEEL AND IRON WORK

7.1 Conduits/tubes indicated in drawings shall be electric resistance welded tubes of gauge as specified conforming to IS Specifications. Where not specified, the thickness of pipes shall be as specified hereinafter.

7.2 MS Bar, MS flats, MS Rounds, MS Plates and GI sheets shall conform to IS (Ordinary quality Fe-410-O)

8 PAINTING

8.1 PAINTING GENERALLY 8.1.1 Synthetic enamel paint for under coat and finishing coat shall be exterior,

type-I conforming to IS-2932-1974 and shall be of approved manufacturers. Primer shall conform to IS-102-1962 for steel surface and IS-3536-1966 for wood surface. Paints shall be of superior tint and the exact tint shall be as specified hereinafter and / or indicated in drawings. Contractor shall when required by the GE produce certificates from the manufacturers / their representatives to establish that the brand of paints purchased by the contractor from them satisfy the requirements of the relevant Indian Standards or superior to the quality specified in the relevant IS. Paints for priming coat, under coat and finishing coat shall be of the same manufacturer.

9. PRELAMINATED PARTICLE BOARD

9.1 Pre-laminated particle board shall conform to IS-12823/1990 and of grade-II, type-II. Thickness of pre-laminated particle board shall be 18 mm in lieu of 19 mm specified hereinafter and in drawings.
