In a significant develop-ment, the state govern-ment has decided to postcollege-wise Intermediateexamination results onthe Board of IntermediateEducation website fromthis year.
The move is an effort tocheck trumped-up claimsabout the results of stu-dents made by corporateand private junior col-leges across the state.Plans are afoot to extendthe facility to schools toenable parents to knowschool-wise SSC results.
There was no provisiontill now for the public toknow the results of eachcollege and verify whichinstitutions the toppersare from, or whether aparticular college hassecured 100 per centresult. The parents of stu-dents have no option butto rely on publicity and
media advertisementsissued by the college man-agements. By posting theresults of each college onthe website, the govern-ment hopes that the publiccould make correct deci-sions during the admis-sion season.
Mr K. Parthasarathi, mi-nister for secondary edu-cation, explained: “We
have seen an unhealthycompetition among corpo-rate and private juniorcolleges over the last fewyears. The college man-agements falsely claimthat their studentsachieved top ranks, andalso publicise aboutachieving 100 per centresults to attract moreapplications.”

State government officialsare waiting anxiously, atouch nervous and a tadrestless, as the Centre is yetto finalise the professionalconference organiser forthe upcoming InternationalConference of Parties onBiodiversity(COP11).
While the event will beheld between October 1 and
9 at the HyderabadInternational ConventionCentre, no preparatorywork has started yet,thanks to the ambiguityover the conference organ-iser. But even then, officialssaid, the Union ministry offorests and environmenthas kept the state on its toesregarding preparations.
According to officials,committees formed to lookinto various details of the
global conference, especial-ly reception, food, accom-modation, stage-manage-ment, side events and exhi-bitions, cannot begin workin the interim.
The civic body’s city beau-tification projects are alsoyet to start, as the Centre isyet to sanction funds.
A state government offi-cial involved in thearrangements said: “TheCentre had called bids for
the selection of the confer-ence organiser on January2 this year. But the tendersare yet to be finalised. As aresult, the state govern-ment is helpless. We cannotgo ahead with the arrange-ments till the professionalorganiser is selected.”
Over 5,000 participantsfrom 193 countries andinternational organisa-tions are expected to attendthe conference.

The state excise depart-ment and some nation-alised banks threw cautionto the wind and bent bankguarantee rules to favourliquor retail licencees, ithas come to light.
Retailers who providedbank guarantees to getlicences have become a cru-cial link in Anti-Corruption Bureau’s ongo-ing probe into the liquorsyndicate scam.
Sources told this newspa-per that the excise depart-ment gave the kid-glovetreatment to even caseswhere retailers submittedbank guarantees for inade-quate amounts. The banks,meanwhile, were too eagerto provide guarantees with-out safeguarding their owninterests, the sourcesadded.
Inquiries by investigatingagencies have revealed thatin several cases bank offi-cials were suspended afterretailers defaulted licencefees to the excise depart-ment, forcing the latter toinvoke the bank guarantee.The banks took a drubbingdue to this lack of safe-guard mechanism, officialssaid. Under rules, retailersare required to pay the firstinstallment and providebank guarantee for theremaining amount.

Narayana student N.Sandhya created a record by secur-ing highest-ever marks, 437 out of440, in BiPC to top the state, accord-ing to information. Four studentsfrom Sri Chaitanya Group - V.Deepika, Avala Akhila, P.S.S. Lakshman and B. Likitha- emerged toppers with 466 out of 470 in MPCstream. In MEC stream, Sri Chaitanya students A.Nikhil and K. Prudhvi Raj got 488 out of 500.

Telangana districts havelagged behind in theInter first year resultsannounced on Friday.
Lecturers blame it onthe Sakala JanulaSamme in the T-region,which forced colleges toshut down for over 40days during Septemberand October 2011.
The two districts thatfared badly in the Interexams, in fact, they wereright at the bottom of theresults table, areMahbubnagar, with apass percentage of 37and Nizamabad, with a
pass percentage of 38.Meanwhile the districtsthat came in at the topwere from the Andhraregion, such as Krishna(71 per cent),Visakhapatnam (65 percent) and Nellore (61 percent).
Barring Ranga Reddy(63 per cent) andHyderabad (55 per cent)
districts, the remainingeight districts in the T-region fell short of thestipulated average passpercentage of 53.75.
“The colleges located inHyderabad and RangaReddy districts were nothit as badly as collegeslocated in other T-dis-tricts during the periodof the strike. The citycolleges could work mostof the days during periodof the strike, while thecolleges in other T-dis-tricts remained com-pletely closed in supportof the T-strike,” saidShankar Samala of theTelangana Junior Colle-ges Association.
