from 18th - 19th July, 2016 atthe La-PalmRoyal BeachHotelin Accra. The Symposiumsought to discuss, and shareexperiencesonthe issueof ICTdeployment and developmentinAfricainrelationtotheglobalICTdevelopmenttrends.
The Symposium is one of the
activities outlined by the NCAto mark its 20th Anniversarycelebrations.Theeventbroughttogether telecommunicationspolicy-makers, nationalt e l e c o m m u n i c a t i o n sregulators, user groups andindustry experts to learn fromrenownedpresenters, exchangeinformationandexperiences.

Welcoming the delegation,Mr.William Tevie, the DirectorGeneral of the NCA, said theAuthoritywasalwayspleasedtohostsisterregulatoryauthoritiesas such visits provided anopportunity to learn from eachother’sbestpractices.He spoke about variousinitiatives the Authority had
undertaken and said that theNCAwas currently consideringtheimplementationofaUnifiedLicence Regime in line withinternationalbestpractices.Mr.Tevie also touched on otherinitiatives which he said werenecessary tocreateanenablingenvironmenttofosterthegrowthofthecommunicationsindustry.
On her part, Madam Weeks
said that the visit to Ghanawas for due diligence and thatthe LTA was eager to learnfromGhana’s experiences withregards to telecommunicationsinfrastructuredeploymentanditsimpactonvariousstakeholders.
The meeting ended on a goodnotewithbothsidesestablishingthe need for further sharing ofexperiences.

1. What is the law requiring SIM card registration?The enabling law is TheSubscriber Identification 2010which provides for registrationofexistingSIMcards.

What is SIM card Registration?The ACRONYM “SIM” meansSubscriberIdentityModule.SIMcardregistrationistheprocessofrecording and verifying mobilephone number(s) and personalinformation of a subscriber,by a communications serviceprovider. NCA Organises Workshop on TV White Space
The NationalCommunicationsAuthority(NCA) has organised a
public consultation workshopon the usage of TelevisionWhite Space (TVWS) SpectrumRegulatory Framework on the16th of August 2016 at theHoliday Inn Hotel in Accra.The workshop served as aplatform for the NCA, serviceproviders,consumersandotherstakeholders to discuss thecontentsoftheDraftRegulatoryFramework.
Director General of the NCA,Mr. William Tevie, during hiswelcome address said that aswebecomemorereliantontheInternet for communication,information, health services,and business relations, it hasbecome necessary that internetconnectivityandpenetrationbeaccessible nationwide. It wasin this vein that the NCA likeother regulators, is exploring
the possibility of using TVWSto create and givemore accessto data services,mindful of thefact that connectivity is key todevelopment.
Oneofthepresenters,MrPeterDjakwah of the EngineeringDivision explained to the
audience how TVWS canconnect to homes and devicesfrom remote locations byoffering a broadband signalcapable of handling multipledevices as well as transferringlargeamountsofdataacrosslongdistances.HefurtherstatedthattheTVWSisintendedtoextend

Internet coverage at cheaperpricestoruralareas.Although some stakeholdersexpressed their concerns abouttheTVWSwithregardstoexistinginfrastructuralinvestmentsmadeinthecountry,MrHenryKanor,Director of the EngineeringDivision assured them that thetechnology was an opportunityto extend Internet coverage ataffordable prices to Ghanaiansand would greatly help theconceptofuniversalaccess.
The Television White Space isa termused todescribeunusedbroadcasting frequencies inthe wireless spectrum. Thisspace which is usually left toavoid interferences and for
buffering purposes can beused to deliver widespreadbroadband internet. Ghana iscurrentlyapartoffivecountriesin Africa that have undertakentrials in the technology fordata
network deployment and theuse of TVWS would offer anopportunitytousethespectrumtomeetconsumerdemands.

NCA Organises DTT Training for the Media in Ashanti and Brong Ahafo Regions
The NationalCommunicationsAuthority(NCA) in collaboration
with the Digital BroadcastingMigration Committee (DBMC)on the 9th of August 2016organised a resource trainingworkshop for the media at theGolden TulipHotel in Kumasi.Thesignificanceoftheresourcetrainingwastoequipthemediawiththenecessaryknowhowondigitaltelevision.
Addressing the participants atthe training workshop, Mrs.Nana Defie Badu on behalfof the Director General, Mr.WilliamTeviespokeoftheroleofthemediainthepublicityandeducational campaign of theDigitalMigration.Shementionedan important stakeholderof theAuthority,thepartnershipofthemediawascrucial insensitisingourpopulaceandensuring thatwe all understand what the
migrationisaboutandhowitwillimpact television viewers. Shefurther said that a conformanceregime has been instituted andshall require all DTT receiverssuch as set top boxes (STBs)and integrated digital TV sets(iDTVs)soldinGhanatopassaconformancetesttobecertifiedto use a receiver certificationlogo.Furthermore, she indicated that

In his keynote address Mr.Nyantakyi, Deputy Chairmanof thePublicity SubCommittee
of the DBMC said mediaknowledge and understandingaboutthistransitioncanhelpallstakeholdersbetterengageintheprocess, andevenhelp to steerit. He also said that a marketsurveillance exercise onDigitalTerrestrial Television (DTT)receivers (televisions and settopboxes)tookplacewithintheGreaterAccraRegiontoprotectconsumers and ensure that theDTTreceiverssoldontheGhanamarket have been certified bythe NCA and conform to theacceptablestandards.
Mr. Edmund Fianko of theEngineering division, tookparticipants through thehistory of the DTT in Ghana,the relevance of using NCAapproved digital televisionequipment,conformanceregimewithregardtosettopboxesandTVsetsandissuesthatarelikelytocomeupastheyinteractwiththepublic.Participants were also givenmanuals toserveasa referenceguide on any information theywouldwish to sharewith theirpublics.

NCA embarks on Market Surveillance to protect Consumers from Uncertified DTT Set Top Boxes
The National Communica-tionsAuthority(NCA),initsquesttoprotectconsumers
when the DTT finally switchesover, has launched theDigitalTerrestrial Television (DTT)monitoring and surveillanceexercise in the Greater AccraRegion. This exercise seeks toensurethatallDTTreceiverssold on the Ghana marketconform to acceptable localand international receiverstandards,environmentalhealthand safety standards includingelectromagnetic radiation andemissions.
Section 2 of the ElectronicCommunications Act, 2008,Act 775 mandates the NCAto regulate the radio spectrum
designated or allocated for useby broadcasting organisationsand providers of broadcastingservices in accordancewith the standards andrequirementsoftheInternationalTelecommunicationsUnionandits Radio Regulations as agreedtooradoptedbytheRepublic.
TheDirector for Engineering attheAuthority,Mr.HenryKanor,said the Authority has officersatGhana’s portswhoassist thecustoms to check for unsafecommunications equipmentbefore they enter theGhanaianmarket. However, due to otherchannels thatpeopleemployinbringingingoods,theAuthority,which has an importantrole in protecting the public
from imported unauthorisedequipment, in taking thenecessary steps to ensurecompliancetothetypeapprovalregimehasemployedtheuseofmarketsurveillance.

• examineareceiverdisplayedforsale,atapointofimport,oratawarehouse
• search for equipment,articles, books, records ordocumentsthatmayprovideevidenceof(i)contraventionofthisActorofRegulations,or(ii)requiretheownerorperson in charge of theplacetogivetheauthorisedofficer the reasonableassistance required for theexaminationorsearchoftheplace,
• seize and take awayequipment, articles, books,records or documents if itappears that there has been(i) a contravention of thisActorofanyRegulationor
(ii) a breach of conditionof licence or frequencyauthorisation, and lodgethe items seized with theAuthority
TheAuthoritywishestoremindthegeneralpublicthatallsettopboxesandintegratedDigitalTVsetsshouldconformtoGhana’sDTT Receiver standards.Conformance to Ghana’s DTTstandard is marked by the‘DigitalGhana’ logo affixed onthe receiver. The list of approved DTTreceivers is published on theDigital Switchover Page onthe website of the NationalCommunications Authorityand the Digital Ghana website(www.nca.org.gh) and (www.digitalghana.org).
Ourofficesarealsoopentothegeneral public for informationonvendorssellingunauthorisedsettopboxesandTVs.Informersare advised to be mindfulof Section 74 of Act 775which states that “a personwho knowingly gives false ormisleading information to theAuthority commits an offenceand is liable on summaryconviction to a fine of notmore than one thousandpenaltyunitsortoatermofimprisonmentofnotmore thanthreeyearsortoboth.
About the DTTGhana and other membersof the InternationalTelecommunications Union(ITU) signed an agreement inGeneva in 2006, setting 17thJune,2015asthedeadlineforallcountries inAfrica, Europe andMiddle East as well as Russiato migrate to digital terrestrialtelevision broadcastingtechnology in the Ultra HighFrequency (UHF) Band. TheAgreement set 17th June, 2020asthedeadlinefortheVeryHighFrequency (VHF) Band. It is,therefore,mandatory forGhanaand the other countries in theareasspecifiedtomigrate.
Themainreasonfortheworld’smigrationtodigital,istoreleasevaluable spectrum which canbe used for other services.Spectrum is scarce, thereforemore efficient use of the
spectrum is necessary if moreterrestrial telecommunicationsand broadcasting services areto be made available. Ghanacoordinates its frequency planswith other countries to ensurethat there is no interferencebetween various countries’broadcastingsignals.Currently,analogue broadcasting isprotected from interference,but this protectionwill stop by2017. It is therefore necessaryto complete themigration fromanaloguetodigitalby2017.
Themigrationfromanaloguetodigital television broadcastingwould most likely have animpact on almost every citizenof this country considering thepervasiveness of terrestrial TV.Itisthereforeimportantthatthemigration is properly managedto ensure that every Ghanaianwho watches TV today is abletocontinuewatchingTV in thedigitaldomain.

TELECOM SUBSCRIPTIONS FOR AUGUST 2016Mobile Voice Subscription Trends for August 2016
AttheendofAugust2016,thetotal number of mobile voicesubscribershad increased from36,739,810 as at the end ofJuly 2016 to 36,912,019 as atthe end of August 2016. Thisrepresentsapercentageincreaseof0.47%.Thetotalpenetrationrateforthemonthunderreviewwas132.44%.
MTN’svoice subscriberfiguresfortheperiodwas17,890,958,representing a percentageincrease of 0.66% from July’s2016’s figure of 17,774,481.MTN’s market share for themonth under review was48.47%.
Vodafone’s mobile voicesubscribers increased from8,160,351 at the end of July2016to8,223,957asattheendofAugust2016.Thisrepresentsapercentageincreaseof0.78%.Vodafone’s market share forAugust2016was22.28%.
Tigo’s voice subscribersincreased from 5,211,811as at the end of July 2016 to5,225,021 as at the end ofAugust 2016. This indicates apercentage increase of 0.25%.Theirmarketshareforthemonthunderreviewwas14.16%.
Airtel’s voice subscribersincreased from 4,636,374 asat the end of June 2016 to4,642,569 as at the end of
August2016.This representsapercentage increase of 0.13%.Their total market share forthe month under review was12.58%.
Glo’s voice subscribersdecreased from 854,912 as attheendofJuly2016to822,539attheendofAugust2016.Thisreflects a percentage decrease3.79% for the month. Their
totalmarketshareforthemonthunderreviewwas2.23%.
Expresso’s voice subscriberfiguresincreasedfrom101,881as at the end of July 2016to 106,975 as at the end ofAugust 2016. This representsa percentage increase of 5%.Their total market share forthe month under review was0.29%.

4.1 Cellular Mobile Operators MTN’s mobile data subscribers for August 2016 were 9,608,952. Their market share for the month under review was 50.24%.
The total number of subscribers for Vodafone’s mobile data in August 2016 was 3,301,319. This is reflected in their market share of 17.26%
Airtel’s mobile data subscribers for August 2016 were 3,082,800. Their market share for the month was 16.12%.
Tigo’s data subscribers for August 2016 were 2,817,896. Tigo’s market share for the month under review was 14.73%.
Glo recorded data subscriber figures of 271,756 at the end of August 2016. This reflects a market share of 1.42%.
